Tel-~hil, the operator of the popular' fairgrounds ~wap meet, had filed a similar amendment last • • I year, c1t1ng a poor economy as a basis for the request. While it re- ceived support from the Fair Doard here, il was shot down by state officials. Under the new agreement, Tel- Phil will pny the Fair Board 34% of its revenues from admission, seller space and rentals, which was up from the 32% that was pro- posed last year. The original agreemen t, which was signed in May of last year, would have re· quired Tel-Phil to pay 38.3% from such revenues. Tel-Phil also will pay the fair- grounds 40% of the first SS million in food and beverage revenues earned each lease year. After that, the fee will increase to 51 %, which was the agreed-upon rate in the initial contract "We're certainly plea~ed that the l>tate approved the amend· mcnt," said Tel-Phil spokesman Dnvid Paine. Once students enter the pro· gram, Jupiter keeps them in school by using peer advisement and mentoring, group studyiq, tutor· ing and meetings with a tounselor at least once a semester. The students also take a course called "Becoming a master stu· dent," which teaches skills for suc· ce~din~ at OCC and getting into a un1vers11y. "Our retention rate numbers (80%) have been real good," Jupi· tc r said. Not only does Jupiter's tech· niques bring new students to OCC, but they also help minority students already there to turn themselves around. "My first sc· mcstcr I took a lot of claues I . didn11 need," said April Harr.ell, 21. "1 only took two that would transfer. (The minority program} corrected that." Now Harrell is studying at Cal State Long Deach to become a family therapist. She also works part·timc as a peer counselor helping other students in Jupiter's program. As shown in Harrell's case, Ju· pitcr continues to look out for some minority students even when they leave OCC. "When I first got to Long Beach State, I was con· fus ed," Harrell said. "But Cheryl knew people there, and she called them to look out for me. They made me feel comfortable at the 'university." The future success of the mi· nority program isn't set in stone. Jupiter is full of ideas to improve the program, but funding has been cut by the state. "There are so many things we'd love to do if we had the money," Jupiter said. .CJ!ie 'Westcfi LINES fr ...... 1 the ball rolling. ln bnc Balboa Peninsula neigh· borhood, that person was 86-year- old Elizabeth "Wcsty" Wright. "They said, 'The wires will go underground someday, but not an your lifetime.' " Wright said the undergrounding was well worth the money. "I'd do it all over in a minute. It enhanced the value of our property very much." Public Works Director Ben Nolan said the undergrounding usually costs property owners be· tween $6,000 and $13,000, plus a street-to-house connection charge of between $1 ,000 and $5,000. At least 60% of the homeown- ers in a proposed assessment dis- tric t must agree 10 the charges for the undcrgrounding to go forward. Petitions must be signed and pub- lic hearings are held. If enough residents agree to the charges, the district is set up and the city issues bonds. Repayment can be ~n one lump sum or fi. nanced over 15 years. Liens are placed against the properties of those who don't pay. "Although the city receives money from the '1ate for utility under· grounding, the funds must be used on streets that are extensively used by the general public -not resi- dential areas. "The fact of the matter is that most neighborhoods are not eli· giblc for the program," Nolan said. "The needs ore so great com· pared to the amount of money that's allocated." Several neighborhoods have come to the city in recent months to express an interest in forming an assessment dist rict, Nolan said. Neighborhoods trying to gather moment um for the under· grounding include Seashore Drive, 13alboa Co,es, Newport Shores, Bayshores, Channel Road and Lit· tie Balboa Island. • "Very seldom do you have peo- ple coming to a city and saying 'We want to spend money to im· prove our neighborhood,' " City Councilwoman Jan Dcbay said.
