... A plan lo give the Balboa
Peninsula a facelift will be con-
~idered by the Newport Beach
City Council· tonight.
The council will consider
adopting the Central Balboa
Specific Area Plan, which is a
blueprint for making portions
of the peninsula more attractive
to residents and visitors alike.
The plan, which has been
touted by peninsula business
people as "long overdue,"
wou ld change zoning laws and
establish new building guide-
' lines. It would target certain
areas for major public im-
provements.
The council meets at 7 to-
night at City Hall, 3300 New-·
port Blvd.

Costa Mesa Planning Commis-
sion will hear the public's com-
ment-S tonight-on ~ request
from First Step House, a local
shelter for recovering alcohol-
ics, to increase its maximum
residency from 12 to 20 people.
The facility, which is at 2015
Charle St., provides JO days of
food, clothing and shelter for
homeless men seeking treat·
ment.
The facility also is asking l~e
city to approve Alcoholics
Anonymous meetings at the
shelter on weekday evenings
and Saturday mornings.
According lo Planning Com-
missioner Mark Korando, the
weekly meetings could bring as
many as 25 outside attendees to
the shelter, while the Saturday
meetings could draw as many as
60.
Korando said the city has re-
ceived letters Crom residents
opposing the request. ·
"People who arc living near
the facility aren't loo happy
about the number of p eople
who go in and out of the opera·
tion," Korando said. "But, the
st:ue precludes us from not al-
lowing such a facility in a resi-
dential area."
The commission meeting be-
gins-at 6:30 p:-m. in 1he-Costa
Mesa City Hall council cham-
bers, 77 Fair Dri"e.

The World POG Federation is
trying to Corm a new board of
directors, but high-profile ex-
ecutives need not apply. The ·
new board will be made up en-
tirely of kids.

Federation president, said the
Costa Mesa company wants
"leaders who are experts in the
milk cap game." The Kids
Ooard of Directors will suggest
new designs for the POG-brand
milk caps and slammers; recom-
mend creative uses for POG-
brnnd products in charitable
fund-raising; contribute articles
to the federation newsletter;
and preside over tournaments.
Applicants will be assessed by
their SJ:hool grades last year, in-
volvement in organizations ond
ac tivities, their suggestions for
potential POG designs ond an
explanation of why they want to
serve on the board.
Those selected fdr the Kids
Doard will each get a $250 sav-
ings bond, a World POG Fed-
eration backpack filled with
new POOs, slammers and other
products and a special "First
Kids Board" commemorative
POG. Members will be chosen
for one-and two-year terms
and the board will convene (or
DI least one meeting annually.
Applicntions are available
from POG retailers or by call-
ing (800) POG-CLUB. Applica-
tion deadline is Oct. 22. The
federation's senior executives
will choose the 12 board mem-
bers in early November.

It's been a haven to many
Cliff Haven, the oldest community in Newport Beach , celebrates its
48th birthday with a parade and neighborhood get-together

have watched three
generation of families
move in· and out of Cliff Haven,
the ne4ghborhood they have called
home since 1952.
Qn Sunday, the elderly couple
gaihercd with the newest wave of
young families to celebrate the
48th birthday of Cliff Haven, the
oldest Newport Beach community.
They morchcd in the parade
along 1dc children .on bicycle and
old·fa~hioncd car$. Oayle woved to
the re idcnts lining the idewalk
while Willard played jau tunes on
his SAXophonc. The parade ended
at En ign Junior High School and
a barbecue, games and live
entertainment beaan.
The couple sat under the hadc
of a large tree and reminisced.
Forty \WO years asu they fell in
love wit h their quaint house on St.
James Place nnd thought the
spacious yard thnt invited deer
and "ildlife would be the perfect
place to raise a family.
"We thought it would be a great
place tct raise our daughter,
Kathy," Ga)le said. "h's clo e to
the beach, it's centrally located
and there are a lot of young
families."

Time's
running
out
Residents of
cottages at Crystal ·
Cove State Park
battling to keep
. their homes
T ime moves more slowfy in
the 46 weathered cottages
clustered on the shoreline
of Crystal Cove State Park. But
slowly and surely, time is
running out fo r the residents of
that idyllic place.
In the 1920s, friends of the
Irvine fornily were invited to
build beach cottages near the
sandy shore of a beach between
th e small towns of Laguna
Beach and Corona det-Mar. It
was named Crystal Cove, and
became n sm:ill community of
simple cottages, accessible to the
outside world only down a
rutted dirt road.
But the state of California
bought the land the cottages sit
on from the-Irvine Co. in 1979
fo r a state park, a(ld the
residents have fought a spirited,
but losing, battle to keep their
homes.
In 1993, residents went o n
mon1h-to-mon1h· teases, the
entry ga te was removed and
plans.went ahead to refurb ish
some of the cottages and off er
them as weekly rentals.
Plans also call for a museum
ilnd an information ce nter.

If an autematic transmis-
sion slips as it shifts into high-
er gears. there are things to
look at before assuming a
transmission overhaul is
necessary. The first place to
look is at the level of the
transmission fluid to be sure
that it is correct. Next, a look
at the transmission filter (or
screen) may be in order to
verify that it is not partially
clog~ed. If sediment is evid·
ent, rt could lower the hydrau·
lie pressure within the trans-
m is.sion to cause sJippirig.
Whtie replacing the filter and
adding new ftold-can restore
normal transmission opera-
tion, failure later o.n down the
road could occur. Soft sludge
in the transmission filter is
indicative of significant wear
on the friction material on the
transmission bands and
clutches.
HINT: Large flakes (aside
from soft sludge) in the
transmission filter usually
indicate the need for a
transmission overhaul.
HIGH BRAKE
PEDAL EFFORT
If it requires greater than
normal force upon the brake
pedal to stop a car, the pro·
blem may rest with the brake
pads or shoes. If the added
exertion duri4lg braking only
occurs after the car is force-
fully and repeatedly braked,
the symptom may be due to
brake overheating ·and fading
(a loss of braking efficiency ·
due to excessive heat). The
brakes or pads shourd be
checked and reRlaced as
needed. If discs or drums
develop blue-spotting due to
overheating, their replace-
ment is also required. In the
event that excessive force is
always required to brake the
car. the power brake boo.star
may have failed or a vacuum
hose IQading to it may have
broken. If a vacuum hose is
at fault, the engine will also run roughly. ·

can extend the life of your

"We looked at a lot of guys during the

said Claure, going into his 16th season as a
Phate coach. "We've got a new ca!.t or char-
acters, but I ttftnk we're going to be OK if
we solve the mental mistakes. We like these
kids. They work hard."
