COSTA MESA -·six months ago; John Moorlach,
a Costa Mesa resident and CPA, said no one was lis-
tening 'when he predicted tbe county's investment
fund was a ticking 'time bomb. On Thursday it cx-
plbded and he had calls galore.

Moorlach's message screen after word spread that
Orange County lost $1.5 billion in bond investments
' -.made with a pool of money from some 180 public

The S 1.5 billion lost is a conservative estimate,
Moorlach said, adding the total loss could be as
much as $2 billion to $3 billion.

At its Dec. 12 meeting, the council
will select a three-person appointments
committee of which John Hedges, a~
mayor, will be an automatic member.

The committee will review the
applications, conduct interviews and
nominate two ·applicants for e;ich vacnnt
seat. The nominations will be made
during the council's Jan. 9 meeting :ind
the council will make its final selection
on Jan. 23.
With this schedule, the commission
will have only five members present
during its December meetings and into
Jaycees hosting grandstand viewing or boat parade
January as well.

only thing lhat migh t have an effect is if

ognition of Thursday's "Day With·
out Art" ond the World Health
Organization's World AIDS Day,
the Newport Harbor Art Mus~um
opened its doors and allowed visi-
tors to tour the grounds for Cree.
The day is designed to celebrate
the ac~ievemcnts and lives of col-
leagues and friends stricken with
AIDS and to mourn the losses in
the creative community.
Though a'ctmission was free, do-
nations to the AIDS Response
Program were accepted.
"This is a day of awareness that
. ;hows how many artists were im-
pacted and died from AIDS," said
Jack Herzberg, program director

"We don't plan to make a lot of

"Elysian,' by artist Jay Phillips, a
victim of AIDS in 1987. The work•
is part of the museum's permanent
collection.

Spanish · to a group of Rancho
Alamitos art students. .. .
"The black means death but
there is also hope, as· we can see
in the upward lines," she said.
"It's hope that the spirit will live
on and also that we will find a
cure for this disease."
The number or reported AIDS
cases .js growing in Orange Coun-
ty. According to the American
Red Cross, 3,429 cases of AIDS
have been reported, with 1,962
deaths, as of July 31.
As. the Al OS epidemic spreads
in all demographic groups world·
wide, new medicines have been
approved, including five new drugs
in the last 12 months.
To increase awareness of the
disease, other local groups recog-
nizing ... the Day Without Art on
Thursday included:

bonds, a transaction which city of·

firmed by the county. The with·
drawal brings the city's investment
total in the pool from more than
$19 million to the current $16.3
million mark.
Council discussion Thursday
centered primarily on whether or
not to risk a 20% loss on its in-
vestment by be ing one of the first
investors to pull out or the pool or
to wail out the "crisii" and hope
that the pool's major investors do
the same.
The council questioned the
county's legal grounds to withhold
20% of the city's investment if.

COSTA MESA
Seeing changes in the interest
rate, tlie city of Costa Mesa has
beep moving money out . or its
principal investment -which at
one point reached $14 million -
sinee June. Today, the city has
only $3 million invested in the
pool, an amount that represents
leu than 5% of its investment
portfolio.
And, according to City Manager
Alan Roeder, the city currently
has no plans to remove that re-
mainina principal from lbc county
pool.
"What we will likely do is make
some other adjustments in our
portfolio," said Roeder.
"SOme of our investments arc
long-term, some arc abort-tenn.
The county pool has always been
more of a short-term investment,
and· it's historically more liquid.
And, what we will likely do is put
that into the category of long-tcnn
investments and move some of our
other investments into more liq-
uid, short·tcnn investments."
Roeder was quick to point out,
however, that the loss will not af.
fee\ th~ city's cash Oow.

In three weeks, the county will
issue a new avcraac rate for the
f ascal year. The current rate is
6.5%. U it lowers by half a point
to 6%, the district stands to lose
$400,000 in interest, estimates
Michael Fine, district director of
fiscal services.
Such a loss, though, would be
absorbed by the district's reserve
fund.
"We're not talking about losing
principal, we're talk ing about
lower interest rates," Fine said.
"So we will earn less money on
that dcP,osit than we originally
thought.'
Of the $80 million, $30 million
is in general ~nd capital fund ac· ·
counts. About $50 million is in an
escrow account, which is designed
to collect interest.
The district is in a partnership
with Irvine Unified School Di.s-
trict, North Orange County Com-
munity College DistJ'.ict and the
Orange County Department of
Education. This partnershlp works
together to make investment deci·
sions. •
Superintendent Mac Bernd
stressed that the lou is actually
money the district never had.
''The point is that our purpose
is to try and gc:t the most return
for our money so we can ac-
.complish things educatiom.tfy." he
added. "If interest rares go up and
conditions change, we'll look at
different strategies at that time."
As for the financial critics, Fine
said the district is in great shape. ·
"Even if we had followed the
critics' strategies, we have carped
more inJerest now and over the
past year than we would have
earned using other strategics," he
said.
"Even if we drop to 6%, we're
still at 6% interest and not too
many people out there in the com·
munity arc earning that. This pool
has paid us well and we've been
ab le to do a lot of positive things
with the money."

With a suffocating full-court press, the
Eagles caused eight Verdugo Hills turn-
overs in the second quarter, a period in
which Chris Candlish (6-foot-6, 240
pound&) and guards Dane Plock and
Zack. Richardson added steals, as Es-
tancia (3-0) enjoyed a dominating run
while cruising to a 71-35 victory in p0ol
play at Corona del Mar.
Estancia will play in the tournament's
championship game if it defeats CdM to-
night at 7:40. ·
After Candlish controlled the fi rst
quarter with seven of his nine rebounds,
the Eagles ran away from.the Dons (0-2)
in the second with a 21-2 spurt, trig-
gered by Richardson's three-point bomb
at the 4:10 mark and capped by Mark
Pierson's tipin with one second left.
"We're capable of running. I'm actu-
ally surprised when we don't do th at. I

Parsel said. "We went a little smarter to-
night than the previous two games, but,
