Preliminary city approval was
granted Thursday to build 119
homes on the Upper Castaways
property, one of the last stretches
of undeveloped, prime real estate
in Newport Beach.
The Planning Commission vote
sign als the end of an effort Lo use
the land for a large central park.
An initiative to buy the land to
save it as open space failed by a
two-thirds m?rgin last November.
Construction of the single-
family, detached houies could
begin by spring, according to Ir-
vine Co. executive Tom Redwitz.
The projec\ must first get approval
from the state Coastal Com·
mission, something Redwitz ex-
pects in Janua{y or February 1995.
The envirorunentaJ studies al·
ready have been approved u part
of an overall development plan for
the area of Dover Drive and West
Coast Highway.
"I would characterize it u the
next step in a long planning pro·
cess going back to 1989," Re<jwitz
said of the Planning Commission
approval. "One of the things we
did was allow time for the com·
munily to decide if they wanted to
purchase the land for open space.
"Along the way we've modified
our plans to ... reflect the input

Fred Hummer, a
95-year-old veteran of World
War I, played a poignant
rendition of taps on his
well·worn bugle to close the
ceremony.
Today, a World War II
exhibit will open at the
Orange County Fairgrounds
with an l l a.m. ceremony
honoring veterans.
A California live oak will
be planted outside Building
13 in honor of Veterans Day.
Opening of the exhibit "A
People At War" will follow
the ceremony.
It will include memorabilia
used to re-create a base
barrack and photographs. The
exhibit will be open Tuesdays
throuJh Fridays 9 a.m. to 1
p.m. through nCJCt July.

Last November, the city's voters
said they weren't interested in
adding $120 to their annual prop·
erty taxes for 30 years in order to
buy the land from The Irvine Co.
and keep it undeveloped. That
gave the developer the green light
for the project.
Once work begins, the city will
be given plots of land to build two
parks: One, located off Dover
Drive on the north end of the site,
will include a baseball field. The
other, called a "view park," will
~akc up a section 'of the south end
of the property, near Coast High·
way, and is designed to overlook
the Balboa Island area.
Redwitz said he hopes to have
the project completed in two
years, but that's dependenl on the
strength of the real estate markel.

a computer lab. And a newly hired
science teacher may be forced to

from room to room.

For preschoolers,
stories from the U.S.,
Japan, Norway and
Russia will be brought
-to life by Barbara Klein
and her puppets at
10:30 a.m. Tuesday at
the Corona del Mar
Branch Library and at
-----• 10:30 a.m. Wednesday al the Cen1ral Library.
First through fourlh-grade children
can enjoy similar programs at 3 p.m.
Tuesday al the Mariners B!anch Library
and at 3:30 p.m. Thursday at Balboa
Dranch.
As launch pads for cultural curiosi1y,
such programs may inspire children to
peruse print offerings, opening windows
into worlds beyond their own. Among
those selections with broad-ranging
appeal is "All in a Day," detailing the
simultaneous passing of a day in various
parts of the world, illustrated by 10 of
the world's most distinguished children's
artists. Equally expansive, but for
younger children, is "This is the Way We
Go to School," focusing on the different
modes of transportation children arou-nd
the world use 10 get to school.
The harsh realities of diversity are the
subjects of numerous titles for young
readers. In "How Many Days to
America?," Eve Dunting tells the story of
political exile with the true meaning of
Thanksgiving. The obstacles facing
immigrants are portrayed in "I Speak
English for My Mom" and "I Hate
En&lish." · ·
Conflicts posed by financial difficulties
arc illustrated in "Tight Times." Racial
and gender issues arc handled with
sensitivity in "Amazing Grace." The
importance of cultural pride is illustr$ted
in "The Black Snowman." And issues of
lying aio probed at a level young
children can understand in "Osa's
Pride," a portrait of a young African girl
whose father is missing.
For parents and teachers interested in
broadening children's lives through crafts
and activities, many reference resources
arc available. Activities derived from
worldwide cultures are offered in
"Hands Around the World: 365 Creative
Ways to Build Cultural Awareness and
Global Respect." Other insights into
handicrafts, foods and games of other
lands can be found in "Multicultural
Projects Index" and "Cullurgrams."
Beyond these imaginary "dressing
rooms," picture books, poetry, fiction,
folklore and craft resources supporting
multicultural awareness arc listed in a
bibliography titled "Celebrate Cultural
Diversity," available al children's desks
in all libraries.
As passports that can help youngsters
understand others better, these titles also
may foster fillings within developing self
concepts, with their.capacity to raise
awareness in even the youngest members
of our melting pot.

An ".honest dispute" worth
about $400,000 will be sellled by a
private arbitrator for the city and
the Triangle. Square partners.
The Redevelopment Agency is
claiming the partners owe the city
nearly $647,000 in acquisition
overrides for the project. So far,
,only $250,000 has been_paid,
according to City Allorney
Thomas Kathe.
"When we started with the
Triangle Square project, we had
an agreement on the budget of
what it would cost to assemble the
Jand," said Kathe. "And, the two
sides CUI the agreement 10 provide
who would pay {for the balance) if
the project went over budget."
But, Kathe said the city isn't too
concernetl with the mailer.
"This is a friendly way to deal
with the disagreement," he said.
"We're not fighting with each
other. This is not something that is
making everybody nervous."
Wendy Lazerson, an attorney
representing Triangle Square,
echoed the same opinion but
added that her clients arc
"confident that their position will
prevail."
Lazerson said the matter should
be resolved by the end of the
month.
W-dh protest dropped, approval of
amphitheater pact back on track
Approval of a new operator's
contract for the Pacific
Amphitheatre once again is
expected by Jan. 1 after officials
from Irvine Meadows
Amphitheatre decided 10 drop
their protest.
Irvine Meadows had contested a
recommendation to hire SMG, a
company that runs the Los
Angeles Coliseum and Sports
Arena, to operate the Pacific
Amphitheatre.
But on Wednesday evening,
lawyers for Irvine Meadows sent a
one·paragraph letter informing
.
Orange County Fairgrounds
officials that the company had
decided to drop its appeal. The
letter offered no explanation for
the decision.
So without dissent, the fair's
board of directors gave its
approval Thursday morning 10 a
proposal from SMG, which al,so
operates the Long Beach
Convention and Entertainment
Center and San Francisco's
Moscone Center.
Stale officials now must approve
SMG's contract, fairgrounds
spokeswoman Jill Lloyd said.
Water District honored for safety, training
The Mesa Consolidated Water
District was recognized for its
policies in employee safety and
training.
The district was selected for the
water industry's Larry C. Larson
Safety Award .sponsored by the
California Water Works Association.
The award recognizes water ·
utilities for achieving a more
proficient and productive work force
through training and education, and
affecting cost savings by reducing or
eliminating the potential for lost time
due to accidents.
Mesa Consolidated holds monthly
safety training programs. provides
employees with all sarety gear,
conducts safety talks with field crews
and recognizes employees for good
safety records.

DCC dean named to state association's bo•d
An Orange Coast College dean was
elected to the board of directors for the
California Association of Instructional
Administrators.
Dr. AJgeania
W. Freeman, dean
of OCC's
Consumer and
Health Scienees
Division, was
elected to this
association, which
held its annual
conference jn
Newport Beach
last month.
Freeman, 45,
will serve as the
coordinator of the
association's Algeania Freeman
southern region.
She was also recently elected president of
the San Diego chapter of the Natiorr.rt
Coalition of 100 Black Women.
As dean of OCC's Consumer and Health
Service Division, she is in charge of two
dozen different programs and departments,
including early childhood education. culinary
arts, interior design, respiratory care, dental
assisting, hotel management, cardiovascular
technology and medical assisting.
A member of OCC's staff for two years,
Freeman previously served as assistant vice
president for academic planning :md
program development at Morgan State
University in Daltimor.c. -
She also served as dean of East
Tennessee State University's School of
Public and Allied Health, and worked·as
chairwomun for the Department of
Community Health and Rehabilitation at
Norfolk State University in Norfolk, Va.
Freeman hns also served as a grant
reviewer for the U.S. departments of
Education and Labor, in Kansas City, Mo.
Freeman lives with her husband, Ernie,
and their son Trey, 15, in San Diego.
College hosts workshop on sell-deleaung behavior
0111nge Coast College's Re-Entry
Center will hold a workshop titled
"Eliminating Self-Defeating Behavior"
beginning next week.
The free seminar is scheduled from
noon to 1:30 p.m. Tuesday and Nov. 22
in the Re-Entry Center.
The workshop will be led by OCC
counselor Phyllis Cool. Participants will
learn how to change unwanted behaviors.

They will be given a step-by-step strategy
for helping themselves.
The Re-Entry Center is located in
room 106 of the OCC's counseling and
admissions building. The center is
designed 10 assist individuals who wish to
return to school after a break in their
academic careers.

"They've had a lot of collapses

said. "Yards have just disappeared
down the hill."
The Irvine Co. will be required
to repair parts of the bluff that a
city report calls "severely eroded."

clude widening the pedestrian and
bicycle trail along the blufftop and
installation of a traffic signal ~t
the Cliff Drive entrance 10 the
view park.

cro~ded, with 126% capacity. Vic·
tona was reopened last year as an
answer to increasing enrollment.

Kaiser Primary, Mariners and
Newport Heights are filled to
more than 100% of their capacity.
One of the fullest schools is
Kaiser Primary School for kin·
dergarten through second-grade
students, with 114% capacity.
At J<aiser, students aren't
squeezed out of the classroom and
into the hallways, but high enroll-
ment makes for tight quaners, said
Principal Kathryn Hofer.
"What this means for our school
i~ th:1!, every ~oom is used ,l!l. all
tames, she said. "For exampfe, if
we want to hold assemblies in the
cafeteria, we have to move the
music teacher, who holds her class
in there, and th en we have to
make so re we get the cafeteria set
up for lunch."
And a• scie nce teacher was re-
cently hired, but that science class
will have to be portable, because
there is no room on campus for
enrichment activities such as sci·
cncc ond art classes.
"Our first priority is our kids,"
Hofer said. "Dut the exlra thiAgs
we want to do makes it quite a
challenge when we arc crowded.
We're surviving now but any more
growth will be hard to handle."
Schools at 100% or under still
have single-session kindergarten
classes and at least one extra room
for educational programs, Woolley
said. Enrollments increased by
about 100 students last year and
by about 260 this year 1n the
17,000-student district, he added.
About three or four years ago,
about 500 new students came to
th e district annually.
There is room for new students
at all the elementary schools, but
transfer students arc generally not
admitted at the over-capacity sites,
officials said.
The board could opt to ;idd
modular, f ull·size cJassrooms at
Kaiser Primary, Mariners, New·
port Heights and Ensign schools.
Trustees would have to make a
decision on this option by Jan. 1,
so plans can be sent in for ap·
proval by the state, Woolley said.

High, CdM's fifth victory in its last seven
· contests, while playing its second straight
game without tailback Brian Hogan, its·
leading rusher. Hogan is 162 yards shy of
breaking the school's single-season record
of 1,578, set by J.R. Walz last year.
So without Hogan, the Sea Kiogs ·
turned to the air, with junior quarterback
Josh Walz throwing for a season-high 135
yards in completing 7 of 12 passes with no
interceptions, the most monumental com-
pletion a 65-yard scori ng strike to senior
wide receiver Myles Davis, CdM's only
touchdown.
Dut it was largely because of CdM's de-
fense, along with a few timely breaks, thnt
Schuster will ente r the playoffs in his in-
augural season as the Sea Kings' football
coach.
The Sea Kings. stopped Woodbridge (5-
5, 0-5) during its three fourth-quarter
drives, two of which were abolished by in-
terceptions.

"What's hard," he said after-

League, it was their first playoff
appearance in nine years. Reserve
Keri Mortenson scored a goal for

"I'd have to check the CJF

playoffs," Lakewood Coach Mike

CdM scored 20 of its first 22

CdM's quick-swimming counterat·
tack in its initial 22 scores.
"Our whole goal was to just get
to the playoffs," Caldwell said be-
fore the game, knowing Cull-well
