A MORE DRASH BALBOA?
.. ·. The Newport Beach City
Council will consider tonight a
comprehensive plan intended to
transform the Balboa Peninsula
from a tired mish-mash of resi-
dential and commercial uses to
a reinvigorated downtown.
The Central Balboa Specific
Area Plan changes zoning laws
and establishes new building
guidelines on a portion of the
peninsula bounded by Newport
Bay, A Street, the beach and
A dams Street, plus the lots
fronting Balboa Boulevard be-
tween Adams and Coronado
streets.
The plan has been touted by
business leaders as a long over-
d ue shot in the arm. It provide$
for circulation improvements
designed to make the area
mo re accessible to pedestrians,
bicyclists and motorists. Ad-
ditional upgrades include deco-
rative lighting, textured pave-
ment and attractiveJilttures •
such as benches, kiosks and
; trash cans.
City administrators haven't

for the project but have said

troversial Lax on charter boats is
-scheduled at 7 p.m. tonight at
~ewport Beach City Hall.
If adopted by the council, the
tax will be SO cents per pas-
senger on tickets cesting be-
tween $26 and S50"A $1 per
person tax would be imposed
on boats where tickets are more
than $50. An additional sur-
charge would be added to out
of town boats. The tax would
be $50 fo r vessels with less than
50 passengers and SIOO for ves-
seJs_ca rrying more than 50 pas-
senge rs.
City officials say the tax is
necessary to offset harbor main-
tenance costs, but some com-
mercial bo!ll operator& say it
will h'lJ rt t~eir businesses. Tl1e
ta..x is expected to add ap~
proximately $100,000 per year
to city coffers.

courses, Robbins launched a
home-based, mail order book
busi ness that did so well he was
able to realize his dream of
ope ning a retail store two years
early. In June, Robbins and
business partner Barry Pines
opened Book King on 17th
Street.

feated Assembly hopeful Tom Rei-
necke said Sunday he's not inter-
ested in runn ing as a write.·in c:!an-
didate, despite efforts by the O r-
ange County Coordinating Repub-
lican Assembly to· finance such a
campaign.
"I have no plans to be a write-in
candidate," Reinecke said. "But
this is the most conservative dis·
trict in the United States, and it
will be represented by someone
who is not as conservative as the
voters would like."
Unhappy with Assembly can-
didatc Marilyn Brewer -painted
by some co~servative Republicans
as a liberal in GOP clothing -the
Republican group is trying to raise
funds for a write-in campaign to
elect Reinecke. -·
Despite Reinecke's statement
that he isn't interested in running,
Republica n Assembly Vice-
Chairman Bryan Bridges specu-
lated the former candidate's dt.!ci-
sion might be swayed if a viable
campaign is financed. He saiu the

T here's a heated debate steaming up on the front
burner over the merits and dangers of geneti-
cally altered foods. tv,tany pl"Otest we shouldn't
tamper with mother nature, although this bountiful

A case in point: she forgot to give kids sufficient mo-

~rve what little drive they have for excelling in skate-
boarding.
Thanks to science, however, soon our offspring, or

a pint-sized Junior scolding you for not expanding your

Warmer waters attract crowds to area beaches

With the ocean feeling
like a baby's bath water, an
estimated 85,000 visitors per
day showed up to take a dip
at Newport's beaches this
weekend.
Folks who won't e~n
consider·sticking a toe in the
surf until the water
temperature climbs above 70
degrees weren't at all
bashful about jumping in
this weekend and keeping
lifeguards busy.
"The hottc(_ it get , usually
the more rescues we get,"
said lifeguard Eric Bauer.
Bauer said lifeguards
pulled approximately 65
people per day out of the
water, which was a tepid 75
degrees on Saturday. An
offshore wind cooled it off
to 74 degrees on Sunday.
The balmy water, .a 2-to
4-foot swell and tolerable
temperatures in the low 70s
made for the kind of day
that California postcards are
made of. But it also brought
out beach bums who hadn't
taken a swim for quite a
while, Bauer said.
"We could get on the
public address system and
say, 'There's a big current,
don't get in or )Ou'll ge t
killed,' and people wouldn't
listen," he said.

for people wanting to take a
swim in the sea:
• Swim near a lifeguard
tO\\er. Swim perpendicular
to the riptide, out of the
brown water :inti into the
blue. If you. feel like you're ,
being pulled under, stick
your hand .out and cry for
help.
~ Always be aware of
where the waves nrc. If a big
one comes your way, face
the wave and crouch
beneath it.
• Never dive into the surf
-it's the No. I cause of
spinal injuries among
beachgocrs, Dauer said.
"When people dive under
the wave, sometimes they
di\e too deep and hit their
heads on the bottom."

sion at Lions Park in Costa
Mesa the other day," Brown
said, "we attracted somewhere
between 10 and 20,000 specta-
tot1i."
Wow! What was the exact
count, I pressed.
"Actually, we drew 14 on-
lookers," he said. "That num-
ber is somewhere between 10
and 20,000 -isn't it?"
Well, l suppose so. For ac-·
tual games in the slo-pitch
league. though, they've been
known to auract closer to 20.
In spite of their advanced
ag~. there are some pretty
peppy players on the field, sev·
eral even with a smidgen of ex·
perience with major league
clubs.
Take 76-year-old Chris Lutz
of Costa Mesa. When only 17,
he wore the uniform of the St.
Louis Cardinals, and today he's
still aavorting with an ovcr-75
team called the Rainbows. ·
Alas, Lutz didn't wear that
prized uniform long. As a 17-
year-old pitching prospect, he
accompanied the champs on
one road trip, and hurled only
batting practice. Today, though,
he performs every Wednesday
with the Rainbows, playing both
pitche r and catcher (but not at
the same time.)
Today's striking major leagu·
ers might be intere~ow
that Lutz could've stayed wi~
the Cards' organization, but he
declined an assignment to play
with its Piedmont League farm
team, even though i't paid $175
a month. Instead he opted for a
college education and became a
civil engineer.
How much does he love the
game? Well, how many 76-year-
olds d'ya know still play ball -
six years after undergoing a
total hip replacement? Must be
a message in there somewhere.

have been cranking out episodes
every two weeks.
Their first shows were met with
mixed reviews from their Newport
Beach neighbors.
"My favorite remark was: 'The
charm of the show is that these
two grown women think they can
go on TV without combing their
hair,' " Phillips said.
Humored by such faint praise,
Phillips and Mom 2x have
improved their camera techniques
and established a regular "Two
Moms and a Camera'' format.

The storyline is carried out with
segments at local businesses, such
as when Phillips traveled to the
Natu Bar Club on Balboa
Boulevard to sample wheat grass
juice. ,
And in each episode, Phillips
and Mom 2x involve innocent
bystanders in their skits.
"People do the most amazing
stuff if' you just ask them
correctly," Phillips said. "Once, we
got five members of a family into a
pair of size 52 shorts."
Phillips added that there are
running themes, ~ike the.it _ -·
diet-thrashing splurges. "My
philosophy is cat, drink and be
merry and when they close the
coffin you're guaranteed to lose
weight,'' says Mom 2x.

the overall mission of the Fun
Zone, keeping in mind the impor·
tance of public acc~ss while also
considering the financial viabili1y

"My goal would be to upgrade

clearer picture, for me to change
my vote, of what we're looking at
in tbe future there."
Watt said sh,e migh1 have voted
against the ticket booth and office
building if she had heard more
complaints from residents.

hile deriving $8,000 in

And in 1992, when Molnar's
talent alone would've easily landed
him a spot on the U.S. Olympic
team, he was ineligible ag:iin
because: of the lack of citizenship.
International Olympic
Commillee rules stipulate that
citizenship is mandatory for all
athletes competing in the Games,
but Molnar was counting on the
process being sped up with the
help of Congressman (R-ND)
Chris Cox. Molnar's canoe that
year was soaring, but he was all
dfcssed up with nowhere to go.
Molnar, 25, is hoping that history
doesn't repeat it~elf in
1996.
"They took people in
'92 to the Olympic
Games who 1 was
beating all the time in

shy of having five years wilh a
green card, because you need five
years to get citizenship," Molnar
said. "What l 'm going to do now is
get back to Chris Cox and remind
him, 'I'm the guy you were trying
to work with a couple of years
ago.' I have a green card now and
l hope that he can speed up the
process to get citizenship."
Speed and disappointments are
factors that Molnar knows well.
He was selected for the U.S.
national team, following his
exploits at Lake Placid, N.Y., in
June at the U.S. national trials.
which means that Molnar can-
receive traveling funds and go to
training camp next year in Florida
with all expenses poid.
But he continues to work
full-time as a service teclmician for
salt and fresh water aquariums, as
well as training at the Newport
Aquatic Center. So Tom Martin, a
