NEWPORT BEACH
Delaney's in Newport Beach, a
landmark among restaurants in the
city·, will be sold to a local man
who owns two dining establish·
ments - one on Catalina Island
and the other in Las Vegas.
The 24-year-old seafood house
is the only one of the Delaney's
chain that's included in the sale,
which will be final Oct. 1. The
_ -.-OlhCL.Delan;y's.. rutaurants lo·
cated in Dana Point, Laguna Hills,
Anaheim Hills, Garden Grove and
Costa Mesa, will remain under the
ownership of Jonan U.S. Corp. of
Irvine.
"We are going to concentrate
our effQrts on our other stores,"
s:iid Steve Powell, a spo)>esman for
the company; which purchased the
popular chain two years ago.
According lo Powell, Jonan of·
facials were approached by the
new owner, Robert Marino, a few
months ago. Powell v..ould not dis·
cuss the selling price but did say
he "considers it fair."
"There have been a couple of·
fers that have been made for that
restaurant in the past," Powell
said. "People have been very inter·
e!.ted in t}\al propert} bc:~ause it's
been there for so long, but nothing
ever came of those other offers "

and finding out what they would
like and then maybe make some
changes," said Marino, who was
contacted at the Lido Park Drive
eatery. "l would m..e it to remain a
seafood restaurant, though."
Newport Beach street landscaping to go private
Marino plans to keep "most" of
the current staff and said that
"once in a while I'll be cooking."
Marino, who moved to Newport
Beach fi ve years ago, said he's
dined at the restaurant a number
of times and thought it would be a
good investment. ·
"It's been here for so many
years," he said. "It's got a good
reputation, and it's in a very beau·
tif ul area."

COST A MESA -The Planning
Commission on Monday delayed a
decision on whether to approve an
Qrdinancc regulating adult and
sexually-oriented businesses until
its next meeting on Oct. 10 .•
The new ordinance concentrates
mainly on separating massage par·
tors from sexually-oriented busi·
nesses. It also attempts to tighten
the definition of an adult business
as any establishment which de·
votes more than 25% or its noor
sp~cc to the sale of adult or scxu·
ally-oriented merchandise or en·
tcrtainment.
On Monday, 5everal members of
the American Massage Therapists
Association asked the commission
to include io the new ordinance a
requirement that all applicants be
active members of· a professional
massaac therapists association.
The proposed ordinance would re·
•
quire only th:it the applicant pro-
vide proof of eligibility in such an
organization, which t)pically re·
quires specific hours of training
and practice.
According to City Pl:inner Perry
Valantine, the staff will review
that request and possibly further
refine the proposed definition of
an adult business.
During their last meeting, some
planning commissioners expressed
concern that business owners
might attempt to skirt around the
ordinance by featuring adult enter-
tainment or merchandise in ju~t
one small comer of the shop.
"There could be nude dancing
in that one area and no means or
regulating the business iC it in less
than 25% of the Ooor area," Plan·
ning Commissioner Mark Korando
said at the time.
Valantine said the city decided
to revise the ordinance earlier thi
year, after receivini inquiiles from
owners of topless bars and adult
boutiques interested in setting up
shop in Costa Mesa.

cal Caucus just released a
survey of more than 50,QQQ
races for public office since 1972.
What did they discover? That win·
ning elections has everything to do
with "incumbency" (surprise, sur-
prise). More than 90% of incum-
bents get re-elected.
For our system of government to
work effectively, incumbents need
to be challenged. For those who

"third timer." He'll substantiate the
Steele trap. Expect Costa Mesans

Huntington Beach, is the incum·
bent, has been on the cutting edge

and will win handily in Costa Mesa.

School Board has two match ups

With the November city
council elections now just a

various community groups

forums so residents can get
to know the contenders in
the Newport Beach and
Costa Mesa city races.
Forums scheduled this

A recent "sec-
ond timer" is
Councilman Jay Humphrey. fay ran
a ::.trong campaign in 1968, was on a
slate with Sandra Genis, but lost.
He ran again two years later and
unseated incumbent Orv Amburgey.
·Councilman Joe Erickson lost in his
first allempt in 1986. He run again
in I 992 and won. He was an ap-
pointed incumbent completi.ng Ed
Glasgow's term. Although this may
have been a factor, he ::.till won his
scat as a "second timer."
Brian Theriot ran a great cam-
paign in 1986 and 1ost. He also
came back again in 1992 and placed
a respectable fourth place against
the two elected incumbents and Joe
Erickson. He only missed the "sec-
ond timer" club by 716 votes.
For the first time in six years,
Costa Mesa has an open seat for
City Council. Jay Humphrey has de-
cided to step down after serving
~e term. Could it be true? Do we
have a sincere citizen/politician?
Someone who believes in selr-
imposed term limits? Unbelievable.
Refreshing. Uravo.
Councilman Pete Ouffa is running
for a third term. Oh well. The Ma·
tistics favor his re-election, so ex-
pect to see him for four more years.
I f my "second timer" theory 1s
correct, then Gary Monohan
should have the upper hand in fill·
ing the vacancy. The camp:.11gn he
ran two years ago deserves a hearty
toast for capturing si.\th place. Ex-
pect this tenacious business man-
ager to win the open scJt.
Denis Retoske also ran a good
campaign in 1992, placing seventh.
He pulled papers this year but did
not file. Too bad. It's probably a
good thing for Buffo that Retoske is
not in the hunt or we could h~ve
seen two new "second timer" coun-
cil members.
What if you run more than twice?
The venerable Chri s Steele has run
for council many times. How many
times? Only he and the City Clerk
know for sure. In 1992, he placed
rifth. Chris proves that if you can't
do it in two, you probably won't
ever win. He'll do well despite mini-

(well, at least it seems that long).
He's there lo give history to the
board. He ought to be history as
elected historians are there to say
"we've never done it chat way be-
fore" and vote down new and in-
novative ideas. Expect the "second
timer" Leece, to prevail this time.
The Costa Mesa Sanitary Board
should be renamed the "spring
board." We're seeing member Jim
Ferryman running for an open
school board seat and appointed
member Mike Schaefer making his
fast bid for City Council.
Y ou thought the Planning Com-
mi!>sion was the stepping stone
to City Council. No way. At least
not this year. We have two Pl:.inning
Commissioner:. running, but they
arc nlso employees of u neighboring
city. Costa Mesa desperately needs
members from the private sector to
lead our city, not public sector bu-
reaucrats. Mission Viejo has four
government employees on its coun-
cil and has a S2 million dog pound
to show for it.
If Ferryman and Schaefer win ,
then l.:cep your e}es on this fall's
Sanitary Board candidates and get
re:.idy for a new theory t\\O }cars
from now. Dan Worthington, a
former Costa Mesa CotJncil candi·
date, is a "second timer" but this
time for f1\e Sanitary Board. Expect
him and the two incumbents, Nate
Reade and Jim Wahner, to win this
fall.
Running for political office in-
volves a significant sacrifice of time
and money. Let 's cheer on Costa
Mesa's "second timers'' as they
work to prove that the second
time's a charm.

Barney Lehman was a legend as a sailor, and a freeloader
ti a·rney Lehman deserves at D least a footnote in any
• history of the city of
Newport Beach.
The
Verdict
Barney was a
sailor, one of
the best. During
the '20s and '30s
Star Boats were
the most
popular sailing
craft in Newport
Harbor and
three men,
Tommy
Webster, Hook
Beardsley and
Barney Lehman
were the best,
winning
numcro:...._ _ _...
national championships.
Barney also invented some
kind of a gadget that is stilt used
on Star Boats and also designed a
small boat called the Lehman
Dingy that is still very popular.
1 am not a sailor, as is rather
obvious from the landlubberly
tone of the above. Oh, I've spent
a considerable time on the ocean
Crom fishing boats through
landing craft, but have only sailed
twice, each time with di sastrous
results.
The first time was when I went
sailing with Barney on a Star
Boat. 1 was pretty impressed with
the 'fact ttiat 1 was sailing with a
world champion sailor. When we
were way to hell and gone out in
the ocean something hapP.ened to
one of the lines. It was wedged or
tan led at the top of the mast.
Barney told me to shinny up and
untangle it. That made sense.
Barney ·was always rather
rotund and I was always skinny.
So l shinnied up the mast.
Unfortunately, the tangle was
such that I was up there quite a
long time, an eternity, no·less.
There was a pretty good sea and
the boat was wallowing in the
trough while l kept swooping
down on one side, then the other,
each time barely escaping the
clutches of the Pacific Ocean.
I finally untangled the line and
we sailed in. I vowed I would
never again sail.
Having a poor memory, I
forgot th at vow and years later,
while sailing an ancient Hobie
Cat in Pogo Pogo harbor, I
flipped the craft. No big deal
exc~ th at in going oveu hit my
shin on a stay and cut a small
artery.
I swam around for nbout an
hour righting the craft all the
time trailing blood. A few days
before a shark had taken a bite
out of a Korenn fisherman in the
harbor so my hour in the water
was filled with mental pictures of
Jaws or Orea gobbling me for
lunch. After that experience I
really gave up sailing.
H owever, to get pack to
Barney. When l first me t
him he was the lifeguard at the
Balboa Pier and as such became
one of the Balboa summer
regulars. He and I lived together
one summer in one of those
shacks on top of the Knight
Apartments at Bay Avenue and
Main Street. He was a good

good memories of Barney. Except
for one thing.
Barney was very careful with
his {Jloney, v. hich is not
necessarily a bad thing. But
Barney went a little overboard in
regard to buying drinks. He
became something of a local
legend by reason of his ability to
avoid the drink check He '"as a
drink moocher par excellence.
So one night Tagg Atwood,
Spcnny Rich:mhon and l decided
we would get Barney to buy a
drink. We found him ut Gus's bJC
nursing a drnl'k he had cadged
from some sucker. He agreed to
go with us as we made the
rounc.h. And make the rounds "'e
did -from Gus's to the Doll
House to Christian's I lut, to the
Dtue Room to the Bamboo
Room.
We tried e'rery way we couta to
get Barney to buy a round, all to
...

for us! When the time 'Came to
pay for the drinks Barney was
alwa)'s mbsmg.
Finally. about 1:30 "e '¥\ere
back at Gu~·s. Uy this time Tagg,
Spenny and I \\Cre facing acute
nausea Each of us had acquired
that greenish complc>.1on that
occurs 1ust before barf time.
Barney looked at us carefully and
said, .. Guys. HS my turn to buy a
drink." We didn't say u v.ord We
looked at each other, threw up
ou r hands in nbJeet surrender and
left the bar.
Barney had '"on.
So Barney Lehman was not
only a great sailor. He v.as the
best drink cadger I've C\c:r met.

Friends in Service 10 Humanity
(FISH) offers emergency assistance to
those in need and provides 1he Mobile
Meals program. For Mobile Meals,
volunteers i}re needed to dr.ive, which
includes picking up food at Hoag
Memorial Hospital and dropping ii off
for eight shut-in individuals or couples,
usually elderly, Monday-Friday in the
Newport and Costa Mesa area. It
talces about 1 ~ hours a day and
volunteers are welcome 10 perform
duties once a month or more, or
merely subs1itute on a light basis,
Emergency assistance involves
delivering food to families who arc at
risk of going hungry once a month or
more. The two-hour trip involves food
pick-up and delivery 10 five families on
Monday through Friday from 10:30
a.m.·2 p.m. or Saturdays twice a
month between 9·11 a.m.
Food-packers arc needed from 8:30
n.m.·2:30 p.m. Monday through
Saturday for 1wo-hour shifts.
Volunteers may work ns little or much
as desired. People are also needed to
st:iff 1hc main office, answer phones
for those in need and transport
shut-ins to doctor's appointments upon

For the eighth time in a row, OffShore
C.rnoe Club of Ne" port Beach won the
~l·mile women's \\Orld championship
open ocean outrigger canoe race which
finishes at the Hilton Hawaiian Village in
Waikiki. .
OffShore's time fo r the 16th annual
B.in~o Na Wahinc 0 Kc Kai was six
hou rs, 37 !ICCond across the relatively
calm Kaiwi (Molol-:ai) Channel from
Molokai to Oahu. OffShore holds the
record, 5:44.13, set in 1990.
While the channel was not a major
challenge, a rule change, reducing the
number of women on the open teams
fro m 10 to 12, created a whole new race.
