Regardin~ Fred Martin's S~t. 17 column "Don't co ll

Well, we have come a long way from bubble gum
to drugs. Mr. Martin paints the picture of doom.
Concentration comp storm troopers, chain gang

a brilliant idea.
On condi11on that he eve ntoolly

circus style tent over the whale
and charge tourists to sec the
monster.
Por a f cw days Bob made
money. Then the whale began to
stink and people declined to go
into the tent and gag while they
looked at the dead whale. Dob
removed his tent and went out of
business. But what lo do with the
whale? By this time it had
decomposed to the extent that it
came apart when Bob tried to pull
it .back into the water with a

Unfortunately, the boat let go of

night the whale washed ashore
again, this time on a higher tide.
This time the boat couldn't haul
the beast aw:iy. The villi:11:crs tried
to burn the carcass all to no :ivail.
While whale oil is Oammablc, •in

When we left Samoa the \\hale
was still on the reef and the
villagers were still holding their
noses.
Whales aren't the only sea·going
mamnul that washes up on the

In other mnttcrs, the City Coun-

•Adopted :i resolution ch:inging
the fee structure for drunl..en driv-

California law allO\\>S cities to
recover up to Sl,000 per accident
for the expcme of police and fire
department responses.
Under the previous structure,
· the city was charging the respon-

regardless of whether one or both
age ncies. responded. Complaints
about the fee prompted the coun-

city's policy.
Under Jhe new structure, the rc-
l>pO nsible party will be charged the
full $1,000 only if both t~e police
and fire departments respond to
an accident. lf only one is re-
quired at the scene, the party will
be charged S500.

"It was actually a philanthro-

said. "When I left . . . my eyes
were filled with tears. My heart, I
left in Haiti. lf it was jus1 me as
an individual, I would have made
<(commitment to remain there the
rest crf my life. But I realized that
the work there was too much for
one person."
Although there's a spiritual cle-

focus is on things i.uch us nutri-

"I personally believe you can't
put God in a box," he i.aid. "In
some \\a}s \\e have incorpor,1ted
teaching spiritual values, though."
But Prather's key conccrl'I i'
that many Haitians arc suffering
from malnutrition. And tlMt prc-

"I don't bclie\e in people li\.1ng

Some apply the theory that 1f

That doesn't always \\Ork,
though, Prather said.

With the agreement forged ~ -

"Oasically everything has been

"We just did not feel that we
could tal..e on the liability of tak-
ing people into an unstable situa-
tion lil..c that.
''I'm· \Cl)'· optimistic about the
late'lt ucvclopmcnts there."
Prather hopes to begin recruit-

helping feed the people and teach-
