Costa Mesa resident Bill Ward began fighting the
Orange County Transportation Authority. Now, he
has joined the fight .against the entire county.
Ward, chairman of Drivers for Higliway Safety, is
a steering committee member of Committees fcn
Correspondence, a group of city watchdog organiza-
tions which have banded together and have mobi-
lized in response to the Orange County bankruptcy
crisis. The group, which meets monthly to exchange •
ideas and plan strategies at the city hall in Orange,
is now considering mounting a recall effort against
the county Board of Supervisors, who they hold re-
sponsible for the county's financial misfortunes.
Board newcomer Marian Bergeson is even among
the group's potential targets. ·
"We're a really down-and-dirty grass roots group,"
Ward said. "Our resources are in our people. We
have incredible people coming to our meetings."
A typical meeting agenda might include such top-

agencies are dealing with a $2 bil·
lion bankruptcy, the Costa Mesa
City Council this week made a
statement tbat focuses on no-frills
spending.

voted this week to send a letter to

Violent .crime, as measured by
the FBI, fell during 1993 in both
Newport Beach and Costa Mesa.
The data, released earlier this
month, w3s cheered by f"ewport
Beach police, who attributed the
drop in murders, rapes, robberies
and assa ults to improved com-
munity-oriented polic1n1.
But Costa Mesa's police chief
was chagrined by whot he called a
misrepresentation of numbers that
showed an increase in non-violent
crimes io the city. That caused the
city tp be ranked nmong the most
crime-ridden in the county in one
published report.
Newport Beach's violent crime
rate showed the most stark im·
provemcnt, ra~ 20.521J,. That chance came dllpite 1 rile In mnar-
den -froiD none in 1992 to three
in 1993 -and rapes -rrom 2A to
2S.
Murden, rapes and assaults
dropped in Costa Mesa, while the
number or robberies didn't
change.
The numbers, released by the
FBI earlier this month, also track
non-violent crime categories: bur·
glary, theft and stolen autos. Such
crime fell 3.86% in Newport
Beach and rose by almost that
same number -3.23% in C.OSta
Mesa.
Countywide, violent crimes fell
. 73~ and non-violent crimes

Winters fell naturally into the St. Nick
role through his involvement wilh the
Newport Mesa Board of Realtors. The
board's veteran Santa, the late "Uncle
George" Willit1mson, ~cd him to ftll in
one year. .
"He said, 'I'm too old; I can't Ifft the
kids anymore,' " Winters explained.
With his real Claus-like beard and
hair, Winters quickly became a local
favorite. He began visiting locaJ schools
for Down's Syndrome children and also
became a regular at holiday events for
abused, disadvantaged and needy
children, including parties for blind
children and at Canyon Acres residential
center for abused children in Anaheim
Hills. Winters;ilso is a member of
Canyon Acres' board of directors.

He was meant to be Santa, it seems.
"If you saw me, you'd know. It's the
real beard and the real hair and the
natural face, and 1 have a good voice for
it. And I love children ... the kisses on
the cheek ... we share 'I love yous.' I've
always loved the spirit of Christmas." Harry Winters, with Chans and Kiley Hall, has been Santa Claus fot the past 11 years.
HO HO HO
But the duty takes more than a good
costume, a hearty laugh, a wink and a
grin.
"Patience,'' Winters said. "Last year, I
worked two shifts at South Coast Plaza
-that gave me a little experience with
some of the other Santas. It's -stressful.
It's .pre~sure from the ·children
themselves, from their parents, and you
have to be able to dcaJ with that."
There are plenty of poignant slories. -
His favorite, Winters said, occurred at a
charity event in Irvine on~ y~ar.
"A youngster about 6, 7 years old
came up and he was with two older
children, 19 or 20 . ..(The little boy) said,
-'Santa, is my mother in heaven?' and I
looked up at the two older children and
they said his mother had just passed
away.
"So I said, .'Yes, your mother is in •
heaven ... and she'll aJways be thinking
of yo'll.' He wasn't tearful, but obviously
very believing in Santa.
"Watching him walk away, I had a
moment's sigh.''
And as for funny anecdotes, Winters
has a million of them.
He recalls ewe visit to a class of
.educationally handicapped children.
"One little guy in the back was a
disbeliever," Winters said. "He came up
and said, 'You're not the real Santa,'
and I said, 'I ·could be.'
"I tugged on my own beard and I said,
'What do you think?' He got a hold of
my beard and his eyes got as big as silver
<Jollars and he turned to the class nod
said, 'He IS Santa!'"

In the off-season, Winters keeps busy
as owner of Generation Realty, the· real
estate business he's run in Costa Mesa
for 12 years; and with his volunteer work
at Canypn Acres. .
He also teache classes in s.al~ and
real estate at Orange Coast CoUege, on
a part-time basis. And, every chance he
gets, he zips around the area in his
favorite toy -a cheery red (natch} 1957

A Costa Mesa resident since 1968,
Winters raised his three ct)ildren as a

single Cather and now has become the
p1oud grandfather of a 3-year-old.
His 83-year-old mother gets involved
in his Santa gigs by being the seamstress
of all his costumes, including a new
Father Christmas outfit he is trying out
th is yea r.
"I'm comfortable thinking on mf."(cet

role-playing experience, I really picture
. myself as Santa and ti}' to talk to the

cently stepped down as president of the
California School Boards Association.
She will remain involved in the organi·
zation, serving on the group's Executive
Committee next year as immediate past
president.
Loofbourrow's position was filled by
Louise Perez, a trustee of the Sacramento
City Unified School District since 1982.
She is the first Hispanic woman to serve as
president, according to CSBA officials.
CSBA is a non-profit association rcpre·
senting more than 5,000 locally-elected
school trustee throughout the state.
Sheriff seeks victims or alleged molester
Orange County Sheriffs

other victims of a man who
allegedly fondled a 13-year-
old boy at a South County
hospital in September and
may be connected to a 1991
molestation incident in New-
port Beach.
Sean Thomas Milligan, 24,
~ of Tustin, surrendered to
South Orange County Mu-
nicipal Court officials on
Oct. 29 to face a single
count of child molestation
and one count of sexual as-
sault.
Investigators believe that
Milligan, an EKG technician
at an unidentified hospital,
may have fondled others
under the guise of a medical
exam.
One such alleged crime,
against a 24-year-old male
patient, was investigated by
Newport Beach police in
1991 at another unidentified
hospital in that city .....
Milligim, deputies said,
worked in local hospitals
from 1990 to 1994. They ask
that anyone with in-

The initial high was being
elected in the fall of 1981. In
early February of that.year, we ·
received a report from our·
education advisory committee (55
members, district and ·
community) regarding the state
of the system and sorne
. guidelines for future '
<:onsideration. (High point)
I then became aware that our
bargaining unit negotiaiions for·
198 1-82 hadjust ended, were
acrimonious, and with declining
enrollment and shrinking
revenues, we would be issuing
some 85 layoff notices to our
teac hing staff for the 1-982-83 ··
school year. (Low point)
The di~trict took a different
· approach to collective bargaining
starting in March of 1982 and \ye
had a contract in place by
September 1982 to start the
school yea·r .. (High point)
Senate Bill 813 came along,
lengthened the school day and
year, but also provided additional
funding. There' also was a new
focus on academics and the
district had to begin 'to rethink
the curriculum and our
evaluation or' the .delivc;.ry system_
Tc~cher retraining was offered
across tile district to. improve
instructional d~livery and . ,
learning. (High point)
The board began to look at
se lling off some surplus
properti~s. We needed to
generate large sums of monies lo
begin to refurbish our aging
school ~uildings and c~tch up on
n1aintcnance of 200-plus acres of
school grounds that had lagged '
since passage of Proposition 13.
The Corona del Mar Elementary
School site was sold. The unused
high school site at Bristol and
Jamboree, along with unneeded
Dayvicw School and a one-.ncr~
site on Placentia and 18th Street, .
which h,ouseq food services and

air-conditioning sys tem. at
Estancia High was replaced. The ,

recognition as exempl ary school

elementary schools also received
national attention for outstanding
programs. Our superintendent,
John Nicoll, w~s recognized as
one of the lOOfoutstanding
superintendents of the U.S.

We'began·having budget
problems again in 1990-91 and
1991-92. We couldn't honor our
contracted· salary agreements.
Then tame the embezzlement.
John Nicoll went into the
hospital for heart bypass surgery
in early November, just as the
embezzlement was breaking. ·
John suffered a serious problem
with a bleeding ulcer, which ..
ultimately led to his retirement. I
was. president of the board at the
· time and it was definitely a low
point. .
. We promptly began a search.,to
replace E>r: Nicoll in.January .of
1993 and were fortunate to hire
Mac Bernd as our superintendent
in July of 1993. Mac has the
dishict turned around,
reorganized, engaged the
community, put us in our best
fiscal condition in years and is
workin,g on a strategic plan for

One of my original goa ls upon
my election in 198~ was a cenlral
. offic.e facility housing all the
various components in one
19Cation. That would.n't happen
during my tenure, but it is in the
works. The new education center
for the district has been funded
and plans are nearly complete.

For 28 years, kids of all
ages have enjoyed the won-
derful Christmas display at
23rd Street aod Santa Ana
Ave. *e are amons the
many who have grown up
with the "Snoopy House."
T.his year, we had the op-
portunity to help out' at the
Snoopy House, and Y!e got
to know the people who
bring the magic alive. And
while the Snoopy House
gets' publicity almost every,
year, we would like lb praise
the people who spena the
time and money to bring joy
to thousands of kids.
These people work all
year to update the display to
make it memorable. And ·
unlike the mall Santas, the' ·
Santa Claus at the Snoopy
House works on a volunteer
basis, spends -equal time
with each child, and does
not leave until the last child
has ~at upon his knee.
·.Making sure each child
has a ~mile upon his face is
what is im portant -is what
makes it all war.th it. Even
when life hands yo u a 'little
more l~at you can hirndle,
Christmas is still all about
making children of all ages
happy.
Thank you, Jim, Robbie,
Randy, and all the others
for you r unselfish attitude .
and for letting these two big
kids be a part of something

are rallying against what
they call a restrictive city
sign ordinance, which they say is
tough on·busintsses.
Under the ordinance,
businesses may display
promotjonal or temporary signs
or banners for a total of 14 days
over a three-month period.
\Ve asked our ceaders what
they think of the law .JJnd got n
mixed reaction. Many of the
business people say ease up,
while most residents say the faw
is fine the way it is, or could be
even tougher.
Following are some responses:

In fact, it probably should be
enforced more. The paint
company that is menlipned in the
article actually bad its huge
inflatable paint can 'up for three
months straight and we got pretly

have been very successful without

Faulkner Mower Shop on West
19th Street in Costa Mesa. Stores
in the city are one-third empty;
which is making revenue way ,
down. N0w we've got the city
giving us garbage about signs. We
opened two locations in the city
and we've had troubles with sign
. orders both limes. Recently the
city has stopped us from pulling
lawn mowers on the front of our
building -there wu some

the signs, but as far as banners
go, I went by that paint store in
question and I think .we .could
wi!ld up looking real junky if we
put banners up all over the place
and the big paint can. And I'll
tell yo.u, t~e big T-shirt is getting
really tiring on 17th Street.
I could see maybe liberalizing a
little it, maybe going every two
month or a couple of weeks. But
one thing that businesses may .not
realize is that people don't even
see these banners after they've
been up for a couple of weeks.
They just become clutter.

proliferation of unsightly signs in
Costa Mesa which, to my way of
thinking, produce a lot of visual
pollution. I'd like to se• them
tighten up the ofdinances even
more so we have a cleaner city, a
ljttle more like Mission Viejo or
Irvine, as opposed to Garden
Grove.
I don't mind short time
variances, such as the city is
giving for Cirque de Soleil at
South Coast Plaza -I think
that's fine. But, thinp like

feet up in the air for months at a
time ne 1 blipt on our city and

incorporated into the artwork: the
Orange County Performing Arts
Center logo, an ocean wave, the
Dalboa Pavilion, a mortar board, a.
railroad and a gray whale.

Transportation Efficiency Act,
which designates money for aes-
thetics or beautifkation, said ·Cal-
trans spokesman Albert Miranda.
The artwork will be instlllled
only if th~ city wants it. If com-
munities do not want to be a part
of the program, the money will be
used for the same purpose in an-
other area.
While the project cost is unde-
termined and the city will not be
charged directly, Costa Mesa resi-

means (.Costa Mesa's crime) rate
will go up. Out at least we'll know
where the problems are."

horse to Haddad handed over the
horse's registration papers,

persisted in their quest for a horse.

mare of his ow11. that he wanted to sell~ Bloomquist
put her in a $12,500 claiming race, but Haddad told
him he would buy her for $15,000 if she won the
race. The mare won, and Haddad bou~ht the horse .

field in the Champion of Champions ev~nt at Los
Alamitos Race Course last Saturday.

Tara, 14, had begged six years for a horse and
announced that for that year's Christmas, she
\va nted a horse or nothing at all.
After heat from he r mother and a promise from
Haddad and Tara went to
classes and lectures and learned
about breeding, foaling and anything else they could
learn about the new addition to the family. The day
the foal was born, Tara's older brother drove her to
the stable since she was too young to drive.
"The horse couldn't run for
sou( apples, and we kept
breeding the mother, but just couldn't get a
runner," Haddad said. "After six years of not
getting into the winner's circle, disappointments
were mounting."
Haddad said when he named the horse he ,.,as.
expressing his opinion on the growing national debt.

Tracie Manz and Jackie Connelly), and

"Dut the kids are starting to play well, I
think. We faced Trabuco Hills and El

The Eagles' squad features four fresh·
men, four sophomores, five juniors and
five seniors, a balance that Tavares be-
lieves is beneficial to th'! team ..
The co-captains are seniors Holly Fer-
guson and Joilyn Rusick.
Rusick is primarily a defender, "but
she's beon a61e to fill in some open areas,
she's very versatile," according to Tavares.
Also up front is senior AJlison Denton,
a ..second-team all-league.. choice-last s~

Dahle, a first-team all-leaguer last season.

improving," said Tavares.
Despite the slow start this season,
Tavares sees the Eagles as a strong con·
tender in the Pacific Coast Lcagu; this

"1 think Laguna Hills will be tough, and
we've been kind of watching Aliso Niguel
and Costa Mesa," she said. "University
will be interesting. But we'll be right there
with them."

Brackett and Brown have compiled a number of assists. Brown is focusing
on soccer this season after also ploying basketball in the past.
