Instead, Stinson will be ar- raigned on charges of involuntary manslaughter when he appears be- fore Harbor Municipal Court Judge Craig Robison on Friday. Prosecutors did add a penalty· increasing charge that Stinson used a gun during the alleged crime, which means he could spend nine years in state prison if convicted. But, he could spend as . ' little as two ye ars in jail and could serve it in county jail, Deputy Dis- trict Attorney Debbie Lloyd said. Dul for others, it's the st:irt of a three-day celebration. For Catholics, the festivities continue through Wednesday - first with All Saints Day. honoring unnamed saints, and then All Souls Day, honoring all the souls in purgak>ry. According to Father Jerome Karcher, of St. Joachim's Catholic Church in Costa Mesa. today's Feast of All Saints is a day of joy- ous celebration, as the church be- lieves the saints "share fullness of life with Jesus Christ in heave n." All 'souls Day, on the other hand, is a more somber event, as it commemorates those who have died but have not yet gone to heaven. "This is a particularly Catholic celebration, since other Christians do not believe in the existence of purgatory," JUrcher said. Some cultures even practice spe- cial customs in conjunction with All'-Souls Day. The Latino culture celebrates Dia De Los Muertos, or Day of the Dead, with picnics and visits to the cemetery where· their family members are buried. "The Hispanic culture seems to have a particular reverence for this day," Karcher aaid. "Usually, the family will go to the cemetery to remember their loved ones. In addition, the Daily Pilot recently (Oct. 11) featured a lcller from the director Of the Costa Mesa Chamber of Commerce wherein he decried the proposed fee increase to S277 pe r new • daily trip and further utilized the trip fee issue as a pretext to denigrate City Council candic..bte Mark Korando. I feel some clarification is in order. To begin with, there appears lo be confusion as to who must pay the fee. The tri p fee is charged only to someone acting to generate more traffic than previously existed on a site, e.g. the builder of a new office building or someone changing the use of a si te. generating v1.1~le traffic lo one gcneratmg more. An existing business would not pay a fee, a new business going into an existing building woulJ not pay a fee, and a builder rec.kvcloping a previously dcvclopcJ si te with similar use woulJ 11ot pay a fee. Once again, the fee applies only to those generating new traffic. Out why charge the fee? Two reasons. first, new development generate s new traffic. If roadways aren't exp::indcd to handle that new traffic, congestion will occur. and we 'II all suffer. Not just rcsiJi.:nts, but businesses as well. Simple fairness dictates that those causing the traffic problem should pay the cost: You m:lke a mess you clean it up; you break it you fix it. This included both a major developer representative and City Council candidate Mark Korando, a current planning commissioner with a history of city involvement dating back over a decade. The committee majority was fair enough to' apportion a realistic share of costs to new development. Incidentally, neither of th~ dissenting voters resides in the city of Costa Mesa. In a recent memo, the state's deputy director of Transportatiun' Financing indicated that there would be a several hundred million dollar shortfall in transportation funding in the next couple of years, and a $4 billion to $5 billion long-term shortfall for all projects currently included in state tran~portation plans. However, this scenario is unlikely. as evidenced by the massi\'c c..lcvcloprflcnt that occurred in the late 19SOs when a $663 city trip fee (plus ;1 hefty CorriJor Fee) was in place in north Co~ta ~ksa. This development incluJed the Amel offices and Plaza Tower. Then, Well, new office construction in Costa Mesa woulJ be charged ubout $3.50 a square foot, with higher costs for retail u!>es. This compares to $4.53 a foot in Santa Ana and S 10.02 in the Irvine Uusiness Complex. Some-.cities charge less, but supplement the trip fee with a building excise la:<, running another cou ple of dollars a foot. Other cities soci:ilize the cost and use general fund revenues su pported by city-wiJc taxes snch as a utility users tax or business license fees up to 100 time s highi.:r than those in Costa Mesa. Shouldn't the rest of the community pay some thing, too? We are. Of th e $77 million needed fo r anticipated ro ad improvements in the city, only about $20 pretending that roads arc somehow construc_ted for no money, even pretending that we can continue to increase development and traffic and still eliminate t~e Santa Ana River bridges and attendant COStL . We need people realistic enough to face the facts, people willing to make tough decmoos, even when it's politically · unpopular with some special interests. We ·need people like Mark Korando. A big, handsome, rugged man, each summer George operated Phelps·Terkell, a men's clothing shop located on the area now occupied by the Balboa Theatre. This shop was a branch of the Phelps·Terkcll on the USC campus, which had been founded by two Balboans, Dave Phelps and something called Jhe Trojan Knights, a so-called honorary/ service organization on the campus, was allowed to have one member of the group sit on the bench with the football players. This game was my turn so I sat on the end of the bench with my old -friend from Balboa, George Decker. The Dick Terkel!. During the school year George played tackle on the USC football team. At that time USC was a football powerhouse, winning two national championships during my tour of Verdict duty at the place. During his three years of eligibility, George had a somewhat checkered career. During his first year he was first string. Then during his second The game was a run:iway, so toward the end Jones was cleaning the bench, sending in men who hadn't played much, if at all, during the year. Finally they had all gone in except Decker. Dy this time the rooting section got into the act and began to chant, "We want Decker." George was very popular on campus and rumors of his difficulties with Jones had filtered out. T he stands kept chanting "We want Decker" and Jonc;s kept ignoring them and George kept looking anxiously down the bench toward t.he coach. Jones just kept looking straight ahead. Once in a while he would look at a stopwatch in his hand. Finally, he looked at his stopwatch, then nodded his head. George grabbed his helmet, put it on, and dashed toward the field. About half way ' between the bench and the edge of the field the starter's _gun went off and the game was over. Jones had planned the a(fair down to the last second. As I say, Howard Jones had a peculi ar sense of humor. · 1 lost track of Decker until after WWI I. We met righ t after he came back from the European Theatre, where he had been in the artillery and l had come back from the Pacific Theatre where I had been in the Navy. We spent an evening chopping up old times in D:ilboa and at USC and trying to out-do each other with war stories It was there I discovered that Jones' churlish treatment of Decker hadn't destroyed George's life. George had married a gal whose father owned most of the timber land in Oregon. Whatever memories Decker might have had of Jones' treatment of him was obviously cured by being married to a ga l whose father owned most of the timber land in the state of Oregon. But thanks largely to Bill Wakeman, longtime Newport Harbor High sailing coach, and the director of the Pacific Coast Interscholastic Sailing Associa-tion (PCISA), the grass roots undertaking in the early 1970s established the foundation for today's highly successful and in~olved sailing programs. Even ,if it meant boys enrolling ro·r girls P.E. in order to achieve th~ir goal, the collection of overachievers, led by Wakeman, were willing to do whatever it took.
