COSTA MESA -The Mesa
Consolidated Water District and a

Paguirigan declined to com-
ment on the specifics of the
agreement, citing a privacy
agreement between the two par.
ties. But, she did say she felt con-
fident the two sides could strike a
compromise on the monetary
award.
The settlement offer, mean-
while, has left another former
employee -Deirdre Dembik
-wondering how district officials
will view a sexual harassment
grievance she filed with the
agency back in November of

district until May 5 to resolve
Dembik's complaint. If a decision
isn't reached by then, he said he'll
likely file suit.
The women have complained
that dirty jokes were at times cr-
culated within the distnct and
that female workers were often
treated disrespectfully. Some of
the women also claim that a sexu-

ing to her safe return, and are
working with Costa Mesa police
to blanket the state with pleas for
help.

The baby's parents, Beatriz,
24, and Mario, 23, are devastated
at the tragic disappearance of
their child and are unable to
work because all their time and
energies are focused on their
search for Stefanny, said Chris-
tine Karol Roberts, the couple's
friend and lawyer, who is advis·
ing them free of charge.
Roberts said the amount of the
reward is undetermined at this

4-month-old daughter, Stefanny, who was abducted Saturday

M ario Zamora, 23, was stopped at a red light on Fourth Street in
Santa Ana Saturday when he
looked over at the Costa Mesa police
car in the lane next to him and saw his
sister, Esther Zamora, 17, sitting in the
back seat of the patrol car.
Mario jumped out of his car and
knocked on the window of the police
car.
"Que paso? What happened?," a
worried Zamora asked bis sister and the
police officer.
Their answer was a parent's worse
nightmare.
"They told me a lady had kidnapped
my little baby," said Mario, the ctis·
traught father of 4-month-old Stefanny
Zamora, who was kidnapped Saturday
morning from South Coast Plaza. "I
started crying. •
The police officer and Esther -who
was caring for the baby at the time of
the abduction -were on their way to tell
the baby's mother, Beatriz, 24, the trag-
ic news. Driving frantically, Mario led
them to the hair salon where bis wife
was working.

•Newport Beach officials are
hopeful that at least one of the
three Pacific Coast Highway
walkways will be repainted.

CORONA DEL MAR -City officials are
hopeful that al least one of the three pamted
crosswalks in Corona del Mar will "Qe
replaced after Caltrans repaves the Cd.M
stretch of Pacific Coast Highway.
"We may be able to get one back, maybe
two, but I have no confirmation on that,•
said city Newport Beach Public Works
Director Don Webb. "They've indicated that
they will go back and look at the area again
to see if there are extenuating circum-
stances."
City employees, residents. chamber o1
commerce administrators and political rep-
resentatives all met with Caltrans offioals to
express concern over the proposed removal
of three crosswalks at non-signalized inter-
sections.
Caltrans maintains that painted cross-
walks contribute to vehide/pedestrian traf-
fic accidents. The department policy is to
pave over painted crosswalks whenever
possible.
Corona del Mar residents and merchants
say that removing the crosswalks at Dahlia,
iris and Orchid avenues will in fact cause
more accidents and will harm local busi-
nesses. The repaving project is scheduled to
begin during the second week of May.
The meeting with Caltrans took on a
political hue when Democratic state Senate
candidate Madelene Arakelian accused her
Republican opponent, Assemblyman Ross
Johnson, of overstepping hls bounds for
political reasons.
"This is not Ross Johnson's district. He
should be expending money within lus dls-

Monday crime
spree identified

NEWPORT BEACH -Orange County
Sheriff's investigators have identified a sus-
pect in the shooting Monday of a sheriff's
deputy and the subsequent robbery of an
elderly lady's home a few blocks away.
U lng a state-wide finger-pnnting sys-
tem, Cal-ID, and other ev'ldence collected
from both crime cenes, investigators were
able to identify the suspect as 41 -year-old
James Jay Hunt, also known as James
Clark, described as clean-cut and conserva-
tive, with gray coloring his brown hair and
"pencil-thin• mustache.
The suspect is a parolee at !e in Los
Angel County and, according o shedtf'•

Mayor excited about Unocal moving to town

to the oil company's move.

COSTA MESA -Hoping to
strengthen lease negotiations
between a division of the oil giant
Unocal and the owners of the
Banlc of America building near
South Coast Plaza. Mayor Joe
Erickson plans to send a letter to
76 Product Co. offioals to express
the oty's enthusiasm over the
potentlal move.

quality businesses, which is very
unportant for the long-term I
growth of the city."
The company hopes to com-
plete lease negotlallons by early
summer. according to Unocal
spokesman Barry Lane.
Lane said the division's 700
employees are currently split
between the company's Los
Angeles office and an office in
Brea. The move will allow the
division to consolidate and oper-
ate under one roof.

plete set of services to its employ-

three-phdse implementation pro-
posal designed to update the
city's tPchnology and improve

Newport-Mesa hires consultahts to
help overcome county bankruptcy

NEWPORT-MESA -School
board trustees vote9. unarumously
Tuesday night to hire expert
financial consultants and bond
counsel -who charge up to $320
an hour -to advise the district on
financial plans involved in the
county bankruptcy.
The Newport-Mesa Unified
School Dlstrict joined with four
other agencies that borrowed
money to invest in the now-bank-
rupt county pool to hire the
experts. The district will look to
the advisers for help in creating a
back-up plan in case the county's
proposed settlement agreement
falls apart.
The hired experts will also
adVJse the district on the repay-
ment of $47 million in taxable
notes the district borrowed to
m~est in the county pool. The
loan comes due in June.
Financial consultants Prager,
McCarthy & Sealy of Los Angeles
and bond counsel Mudge, ~ose,
Guthrie, Alexander & Ferdon of
Los Angeles were hired at Tues-
day night's meeting on an as-
needed basis.
No limit was placed on the
amount of fees the districts will
spend . .Each district must pay for
any pe rsonalized services that
don't include the other agencies.
The hourly financial adVlSer
fee schedule is· managing direc-
tor, $200; vice president, $150; I
dSSOCICtte, $100; and clerical $40.
Bond coun<>el ha an hourly rate
of· $175 to $320 per hour.
Fees will be shared clDlong
Newport-Mesa, Irvine Unified
School District, the county depart-
ment of education. North Orange
County Community College Dis-
trict and Placentia-Yorba Unda
Unified School District.
The l1ankruptcy settlement,
which must sWl be approved by a
bankruptcy judge, calls for school
districts to get 90% of their $80
million investment by June 5. The
returned funds, along with rev-
enue from the sale of the .Bear
Street School and :$3.1 million in
budget cuts will keep the district
going next year.
District weighs boundary change options

Although school district officials
have said for months that no
major boundary changes will be
made for the fall, the threat of
overcrowded classrooms could
cause schools and their borders to
look different in September.
But such a move by the distnct
could meet with immediate dls-
cord.
Tuesday's discussion led off
with comments from Costa Mesa
resident, and Wilson Elementary
teacher, Phyllis Pipes, who said
she represented parents at Wil-
son School who don't have Mpollt-
icaJ clout" to speak up and be
heard.
"We take it very hard when
our school is treated like a school
in a Third World country, espe-
cially in Newport-Mesa," she
said.
She asked the trustees to stop
changing boundaries in the
Estancia High area, describing
the school career of one young
student who didn't move out of
his house. but switched school!>
once a year for five years because
Adams and Victoria elementary
opened and boundanes changed.
"l think it's about time to leave
the school (Wilson) alone," Pipes
said.
District officials have no choice
but to make some changes
because Adams Elementacy,
located in the Mesa Verde neigh-
borhood, is full and becoming
overcrowded.
Other schools, including Victo-
ria Elementary, are also neanng
maximum capacity.
A survey recently conducted
by parents in Mesa Verde indi-
cates that more than 100 children
in the neighborhood who are not
presently at Adams, want to go to
Adams in the fall. Many on the
list were preschoole rs.
Four scenarios given to the
board Tuesday outline boundary
changes that shift students to sur-
rounding schools, including
Pomona, Victoria. CaWornia and
Wilson, to accommodate the
crowding at Adams.
Each scendrio affects the racial
balance of the schools by adding
to or subtracting from the Lanno
population.
Trustee Martha Flour noted
the substantial Latino population
in the Estancja High area and
questioned whether or not the
dlStrict does a good enough job
with informing Spanish-speaking
residents and parents about their
rights and choices within the dis-
lrict.
For example, she asked, do aJJ
parents know that U a family lives
within the boundary of one
school, but live two doors down
from a school in another bound-
ary, parents can choose to attend
the nearby school?
Trustee Wendy Leece suggest-
ed a plan be set up to make sure
all this kind of information is pre-
pared for parents in any language
necessary so everyone under-
stands it.
To alleviate the area's crowd-
ing problem, Trustee Ed Decker
suggested the district follow the
original plan for the school and
build three new classrooms at the
campus. This way, he said, room
will be available for students
without changing boundaries.
Keep Lindbergh, Eastbluff
schools committee says

NEWPORT-MESA -A dis-
trict citizen's committee advised
l:n.lstees Tuesday night to hang
on to the vacant Undbergh and
Eastbluff schools, which bring in
more than $200,000 a year in
rental fees.
' If trustees approve the rfdC·
ommendations, the school sites
would remain in the Newport-
Mesa Unified School District
and could re-open in the future.
Residents in each of these
neighborhoods have asked the
district to re-open the schools
since tney closed in the '80s.
The committee also suggest-
ed the board declare the Monte
Vista Alternative Education and
the 16th Street Administration
centers as surplus property,
which means they could be sold
or leased to other groups.
Eastbluff, a former elemen-
' tary school in Corona del Mar, I.!
leased to Coastline Community
College, the private Waldorf
School and the YMCA, which
runs a day care program. The
programs bring a total of
$10~.ooo a year in rent.
"We also feel Utat this site
may be needed to accommodate
the down coast development
someday," said ·Jerry King,
chairinan of the surplus proper-
ty committee.
King added that the .school is
generating money for the dis-
trict and the programs are sup-
ported by neighbors.
The Undpergh School, also
recommended to remain in the
district. is not occupied, but the
district brings in $100.000 in
rent from the Mesa Consolidat-
ed Water District while a new
reservoir is built nearby.
The board will discuss the
committee's recommendations
further at the May 9 meeting.

man's medical condition. She
then asked him to step out o( his

Days before the abduction,
Marquez befriended the Zamo-
.ra's and their neighbors in the
apdrtment complex in the 800
block of South Sullivan Street.
The Zamoras said they had only
moved to the complex in Sdnta
Ana a month earlier because if
was affordable.
Alte r the woman told a neigh-
bor she needed her hcilr done, the
neighbor introduced her lo Beat-
riz Zamora. Once inside the
Zamora's apartment the womdn
became enamored with Stefanny,
complimeoting the bdby's pretty
looks and even asking what kind
of baby formula she liked, Beatnz
said through an inte rpreter. her
brother-in-law, Jesus Zamora.
The woman told Beatriz that
she worked for a clothing manu-
facturer and offered to pay the
vehicle.
But he got out or the vehicle in
a crouched position wielding a
blue steel revolver dnd thrcdt-
ened to shoot the de puty in the
head . Soon afterward, he dis-
armed the deputy, then shot two
rounds or bullets into the right
front Ure of her patrol car. dis-
abling the vehicle. according to
the sheriff's reports.
Mdrtini said the deputy, a sev-
en-year veteran. is shaken but
not injured and is taking some
personal time off to recover and
put the incident behind he r.
Then suspect ned the scene m
the Trans Am, which authorities
said was reported stolen in West
Los Angeles on MMch 31. About
half and hour later, he drove to a
posh Newport Beach neighbor-
hood in the 2020 block of Santia-
go Drive and forced his way into
the home or dn elderly woman.
Once mside. the suspect lied

know the woman and appeased
Beatriz's apprehension. te lling
her she had her phone number

picked-up Stefanny and talked to
her" while she changed her diaper

she cradled Stefanny and show-
ered her with kisses.

ALISO VIEJO -It's days like Tuesday
when Estancia High baseball coach Paul
Troxel needs his sense of humor.
"I have to laugh, or else I'd go home
with suicidal tendencies," Troxel said fol-
lowing the Eagles' 6-1 Pacific Coast
League loss at Aliso Niguel High.
"Today was an absolute disaster," con-
tinued Troxel, who decided to pull start-
ing pitcher Cheech Cabrera alter the
third, trailing, 3-0, m order to save seven
innings of pitching eligibility for Friday's
home date with the Wolverines.
Aliso starter Ed Stevenson also had
something to do with the decision, as he
had yet to allow an Eagle hit, until Scott
Baker's two-out. opposite held double in
the fourth.
Stevenson, who has won six of seven
decisions, gave up an unearned run on
four hits, lowering his minuscule ERA to
0.79, which is rivaled by only a handful of
hurlers in Orange County.

COSTA MESA -Nick Valencia went 5 for 5, including three
doubles, and drove ln what proved to be the winning run in the
eighth inning as the Pirates defeated Orange Empire Confer-
ence-leading Cypress, 7-6, at OCC Tuesday.
It was the third win in four games for OCC (20-18 overall,
10-9 in the conference) over the defending state champion
Chargers (29-10, 14-6).
Valencia's UUrd double of the game, into the left-center field
alley, scored Geoff Walson to give OCC a 7-5 lead in the eighth.
Cypress came back in the ninth inning, getting a run-scoring
single from Augie Ojeda, but Pirate reliever Richard Estes,
with runners ut second and third, got David Trentine to fly out
to center field to end the threat and pick up his first save.
Valencta knocked in three runs and scored twice. He uou-
