After· learning that Andrew South -one of Che, part-time dis-/ abled workers emplO)Cd by the' ci ty -is legally blind, General -Services Director Duve Nieder- haus terminated his employment on Thursday, pending a review by the city's new risk manager. This is the third time in three years that the city has considered eliminating the disabled workers' jobs. . South worked 12 hou rs n week for the city at $4.25 an hour, pick- ing up trash near the city's two piers. He was transferring to a job in the city's sign shop when it came to the attention of city of- ficials that he is legally blind. 1'Until this morning, I did not know l had an employee who was legally blind," Niederhaus said. "l don't feel comfortable about hav- ing that person on the street near traffic or working in an area where there's heating operations and painting operations." Beset by rising liability costs, Newport Beach is no longer self- insurcd in most areas. Part ·or the city's switch lo conventional insur- ance coverage includes an assess- ment of city operations by a loss control-, consultant to reduce the likelihood of expensive liability lawsuits. Niederhaus said suspension of the legally blind employee was prompted by the city's liability re- view. A final decision on his em- ployment with the city is expected early next week. There were 110 scnlcs, of course, aboard th e Pacifico , but dccl\hands turned to a process of measuring the length nnd girth to determine an acceptable weight.
