Beach woman, who has battled
severe asthma since she was 3,
said she's making the ocean
swim from the Balboa Pier to

COSTA MESA -Massage
therapy may soon be legiti-
mized in the eyes of the city,
if a new ordinance re&_Ulating
adult andSexually oriented
businesses wins approval from
the Planning Commission and
the City Council.
The Planning Commission
mulled over the mutter dur-
ing its regular meeting on
Monday and agreed 10 con-
sider the new ordinance again
at its next meeting on Sept.
26, after staff further refines
some wording.
According to city planner
Perry Valantine, the city de-
cided 10 revise the ordinance
earlier this year after receiv-
ing "inquiries" from owners
of topless bars and adult bou-
tiques interested in setting up
shop in ~sta Mesa._Whlle
none of the inquiries devel-
oped into anything, Valantine
said the city aecided to re-
evaluate its existing Jaw.
Valantine said the pro-
posed ordinance concentrates
on separating massage parlors
fronuexually orienied busi-
nesses. He said ii also at-
tempts to tighten the defini-
tion of an adult business.
Under existing law, mas-

• licenses to operate in the city.
According to Valantine, that!s
the same license adult book-
. stores and topless bars arc re-
quired to obtain, although
none of the latter currently
operate in. the city.
"What we're trying to do is
separate massage thera.py
from adult entertainment,
recognizing that there are le-
gitimate establishments that
provide massage therapy,"
said Valantine. "We want to
be sure that the massage par-
lor is not operating as a front
for prostitution, ~DR -at the
same time make it a more re-
spectable process for le·
gi1ima1e-massage therapists to
go through."

quest from First Step House
to increase its residency from
12 to 20 and offer Alcoholics
Anonymous meetings on
weekday evenings and Satur-
day mornings. The facility, lo-
cated at 2015 Charle St., pro·
vides 10 days of food, cloth·
ing and shelter for homeless
men seeking treatment.
• The commission also
heard a progress report on
the Coastal Inn, a Newport
Boulevard residential motel
that was slapped with numer-
ous building code violations
last spring. The owners of the
property on Monday turned
in landscaping plans for re-
view by city staff. However,
they still must either repair
or fill in a pool on ~he prop-
erty, and remove or separate
a fractor trailer 'that is cur·
rently parked pl the address.

Teresa Blalack, loundeU)f National Grandparents Day, dies
Theresa.Blalack, the founder
of-National Grandparents Day
and a former actress who
assumed the stage name of
Terri Blake, died Aug. 22 in
her sleep at her Hollywood
residence. She was 91.
Last year, Mrs. Blalack was
recognized by President Clinton
on National Grandparents Day.
Mrs. Blalack, who lived in
Costa Mesa until a morllh
before her death, was dubbed
the "World's Most Glamorous
Grandmother" by the
Hollywood Chamber of
Commerce in 1957. That was
four years after she Jandea her
first movie role at age 50. For a
time, Mrs. Blalack hosted her
own show, "Take a Break with
Terri Blake." She appeared in
more than a dozon movies and
television shows, including
"Dennis the Menace" and
Theresa Blalack
"Highway Patrol."
Mrs. Blala ck also led a
successful career in real estate
development. At age SO, while
caring for her invalid husband,
Mrs. Blalack withdrew $1,000
from her savings account and
purchased two :ipartments.
Jn 1967, Mrs. Dlalack and
her husbaqd moved their family
to Newport Oeach, where she
became active in community
affairs, including the Sympltony
Association, the Thur::.day
Morning Club of Newport
Beach and the Republican
National Commillce.
In 1970, Mrs. Blalack tried
her hand at writing, authoring
th e book "You Can Do II."
Mrs. Blalack is survived by
sons Ronald, of Newport
Beach; Russell, of Sun City,
Ariz; and David, of Hope,
Idaho. She had eight
grandchildren and 11 great
grandchildren. • .. _
Mrs. Blalack's ashes are
interned in the Blalack
Mausoleum at Wheelock
Cemetery in Nashville, Ohio.

Police Chief Bob McDonell
gets the City Council's nod in
coming weeks.
McDonell, who presented tl:le
idea to the council on Monday,
said althougl1 the department
appreci:ites the technical
assistance provided by burglar
alarms, the systems have
become a costly irritant.
"The alarm calls represent a
significant drain on the Police
Department's resources,"
McDonell said._ "We consider
them to be a high priority, so
we drop whatever we're doing
10 respond."
Under McDonell's plan,
homeowners would pay $30
every three years for an alarm
permit. For commercial
bminesscs, the fee would be
$25 per year.
According to McDonel~.

Meanwhile, the Police
Department will explain the
fees to the community at an
informational meeting at 7 p.m.

chambers of City Hall, 3300
Newport Blvd.
"We recognize that no one,
least of all the alarm owners,
wants to see fees increased.
However, it's the only equitable
way to insure we don't continue
to devote an inordinate amount
of time and money on the false
alarm problem with fewer
available resources," McDonell
said.
More than 6,000 properties
in Newport Deach have alarms,
according to police statistics.

a false alarm? If you're going
to break into somebody's house
and the alarm goes off, you're
going to leave, so nobody is
going to be there when police
arrive."
McDonell said the city
defines false alarms as those

a Jong-range view of this project.
They seem to be very
short-sighted. A classic example is
the new car spa that was just put
in ·directly across the street from
Balboa Day Club. This Tai:o Bell
would be in approximately the
same area. If you go by the new r
car spa on :iny Saturday or
Sunday you can see that they have
put up some temporary structures
into the parking 101 of the
Marrakesh restaurant and every
Saturd:iy and Sunday they run
cre-ctrical lines rrom their new -
facility over into the Marrakesh
parking lot and they do about half
of their bu iness-~n the Marrakesh
parking 101.
It's a tremendous increase in
noise, 1rnffic and crowds.

about is the .social status of Taco
Bell.
Resident Bill Dunl:ip weakly
proposed that there would be a
problem with the noise. Taco Bel1
graciously staled they would not
use an interoom. If there is a
problem with people playing their
radios too loudly, I'm sure even
an 18-year-old can call the police
and report a disruption of the
peace. Regardless of the Taco
Bell restaurants, kids could easily
sit in the empty McDonald's lot a
few yards away and turn their
music up as loud as lltey want.
Dul then this obviously isn't the
issue.
Because Taco Bell is a fast-f ooJ
restaurant, these residents are
unjustly seeing it as a lowe r cla~s

I have never been able to un-
derstand -let alone explain
-the m)'stique that Is con-
nected with being a Texan.
During my m!Jitary career in a
now almost forgotten historic:il un-
pleasantness called World War 11,
three groups stood out -Texans,
The
Verdict
men from Brook-
lyn and, to a less-
er extent, Califor-
nians. While no
one seemed to
like Californians,
no one could
quite explain
why.;All three
were thought to
exude a certain
arrogance and,
while distinctive,
were not neces-
sarily popular.
So, while Tex-
ans were proud
of being Texans, their personal
popularity left something to be de-
sired. For example:
One time during the above mon-
t~ned war I was sent to something
called the Air Combat Intelligence
School that was located at the
Nava l Air Station, Quonset Point,

to Rhode Island I met a Texan, n
former attorney general of Texas
who was now a fellow naval of-
ficer. We became good friends.
Through him I met.a couple of
other Texans. We began to hang
around together and other mem-
bers of the class began to refer tq.,
me as a quasi-Texan, which was
not exactly a term of endearment,
I was beginning to learn that
while Texans as a group might be
respected, they weren't necessarily
loved. The general feeling was that
while Texans didn't exactly swag·
ger, they came close.
And so it happened that one
night the four of us, three authen-
tic Texans and a quasi-Texan, . '
were celebrating some kind of a
Texas holiday at the Quonset
Point Naval Air Station Officer's
Club. It was in the middle of the
winter and a blizzard was howling
outside.
We started celebratin~ rather
early and continued until the of-
ficer's club closed. I remember
singing "The Yellow Rose of
Texas" over and over again, not
necessarily to an approving audi-

ence of officers from non-Texas
states.
Came the time the officer's club
cl09Cd and we found ourselves
standing in the snow with a rather
gloomy outlook. We were living in
the bachelor officer's quarters,
which was about a half mile from
the offi cer's club. We huddled in
the snow and tried to think of
some way to ~et to the B.0 .Q.
without freezing.
Then a car drove up, stopped
and a woman's voice said, "Would
you men like a ride to the
B.O.Q. ?" We· responded with
great enthusiasm and piled in. I
sat next to the lady and the three
Texans sat in the back scat.
The former attorney gene ral of
Texas said in pure Texan, .. Ma'am
we surely do appreciate what
you're doing for us."
With that the lady whi rled
around and aske d, "Are you by
any chance a Texan?"
"I sure am, ma'am," responded
the former attorney general.
The lady said to the other two,
"Are you also from Texas?"
"Yes, ma'am," chorused the
other two men in the back seat.

problem. As I mentioned earlie r,
Californians were not nece::ssarily
the most popular people in the
armed forces. I had gathered that
the lady was probably lhc wife of
an officer at the base and had nc·
quirc.d the same P!ejudices of her
husb?nd toward Texans, Drooklyns
and Californians. So I returned to
the state of my birth, a state which
I left when I was 9 months old

Adding credence to the theory that no one is a prophet in their
own land, two bicycles were stolen from a storage area of the
Costa Mesa Police Department.
The bicvcles, valued at $700 each, were being kept at the de-
partment as evidence in another case.
A cadet noticed that the Cannondale und Hard Rock bicycles
were missing from the area below the helicopter landing pad
about 7:30 a.hl. Thursday, according to a police report. A chain
securing them had been cut, the report said. -
The two bikes were seen last at 1 p.m. the previous day, ac-
cording to the report. •
Missing youngster found safe after search
A young girl who was missing for about 1111 hours Monday af-
ternoon was found asleep under a pile of laundry inside her owrt
apartrnent, police said.
The search for the girl, whose name and age weren't immedi~tely
available, included a helicopter and four officers on the ground, Costa
Mesa Police Lt. Dennis Cost said. ·
She was reported missing from her Adams Avenue apartment about
3:20 p.m., Cost said.
"An officer went in to double check (the apartment)," Cost said.
"He searched the laundry and there she was."

on when he transf crred from Estancia High to
Mater Dci last month, just before football
practice began. 1
Perhaps his most difficult task, however, was trying to locate his
parcnl3 in the waves of Monarch rooters that helped fill the
10,000-plus capacity at the Santa ~a Bowl for Friday night's 55-14
season-opening victory over Servile.
"l couldn't see them, but I knew they were up there somewhere,"
said the 6-foot-3, 280-pound senior, who started at offensive and
defensive tackle for the Monarchs, ranked No. 1 in Orange County
this week by the Daily Pilot.
Spotting loved ones in an Estancia crowd had been somewhat less
challenging, particularly last season, when the Eagles went 1-9, losing

Ana-based parochial school. But
the soft-spoken standout couldn't
be more plc:lscd with the initial
results.
"It's gone prclly smoothly," said
Faulkner, who reveled in the
opening-night blowout in which
the Monarchs scored.more than
half of the JO-game total of 96
points last fall at Estancia.
"Actually, I was tflking to
someone about scormg all those
points," Faulkner said. ''II was a
great feeling to see the coaches
come down from the press box

had the game in hand."
Faulkner, who did not play
defense in two varsity seasons at
Estancia, said he is relishing his
new two-way role.
"Defense is still a liule new,
because I haven't played it since
my freshman year," Faulkner
explained. "But I'm pretty excited
