left one man dead and one police
officer critically,injured.
Responding to a call of possible!
gunshots at about 4 a.m. Sunday,
Newport Beach police arri.,,cd at
the dead-end street where the
church is located to find Carlos
Caicedo, 24, of Garden Grove, fa-
tillly shot, and 'Officer Bob Henry,
30, shot in the head, said Sgt.
Andy Gonis of the Newport Bench
Police Department.
Paramedics transported Henry
to Hoag Memorial Hospital for
emergency surgery. A five-year de-
partment veteran, Henry is listed
in critical condition and officials
say it could be days before the ex-
tent of his injuries arc known.
No further information about
Caicedo was available.

THE TAX MAN GIVETH ... Amid the
consistently bleak fiscal news of late comes a
somewhat uplifting tidbit: the State Board of
Equalization reports that cities statewide received
a total of $517.4 million in sales and use tax
reve nues in February.
According to a release from the state agency,
the city of Costa Mesa collected nearly $2.6
million, while the city of Newport Beach drew a
little more than Sl million of that money.

The Central Newport Beach Community
Association recently donated $743 to the Balboa
branch of the Newport Beach Public Library for
new audiotape and vid eotape media. The group of
residents and property owners contributes
annually to the Balboa library's "wish list" of
materials.
"We strongly support the local library and its
development as a primary repository for nautically
oriented entertainment and educational material,"
wrote Tom Hyans, president of the Central
Newport Beach group, in a letter to Branch
Manager Phyllis Scheffler.

' Body ol another newborn discovered along the beach

NEWPORT BEACH -The second
body was discovered Sunday, another
newborn, up the coast at Sunset Beach
less than 24 hours after another infant
washed up on the Balboa Peninsula
near 10th Street.
A local resident had bs:en searching
through storm debris Sunday around 7
a.m. when he came upon the 21-inch,
7-pound body, and reported it to the
Orange County Fire Department.
"They did confirm it was an infant
female with umbilical "cord still at-·
tached," said Orange County Sheriffs
Lt. Jay Mendez.
The first body was discovered Satur-
day morning and authorities could not
explain how it had happened, only that

Commission tonight will consider
an expansion plan that could add
a 2,000-square-foot outdoor gar-
den center to the FedCo member-
ship department store on Harbor
Boulevard - a request that has
some residents in an uproar.
The city's Planning Department
staff has received several phone
calls from nearby homeowners
"'ho say late-night deliveries at the
store already create unwanted
noise and an expansion would only
exacerbate the problem.
"A couple of weeks ago, my
wife went over there at about 3

whose back yard abuts the store's
parking lot. "There was a FedCo
truck that was unloading and mak•
ing a lot of noise.
"Then, the other night, she had
to go over there again. It was
about 9 o'clock and they were
moving stuff a.round with forklifts

A real shaker hit the harbor area 62
years ago, March 10, 1933, just before 6
p.m. I was 11 years old and lived on
Balboa Island. I remember it, all of it, as
if it was yesterday.
It was my first real earthquake. I
thought God was bringing the world to
an end, I really did! We have been told it
was 6.3, 6.4, even 6.5. No matter, it shook
like crazy! Remember, each tenth of a
point doubles the amount of energy the
quake is releasing. I have become a
student of many things and one of them
is earthquakes. Long before I ever heard
the word "liquefaction" I said that being
on a sandy beach or island area seemed
to far increase the violent movement of a
quake much like a bowl of Jello's
movement. Our scientists now tell us this

However, if you were a bore at
30, you'll be even more
proficient at repeating yourself
by 65. But don't worry, there a re
plenty of kindred souls who have
lost their waistlines but not their
spirit.
1 only mention the foregoing becau~e
those of us around the beaches really fe lt
the 1933 quake far more than those
further inland. It was bad everywhere,
two killed in Santa Ana and many in
Long Beach and Compton. It was called
the Long Beach Quake because that is
where the most people and brick
buildings were. ActuaJly, I believe it was
on what we call the Newport-Inglewood
fault and was centered a few miles off of
the Santa Ana River.

quite like this. Remember, 1933 was sort
of like the Dark Ages. Balboa Island was
mostly vacant lots and very few families
lived there the year around.
Most of our news came from radio
station KFOX in Long Beach. We were
told a huge tidal wave of great
grandmother was very timid so we did.
Later we would be told that the wave was
probably out there, bu t bad been broken
huge pile of bricks. Some of the rooms
were still standing, but later, they all had
to be torn down.
Aging is a series of constant
adjustments and repairs. The
most taxing is a cranky body that
keeps breaking down. Something
is always falling off, creaking or
rattling so you can't take the old
chassis hang gliding or free-fall
parachuting anymore. Accept it
as the price of longevity.
For decades your body has
put up with your gourmet
appetite, little sleep, and
vigorous career drive, so now
it's calling the shots.
Now this is what an 11-year-old
remembers about one of the most vivid
memories of a memorable life. My
grandmother had just called me to
dinner. I had been high jumping in a
vacant lot across the street. Wow, what
movement. Disneyland never had a ride
destructive power would be on its way.
We were told to head for high ground
and we did. Took some bedding and
jumped in our cars and drove up' to what
is now Irvine Terrace. Every island family
but one did this. We waited for this hug
wave. It never came. Some families went
back on the hill the next night too. My
. up by Catalina and San Clemente
Islands. We· really didn't know too much
about' earthquakes then. Recently I
learned that my grandparents had been
th rough the San Francisco earthquake of
1906, so they had reason to respect the
situation here.
Those of us who went to Newport
Beach Grammar School were very lucky
not to be in school when the quake hit.
My grandfather drove me over to the
school the next day. All we saw was a
I rode my bike all over the island and
saw that most of the brick chimneys had
fallen. What surprised me was that most
of the piers on one side of the island bad
moved about 6 feet away from the sea
wall and on the other side they had
moved up onto the sea wall. Our house
was just an old two-story bat and board
beach house, one of the three oldest on
the island, and was still standing until
torn down Christmas week of 1991. It
son of broke my heart.

I'd like to close with some
bonuses for aging. The greatest
gift is the pleasure of being
yourself, or as eccentric as you
please, after decades of social
conformity. You may discover
capabilities and talents you
never dreamed you had.
Losing your vanity, a terrible
weight on your shoulders, is also
a plus.
But hang on to your curiosity
and humor, two essentials on
the bumpy, but illuminating road
to the Land of Oz.

COST A MESA -One local
child abuse prevention agency may
be forced to cut staff, while a
provider for the poor is bracing for
an increase in need that might arise
if the county's Board of Supervisors
approves a plan lo cut $18.4 million
from the Social Service Agency's
budget and lay off more than 1,000
county worke rs.
"We are 70% funded by county
contracts," said Kathy McCarroll,
director of the Exchange Club ChiJd
Abuse Prevention Center, a Costa
Mesa-based agency that works with
families where incidents of child
abuse have occurred or arc at risk
of occurring.
"We don't know yet whether or to
what extent these fundiffg contracts
will be cul. But, (with this plan)
there is a potential for cut.ting 70%
of our services. That would severely
limit the number of children we can
help, because it could mean culling
our staff."
But, even if funding remains the
same, Mccarroll said the center's
services will be affected by the
proposed budget-slashing plan.
County officials have said the case
loads for social workers would more
than double under the plan. ln
many cases, the families that
McCarroll and her staff work with
have been referred to the center by
the county.
"Social workers will only be able
to handle the abuse cases that are
more serious," McCarroll said. "So
what may happen is, the cases that
could have prevented early on, when
the problems were still relatively
small, will only get attention once
they've become big.

doesn't do anything for prevention."
Meanwhile, staff at SOS (Share
Our Selves) poverty relief ce nter
says the layoffs will have a rippling
effect on unemployment rates.
"Many of the people who come to
us arc the working poor -the day
care workers, the housekeepers, the
gardeners,'' said SOS Director
Karen McGlinn, "And, as we have
this fallout from the layoffs or the
McGlinn said she's anticipatiAg
an increase in requests for food and
assistance in covering household
utility bi lls, li ke for gas and
electricity.
"Those are usually the kind of
requests that come from the
unemployed," she said.
As for SOS's ability to meet those
needs, McGlinn said it will be
tough. But, the center is mostly
privately funded, and that leaves
SOS in a better position than other
agencies who re ly heavily on money
from the county.
"We aren't dependent on county
funds," she said. "Our medical
clinic does receive some funding
from the county. And if that
is cut, I'm sure we'll find a way to
redirect money from our own
funds."
Regardless of the proposed
county cuts, both McGlinn and
Mccarroll say the agencies will
continue to offer services.
"We will not close," McCarroll
said of her center. "We may be
severely limited in the amount of
children \hat we help. We may need
to cut our staff. But, we won't '
close."

Arrest-ol stereo thieves
is music to car owners
If your car's stereo was stolen between Wednesday
night and Thur!.day morning, Newport Beach police
may have a surprise -your tunes.
Detectives already have returned one stereo
recovered by a patrol officer who collared t\\O men
who had the radios and burglary tools in their car
when he stopped them about 4 a.m. Thursday for a ~
traffic violation, Sgt. Andy Gonis said.
Arrested and held on car burglary charges were
Sopheap Puth, 19, and Pouv Yin, 18, both of Long

Officer Doug Jones -aware of a recent rash of car
burglaries -was on routine patrol in an alley behind
the 1800 block of West Ocean Front when he noticed
a car that was driving unusually !.low, Gonis said.
Jones stopped the driver and arrested the two men
after finding the evidence in the car, Gonis said.

A longtime Balboa resident and kindergarten
teacher, Wevill died last week, ending her long battle
with cancer. She is survived by her husband of 56
years, Gordy. She was 79.

one-time business partner of Duke
Wayne, has an encyclopedic
knowledge of cigars.
So esoteric are his tastes that he

All major manufacturers vied
for attention, displaying their
wares in prized settings. This
touched off a post-banquet
Cree-for-all, with otherwise
sophisticated gentlemen
scrambling and stuffing their
pockets. One awed observer
likened the onslaught to "a swarm
of locusts decimating everything in
sight." But locusts never had it so
good.
It was my good fortune to be
seated with a delegation from
Alfred Dunhill of London, whose
savory cigars turned me into a
lifelong devotee while I was still a
teen-age reporter working a beat
in midtown Manhattan.
James Goudreault, who
manages the Du'nhill humidor at
South Coast Plaz:i, opined that he
must be the youngest aficionado in
the room, having been 'born in '66.
He's probably right. If memory
serves, I have cigar boxes older
than him.
Line of the night was credited
to affable Rick Dees, the airwaves
ace seated with Schielein and
Gen. Fratarangelo. Turning to the
two-star commander, Dees -.
cracked: "Well, now we know
what to do with those hangars at
El Toro. Let's turn them into
tobacco barns."
The general's reply was lost in
the appreciative laughter. But if
anti-smoker Beverly Ray had
remained, she probably wouldn't
have been amused.
I don't know how to tell her·
this, but King Henry's already
making grandiose plans for next
year's smokcfest, which he
promises will be "the biggest and
best cigar blowout ever."
Remember, "A woman is only a
woman, but a good cigar is a
smoke." None of us guys wrote
that. Rudyard Kipling did, about
100 years ago. Of course, that ·
would.n't hold true toda)' ..

Principal Sandy Bundy said the
movement started about four years
ago with committees made up of
parents and teachers who came
through with a lot of research and
planning.·
"We finally decided to try it for
a year," she said. "And afterword,
we did a su,vey and about 90% of
the parents were in favor-of
repeating it. It really cuts down on
learning loss in summer. And
teachers find there is a lot less
re'liew needed at the beginning of
the school year."

When a car pulls to one side
upon depression of the brake
pedal, it may be an indication
that the brake pads have
become excessively worn. If so.
replacement of the pads usually
corrects the problem. O\herwise.
brake pull may be due to a stick·
Ing caliper-piston. (A caliper is
the devise that exerts a clamping
force on a brake disc to ·stop a
car.) A caliper piston that leaks
brake fluid may also cause brake
pull. In either case, the problem
can be remedied by rebuilding or
replacing the affected-caliper and
replacing the brake pads.
Beyond these instances of brake
pad and caliper problems, brake
pull may also occasionally result
from badly worn suspension
components or unequally inflated
tires.
HINT: Brake pull sometimes
results from a mismatched set ot
brake discs. due to replacing
one disc and not the other.

POLICY
In immediate terms, the
purchase of a new set of auto-
mobile tires is likely to Improve a
car's safety and handling. In the
long term, proper disposal of the
old set of tires carries its own
implications for the environment.
By conservative estimates, there
are approximately two billion
castoff tires in a national stock-
pile that increases by some 230
rfllllion tires annually. The mod-
ern tire is comprised of about 22
rubber compounds that resist
cost-effective attempts at break-
ing them down into their constitu-
ent components for recycling
purposes or biodegrading in a
public landfill. For this reason
alone, car owners must act
responsibly when disposing of
old tires. Relying on tire special·
lsts for proper disposal usually
offers the best course of action.

to throw the annual all-night
graduation party for seniors.
To chip away at the $15,000
budget, the committee will host
a rummage sale and car wash
at the school from 7 a.m. to 1
p.m. March 18.
Seniors also plan to sell
Lions Club Fish Fry raffle tick-
ets -with a car as a grand
prize. The students would get
half of the proceeds for their
efforts.
Costa Mesa High's Grad
Night plaMing got off to a late
start this year, causing seniors
to worry that they wouldn't get
their big send-off party. Dut a
parent committee picked up
the ball, set a $15,000 party
budget and hosted its first fund
raiser - a firewood sale -last

party's logo, featuring a tropical
scene with a lagoon, parrot and
hibiscus flowers. The design
will be used on T-shirts, badges

Disk jockey Tracy Waferland,
a big hit at last year's Grad
Night, will return to coordinate
the evening's entertainment,
which will include a visit from a
hypnotist and a "sumo wrest-
ling" match in inflated suits.

cerning Corona del Mar High's boys swim
team this spring is, can it reach the next
level?
"This group has the potential A9 Ile the
strongest group of seniors I've ·ever had,"
said CdM Coach Mike Starkweather, en-
tering his 11th season. "They could really
step up and do something, but it has to be
them wanting to do it, and the jury's still

opened Saturday's fifth-place final of
the Newport Elks Tournament with aJI

After Myles Davis, Royal McMackin
and Kevin Stuart greeted Santa Ana
Valley starter Rot>ert Parra with sin-
gles, Chad Johnson and Bryan Bear
sandwiched doubles around a flyout,
which along with three Valley errors,
helped the hosts build a 5-0 first-inning
lead.
But with ominous clouds looming
overhead, which showered the actiag
for several moments before a brief a
rain delay four pitches into the fifth in-
ning, CdM Coach Joe Koh said the Sea
Kings (2-1-1) may have lost a little
focus en route to an 8-5 triumph.
· "I think we just shul down mentally,"
said Koh, who used Andrew Stellar and
Chris Wills to finish off the first career
varsity victory for sophomore lcft-
hander Garrett Nuzum.

ish like fast year's. It was the most intense
meet we've ever had. But they all partici-
pated in it, so they all know what it's
about."

impact. "Yo~'ll be nearing about him,"
Starkwenther said. "He'll make his own
name." ~ ~ · CdM, which has won eight league titles
under Starkweather, including five in a
row, nipped high-powered Woodbridge by
one point in the league finals last year ·
without winning a single individual event.
CdM won the final event, the 400-yard
medley relay, to win the title. .
Two years ago, Woodbridge beat CdM
in a dual meet, but the Sea Kings ham-
mered the Warriors by 100 points in the
finals.
Sprint freestylers Buzolich, Strelzow
and Kevin Tucker, along with distance
freestylers Doug Jetton, Brya n Ward and
Tom Capritz, breastslrokers Adam Mc-
Farland and Cameron Glasgow, butlerfiier
James Palda and backslrokcr Mall Hed-
ley, are all seniors.
Juniors Jeff Marchiorlatti and Alex Bat-
ley, both of whom swim breaststroke and
compete in the 200 lM, as well as but-
terfiiers and freestylers Mike Bise and
Matt Elli s, are expected to carry a heavy
load.
With traditional pov.ers lrvi fte, Santa
Margarita and Woodbridge, and the addi-
tion of El Toro (Clf Division I champion
two years ago), the Sea View League
should be !)trongcr than ever.
"This is probably the toughest league in
CIF," St;irkweather said. "1t's got to be
tht: toughest. 1 can't think of one tough~

Castle explained. "So it doesn't look &ood."
