Coast Highway through Coroni del Mar ~ been
torn up mo<e times than not in the last few years.
Here's a brief history of the constructi<'n work the
community has endured:

•July 1992 -After enduring months· of the
sewer and water line construction, merchants learn
they must live with a highway full of ruts, holes and
other crevices. The water-line contractor promises
to repave spots where trenches were dug, but
Caltrans officials say they can't resurface for at leJs~
three to four years.

sewer and water lines through Corona def Mar,
with promises of six months of tramc jams, parking
short.ages and construction noise to the community.
•March 1992 -Despite efforts to limit the
hours of construction, merchants complain about
the inconvenience. Restau rateur Carmelo Manto
and his employees picket on the highway to
publicize a drop In business at Carmelo's
restJurant, from cloSed lanes and blocked access to
parking.
Other merchants say they've suffered up to a
•'October 1993 -Southern California Gas Co.
begins its two-month pipeline project to replace a
pre-World War II pipeline. Within the first week,
the work causes a massive traffic backup and
prompts a city reprimand when construction crews
fail to stop-work at 3 p.m. as promised.

finally expected to begin.

local merchants are concerned, Coast
Highway will never be· fixed.
"It's a never-ending process~" said
Luvena Hayton, secretary of the Co·

the proposed resurfacing of the high·
way between MacArthur Boulevard
and the Corona del Mar border.

COSTA MESA -About 20
local school children lined up
against a wall of the City Council
chambers in hopes of persuading
city officials to approve u pl:in al-
lowing bike lanes on Santa Avenue
between Droadway and Del Mar
Avenue.
They -and others -spoke.
and the council listened.
Without much di scussion among
them, the council unanimously ap·
proved the plan.
"Our basic premise was that we
wanted to make sure our kid s had
safe passage to and from school,"
said Heather Somers, who ha~
been a strong voice in support of
keeping the bike lanes along Santa
Ana Avenue.
"It was in the city's Master Plan
of Bikeways, and it just lends testi·
mony to the fact that it was the
right plan."
Two bike lanes -one heading
north, the other south -alread;
e\ist along Santa Ana A\enue be-
tween 20th and 23rd streets. But
1n November, city staffers pro·
po\cd the removal of tho·se lanes
to allow for on-street parking.
That plan was met with oppos1·
lion from parents who said their
·children ride their bikes to school
every day using the bike lanes.

after a gunshot wound to the head
left Newport Beach police Officer
Bob Henry comatose and in criti·
cal condition, Hoag Hospital of-
ficials report swelling in his brain
has worsened.
"The increased brain swelling
and the fact that he's still uncon·
scious are bothersome," Henry's
neurosurgeon said in a writleh
statement Monday.
But despite this setback, the un~
identified neurosurgeon said
Henry, 30, has a lot of things
working in his favor.
"His vital signs remain good,
he's breathing on his own and he's
able to main1ain his O\\ n blood
pressure," the neurosurgeon said.
"Those arc all signs that his brain

is a "normal" conseq'uence of a
gunshot wound to the head.
"It's not a huge se tback," she
said. "Although it's slightly worse
than last Friday, it's not a real bad
sign . given the nature of his in-
jury."
She said no further surgery is
planned at this time.

The bigger the government entity,
the more inetncient it seems to be

Louis Brandeis coined a
phrai.e, "the curse of
bigness." Of course he was
• ~peaking of business, but the
phrase is particularly
appro'priate when speaking of
government. 1 know whereof l
speak.
When I left private practice
and entered the employment or
the city of Newport Beach as

operation of

of the city was •
' the most
inefficient
operation with
which I had
ever come into
contact.
Then I
became a
superior court
judge and
began to work
for the county
of Orange. At that point I
looked back on the city of
Newport Beach as a paragon of
efficiencr.
Then went 'to work for the
state of California when I
became a justice of the court of
appeal. At that point I looked
back on the government of
Orange County as the ultimate
in governmental efficiency. ·
Then, when I became the
chief justice of the High Court
of American Samoa, I became a
United States territorial judge
and began to work for the
federal government. At that
time the governments of the city
of Newport Beach, the county of
Orange and the state of
California became shining
examples of governmental
efficiency.
The bigger the government,
the more inefficient it became, it
was the "curse of bigness."
Examples abound, but I will
limit myself to my clforts to
leave the federal government.
I had a three-year
appointment. At the end of the
three years I left the island,
returned home and a new chief
justice was appointed. Then I
found that working for the
federal government is like
belonging to a street gang. You
can't quit.
Each month for more than
five years after I left the
employment .with the federal
government, I would receive a
document from the Department
of the Interior (which has
jurisdiction over all U.S.
territories) which was entitled
"Leave and Earning Statement."
This advised me that I was still
the chief justice of American
Samoa.
I t was the same document
which i had received on a
monthly basis when in Samoa,
only then it included my
monthly check. This did not
include a check, but I always
opened it just to be sure there
wasn't a check in it.
Finally I wrote to the
department of the interior
pointing out that I was no
longer the chief justice of
American Samoa. Still I received
the document every month,
regular as clockwork.
Again and again I wrote to
the department pointing out that
I was no longer an employee of
the federal government. Still the
document came. Then I noted
that the form said the r
department owed me $12,000 in
accumulated retirement.
I wrote them advising that I
had already received that
money. No response. So I wrote
and asked them to send me the
$12,000 which I had already
received. That brought a re~ult,
a threat or criminal proceeding
for trying to defraud the federal
government.
But, the document still arrived
on a monthly basis saying that
they owed me $12,000.
T hen, on a yearly basis, I
received notice that since
the position l held was a
sensitive one I must submit to a
drug test. 1 agreed on the form
enclosed but heard nottiing
more from it.
Then once a year I would
receive another document called
"Statement of Financial
Interest." The accompanying
document advised me that if I
didn't fill out the document, I
would go to prison. I wrote a
letter of protest, but upon
receiving no reply, I filled the
damned thing out, five times.
Finally, five years after I left
the employment of the federal
government, the document
ceased coming, so I guess they
now realize that I am no longer
the chief justice of American
Samoa. However, it sure did
take them a long time to figure
that out.
The above is an example, a
silly one, 1 must admit, of the
inefficiency of the federal
government. The thing is so big
that no one has much of an idea
of just what is going on. And I
doubt that anyone or any party
can do anything about it.
It's just too damned big.

Sunday morning after a short
illness. He was 56.

up when things weren't going
good," said Newport Beach police

St. Patrick's Day
brings few Incidents
Despite hundreds of patrons
streaming into bars from dawn to
dusk to toast St. Patrick's Day on
Friday, police officials in Newport
Beach and Q)sta Mesa reeoned
no serious alcohol-related
incidents.
In Newport Beach there were
13 alcohol-related incidents
reported over the weekend -
rangiog from drinking in public to
the more serious driving under the
innuence -and in Costa Mesa
there were eight incidents
reported.
"It was a relatively calm
celebration," Newport Beach
police Sgt. Andy Gonis said. "It
was a little more active, but we'll
see a definite increase in
alcohol-related incidents as the
summer approaches."
According to Costa Mei.a police
Capt. Tom Lazar, generally half
the calls received by police on a
weekend are ''somewhat
alcohol-related."
With their DUI Team, the
department has placed a special
emphasis on alcohol-related
incidents and prides itself on
handling them with efficiency, he
said.

~ That was one of Rod MacMillian's first
rewards on the way to a lifetime of
community service, but tar-from the last..

oderick Hugh MacMillian was born
March 27, 1927 in tes Angeles. HiS
dad passed away at a very early age.
His mom and he moved to Balboa in
1931 when Rod was four years old.
As a youngster, Rod attended
Newport Beach Elementary School
from kindergarten through eighth grade. Hi&· •
favorite pastime as a youth was to swim and hang
out at the beach.
Rod's love for swimming paid off at an early age.
One day, as a seven-year-old, Rod noticed a small
child had fallen off one of the docks in the bay. He
immediately jumped in and held the child up above
the water so the child could breathe and then
himself, would kick to the surface to breathe.
Together, they treaded until help came. The
17-year-old lifeguard at that time was .Al Irwin. The
wealthy mother of the child sent her manservant
with a 25 cent reward to Rod for saving her child's
life.
Rod's mother and he didn't have much in terms
of monetary value. They lived together in
$30-$50-a-month rentals on Balboa Blvd. Rod had
various odd jobs, as a youngster, to try to help bring
in some money.
There was a hamburger stand off Central Ave.
(Balboa). Rod would take orders from people on
the beach and deliver the burgers. At age 10, he
babysat the three children of a young aspiring actor
named Marion Morrison (John Wayne). At ~ge 14,
he got his first real paying job at Vallely Boat
Rentals.
As a teenager, Rod attended Newport Harbor
High School. He became very involved in school
activities. He was a left end for a very good varsity
football team.
His football coach, Les Miller, still speaks of
when Rod scored a touchdown and doesn't
remember it. He had sustained a concussion prior
to the play where he caught a touchdown pass.
Rod ran many events for the track team, but
specifically excelled in the 440. The 1944 track team
was considered the best in Newport Harbor High
history. Rod was also a manager in basketball for
the 1944 champion Tars.
Besides sports, Rod wrote for the school paper,
The Beacon, for two years. His senior year, he
became editor. In his high school summers, Rod
worked as a lifeguard for the city of Newport Beach
at the Newport Fire Station on Balboa Blvd.
A fter high school with WWll still going on, he,
as well as many of his teammates, enlisted in
the Navy. He was stationed at San Diego,
Pleasanton and Treusure Island. After serving 15
months, he came back to Costa Mesa and got a job
as a sportswriter with the Newport-Balboa Press.
It was in 1947, as the sports editor of the Press,
that Rod, striving to find something for kids to do
in the summertime, got the Lion's Club to sponsor
an elementary traveling team with Bob Nettles as
the team's first coach. While playing their home
games at the newly-opened Lion's Park, Rod
recruited county-wide for opponents.
He went to Anaheim, Fullerton, Santa Ana -
even many times going throughout Los Angeles
County for opponents. The Junior Lions were a
quite well-traveled ballclub. Bob and Bill Wetzel
were among those players.
The Junior American Legion soon followed. Theo
Robins of Theodore Robins Ford and Newport
Legion Post 291 supplied uni~s and became
co-sponsors with the Boy's Club. It was the
beginning of what was eventually to be called the
"Harbor Area Baseball Program." It grew, in years
to come, to have 300 volunteer coaches and nearly
4,000 youngsters at its peak.

age, many without Identification. but always within the realm of fond memories. Whether as
a Jeam picture of "All-Stars" as In the above photo from 1972, or team photos of the
teams, themselves, auch u Dodgen, Braves. Giants, Cardinals, Redlags or Astros. They
were the forerunners to the current 1et of Uttte Leaguers. the hearts and souls of Rod
MacMllllan'a baseball program which h~,ran under the banner of Harbor Area Boys Club.
The Costa Mesa Boys Club
opened in 1941, but was revened
to a day-care center for working
defense mothers during WWII. It
later reopened in 1947.
In July of 1949, Rod quit the
Newport News to become
assistant director at the Costa
Mesa Boys Club. He became the
club's first athletic director and
coached many kids in various
sports. His first activity was the
creation of the pigskin
pentathlon (pass, punt and kick)
with Al Irwin providing the
plaques and medals.

Rod's Harbor Arca Baseball
philosophy was to have a positive
experience for all youngsters, to
give all an opportunity to play
and enjoy the game of baseball.
It was to be low key, not high
pressure. Rod felt a coach should
not use their child as a pawn for
their ego.
W ith that in mind, he
started the "C" program,
where kids from K-4 grade
would have something fun lo do.
Hired coaches were used to teach
the kids skill, fun and citizenship. H is 1951 and '52 Boys Club
traveling basketball team
which won the Southern
California championship,
included Denny Fitzpatrick, who
eventually led Cal to defeat Jerry
West's West Virginia team in the
NCAA finals; Paul Neumann, Rod MacMillian
While it's nice that some
players made it lo "The Show,"
(Matt Keough, A's, Angels; Bill
Voss, Angels; Dan Quisenberry,
Royals; Jeff Gardner, Mets,
Padres, Expos; Dave Rohde, who played for Stanford and the
Syracuse Nationals of the NBA, and Bob and Bill
Wetzel.
George Yardley, who played for the Detroit
Pistons, gave clinics at the Boys Club. George w~
later quoted by the Daily Pilot as saying, "Newport
Beach and Costa Mesa owe a great debt of
Astros, Indians; Chris Beasley, Angels; Rich
Amaral, Mariners; Brent Mayne, Royals) and many
more that have been drafted (Bob Wetzel, Bobby
Nettles, Jeff Malinoff, Chuck Loseth and Mike
Hogan). most kids will remember those games while
working in real life as good childhood memories.
Many more became prominent business,
professional and educational leaders, just like the
volunteer coaches.
ln 1953, a 46-year-old fellow by the name of Luke
Davis became involved in the baseball P,rogram. He
had never coacbe~ before, ;et attended a clinic put
on by Johnny Lindell and dec~d "l can do this."
He became an excellent coach fur m~ny players for
years to come. .
After attending Long Deach State, where he
received his secondary credentials in the late 1950s,
Rod taught.al Mater Dei while coaching basketball.
Still, he was involved in the Doys Club and running
Harl>vr Area Daseball. Rod worked actively in the
·Boys Cbb until 1%4.
ln 1962, Rod married Mildred Moran. She was
also very invofved in Doy:. Club and Harbor
13aseball activities.
Then, while ~till running the baseball program, he
became involved in the ~atholic Dig Brother's
organization. from 1966-1974, he recruited adultr
and matched them with needy youngsters. At many
times, he harbored youngsters at his house who
needed a temporary place to stay.
Rod felt that it was important that young:.ters be
taught responsibility. Members of Rod's family
became involved in the baseball program. They all
either umpired, prepared the fields, coached or
worked in the office.
F amily trips \\ere big on the MacMillian agenda.
Wife Millie, son., Pal, Tom, Bill, Mike and
daughter Christine were often treated to•trips
to New York, camping trips to beaches of Mexico
and the mountains of the Sierras, weekend visits to
the desert, and sailing to Avalon Harbor.
lt was in Avalon in 1971 wh~~\1illie
bought a restaurant called "T e Pre go." Sons Tom
and Bill with their families, w h Rod's and Millie's
help of course, manage Cafe l"tego with Pat's help
counting. •
After that, they get to chase grandchildren P.J.,
Travis, Casey, Danielle, Sam, new-born Scott,
possibly being born now Colin, and a soon to be
born great-grandchild. When th~ll gets to be
enough, they can retreat to the quiet pools of Palm
Springs. .
In 1964, Rod was elected to the Costa Mesa
Elementary School Doard. In June of 1965, the
districts unified. In October of 1965, he was voted
onto the Newport-Mesa Unified School District
Board, a name which he coined.
Rod has served four terms as board president.·
He has received the PT A Honorary Servi~ Award,
the PTA Continuou~ Service Award, and the
Newport-Mesa School Dbtrict Distinguished Service
Award.
ln 1991 , Rod received the Marian Bergeson
Distinguished Service Award for his years of
outstanding board service. He has been on that
board since its inception until his recent retirement
in 1994. That is 30 years of community service on
the school board alone.
Among Rod's other past involvements are
president of the Southern California United States
Coast Guard Academy Parents Association, and
service affiliations in the Newport Harbor Optimist,
Elks Lodge and Collta Me)a-Newport Lions Clubs.

If "ictorious, Coach Robert Henry's Kai·
ser squad would move to a 2 p.m. champi·
onship semifinal Saturday, with a berth in
Sunday's 9:30 a.m. ti1le game at Orange
Coast College going to thC winner. .
"We'\'e got a shot," said Henry, who cites
Michael Pulid.P, Rafael Flores and Jason
Mutt as the key components of the squad,
which also won the Costa Mesa City Cham·
pionship.
Pulido, the lilllc brother of Newporl Har-
bor High standout sophomore Danny Pu·
lido, plays every position, according to
Henry; At S-foot-6 , he leads the team in
scoriiig, averaging nearly IO points per

player, leads the team in rebounds and

shutout to lead the Newport East Pony
League Red Sox to a 5-0 "ictory over the
Athletics Saturday at EastBluff Field.
Marshall, whose bases loaded double
helped a big seventh-inning rally for the
first-place Red Sox, struck out six and al-
lowed only one hil over three innings, -be-
fore \Viethorn fanned eight to earn the vic-
tory.
Athletics' s\arter Josh Wills was impres·
sive on the mound, but had to leave the
game due to a connic1ing basketball game.
Mark Hutfield, relieving in the seventh,
