News that the county plans to withhold a portion or property true money from local cities and school districts prompted alarm among offtcials in Newport Beach and Costa Mesa, who were counting on the money to help them survive while their funds are tied up in the troubled county investment pool. Past and present OCC students donated 80 homemade tiny gowns, caps and blankets to the prematurely born babies at the hospital's neonatal intensive care unit op Thursday morning.
