4.8 acres of park land at the cor-
ner of Dover Drive and 16th
Street for soccer and baseball
fields.
The city will also get a 5-to 7-
acre parcel south of the Newport
Hatbor Lutheran Church to be
used for open space.

agreement that took five years to
negotiate, a local circuit-board
manufacturer will pay Sl.2 million
toward a toxic cleanup crrort that
is expected to cost a total o( $3.8
million.
High levels or copper and lead
have been found in soil tests al
the site of Velie Circuits, 1267
Logan Ave., and traces of toaic
tolvcnts have shown up in the
poundwaler.
Velie Circuits has occupied the
2 . .S-ocre site for the past 10 yean.
The company will split the total
cost of the cleanup with insurance
companies for former owners or
operators of the site.
"The settlement negotiations on
this· case have been going on lor
five years," said Larry Velie, the
company's president. "I'm just
glad to be able to finally start lhc
cleanup process and have it out or
the courts.''
"The cleanup will consist of
hauling out the contaminated soil,
which is not a big deal, and some
pumping and purging or the
groundwater that's about 3.S feet
below the ground," Velie aaid.

That's the hope of an nmbitious
program intended .to spay and
neuter a wild cat population that
may have ancc:Stf:ll tics 'to the fair·
grounds, perhaps dating back to
• the 160-acre plot's use as a World
War II Army base.
The cat population at the fair-
grounds is estimated between .0
aod 200. Those in'YOlved with the
animals uy the felines have ar-
med at the fair,pounds in various
ways.
Some simply ran away from
home, while others have called the
fairgrounds home for generation~.
"There's a lot of speculation
about that," said LaJuan Horton,
who started the popul:uion-co(ltrol
effort. "They've been out there for
years and years. When I was work·
ing on (a recent World War 11 ex·
hibit at the fairgrounds), l came
across a picture of an Army nurse
feeding a cat. I think some of the
cats out there really arc dcscen·
dants or those cats."
But those aren't the only ani·
mals out there, according to Eva
Parks. founder of the animal·rights
group Orange County People for
Animals.
"Their stories arc all different,"
Parks uid. 11Somc of them ha~c
been abandoned."

twice a week, Horton's group traps
the cats, takes them to a veterinar·
ian -for a checkup and elimina·
tion of their reproductive abili ty
-and then returns them to the
fairgrounds.
Kittens, however, are taken to
the Orange County Humane Soci-
ety where they're put up for adop-
tion, Horton )aid.
Ultimately, Horton said she'd
like to spay or neuter oil the cats
out there and let their numbers
d'.findle by attrition.
Parks agreed.
"We'd like to get to zero popu-
lation," Parks ~id. "But it'll prob·
ably never happen."
Still, wild as they arc, fair·
gounds spokeswoman Jill LJoYd
said the cats fill a useful niche.
"You don't aee them too much
during the day," she uJd. ..But
they'n: helpful becauae they keep

Harbor High School area have
been on an upward trend,
with some filling past capacity.
One of the fullest schools is
Kaiser Primary, which
accommodates kindergarten
through second grade classes.
Kaiser is at J 12% capacity.
Students aren't necessarily
squeezed out of seats when
schools arc that f ul~ but the
heavy capacity forces the
schools to use computer labs
or science activity rooms as
classrooms.
The move to add portable
classrooms is an idea thal will
give the board time to discuss
other long-term oplions,
including: adding afternoon
kindergarten sessions;
changing school boundaries;
' Newport Harbor High into a
seven through 121h grade or
eighth to 12th grade school;
and converting Ensign Middle
School to an elementary
school.

Discarded smoking material
blamed for Newport office fire
Discarded smoking material apparently
sparked a fire that destroyed a
second-story office suite Wednesday night,
Newport Beach fi re officials said.
No one was injured in the 8:03 p.m.
blaze, but nearly 40 people had to be
evacuated from the three-story office
complex at 3355 Via Lido.
Roughly S40,000 damage to contents and
the building was caused by the fire, which
fully engulfed Suite 210. It took 20
firefighters I 7 minutes to control the blaze,
fire spokesman Dennis Lock.hard said.
It took two passes through the building
foe firefighters to spot the fire because it
was contained to a single suite, Lockhard
said.

which involves homes, restaurants and other
businesses along Newport Harbor -will be
announced as the 86th annual Newport Harbor
holiday boat parade begins its week-long run
Saturday. .
Some J ,600 homes, restaurants and businesses
that ring Newport Harbor were eligible tq
participale in the Ring of Lights contest.
The contest is held in conjunction with th e
boat parade, an annual event that draws an
estimated 1 million people to 1he harbor.
The Newport Harbor Area Chamber of
Commerce challenges homeowners and
businesses along the parade route to decorate
their properties for the visual benefit of the
thousands of viewers who come to watch lhc 150
decorated yach1s and boats wind their way
around 14 miles of harbor.
Ring of Lights judging took place Wednesday,
when judges scrutinized the homes, restaurants
and businesses from a boat in the harbor.
Winners will be announced at the start of the
boat parade on Saturday and the \vij)ning
properties will be marked with a ro ria
anncrs roug out t e para e run, according to
_,Don Yahn, Ring of Lights co-chairman.
On Jan. 29, Ring of Lights awards wilJ be
presented to the top three decora1ed homes,
restaurants, and commercial buildings at a
special chamber dinner at the Le Meridien

the summer, about 15 of us
take turns taking groups out
fishing about three times. a
month. In the winter it slow!.

drive, the Davey's Locker
employees will also take the

the annual Boat Parade.
But, Akana said, the drive is
1he main focus. Since all of the
members currently live in group
homes, the chances of having
many gifts to unwra~ on
Christmas Day is pretty slim.
So, Akana and her
co-workers decided to play
Santa.
"We can use absolu~ely
anything," Akana said. "But,
what we mainly need now are
canned goods, toys, clothes,
furniture, books, board games.
They can even be used, as long
as they're in good shape."
The group has set up
collection bins at six locations
throughou1 Newport Beach and
in Costa Mesa. Residents can
drop off donations at any of
the sites through Wednesday.
The group will distribute the
goods the next day.

and with Kasay in tow, tapped him
on the shoulder to introduce
themselves. Kasay asked a
surprised McDonough for his
autograph on the CIF souvenir
game program, which McQonough
eagerly provided along with a big
smile, all recorded on cumera by
one of the cheerleaders.

the couple cut their
anniversary cake with the
Marine Corps office r's
sword that has been handed
down to grandson Michael
Sherlock, who brought it
.from New Jersey for the
occasion.
The sword has been used
for family weddings and
anniversaries since 1962 and
has crossed the country
three times.
Nine grandchildren, ages
4 to 29, many cousins,
nieces and nephews, brother
and sister in Jaw from
Laguna, Marine Corps

friends were in attendance.

Bergeson said Thursday.
The charter concept met with
opposi1ion when Bergeson served
as chair of the Senate Local Gov-
emmen1 Committee. She has dis-
cussed the idea with the other
board members, but acknowledges
that she must proceed carefully
until she officially joins the board
in January. "Right now. this is
coming from me as a Senator,"
she·said. ·
Earlier in the week, Proposition
187 co-author Harold Ezell said
that th~ ,county should be com-
pletely dissolved and the supervi-
sors retired or recalled. By having

the cities provide all necessary ser-
vices -except the jail and county
health system -to their residents,
the county would avoid costly du-
plication, said Ezell. who lives in
Newport Beach.
The idea is not "pie in the sky,"
according to Gary J{jngsbury, a
local Democrat who was defeated
by Chris Cox in his bid ror the
47th Djstrict Congressional seat.
In Connecticu t, where J{jngsbury
used to live, county governments
were all but dissolved years ago,
"he said. )
"We may need lhreo regional
governments out here," said
Kingsbury, a consultant with Busi-
ness Development Services in Ir-
vine. "There has to be some way

to consolidate without having all or these dircerent layers ...
Kingsbury, who says he hopes to
be Involved in the county restruc·
turing effort. said that privatiza-
tion of services docs not go far
enough. Without the input or citi-
zens and business experts, couoty

Kingsbury said he is working on

be worthless unless the county

'Displaying the type of intensity that

tinued Whitacre, in his first season at
Mesa, "and we're still learning how to
play it. But we're getting better every
game."
Whitacre's starting lineup rew'arded
those who have learned his defensive
scheme most quickly, which he said
helped .inspired the rest of the squad.
"We started a couple girls who aren't
our best offensive players, because I want
our girls to know that defense is my pri-.
ority," Whitacre explained. "l think it
w9rked. We're a team and it feels good."

Marina, which has averaged beating op-
ponents in the first quarter this year, 20-7,
was a far cry from Orangewood Academy,
Estancia's opcning-roun(J competitor.
Davis, who assisted Viking Coach Pete
Bonny last summer in his spare time,
could do nothing but moumf ully watch in
the openina 4:48, when visiti"I Marina (8-
0), ranked No. 4 in the Orange County

need this. We're 6-2 and we've

bridge. Last year, we had an easy
non-league (schedule}, but this
year we don't.
"We've got a lot of work ahead

play teams like this. I 'II take re-
sponsibility for us not being ready.
