made it a beautiful day in the
neighborhood Tuesday for thou·
sands of children and parents who
formed a line that nearly circled
the interior of this 80,000-square-
foot open-air mall.
Mr. Roge rs, officially Fred Rog-
ers, first began his show on Publ ic-
Broadcaltting Service in 1966 and
. ~
on Tuesday, three generations of
fans swarmed the KCET Store of
Knowledge where Rogers was
signing books and posing for pho-
tographs.
Rogers' appe~rance was set up
as part of a grand opening cel-
ebration for the-3-week-old store,
which sells educational and discov·
ery-lhemed 1oys.
_ But the affable Rogers - sans
his trademark sweater and tennis
shoes - clearly stole the show.

the day off from work to be first

Newport Deach city officials have
conceded defeat in one of two lawsuits
aimed al recovering some of the $1.8
million in city funds stolen by former
U1ilit~cs Director Robert J. Dixon. .
After a closed session Monday, the City
Council voted unanimously to drop the
case against the Dank of Newport. This
decision followed the city's recent loss of
its appeal of the bank's trial court victory.
The city's next step would hav~ been an
appeal to the st.ate Supreme Court. ·•we didn't think we could win," Mayor
Clarence Turner saiq. He thought further
appeals would be a waste of taxpayer
money.
City Attorney Dob BurnJ1am, who
brided the council on the Court of
Appeal's ruling, said it was unlikely that
the Supreme Court would even decide to
hear the July J992 case.
'The city sued the bank fo r failing to
uncover the fraud, which began-in 1982
and continued until January 1992. -Dixon
was convicted later that year of
en\bczzling. He was sentenced to four
years in prison, but was released earlier .
this year.

at Armstrong Petroleum Corp.
in Newport Deach Tuesday
night was quickJy controlled by
six fire units and 16 firefighters
from Newport Beach and
Huntington Deach.
The fire started around 6:30
p.m. in an oil storage tank
being disassembled at ~he
Armstrong facility at 2244 W.
Coast Highway. ·
Waste oil left in the tank was
ignited by a '~orker cutting
pipes away from the other side
of the tank, according to a
Newport Deaoh Fire ·
Department press release.
Workers and firefighters had
the blaze under control in
about 10 minutes.-
No one was injured.
Firefighters' use of ·water
avoided Jlnshing waste
petroleum into the nearby
West Newport Channel,
avoiding a potential
environmental problem.
The salvage company,
Abernathy's Scrap Metals, was
left to cle:in up the damaged
tank.
Since this was a stilvage
project, no dollar loss was

The case was thrown out by Orange
Superior Court Judge Ri,chard Frazee. His
decision was upheld Sept. 29 by the state
appellate court.

Deposit Insurance Corp.

Rciulations on sexually-and adult-oriented bu i-
nesses have been approved by the Costa Mesa Pl an-
ning Commission and will be forwarded to 'the City
Council for passage into law.
The Planning Commission ;ipprovcd the new adult
business regulations on a unanimous vote Monday
after a two-week delay, during which city officials
tried to knead out concerns of local massage thera-
. pists, who arc considered separately under the ordi-
nance revision.
Cha1iges in the ordinance will require the city's 44
licensed massage therapists to maintain licenses and
have specific levels of training and education, accord-
ing to city planner Perry Valentine.
The massage therapists will be given two years, with
a possible extension of one additional year, to come •
into compliance with the new regulations, he sa'id.
"They were in favor of the ordinance generally,"
Valentine said' of the handful of massage therapists
'"ho spoke at the meeting. "I would say most of them
had some concerns about the licensing criteria."
In other action, the' commission also approved the
following items with unanimous votes:
• A bicycle trail map tha t adds a trail along the
east side of the Greenville-Banning Channel from
f~lrview Part to Pacific Coast Highway; a connection
to the channel trail at the end of Gisler Avenue; a
lane on Hyland Avenue between South Coast Drive
and Sunnower Avenue; and a lane on J;3roadway be-
tween Newport Boulevard and Irvine Avenue. • ·

The commission agreed to delete proposed trails on
Costa Mesa Street and 19th Street, on Santa· Ana Av-
enue betwecn"Del Mar A\enuc and Cosra Mesa
Street, along the north side of the San Diego Freeway
between South CQa~t Drive and the Santa Ana River
Trnil, and along the Delhi ChaQnel fro111 ~aker Street
across the San Diego Freeway to Avenue of the Arts.
•The construction ·of lttaff hou!oing at a senior care
facility ~t 2283 f airvit;w Road. The housing will allow
seven ~aff members to each be on call 24-hours-a-day
for one day a week.
• An eight-resident increase at First Ste'p House of
Orange County. ·Alcoholics Anonymous meetings also
will be allowed on weekday evenings, but were re-
jected on Saturdays becaµse of parking concerns.

There's more to being a clown ;than just fooling around

-So there I was Saturday,
, lunching jlt Giorgio's trattoria
wuh a roomful of attractive
upscale-type ladies,. and guess .who
I drew as a table companion?
Here's a clue: She was attired in
baggy overalls with Ooral prints,
a~d was sporting a hot-pink fright
wig.
She looked like a female version
of Dugs Dunny, complete with
floppy ears. And
this wasn't even a
masquerade
party.
"I'm a clown,"
said Bunny
ruchards, "and
proud of it."

Visitors Oureau, representing
Kauai, ukelele-strumming Yap has
been a handsome fixture at
Bloomer Brigade bashes for much
or its 31-year existence.

effervescent Antoinette (Toni)
Armistead, also known as
"Twinkles" and "Toni 2 Much,"
whose energy must come from a
perpetual bubble machine. It was
tireless Toni who originated the
all-female cruises aboard the
family yacht, when glamorous crew
members included Pilar Wayne
and Claire Trevor.

Richards, who feels that more
women should be clowns.

She isn't fooling around when
she says more clowns are needed
at, say, children's hospitals.
Volunteers are invited to attend
monthly meetings at Presbyterian

"I thought those feelings wou1d
go away as a ,1 got older," Igoe
said. "1 thought when I was 30 I'd
have a Volvo and 2.5 kids. But as
the years went by those feelings
got stronger."
He decided to come out after
moving to Orange County. He

munity Center in Garden Grove
and went to one of its Wednesday
night rap sessions. .
"l remember driving around the
block several times, afraid to go
in," Igoe said.
After mustering .up enough
courage, he walked into the build-
ing an d was plea~antly surprised.

was telling his parents.
"Mom said she already knew;
she just figu red it out," Igoe said.
"I was afraid my dad wouldn't
take it very well, but it turned out

Mesa Municipal Employees Fed-
eral Credit Union.

dar. after neighbors -whose own
chlldren had passed through Min-
ert's class during the decade she's

"I just knew that everything was
gone," said Minert, who asked
Donna Higgins for permission be·
fore taking Joanna to the store ..
"She seemed to very much enjoy It
and wore her new clothes (on
Tuesday). I just thought we'd do-
somethmg fu n and go out and get
some dothcs.
"We try really hard in our kin·
dergarten to make it a family. You
take care of your family."
Ne ighborhood children, such as
Atkins' daughter Celcate, have
been keeping Joanna entertained
.in an attempt to keep her life as
normal as possible, according to
Atkins.
· "We established a committee to
help this family a~y way we cant

reach. I've just gotten so much

in order to take a shower she had
to recruit Joanna's grandmother to
babysit. "It's so easy to say it won't hap-
pen to you," Atkins said. "We

B y bolting 94 yards for a touchdown with the
opening kickoff Thursday night agai nst
favored Savanna, Newport Harbor High
senior Drian Johnson gave his fired-up teammates
a big-time confidence b.oost.
It wasn't but about sii minutes later, his
teammates returned the favor in kind.
"There was a lot of eni;:ouragement from
everyone," Johnson said of the aftermath of his
muffed punt reception at the Newport 30, which
helped Savanna cu t into the Tars' 15·0 lead with a
19-yard touchdown pass, five plays aft er recovering
the loose ball.
"l told him we were going to need him down
the stretch, so he couldn't let himself get too
down about it," Sailors Coach Jeff Bdnkley said
about Johnson's miscue.
Brinkley indeed proved prophetic as Johnson all
but salted away the victory with a leaping
interception with 4:47 left, aJlowing Newport to
run out the clock for the 22-15 upset of the
then-top-ranked team in. CIF southern Section
Division V. The victory-upped Newport's record to
5-0 heading into Friday's Sea View League opener
against two-time defending champion Irvine.
"Any time a kid makes a mistake, he's going to
feel real bad, because he wants to do it all and do
it all right," Brinkley said. "It was nice to see
Brian get a chance to make a big play after that."
Big plays seem to happen around the 5-foot-8,
175-pound Daily Pilot Player of the Week, whom
Brinkley considers, pound-for-pound, the strongest
Sailor.
'11e's a great athlete who has a lot of tools,"
Drirlkley explained of his sOft-spoken standout.
"He has eood speed, ~real strength, and he sl~owed his leaping ability on that interception. He

made some plays in the summer that were
unbelievable."
Johnson's propensity for the big play has been
magnified this season, with his insertion into a
three-player rotation at tailback. Additionally, he's
been shifted on defense from outside linebacker,
where he sta rted as a junior, to cornerback.
