program, because the Newport
Beach City Council will be
tackling a number of important
is~u~s ~t its meeting.
Tops on the list is the
expansion of Fashion Island, a
project expected to pump an
additional $750,000 annually
intb city coffers.
The Planning Commission in
October gave its unanimous
approval to The Irvine Co.'s
plans to add some 300,000
square Teet of retail space to
the mall.
Even with the coun91's
blessing, the expansion hinges
on The Irvi ne Co.'s ability to
find another department
store.
The company has been
courting New York retail giant
Oloomingdale's for montl'ls, but
faces stiff competition from
South Coast Plaza in Costa
Mesa.
The council on Monday will
also:
• Consider how to regulate
noise from air conditioning and
healing units and leaf blowers.
The council tast month was
set to adopt a policy that would
ban all gas-powered leaf
blowers in residenti ::il
neighborhoods and limit air
conditioning noise to 55
decibels. But concern that such
tough laws could hamper
cert ain activities prompted the
council to postpone its vo te and
. ask city staff to study other
cities' regulations and suggest
options.
• Adopt a law that will
provide for a new civilian
community services officer in
the police department to
investigate anJ process
applicatiohs for massage parlor
• and massage therapist permits.
The law will also raise fees
for these businesses and their
employees, some of whom
complained last month that
they are wrongly suspected of
shady activity.
But city officials say the law
is specifically needed to weed
out the bad apples and allow
legitimate businesses to
continue. After all, the city is
home to 42 massage businesses,
both legitimate and not.
• Adopt a law that would
requfre all new homes built
after Jan. 1 to be outfitted with
a device to charge up electric
cars.

week, Jesse guided his
wheelchair down a new
sidewalk ramp for the first time
and rolled into a new
independent life style.
"I've never gotten this much
nllention in my entire life," the
11-year-old said, flanked by a

Jesse, who has cerebral palsy
and uses a wheelchair to get
around most of the time, joined
some friends for the dedication

Helping Women. an organization
geared toward victims of domestic
violence who arc in shelters and
looking for work.
The group will begin operating
out of the Rea Community Center
later this month.
"We have volunteers who are
hairstylists and image consultants,"
said Hayward. "We will have peo-
ple helping these women with
their resume and coaching them
on communication skills, helping
them prepare for the interview.''

Golf can ,
keep your
marriage·
on course
R etired couples should
practice their marriage ns
diligently as their golf
game to improve their marital
handicap. They may be a scratch
player on the course, but coping
with a soaring handicap at home.
It takes a real pro with a
strong drive to keep marital
arguments from bounding in the
59 and
Holding
rough. It's easy
to get distracted
by an
unreasonable
partner not
playing by the
rules. While
golf permits a
player to take a
mulligan -or
second chance
in teeing off -
with marriage
you have to
drive your point
home on Lhe
first swing.
Although both are acquired
skills, matrimony is a tougher
and less disciplined sport than
golf. Also the hours are longer.
Marriage looks like a cinch to
swinging singles playing the field,
but that's like comparing
miniature golf to championship
tournaments.
The ultimate triumph on the
links is making a hole-in-one. In
the game of give and take, it's
convincing your born-to-shop
partner that a backpacking trip
in the wilderness is better for
firming your hips than a
shopping tour of Paris.
Cheating is a problem with
both sports, but the penalty for
wiping your ball before making a
putt is mild compa~d to playing
"out-of-bounds" on the domestic
scene, which costs you a divorce
lawyer.
It's not the Clasby gestures that
improve your marital handicap -
although diamonds are always in
good taste and acceptable. It's
the sm.ill, everyday skillS' that
count, like keeping your mouth
shut at crucial moments. Sounds
simple, but it takes a lifetime to
master. Ask any pro who's been
practicing marriage for 50 years.
·G ood eye contact is also
essential. Wives are more
proficient at this than their
spouses. Male golfers have no
problem keeping their eye on the
ball, but a wife's fixed gaze is too
trucing for them to handle.
While both sports have similar
challenges, each have individual
benefits. You may be a dismal
hacker as a spouse, but a champ
on the links. Also golf is
healthier than marriage because
it exercises the entire body, not
only the vocal cords.
As for marital rewards, there
are no membership fees -
unless you cancel your
commitment. Also there's no
dress code. One can play the
game in your underwear or
Clannel bathrobe if you like.
Ironically, marriage and golf
don't mix on the fairways. A
husband can grouse about his
wife's frozen dinners, but not
anything as deeply personal as
her golf swing -which qualifies
as Mental Cruelty in the
California Divorce Courts.

New local magazine will center on nature

T he Environmental Nature
Center hopes to unveil a
new publication this
January and -surprise -it's
environmental in nature.
The Environmental Nature
Center Magazine will become the
area's first regional environmen-
tal publication and publisher Bo
Glover promises it will be
something "the whole family can
look at together."
Originally concocted to raise
money for the center, the maga-
zine's goal is also to raise envir-
onmental awareness in general.
"Hopefully, my magazine will
teach people the importance of
keeping places like this around,"
Glover said ns he stood next to a
tranquil st ream in the nature
center. "We arc the most unique
outdoor edu~tional fa cility there
is in California.
"We need to keep the natural
habitats that we have nnd
recognize 1hc importance of the
animals that are around us. We
need to be more aware of our
surroundings."
Perhaps Newport Beach's ,,
best-kept secret, the Environ-
mental Nature Center, located
next door to Newport Harbor
High School, provides solace
from the hassles of everyday
urban life. A nonprofit organiza-
tion founded in 19n, the outdoor
facility covers 2.5 acres and
features 12 different native
Californian habitats.
The nature center plays host to
nearly 8,000 Newport-Mesa
schoolchildren each year. "Some
of the children who come here
have never really seen a tree
before," said Glover. "They come
in here and their eyes just bug
out -they don't really know
what to do."
The ceater is kept alive
through funding from the
Newport-Mesa Unified School
District and private donations.
Over the past few years, funding
has decreased and the center has
hnd to seek other sources of
revenue. So Glover, a docent
naturalist with the center for the
past three years, came up with
the idea for a magazine to further
promote and publicize the nature
center.
A 27-year-old student at
Orange Coast College, Glover has
spent the last three months
working to produce the first issue
LOOKING BACK
on his home computer.
"Basically, l'm a one-man show,"
he said.
He's gathering material from
members of tbe community.
Pictures, poems and stories
written by the students who visit
the center will be featured, as
well as editorials by local high
school environmental clubs,
Orange Coast College's marine
mammal group and UC Irvine's
Safe Club and Ecology Club.
The kid's page will feature
various games such as crossword
puzzles and coloring projects, and
~there will be an "Environmental
Tips" page and an
"Environmental Crafts" pnge.
"It is basically a 6-to-60
magazine," said Glover.
The publication will be
distributed free of charge to every

Taking flight
Santa Ana Army Air Base
served as training grounds for
future air crew officers
C onstruction began on the Santa Ana Army
Air Base on Oct. 23, 1941, to meet the
need for a training station in the Southern
California area, which was also valuable because
of the number of civilian aviation schools to be ·
called upon for advanced flyer training.
The city of Santa of Ana leased 410 acres and
gave it to the United States Government for $1 a
year. It took two years to build the camp, but it
was finished in May of 1942, with (ull facilities for
3,700 troops.
A faculty of more than 250 high school, college
and university teachers, some with advanced
academic degrees, were recruited to instruct the
fu ture air crew officers. Most of the teachers
became commissioned officers in the Air Corps.
The base prepared approximately 150,000
candidates for air crew training, eliminating 30,000
who were sent to schools for ground crews &lnd
rndio operators.
It was deactivated early in 1946.

The magazine is relying on
advertisement dollars for its
production. "I'm looking for the
support of local busin~sses who
are environmenlally fnendly and
have on interest in the
environment or education in
general," said Glover.
I( all goes well, Glover aspires
to eventually make the magazine
a monthly publication.
"(The nature center) can
survive without the magazine but
we could survive a lot better with
funding," GIQver said.
Class helps
parents learn
about children
NEWPORT BEACH -
With no training, no support
groups and no backup, par·
ents are often left with the
important job of raising
th eir children armed with
few strategies.
And parenting is tough
work, says Newport Beach
resident Debbie Smith,
mother of three sons. Dut
she's working with others in
the group Parent. Resource
Network to give parents in
the Newport-Mesa Unified
School District the help they
need.
The group hosts "Parent
Problem Solving" meetings
from 7 to 9 p.m. on Monday
evenings beginn ing tonight
at Ensign Middle School. . Meetings will resume in the
new year and sessions arc
open to all parents in the
district.
Smith and fellow parent
Robin Sinclair started the
group Inst year with the
• backing of a grant from the
Pacific Mutual Foundation.
Their goal is to hold ac-
tive parenting supfcon and
education classes or the en-
tire district and pass along
the information to others.
"This is where it has to
start," Smith said. "Parents
have to have support in
order to be better parents
-in order to have better
kids. And it's not the p"ar-
ents' fault, it 's no1 the kids'
fau lt. I don't think parents
get a lot of support. Parent-
ing is the hardest job we
have."
Smith and Sinclair were
hired last year through the
grant to run the program.
They even ran n "Parent
University," where parents
could learn strategies for
dealing with their children.
This year, the women vol-
untecred to keep it going.
"We want to serve as a
network for parents to link
the schools toge ther to
share parenting informa-
tion," Smith said. "We try
to teacn parenting skills
such as discipline, de'11ing
with stress, self-esteem, logi·
cal consequences for actions
and how to talk to kids
about it and keeping kids
out of gangs."
The classes, scheduled for
tonight, Nov. 21 and Dec. S,
arc held at Ensign Middle
School in Newport Beach.

not have the ability under the law
to <lisb:rnd or dissolve ETRPA.

couple of the supervisors forgot
what they agreed to do as partici·
pants of ETRPA."

mine the make-up of the nine·
member planning aulhority, which
was crealed last March by the su·
pervisors in conjunction with the
federal government to study a
range of reuse options for the ma·
rine base.
The authority, which includes
the five supervisors, three repre-
sentatives from Irvine nnd one
from Lake Forest, was to submit a
reuse ·plan to the Department of
Defense.
The initiative calls fOr the reuse
agency to be replaced by a Citi-
zens Advisory Committee. That
commillce will be made up of five
members appointed by the Orange
County League of Cities selection
. committee, one from each Supcr-
visorial District; two appointed by
the Board of Supervisors; and six
appointed jointly by those mem-
bers, including tWO aviation CX·
perts.
"The init ia tive is very explicit on
the composition of the board and
as to how this wtll come about,"
Wieder said. "The 'board only has
the responsibility of appointing

season, so that streak goes no farther.
"I'm looking at coming back and trying
to get this ball club to the playoffs," said Liebcngood,
who completed his ninth season with the Eagles with a
4-6 record, 1-4 in the Pacific Coast League.
"We're going to miss some seniors who wilt be mov-
ing on, like Karlo Amaya and Oscar Lomeli, but we've
got eight people back on offense, which is a prelly good
nucleus to start with."
