According to the Parb;rk.chcl and Recreation
Commission, Newport Beach could save u much as $215,000
per rear by letting corporate spomon provide certain
scmcea in exchange for placinJ advertisements on beach
fixtures such as bike racks, gart>ap dumpsters and
telephone booths.
Some City Council mcmben say it's a bad idea, however,
because it would detract from the natural beauty of the

F loyd Reed of Terra Haute, Ind., top, turned an electric cart
into a miniature version of a 1929 Ford Huckster Fruit
Truck. and rigged the vehicle so it appears the full-sized
puppet, named B.J., is actually driving.
The truck also is cquieped with its own public address system
to broadcast the puppet s voice, an AM/FM radio with cassette
player for music, and a 12·foot-by-4Q..foot billboard on top to
promote sponsors or events.

The Costa Mcsn City Council is
considering limiting i?s mayoral term to l 2
or 18 months, as opposed to the current
two years, and creating a rotation
st ructure that will advance the vice mayor
after one year. · ~
Under the current policy, the City
Council appoints a new mayor and vice
m::tyor C\ery two )Cars.
"Out, the council has never assumed
that the "ice mayor would automatically

The council directed city st3ff to draft a
written policy in ""hich the vice mayor
\\Ould become mayor after 12 or 18
months, and then a new vice mayor would
be appointed by the council. The draft
pohcy '"ill be presehtcd 10 the council
during Its Aug. 1 meeting.
The concept, which w:is discussed
during a study session on Monday, was
well accepted by the council.
"l just remember, from my experience
as being mayor, that the last six months
'~ere very tiring," said Hornbuckle, who
suggested the term limit. "I know that in
other ci ties, the term for mayor is one
year, and I was just thinking that maybe
we're at the point that \\-e need to
re-think what \\C're doing."

John Stephen Dwens suners fatal heart attack
John Stephen Owens, a charter
faculty member of Orange Coast
College and a former Coast Community
College District \1ce chancellor, died of
a heart attack suffered at his San Jose
home. He was. 80.
Owens was one of the first faculty
members the college hired in 1948. He
taught construction technology classes
and was the division chair until 1962,
when he became the coordinator of
trade and technical education at the
college.
In 1966 he assumed the vice
chancellor post, retired in 1973 and
was honored in 1975 when the college's
technology skills center was named
after him.
Owens was recovering from back
surgery at home on July 8 when he
suffered the heart attack, college
officials said.
He is survived by his wife Hazel, a
fo rmer Newport Harbor High School
teacher; his son and daughter-in-Jaw
John and Dede Owens; and three
grandchildren, all of Alabama.

Parks Commission members
attended a Costa Mesa City
Council study session on Monday
in hopes of gaining a firmer
footing on developing a master
plan of parks.
The commission has been
standing on shaky ground in
terms of park improvements and
priorities since thc'council failed
to adopt a proposed city parks
master plan during its last
meeting.
The council instead a~pted
the study as a ref ere nee guide,
and directed staff to work with
the Planning Commission in
drafting plans on a sitc-by-sjte
basis.
During Monday's session, the
council and commission members
Alesia Erickson and Dick
Mehren discussed funding
options and locations that should
be considered priority.
"Tot lot improvements are .an
immediate need," Erickson told
the council. "The equipment is
inadequate, and the city could .
face a liability situation if
something isn't done right away." •
As fqr funding options, the
commission will look into
establishing a foundation that
would use donations to help
offset the cost for new
equipment and repairs at parks
where funding might be a
problem.
Both the commission and the
council also laid to rest any
concern over development at
Fairview Park. The proposed
master plan of parks suggested
building a sports complex at the
park to accommodate any future
recreational needs of the city.
"That's not what we're going
to do with Fairview Park," said
Councilman Jay Humphrey. "I
don'r think anybody wants to see
that park developed."

new casita.
They'd just

. their lakeside
cottage in
Teague, Texas,
after a
three-month stay
with all those
mosquitoes.
"Save those big boxes for us,"
scz Jim. ''We're moving."
Moving? From whence? The
ancestral acres back in Texas?
No, they're selling the spacious
Sant:i Ana residence which they've
occupied for the past 22 years.
"We're looking for a more
convenient arrangement for our
two-state commute," scz Vida.
"We're looking for something
smaller here."
"Something smaller?" scz J.
"Well, you won't find anything
smaller than this abode. J think
the previous tenant was Billy
Barty."
Just for kicks, 1 offered to sbow
them around the.village.
And guess what?! Just as 1 had
gushed in last Wednesday's report,
they were impressed. They bad
been considering a move near
kinfolk in Fullerton, but Vida
seemed bemused by the fact that
-after a dozen years or writing
about sassicty swells for the Daily
Pilot -they mig_ht finally be
getting a Newport Beach address
of their very own. Full circle, so to
speak. ·
At this writing, things arc still
inconclusive, but they're looking
good. I'm saving those boxes.

"Somebody loves you. Lady bugs
bring good luck. Besides, they'll
eat your aphids."

have finally assembled the talent to
claim their first World TeamTennis
championship this season, but if
their penchant for' injwy continues,
their Most Valuable Performer may
be the team trainer.

corps." said Dukes Coach Angel
Lopez, who watched in fear Tuesday night as Zina Gar-
rison-Jacbon dropped her racquet and fell to the court
clutching her right ~ whiJe leading S-4 in her singles
match against Idaho Sneakers opponent Amy Frazier at
the John Wayne Tennis Oub.
The Dukes· went on to cam .a 27-21 overtime triumph
over the team now Jed by original Dukes Coach Greg
Patton, but Garrison-Jackson, who missed parts of two
previous matches with right shoulder soreness, provided
physic.al therapists with a-new vea of concern.
"She said she heard something snap, but she's walkin_g
-around on it and "Smiling now,"-Lopez said of"Garnson-
Jackson, who also teamed with Larissa Neiland to cam a
6-3 women's doubles triumph to put the Dukes weU on

Garrison-Jackson's affliction wasn't the only cause for

HUNT1NG1 ON BEACH -The Costa Mesa Lit-
tle League American squad will have to bounce
back today follo"ing a tough 2-1 loss to Westmin-
ster Tue day in the Di trict 62 Majors baseball tour-
nament at Robinwood Little League.
Holding a J-0 lead and just t"-O outs from victory,
the game slipped through Mesa's hands in the bot-
tom of the sixth inning when Westminster's Steve
Shinen singled in the tying run and the winning run
crossed following a throwing error on the bit.
Costa Mesa American will face host Robiny,ood
in a S p.m. elimination game today. The winner of
today's game will face Westminster on Thursday at
5, hoping to force a second, and deciding, game Sat-
urday at 11 .
"h was a ~ell-played dcfen ive game," said Costa
Mesa Manager Lou Desandro. "Both teams had nu-
merous opportunities, but there were some good
plays on both ides. We hit the: ball hard at times
ind so did they."
With Costa Mesa ahead 1-0 lead in the bottom of
the final regulation inning, Westminster's Josh Ori
led off with a line-drive single to left and Tyler
Chrisco followed with a chopper to the hole at short
