one of Smith's students at New-
port Harbor High School before
his June retirement. "It's his per-

Smith died Wednesday of a
heart attack while on vacation with
his wife in Laughlin, Nev. I le was

David Wilcox, 44, wants no la-
bels put to his name.
Wilcox describes himself in
double negatives -"I am not
not a Christian" and "I am not
not a Vietnam veteran." Yet the
man who calls no place home
writes mc$Sagcs such as "There
is no X in Christmas" on his
handmade ~igns.
The Sign M:in, as he is known,
has commandeered the corner on
the edge of Ne'' port Beach for
th e last few weeks, painting neat
black letters on white cardboard
to get his various ]llessagcs
across.
Wearing a ~tripcd, bullon-
down shirt, jeans and a struw h:it
to shade his su n-weathered face,
Wilcox sits at the muddy corner
from 7 a.m. to almost midnight
every day, relentless in his sign
making and displaying, as Pacific
Bell workers dig trenches for
phone rewiring behind him.
His signs, he said, represent
11lhC last form Of free speech al•
lowed in the world."
Wilcoit keeps quiet, not both·
ering anyone as he creates his
messages, said Tom Van Dyke,
foreman for the Pacific Dell
project. His lettering is precise, a
skill he said he picked up when

the basic teacher thing. Every day
was gre:it in class. H e told so
many stories, it was never boring."
Desides tc:iching civics and his-
tory at Newport H:irbor High,
Smit-h also coached baseball dur-
ing his 38 years at the school, said
hi s wife Louella. He h:id a bach-
elor's and master's degree from
UCLA, where he also played base-
ba ll.
Even after his retircrilent, Smith
could be fou nd at sporting events,
relcntl'essly supporting the Tars
and the UCLA Druins. I le was
also a big Chicago Cubs fan, start·
ing from the days when he was a
young bat boy for the team, Loucl-
l:i Smith said.
''He was my lo\'e," she said. "I'll
mi ss him very much.''
Many will remember his friendly
disposition. said Oill Nunan, direc-
tor of human resources for the
Newport-Mesa Unified School
District.
"He touched a lot of people,"
said Nunan, a former l.tudent of
Smith's, who l:ilcr became the
school's activities director before
taking his current district position.

promise.
While libraries across the country suffered
shortfalls that forced closures and reductions,
support of local library services by city
government, citizens and businesses
culminated in the opening of a new Central
Library in midyear -now vi.sited by more
than 60,000 people each month.

The Costa Mesa Parks Commission
on Wednesday passed a rule prohibiting
skateboarding at the City l lall Civic
Center, the Senior Center, and the
Neighborhood and Downtown
community centers, where the spou has
reportedly caused damage to benches,
stair railings, planters and other city
property.

with 85 adult litcrucy stuuents learning basic
language skills, voluntecretl more than 12,000
hours.
More than S2 million was contributctl to
the Ne\\ port lleach Public Library
Foundation for construc_tit>n of the Centrul
Library, in atltlition to SJ00,000 for ongoing
support and establishment of an endowment.
Program anu collection budgets continue to
be supplcmenteu by the Friends of th e
Library, ''ith funds raised in semiannual book
sales and year-round sulcs in their used
bookstore at the Ccntrul Library.
With both time and monetary support,
Newport Dcach has clearly demonstrated the
\\Orth of lib rary resources, giving credence to
novelist E.L. Doctorow's comments in a
recent interview, "The three most important
documents a free society gives arc a birth
certificate, a passport an.d a library card."

The city of Newport Ocach will
delay fili ng a lawsuit seeking the
rdurn of property tax revenue
withheld by the county. city officials
said Thursday.
The move is consistent with a
collective decision made by other
members of a county investors
committee.
Al the suggestion of committee
attorney Patrick Shea, the members
of the creditors committee -
including Newport Deach -will
wuit until Jan. 6 before deciding
whether to take lcg~d action against
the county.

A unique bicycle -built-for-two is the latest creation of Costa Me sa's Jason Humphrey

anything "store bought."
Everything he owns has to take
on a customized, unique twist.
for example, when he was
younger, he reworked a
radio-controlled car to give it
more power and additional
functions. Soon, he was taking in
cars from the neighborhood kids
and souping thern up.
Now at age 18, the Costa Mesa
resident is moving on to bigger
projects. His latest crea.tion is n
tandem bicycle where the driver
faces forward and the second rider
faces backward.
Even more interesting than the
strange sight of the semi-backward
bicycle-built-for-two is that the
second person pedals fo rward,
helping the driver power the
two-seater.
When Jason rides around
Orange Coast College, where he is
a student, he always gets attention
and requests for rides.
It's definitely an unusual bike,
but why did he make it in the first
place?
"A friend and l saw a three-scat
tandem once and I thought of it
wit h 3 seat going backward," said
Jason, who's studying to become a
mechanical engineer."! just
thought it would be fun."
Those who know Jason don't
fi nd this kind or reasoning
surprising.
According to.his parents, he has
always been up to something
creative. Basically, he does th ings
his own way:
"If I have a problem, l try to
figure out some way lo fix it,''
Jason said.
His mother Sally remembers a
time when he was little and she
told him to clean his room,
including clearing stuff off his
cluttered floor. When she came to
inspect his progress, she found her
son had rigged everything off the
floor with string aqd fishing wire
so it hung from the ceiling.
'"He made I.:egos with movable
parts before Lego made them,"
Sally added.
Jason's father, former Costa
'Mesa Councilman Jay Humphrey,
said his son has an ability to see
things in finished form, in 3·0 .
The cider Hu mphrey cites as an
example the time Jason made a
giant dinosaur with movable parts
out of soda cans.
"I'm real pleased for him," said
dad Jay. "I like that he can
express his imagination. He sees
things that most people don't S'ee."
To create his unusual mode of
transportation, Jason rescued two
broken-down beach cruiser
bicycles from a swap meet,
chopped them in hair and welded
them together, joined by two pipes
in between. He also re-routed the
chain on the gears so both pedal
forward.
After sandblasting the rust off
and powder-coating the frame
forest green, the contraptio n was
ready to roll.
With all the attention hi~ bike
has ge nerated, Jason has also
found people who want to buy
one. So he plans to make more
bikes to. markcl and' sell.
Steering the tandem isn't too
hard afte r a bit or practice, Jason
said. But riding in the passenger
seat is a different experience.
"At first, it was scary, but now l
don't worry much about crashing,"
said Jason's girlfriend Meado'"
Johnson, 17. "l guess l just have
to trust him."

port to a private entity is not near-

information the Doard of Supervi-

financial, regulatory and otherwise

any type of sale."
Since the county is still in the
early stages of restructuring its
collapsed investment portfolio, city
officials s:iid they did not know
how seriously to t~ke the idea.
However, Newport Beach City
Attorney Robert Burnham said
the city is in the process of deter-
mining whether the county could
legally use funds generated from a ·
sale , of John Wayne for non-
nirport uses.
''(That kind of information) is
just goOd to know," Durnham said.
At -\l1is point, he ~ddcd, infor-
mation is all the city is seeking.
Newport Bc:ach, which has had
lengthy battles to regu late airport
noise and growth, is not threat-
ened by the suggestion, accord'ing
to Durnham.
"I can understand why there's
discussion of extraordinary things
right now," he said. "But jt
doesn't wa rrant serious consider-
ation or action at this time. I don't
think we're in favof""of i1."
Councilwoman Jean Watt said
the working relationship between
the city and the airport is easier lo
continue while a public agency like
the county is "holding the reigns"
of the airport.
"I'd hate to sec us lose those
built-i n years or continuity that
we've struggled together to
achieve," Wa tt said. "'We have n
situation where the whole determi-
nation of what happens at the air-
port is so critical right now for the
peor.lc who li ve here."
Like Durnham, Watt considered
the sale of the ai rport to be "a
longshot. ''
But former m:iyor Clarence
Turner, a longtime airport control
ad\'OCate, said he believes the sale
to be "a very good possibility."
Airports such as London's Heath·
row and Gatwick have been privat·
iLed, Turner noted, as has 13ur-
bank Airport, which is owned by
Lod.heed Air Tcrmin:il.
However, Turner conceded that
sc' cr:il issues would require fur-
ther exploration, including the rev-
enue diversion issue and the ques-
tion of whether the Federal Avia-
tion Acfministration would reclaim
its bond investments in the airport
if the facility were sold to a pri·
vale O\vncr.
Turner, who ended his council
tenure with Newport Beach in No-
\'Cmber, said the city might con-
sider joining with other cities to
buy the airport.
While airline companies enjoy
healthy relationships with privat-
ized airports, airlines arc ge nerally
uneasy about seeing a public air-
port purchased by a private entity,
;iccording to airline representa-
tives. When such an event occurs,
oirlinc costs invariably increase,
according to John Ek, director of
state government affairs for the
Air Transport Association of
America.
Airlines arc also strongly op-
posed to revenues leaving airports,
Ek said.
"It's tough for us to comment
on this because we haven't seen
any kind of a proposal," Ek said.
"But we'd hope that the county
and the airlines would review any
plan toge ther before any action
was t:iken."

that Raymond Carl Vincent
was the victim Qf an abduction,
but police are at a loss to
explain whe re he's been since
he disappeared on Dec. 13.
Vincent, 52, dropped his wife
of( at work @out 6:30 a.m. and
then apparently placed a couple
of phone calls from his Sussex
Lane home, according to a
-repor1.
His 'Mercedes was found
three days later, parked in an
lrvitle l;>usiness center in the
5400 block of Jeffrey Road.
The complex is near a gas
station ond about a mile from
his wife's work, police
spokesman, Sgt. Andy Gonis
said.
"There arc no specific signs
of foul pl;:iy," Gonis said. "We
are looking at foul play· as one
possibility as to why he'b

considering other scenarios -
like the possibility that Vincent

Ducks in prayer at midfield after
each game.
"I'm not Catholic, even though I
went to a Catholic high school
(Mater Dei) for two years," he
said. "I gmv up in a Christian
home. Dut thut first year 1 was
driven by football, and I took what
the world had to off er. I
eventually saw how futile and
empty that k.ind of lifestyle was,
and that's when I realized how
God can really CilJ our needs."

good in high school. Al first, I

At Mater Dei, when O'Neil ·

the CIF football plnyofCs, he wus

Division l championship basketball
team. In the spring, he competed
in volleyball and golf.
O'Neil is now garnering some
well-deserved rcspect,us he leads ·
Oregon (9·3) into the Rose Bowl,

their win over Cal, O'Neil began

skeptics, leadin~ the Ducks to a

Washington, then ranked No. 8 in
the nation. The Ducks traversed
98 yards for the ge-nhcad pomt~ in
the fourth quarter in front of a
national television audience,
exonerating O'Neil. .

players to leave the field, cradling
the game; ball in his left hand and
holding his helmet high above his
head after bringing the Ducks
