crat-Gazette noted' in a recent
article, things haven't changed
that much for Bernd.
"Now he has to go to bank-
ruptcy court hearings instead,"
the article -headlined: "Be-
deviled Bernd Back In Court"
-noted.
In the article, Bernd be-
moaned the county's financial
collapse. "You can make a
strategy plan, work on teaching
curricu1urn, and you wind up
talking about derivatives, float-
ers and reverse repurchasing."
Despite the gloomy financial
news, Bernd showed his old col-
le:igues back in AsJ.:ansas that
he hasn't lost his sunny disposi-
tion. "But I'll tell you, it's 70
degrees and there's not a cloud
in the sky."
If only that were true.

D r. Barry Behrstock and
the five fellow American
physicians he
accompanied to Vietnam in late
November 1993 didn't know
how they would be viewed
when they stepped foot on what
used to be enemy soil.
"Everyone was extremely
friendly," said Behrstock, the
chairman of Hoag Hospital's
Department of Pediatrics.
"Before we went there, we
didn't know what to expect, we
didn't know how we'd be
received by people. Without
exception, we were received
warmly. That includes South as
well as North Vietnam."
Behrstock, who is also an
award-winning amateur
photographer, is now sharing
"A View of Viet Nam" \\ith
Americans. That's the title of
his exhibit in Golden West
College's Fine Arts Gallery of
60 black-and-white photos of
street scenes, landscapes and
people of the Southeast Asia
nation.
The team of eight doctors
and nurses departed the day
after Thanksg.1ving 1993 for the
two-week trip arranged through
Santa Barbara-based Surgical
Eye Expeditions (S.E.E.)
International, whose teams
perform 15,000 eye surgeries a
year in 15 countries. Hoag
Hospital helped sponsor the
Vietnam trip.
Behrstock joined the team in
1990 after friend Dr. Steve
Prepas, a pediatric
ophthalmologist at Hoag, told
him about a pa)t S.E.E.
experience. "I told him, 'The
next time you go, I'm going,' "
Dehn.tock said.
He first went to Borneo, has
made several short jaunts to
Mexico and heads to Mongolia
in July. Each tcip involves
about a year of planning, and
the doctors tal..e S30,000 to
$40,000 worth of donated
supplies and medical
equipment, returning with only
their own ~urgicat in~lruments.
Ophthalmology is ideal for

A marketing consultant for computer
businesses and financial institutions.
Richard Taylor, a native of Iowa and a
graduate or Iowa Slate University, has
been a permanent resident of Newport
Beach since 1984.

After spending most or his life working

executive, Taylor came to California and
began his own consulting firm.
Unfortunately, like many men his age,
he experienced a health setback in the
past year. In July or 1993 Taylor, now 66,
was given a fitness test as part of a
routine check-up. Four days later he was
in Hoag Hospital undergoing quadruple
bypass surgery.
"The doctor told me he had no idea
how I survived that long," Taylor said.
A potential catastrophe for him and his
family, the surgery turned out to be a
success. Taylor began a 12-week fitness
program that included three one-hour
workouts a week, and a diet that limited
the amounts or sweets and fat.

time it was a two-month trip to
Zimbabwe.
"For 'older people like us, we have the
opportunity to do these things," Taylor
said. "H'S a way to give back. Literally
any ·skill is a skill that's usable".
He .has no intentions of stowing do"n
either. Taylor and his wife have
considered being country directors \Vith
the IESC. This would entail living in an
underdeveloped country for as long as
two years.

a boxcar at the Paularino
railroad siding.
Accompanying him in the
boxcar were his family's farm
livestock, 100 chickens and five
horses as well as a buggy, a
wagon and all their clothing.
His father and mother, an
uncle, his wife and three
children all made the 10-day trip
on a passenger train, but Jacob
chose to stay with the family's
belongings.
The Shiffers settled near the
railroad siding, growing celery,
beans and barley on land located
at what is now the corner of

crew, they can be ju,st as
temperamental as the rest of
the gang. Some mornings my
creaking kneecaps won't carry
me up to the podium, and I
have to conduct lying down.

urged me to listen to what my
body is trying to tell me. I
decided if I had to listen to all
this clamor, 1 might as well try
and conduct it.

Paularino School Board for 37
years and the superintendent of
the Greenville Country Church
Sunday school for 49 years.
His first home is gone, and a
second torn down in 1972 to
make room for a portion or the
Corona del Mar Freeway
between Baker and Paularinp.
He and his third wife moved for
the last time to the old
Paularino schoolhouse, which his
father had converted into a
home in 1934. AcrosS'the street
were the fields he plowc~. .
And the city of Costa Mesa
gave him a 100th birthday
present in 1977. A seven-acre
field on Bear Street, the same
land where he grew barley
wheat, was designated a city
park and is now known as
Shiffer Park.
Jacob Shiffer lived to sit on
his porch and watch children
play in what once were his
fields. He died at the age of
102.

Anyway, 1 just want you to know
h<?w 1 feel about your desperate
award of that well-padded contract
to a public relations firm for
purposes of "explaining" the
county's fiasco. Yup, you've
managed to do it again, just when
it seemed that the board was
totally splintered.
There's no known cure for
stupidity, not to mention terminal
hubris, but you're pushing the
envelope.
Except pollsibly for newcomers

why don't you just pack it in -
saving us fu rther expense and
embarrassment'? As noted he re
previously, the county -with its
steady growth of incorporated
areas -doesn't even need a
burdensome board of so-called
supervisors, with consultants hiring
consultants. As Rosten might say,
"Enough awreddy."

So there might be a little chaos
if holdover members of the board
te nder their resignations. So what?
So what else is new? See my
previous analogy of our county
needi ng this bloated bureaucracy
like a moose needs a hat rack.
As for that LA-based PR firm
itself, 1 must admit that my
appraisal is tinged with awe.
Havi ng toiled for a brief spell with
a pricey nackery, while waiting for
magazine editors to purchase my
yarns, I can only·snap to attention
over its billing of the Orange
County account (in December
alone, $249,628.) Mercifully, it
stopped short of a quarter-million.
Of the 10 "spin doctors"
assigned to the account. it was
fascinating to note the name of
Michael "Kolbenscblag, a former
business editor of a local
newspaper. Mike billed out at
$285 an hour for 272 hours, for a
reported month's take of $77,449.
Gosh, if he'd been making that
kind of money .at the paper; he'd
probably still be there, giving you
,guys all sorts of hell. ·
..
that the county government is
working to repair the damage and
institute a better way of spending
taxpayer money -a kinder, more
gentle way of getting in the way of
private business.
"Forget it. People in political
office think like people in political
office. When they get into trouble,
it is their natura to blame
someone else and to camouflage
the issues.
"The outrageous sum of money
spent to 'spin' the bankruptcy
story is, in itself, enough to
destroy any public confidence that
may remain.
"Wh;u's wrong with admitting
the truth? Hiring a PR firm to
'explain' th e situation is an
indictment of the private
information sector. There's an
army of reporters out there just
waiting to eicplain it all. Just tell
them the truth.
"lf they were afraid that
journalists were incapable of
getting the story accurately by
themselves, they may have a point.
Where were the watchdog
journalists when the fin ancial
storm clouds were.blowing in'?"
Well, lady and gentlemen, that
about wraps up this letter. It's my
understanding that the county's
PR account is being closed, except
for paying the ~ let's move
on to other weighty matters.
1 was discussing this murky
matter the othe r day with my wise
old friend, Jim Dean, who
presided over a local newspaper's
newsroom during the '70s. And he
was equally impressed (actually, he
was appalled) by the strides made
in journalism and the pu~lic
relations profession.

abuse planted himself on his
roof, threw rocks and once
mooned police officers until he
was subdued with pepper spray
on Sunday, according to Sgt.
Tom Winter.
Charles Lowe, 48, is being
held at Costa Mesa jail on
$10,000 bail. He was charged
with spousal abuse, assaulting
an officer, resistin~ arrest and
vandalism, officers said.
Police arrived at Lowe's
home in the 130 block of AJ-
bert Place .after his wife called
to say he'd hit her, Winter said.

tempted to approach Lowe,

day to shop, walk the beach
and go on mini-vacations.

John Malpezzi says he makes a
habit of going on outings
during Super Bowl Sunday to
enjoy the smaller crowds.
"There's hardly anybody
here, l get great service," said
Malpczzi as he scanned the
shelves of the Barnes and
Noble at Fashion Island.
"This is like a Monday at 10
a.m."
Malpezzi says he noticed a
lot of "couples in love" on
Sunday. "The roman tics arc
out," he said.
He added that he thinks big
events such as the Super Dow!
that get people excited are
great, but he just doesn't get
into the game himself.

are perhaps best known for cre-

During the club's early years,
the Ebells ran a lending library

arships to high school and col-
lege stut.lcnts, the Ebells have
given money to the Orange
County Chi ldren's Health Camp,
the Red Cross and the Battered
Wo men's Transitional Center,
among others.
"We just give wherever we
feel the money is needed at that
particular time," Green said.
The club has long been a
member of the California Fed-
eration of Women's Clubs and
the genera l fe deration of
Women's Clubs, the total mem-
bership of wh ich exceeds 10 mil-
lion women.
During the club's heyday, the
Newport Beach Ebells had as
many as 400 members. That
number has dropped to 38.
But whether their meetings
take place in a restaurant, a
member's home or the Balboa
Bay Club, the Ebells' generosity
will continue -particularly if
the ale of their clubhouse is
successful.
