Ask anyone who
has been in the third,
fourth, fifth or sixth
grade lately. .
Some students call people
names. ~ome tattle. Others
migh t take a ball that belongs to
someone else: An·d sometimes, ·
rumors about people can get
staned.
To avoid some of these
common recess skirmishes, a
specially-trained force took to
pfayground patrol Monday at
College Park Elementary School
in Costa Mesa.
We:\ring bright orange vests,
the school's 60 "conflict
managers" Crom the third,
fourth, fifth and sixth grades
check out recess happenings and
intervene when students ask for
help solving a problem. The first
day of the program went well
Monday, with managers helping
with a few problems at
lunchtime, said teacher and
coordinator Sheryl Crockey.
And problems do come up,
said fifth-grade conflict manager
Crystina Poucher. Some students
don't follow the rules for the
swings -the stickiest problem
she has seen to date.

The two citations being issued
are the most severe of the three
types Cal-OSHA hands down and
they indicate negligence, Brown
said. How much the restaurant
may have to pay in fines has not
yet been calculated, Brown said. ·
On Sept. 12, the tonilla-pressing
machine snared El Torito Grill
bartender J,\Jvaro Rivas' hand.
Rivas was making tortillas for a
customer during t~ busy lunch
hour because the machine's opera-
tor wasn't available.
A detailed report on the · ac-
cident and the citations should be
issued by week's end, Brown said.
El Torito officials were told of
the CaVOSHA decision on Friday,
Brown said.
Michael Casey, an executive
with El Torito's parent company,
said he couldn't comment on the
citations because he wasn't aware
they were issued.
"We had been inspecting and
cooperating •with an investigation
so we knew there would be some
communication," Casey said.
But, he cautioned not to read
too much into the pending cita-
tions.
"The last time there wtaS a cita-
tion it was reduced on appeal," he
said, referring to an Aug. l , J 993
boiler explosion that killed one
employee, injured five other~ and
caused $600,000 in damage.
More important than the dollar
figure on the fines is a correction
of the problems, Brown said. The
tortilla press already had been re-
moved from service when Cal-
OSHA officials began their in\C!!iti-
gation. he said .
The new machine: requires em-

What a surprise, Congressman Rohrabacher has ignored
his voters' wishes once again -this Lime on the issue of
term limits. Didn't Californians recently vote in favor of
three consecutive two-year terms?
It was reported in your paper that the Congressman
.stands in favor of six two-year terms.
If this is what the voters had wanted, they would have
voted differently. I gues!. Mr. Rohrabacher feels he needs
more time in Congress to vote against tougher crime
measures and for legislati.on increasing oil drilling off our
coast. '
In his column, Fred.Martin suggested that Orange
Coasters "close their eyes, hold their nose and vote for an
intelligent, dignified, thinking Democrat." Well, as long as
Do-Nothing·Dana closes his eyes to our wishes, we
Republicans should open our minds and vote for Brett
Williamson. •

Three cheers to the Pilot for giving the voters information
to make informed choices on election day. I'm sure
ultra-conseivatives·are going to whine because there's a
column portraying a candidate -who doesn't follow their
right-wing agenda -in a positive light. These complainers
arc the same people who want to "throw the bums out"
but don't have the courage to dump Rohrabacher, who is
as worthless as anyone else in government.

Congressman Dana Rohrabacher has learned one thing
since he moved into our district two years ago and we
\\ere naive enough to elect him: \he word "liberal" is not(
looked upon favorably by his constituents.
Hence, he recently cast this stone at his opponent (and
lire-long resident of ottr district), Brett Williamson.
referring to him as a '"liberal lawyer."
Thanks to Fred Martin's informative article we can see
this is just a desperate attempt by Mr. Rohrabacher to
deflect attention from his own abysmal congressional
record.

and we will cast our stones on election day -in the
ballot boxes.

I want to thank Fred Martin for reminding me to dust off
a letter I meant to send to the Pilot. It goes as follows ...
Lutcly I have received two publications .through the mail
from Dana Rohrabacher listed as official business an'd
thereby eligible for franking privileges.
I du tifully read through both publications and arrived to
the conclusion that Rep. Rohrabacher, as always, is just
blowing smoke with glittering generalities that are hard to
authenticate.
I also note Rep. Rohrabacher enjoys using the "liberal"
tag on all who disagree with him. This is a ploy to gain
votes in his district.
I conclude with the definition of liberal as set in
Websters Third New International Dictionary of the
English language, 1986 -"Liberal -an adherent or
advocate of liberalism -especially in terms of individual
rights and freedom from arbitrary authority".
I question Rep. Rohrabacher's ability to govern, since I
will be voting in the 45th district. What are his

nice to see someone who is moderate and cares for the

We need someone like Williamson who has a family

last 14 years? How can he understand what families need

Now that the Newport Beach
Library has opened its new facility··
Q.O Avocado Street, \\hen will the

bus stops for the convenience of
those patrons and library, employees
who must use its buses to get
there?
As it is now, the closest stop is at
the corner of Avocado and Pacific
Coast I !ighway. It seems very odd
-and most inconve nient -that
library patrons and employees who
use th e No. 89 bus must walk oil
the way to Coast Highway to board
it, particularly when the bus travel
right past the library's front door
every half hour.
OCTA has indicated a willingness
to place new stops at the library,
but said the matter was in the
hands of the city of Newport Beach,
as lhe city has the final say on the
placement of bus stops. Apparently,
until OCTA gets the requisite
permission from the city, there will
not be a bus stop outside the library
-no matter how inconvenient it
may be for those who work at and
use the library.

it. In fact, 1'11 say that if the real
truth were to be known, it would be
easy to figure that subtraction of
federal monies from California
school systems would be the real
reason school board members, and/
or candidates don't want passage of
Prop. 187. .
If California's schools lose all the
illegal alien students to Prop. I87,
only legal resiqents will be eligible
to attend our schools. School board
official~ don't want to lose that
federal contribution to' their school
coffers.
Nobody is deliberately trying to
punish the children. That is a
ridiculous statement and has
nothing to Clo with truth. The truth
is that our school systems want and
need the money to opcr;Hc the
systems and keep thc(ll running in
the manner to which they
{administration) have become
accustomed.

from the church parking lilt. It \\as

it and reported it.

Department officers patiently took
the report, and with 1t1e assistnncc
of plain clothes officers, the van
was found and under surveillance in
less than an hour. Plain clothes
officers staked out the van late into
the night, but the thief failed to
return. Prominent fingerprints were
"dusted" from the vehicle resulting
in an immediate search for the
culprit. .

Newport-Mesa Unified School
District's proposed policy for th e
Canine Drug Deterrent Program is
essentially flawed and should not be
passed.
One of lhe policy's fundamental
faults is that there b. no way to

drugs he:m that the dogs are on

of his or her drugs by stuffing ·them

I don't be lieve that this policy is

student might have drugs in his

in danger or hurt them.
And these strong-arm tactics do
not help the stud ent who is caught
'"'ith drugs. \Ve should be looking
for a pre\ cnti\'c answe r to drug use,
not a punitive one.

A mob is a scary thing. 1t
develops a mind and
momentum of its own,
entirely distinct from those of
the ind~iduals making up the
mob.
When l was a small boy in
Wyoming, a mob of railroad
workers lynched a black man.
After the lynching, my father
The

arrived from ·
the railroad

had been
working and cut
the m:rn down
from the
telephone pole
where the mob
had left him.
As he carried
the body down
and put it on
the ground, he
looked around
at the members
of the mob still
standing there. He said he knew
them all and not one of them as
individuals would have done
what they as a mob did. He
wamed me then to always watch
out for mobs.
During my early days in
Balboa I saw many instances in
which otherwise law-abiding
people turned instantly into
mindless mini·mobs. 1t usually
occurred on Mafo Street on
Saturday night "hen a fight
would start, there would be the
sound or shufning feet and the
officers would get there before
the fight turned int9 a r~ot.
Thi would occur at the
Rendezvous when a fight would
start and again you would hear
that shufning of feel as a simple
fight would turn into a mini·mob
before Dick Whitson, th e
manager of \he Rendezvous,
would break it up. In either case,
Main Street or the Rendezvous,
it took quick action to avoid mob
trouble.
When l was in college some
. stupid thing l can't even
remember turned a bunch of
ordinarily law-abiding college
students into a mob that turned
over a couple of police cars
before order was restored.
But the one l remember the
most vivid ly occurred on the
island of Saipan during WWII.
This mob grew instantly from
mindless fear.

nightly air attacks from the
nearby island of two Jima. l

thing. We just curled up on the
ground and a lot of men in

it was over we pul the screen up
and finished 1he movie.
Hoy.ever, the incident had a

enlisted man. He had taken off
his combat boots while he was

NEWPORT-MESA -Trustees
for the Newport-Mesa Unified
School District are scheduled to-
night to approve a much-discussed
policy that would bring trained po-
lice dogs to middle and high
schools to sniff for drugs in lockers
and vehicles.
If the policy and guidelines are
approved tonight, Newport Beach
and Costa Mesa police dogs could
be brought to c;impuscs as early as
next semester. But the guidelines
cnll for conspicuous informational
signs 10 be posted at each campus
and the principal to be consulted
before each visit.
Trustees tonight wi ll also discuss
extending Superintendent Mac
Bernd's contract. The issue has al-
ready been discussed by the board
in closed session, but the length of
the extension has not been deter-
mined yet.
For the most part, Bernd has re-
ceived high marks from trustees.

district," Trustee Jim de Boom
said.
Added trustee Forrest Werner:
"·f think the community is going to
look at us as the one who hired
h11n ·and saw the district turn the
corner in the right direction."
The subject of drug-sniffing

munity members and trustees alike
for a couple of mon1hs. 1 The original policy and guide-
lines· were created by the district's
drug and alcohol abuse advisory
committee. Changes in the policy
and regulations ·will be presented
tonight. .
According to the proposed poli-
cy, the program is design~d to
keep seventh-through 12t~·grade
campuses safe and free of illegal.
drugs. The dog visits will be set up
through · each school's princ;ipal
and will be done in a "discreet
and non-intrusive manner" while
students are in class.
The rules of the program state
that information about the dog vis-
its ,.,,ill be circulated and signs will
be posted "conspicuously" al all
school entrances. Lockers and all
vehicles on school property will be
searched in a manner sensitive
and protective to student rightS to
privacy.
If reasonable suspicion exis~s
about the contents of a locker,
school officials may search student
lockers and cars. The district still
reserves the right to search stu-
dent lockers at any time. If a dog
pinpoints a car, efforts will be
made to find the car's owner to
witness the search.
Schools will· be subjec! to visits
by the canine drug deterrent team
a minimum o f once a quarter with
additional visits coordinated
through the Drug, Alcohol, To-
bacco Education office, school ad-
ministration and police depan-
ments.
The program will be reviewed in
June to consider further imple-
mentation fo r the nex t year.

to kick off,an exchange
program.
The day will start with a
7:30 a.m. breakfast at
Estancia High, where Sen.
Marion Bergeson
(R-Newport Bench} will be
the featured speaker.
After that, teachers will
visit businesses and learn
about the companies and
what they need in an
employee. In turn, teachers
will learn how to involve
business and industry in the
classroom.
The partnerships have
worked well so far, said
Costa Mesa High School
Principal Ed Harcharik. Last
year, after establishing
business relationships,
donations such as surplus
office equipment have come
to the school from various
companies.

dangerous -with a humorous
style.
A 9 a.m. assembly featuring
Sekely will be held Wednesday as
part of the school's Red Ribbon
Week festivities. The event is
sponsored by West Coast Traffic
School, based in Orange County.
Pive years ago, Sckely got a
traffic ticket and spent "a
hopelessly boring day" in traffic
school. When he found out about
West Coast's program, which
combines traffic education with
humor, he became a state licensed
traffic instructor himsilf.
Sekcly has worked as a TV writer
and director on music videos,
Nickelodeon cable channel and the
television shows "America's
Funniest Home Videos" a nd
"America's Funniest People." He
won an Emmy and a National Ace
Award for his work with cable TV.

truant slips to students as Mon-
day's lunch period ended.
All students who skipped classes
will· get detention, with or without
a note from their parchts, Anatol
said. The Dauy Pilot incorrectly
stated the procedure In Stuurday's
edition.
Only one student brought a par-
ent's note asking for an excused
a~sencc to replace her truancy,
but that student agreed to serve
the detention, Anatol said.
The protest, Anatol said, has
some positives -such as opening
lines of communication between
some students and their parents.
Still, she said she didn't care for
the formal.
"I hate it to be at the expense
of class," Anatol said, adding that
no students have taken her up on
an offer to use the school's forum
or ot.her theaters as a location to
discuss the initiative.
Police said that 15 officers and
civilians were involved in trying to
k,eep the students out of the street
and under control during Friday's
walk from Estancia to Costa Mesa
High and back.

Y ou wouldn't think someone as lanky as Nina
Vaughan would have so much power behind
her strokes.
She's 14-years-old, doesn't turn 15 until
next Summer. She stands 5-foot-7, and on a
good day w~ighs about 11 0 pounds.
But Vaughan, a Corona del Mar High fre shman, can
rip baseline strokes as well a.s anybody in the Sea View
League. Jn five weeks, she has risen to the top in girls
tennis, leading CdM to a No. 3 ranking in CJF South-
ern Section Division I, and among the top three teams
in Orange County.
Vaughan, whose younger si~ter, Nadia, is nationally
ranked in the girls 12s, pract.ically opened the Sam
Olson Professional Tennis Academy at the Balboa Bay
Club Racquet Club six yea rs _ago, along with her sister. -
"They were the first two kids in the academy," Olson
said. "They came when nobody was here, just two little
kids. They've stuck with the progr~m a long time. for a
lot of kids, it's hard to stick with it, because th'ey get
discouraged. But they've been consistent." 1 Along with Nina Vaughan's perseverance has come
excellent technique, part of the reason why she's able
to achieve such great power in her strokes.
"I take (opponents) by surprise," Vaughan said. ''I'm
tall, but people don't expect me to hit hard. They ex-
pect me to push (or rally) ... ·and I can push, but l like
to hit hard. l get impatient and l want to close out the

power. Instead . of playing (matches) when she was
younger, she'd work a lot on the technical parts of the
game.
"Even though she's skinny, she's worked a lot on her
strokes since she was little, and that's where power
comes from . Most of the power in tennis comes from
technique and not strength. She can probably hit hard-
er than football players on the Rams or something ...
it's because of the way you swing. That's one of the
reasons why girls sometimes can compete with boys in
younger divii.ions. Even though they're not as strong,
th~y can still generate power."

that baseline and hit winners on everything. So l knew
l had to hit a lot more spin balls and top spins."

Harbor for the second time this season last Thursday
when she beat Sailor standout Sarah Hawkins, 6-2, in
Hawkins, a senior, was the Sea View League singles
champion in 1992, and the league's doubles champion
(with Mura Colaizzi) last autumn.
Although Vaughan does not regularly practice w11h
the Sea Kings -she instead maintains her workou tS
under Olson's tutelage at the Dalboa Bay Club Rac-
quet Club -she has been well-received by teammates.
"She's such a delight," Slattery said. "We're lucky to
have her. She's a ~ood team leader and such an inspi-
ration. All of her teammates enjoy having her, ns well."
