NEWPORT-MESA -Despite
being plagued by a $4 million em-
bezzlement that forced the layoff
of teachers and an increase in
class sizes, the Newport-Mesa Uni-
ficCI School District has scored a
straight-A rating in the subject of
fiscal responsibility. .•'
The "triple A" grade came from
New York-based Standard &
Poor's Ratings Group, an agency
that rates certificates of participa-
tion before they arc sold.
The district sold such bonds
about a week ago to finance a new
$2.9 million district office building

and a heating/air conditioning sys-
tem at Corona del Mar High.
Securing the top rating >pteans
the bonds will get a better interest
rate, but it means even more to
the district, said Superintendent
Mac Bernd.
"They arc stating that we arc
sound financially, th at our reserves
are adequate and that our house is
in order," he added. "A lot of
people in the district have worked
to show we have fully recovered
from our losses a rcw years ago.
h 's a tremendous rebound and
one we are proud of."
The high marks are especially
important to the district, which is
recovering Crom a $4 million em-
bezzlement by former budget di-
rector Stephen Wagner. Wagner is
currently serving a six-year prison
term.
The great rating surprised
Michael Fine, the district's di-
rector of fiscal services, who ex-
pected to get perhaps a .,triple B"
rating, a step below the "triple A."
"This tells the investors out
there that an independent agency
thinks there is a low risk for the
issue," he said. "That makes the

W hat was once a weed-infested
hillside at Oiff Drive Park
will soon burst into wild-
flowers, coastal brush scrub
and coastal sage, thanks to a
community planting effort by Newport
Heights residents, the city or Newport
Deach and members of the Newport Con-
servancy.
Under the organization o( local environ-
mentalist Dr. Jan Vandersloot, the various
volunteers spent most or Tuesday (and will
continue today if necessary) planting 1,000
drought-resistant plants and trees. The
neighborhood will keep a close eye on its
new hillside during the ycan to come and
attempt to prevent the weed infestation
that has plaped the hillside since 1993.
The city of Newport Beach, pleased to
be rid of the weeding tasks, donated SS,000
worth or native plants and abruba for the
replantin& efiort. Newport Comcrvancy

A botched maintenance schedule follow-
ing the initial planting almost wiped out
the native vegetation completely. After ac·
cumulating nearly $4,000 in weeding costs,
the city of Newport Beach's General Ser-
vices stuff was about to give up and plant
more easily manageabfe plants when
Vandersloot and the Newport Heights resi·
dents asxed for one more chance.
"They offered to do the weeding over
the ummcr," said city General Services
Director David Niederhaus. "They kept up
their end of the bargain and we gave them
the money for the new plants."
The drought-resistant plants will be cusi·
er to maintain in a couple of years after
the plants take bold, Vandersloot said.
Until then, the neighborhood will maintain
a constant weed-watch and take care of the
hillside.
The long-term benefits or the planting
effort will be considerable. accordina to
Vandenloot.
"It's an educational resource aS well, .. be
said ... It's a wildlife habitat Cor birds and
butterflies."

Other than crunching numbers,
the rating agency also considered
the di strict's long-term planning
and th e fact that it is bringing
buck programs such as elementary
school physical education and fine
and performing arts, Fine said.
Fine added that during the last
two years, ratings fur district fi-
nances have never suffered be·
cause of the Wagner em-
bezzlement.
The bonds will probably be paid
off in about 15 year~ and include
issuance costs, attorney f ecs, capi-
talized interest and a required re-
ser\e fund in addition to the con-
struction fees.
An April groundbreaking is
planned for the dimicl'~ building,
which will consolidate two district
offices and include a new board
room. Officials hope to move in by
mid-October.

While the Newport Beach City
Council debates the pros and
cons of rotating mayoral terms,
officials in Costa Mesa have de-
cided their appointment method
works just fine. ·
The Costa Mesa City Council
in recent months has considered
whether the city should switch to
a rotation method of selecting a
mayor .. And the topic came up
aga in during a Monday after-
noon study session.
"There had been a suggestion
that we look into cutting the
mayor's term to one year and ro-
tating the position," Mayor
Sandy Ge nis said on Tuesday.
"But, the general consensus
seems to be that the system isn't
~ broken, so let's not t ry to fix
what isn't broken."

Even if the council members
wanted a change, chances are,
they're stuck.
According to City Attorney
Thomas Kathe,. Costa Mesa is a
general law city, and the. selec-
tion process of a mayor is gov-
erned by state law.
Any ordinance or policy that
the council drafts co ncerning
mayoral terms or the selection
process could be challenged, and
the state mandate likely would
prevail.
The study will assess the
impact of va rious treatments
fo r the disorder. The rel>ults
are expected to significan tly
contribute to fu ture deci·
sionl>, policicl> and practices
for treating these children.

ter to her council colleagues, in·
cluding the newly elected ones,
promoting herself as an able may-
oral candidate.
In the letter, Watt discusses
such issues as mayoral duties and
the appointment of counciJ mcm·
bcrs to outside city and county ad-
visory committees. The letter, says
Watt, is an attempt to provide
some food for thought during a
year when the traditional rotation
method is being questioned.
"I think the council needed to
know some or the pros and cons of
the rotation system," Watt said.
''We've been doing it that way for
the last six years and this year it's
under. question. I wanted to make
a legitimate issue out of it."
According to Watt, Debay and
Co.x have said they want the po-
sition. Dcbay would not confirm
th e report and Cox -· the city's
mayor from 1986 to 1988 •• could
not be reached for comment Tues·
day.
Hedges, who also has not served
as mayor, refused to participate in
"rampant speculation."
"I'm not going to feed ·the
names," he said.
In her letter, Watt emphasizes
that the rotation schedule is the
fairest and most appropriate way
of determining a selection. By
using this method rather than putr
ting the item to a council vote, the
council could avoid skirmishes and
vote jockeying, she said.

voted each year on the position, a
general under5tandina existed that
the new mayor pro tem would be
the next in hnc, said Watt.

claim the rotation is not the best
means of appointing the position.
Council members should consider
the pre~sing issues of the upcom-
ing year und select the most ap-
propriate leader, they said.
"The rotation isn't as important
as who can get the job done,''
Debay sa id. "Last year we set
seven goals and we haven't fin-
ished with them yet. The goals
don't stop with the change of
mayor."
Hedges agreed. "It's (Watt's)
letter a1rd her opinion. Not every-
one would agree with the opinions
expressed in that letter."
Newport Beach's mayor serves a
· one-year term and is paid a slight·
ly higher stipend than the other six
council members. The mayor con·
ducts the council meetings and
also makes the final decisions on
council member appointments to
outside committees.
"You're really th~ sp0kesperson
for the city," said outgoing Mayor
Clarence Turner. "It's a lot more
important and demanding job than
people realize."
Because some of the committee
appointments are paid positions
and because many of them serve
important functions, there needs
to be consensus among the council
members ove r who gets the ap·
pointments, said Watt, who hopes
to bring new council members into
the process as well.
"There were a lot of senior
members ahead of me when 1 first

joined the council, so I couldn't
seek any of those paid positions,"
Watt said. "As long as the council
ratifies the choices, it's OK."
Debay bristJcd at the suggestion
that council4nembcrs based their
committee preference on a sti·
pend. "That's just petty. When you
count up all the hours and hours
of time and study you put in, that
money is peanuts."
Most of the council members
said this yeu's mayor race is no
more heated than in past years. •
Nor would they disclose who they
would be endorsing when the mat-
ter is put to a vote next week,
after the new council members arc
sworn in.
"Right now everybody is jockey·
ing to get four votes lined up,"
Turner said. "Then on Nov. 21,
you'll probably see a 7-0 vote."

oil recycling program at 10
a.m. Saturday at its recycling
center at Kymco Motor-
sports, 2121 Hatbor Blvd.
Kymco will accept used 1
oil daily from 8 a.m. to S
p.m. The oil will be stored
in a state-of-the-art above-
ground storage tank.
The intent of the program
is to oCCer an alternative to
ilJegal dumping of used oil
into sewers, drains and soil.

"Going into a playoff game blind is
kind of a scary feeling," said Sailor Coach
Dan Glen1r, whose squ;1cl swe pt visiting
Agoura, 15-7, 15·3, 15-5, in il match that
took the Sailors le:>s than an hour to com-
plete.
"That's the thing about the playoffs,"
Ci~ said~ "lo every match, the op·
punent gets tougher, and we'll play three

Glenn was referring to the Sailors' pos-
sible entry in the CIF Division I fin.tis on
Saturday at Cerritos College, which would
be Newport Harbor's second consecutive

"I was looking for a change," said the S·foot-7, 185-pounder,
