COSTA MESA -A former
Newport Harbor High School
cheerleader has filed a lawsuit
,against the Newport-Mesa Unified ·
School District, charging that she
was forced to pay thousands of
dollars to stay on the squad and
was effectively dropped from the
squad when she complained.
Heath er Delaney and her par-
ents, Philip and Eileen Delaney,
all of Costa Mesa, filed the lawsuit
Sept. 8 in Orange Coun1y-Superior
Court. They allege that the district
knowingly allowed a cheerleader
adviser to ·illegally collect money
and grade students.
The 78-page docume nt blames
the district, board of trustees and
administrators for allowing Can-
dace E. Jackson, a non-certified
district employee, to charge fees
for such things as coaching, try@u1s
apd registration, which the lawsuit
contends is against 'Sta te law.
In addition to allegedly collect·
ing up to $70,000 a Y.ear from the
squad, .Jackson also yelled at
Hea1her and other sludents, using
profanity and calling them names,
the lawsuit states.
Heather, now a senior, had been
a cheerleader for two years. She
wasn't selected to the squad 1his
year, which the lawsuit contends js
an act of retaliation against her
and her family for speal.tng out
The lawsuit specifically names
the district; board of 1rus1ccs; Su-
perintendent Mac Dernd a11d vari-
ous administr:llors: Jackson; and
the Newport Harbor Higtt School
Cheer Association.
Bernd would nol comment spe-

district officials spent about eight

may be the blessing or the '90s for
some. But for many who have
tried to reach a live body at lhe
Police Department after hours, it's
more Like the curse of the decade.
"At least once a week I get a
phone call from somebody who
-has culled the department and ex-
perienced the frustration," said
Ma>'Or Sandy Genis. "It's really
frustrating for a lot of us."
Genis isn't the only council
member complaining, though.
Councilwoman Mary Hornbuckle
expressed her opinion of the de-
partment's "voice mail system dur·
ing Monday night's City Council
meeting. ·

The fliers -about 7,500 of

throuahout the city by council can-
didate Gary Monahan, general
manager of Henry & l larry's Goat
Hill Tavern, a local pub which 1he
city has actually tried to clo c
down in recent years becau e of,
neigh bors' complaints of noise and
crime in the area.
Monahan, who believes crune 1
the most serious issue facing the
city, said he pulled the statement
from a rcccqt newspaper article.
But, according to Cosrn Mesa
Police Chief Dave Snowden, it
couldn't be further from the truth.

View Hills South and the Spy-
glass Hill Community Associa-
tions will be held Th\Jrsday to
inform residents about a ton
pr~posed for Newport Coast
Drive.
The meeting will begin al
7:30 p.m. at St. Michael's Epis-
copal Church, 3233 "Pacific
View Drive.
Assemblyman Gil Ferguson,
R-Newport Beach, sponsor of
the legislation that created the
San Joaquin Hills toll road, has
been invited to the meeting.
Ferguson is a candidate for
state Sen. Marian Bergeson's
-seat.
Although Ferguson endorses
the idea of toll roads, he has
fought for removal of the toll
proposed for Newport Coast
Drive. Ferguson insists that the
toll road agency, formed by the
Orange County Board of Su-
pervisors, didn't adequately in-
fo rm the public of the toll.
Costa Mesa attorney Jint.
Tolecfano, wlio Is running for
Ferguson's office, also will at-
tend the meeting. Toledano is ·
in the ·process of drafting a
lawsuit against the toll road
agency in ,an effort to stop the
toll.
A 1.6-mile portion of New-
port Coast Drive will become
part of the toll road when it's
completed in 1997. Motorists
who formerly enjoyed free use
of the road will be charged 50
cents each way.
Corona del Mar residcn1s
fear motorists who don't \\ant
to pay the loll will drive on
Coast Highway instead, snarl-
ing traffic along the oceanside
route, recreating the nightmar-
ish traffic jams which haunted
the community before Newport
Coast was built.

matched by City Hall's work force.
"They had to get competitive or
go out or business," he said.

mail in all the departments obout
a year ago, and the staff has slowly
been working through all the bugs.
"Generally speaking, it has
worked pretty well," he said.

of those areas has been the Police
Department. The prob lem there
has been that the system just isn't
getting people where. they need to

suits, thQugh," Roeder said.

but it really is an important issue.
The last thing we want is for pco·

able to talk to someone who's here
to serve them. If it turns out that

in some places because it just

stitches on the last of three com-
munity quilts, wrapping up a two-
year project that began in an ef·
fort to create a feeling of unity
among residents, organizations
and cultures.
"There is such a wealth of cul-
tures in Costa Mesa," said Nora
~arcia, who has headed the
project for the city's Human Rela-
tions Committee. "The quilts arc a
way of uniting everyone. It's some-
thing everyone can identify with."
The committee bega n collecting
squares for the quilt from schools,
churches, families and businesses
in 1992. About 130 squares were
submitted.
''Some squares are embroidered,
some are painted, some are
drawn," Garcia said. "We have
one v~ry interesting .square from a
family. It's their family tree, and it
starts in Russia and in Poland, and
it traces the family history from

"It's hard to explain," said the Costa
Mesa I ligh senior wingback, who abused
Westminster High defenders Friday night for
226 yards 01) 19 carries, including ·touchdown
runs of 7, 49 and 22 yards on the Mustangs'
first three possessions.
, "When you sec a guy coming at you, you
have 10 read what he's thinking," said the
Oaily Pilot Player of the Weck. "l look into
the guy's eyes and, it's weird, but l'm abh! to
read which way he's going to go."
And once Chatman knows which way
you:re going in the open field, he himself is
gone -in the opposite direction.
Chatman brol.e up the middle for his
ipitial touchdown against Westminster, then
accelerated 49 yards around the right side
for the second. He began his third
procession to paydirt between the hash
ma rk s, before slashing against the flow to
breeze 22 yards into 'the end zone.
While his 4.6-second speed in the 40-yard
dash, and his ability to fake would-be
tacklers out of position in the blink of on
eye, are his weapons, it's motive that also
propels Chatman away from the collisions
that thwart most ball-carriers.
"I just don't like the contact too much,"
said the 5-foot-10, l70-pound senior. "l
prefer to stay away from guys, because I'm
·s maller."

Mustangs will only grow larger the rest of
this season, according to Coach Myron
Miller, who gave him the ball just 55 times
in 14 games last fall, re!>uhing in 347 yards
and three touchdowns.
"Charles had a different role last year,"
said Miller, who saw .Chatman average 17.l
yards on his team-high 11 rcceplions,

unfair expectations of the Corona del Mar team,"
said Mater Dei Coach Pele West, following his
team's sweep of the host Sea }(jogs Tuesday night
in a non-league match, 15-10, 16-14, 15-10.
"J mean, tf1ey're ~opposed to come in ~nd fill the shoes of four
Division I (college) play~rs? No way. But by the end of the sea-
son, \hey'll be very good. I kn ow it hurts for them to lose this
