were residents being forced to

In a race with a small turnout
and little suspense, Re publican
Assemblyman Ross Johnson held a
commanping lead over his Democ-
ratic opponent Madelene Arake-
lian to claim the 35th District state
Senate Seat vacated by Marian
Bergeson.
By 11 p.m., the County Registrar
of Vote rs had calculated results
from 285 of the 355 preoncts. John-
son bad collected 29, 184 votes
(71.3%) to Arakelian's 11 ,408
(26.1 %). Party officials were pre-
dicting a voter turnout equal to or
less than the 15% cast during the
March primary.
Election watchers had an mclica-
tion of the ra<!e's course at approxi-
mately 8:15 pm., just after the reg-
istrar had tallied the absentee bal-
lots. Of the 24.837 absentee ballots
cast, Johnson had captured 18,483
(74%) to Arakelian's 6,354.
By 9:20 p.m., with 53 precincts
calculated, Johnson's lead
remained at a steady 73"10 to
ArakelmrL.s 26.1%.
One hour later, with 285
precincts tabulated, Johnson had
made a victory speech, thanked his
guests and broke up the victory
party at the Villa Nova restaurant in
Newport Beach, a gathering
attended by county Republican
Party Chairman Tom Fuentes, Sec-
ond District County Supervtsor Jim
Silva and former Newport Beach
Councilwoman Evelyn Hart,
among others.

counselor who is a member of
"The New Buffalo Soldlers" -a
not-for-profit organization which
recognizes and re-enacts the
involvement or this group of black
solcliers in the Indian Wa:rs ip the •
late 1800$.
Born in Texas, Phillips. 39, has
been fascinated with the old West
and cowboys since he was a little
boy. He learned to ride horses and
watched every western movie he
could.
But, he realized early on that .
his dream to one day become just
like the cowboys he saw in the
movie~ would remain just that -a
dream. "I dldn't see anyone who
lookedlike me-;" 'lie explained. •1
didn't feel that there was a con-
nection between the West and
being an African American.~
It was only after extensive
reading and researching books
about the Old West, <lid Phillips
discover that his ancestors did
have an historical connection.
• 1 found out that there was a
part of history people don't know
about,~ he said.

Phillips discovered "The New
Buffalo Solcliers" at a black cow-
boy rodeo in Burbank last year.
He met the members and <t&tded
to join the gr-0up based in Sun-
land, Calif.

asked the board Tuesday to delay
a decision on changing bound-
aries. He would like the bound-
aries to stay as is and said the
board's action Ito change them
wasn't well-publicized and open
forums weren't offered before a
vote.

fighting tenacity and strength,
which resembled that of a buffa-
lo's.

Balboa Island seeks
its own 'Betsy Ross'
The Beautification Committee,
a sub-committee of the Balboa
Island Improvement Association,
is hosting a contest to design a
flag for Balboa lsJand.
Flags, 2 feet by 3 feet, will be
made out of brightly colored sail
cloth and will be sold to island
residents.
Designers should draw up
their flag designs in color on an 8
1 /2-inch by 11-inch sheet of
paper and submit the designs to
Martha's Bookstore, 308 112
Marine Ave., by June 15. The
winner will be selected at the
Beautification Committee's June
meeting.
The committee will have addl-
tional flags made up 'to be sell to

Orange County Mathematics
Field Day at 7:30 a.m. Saturday at
University High School in Irvine.
Students will compete in teams
of four against other teams in
their grade level. Contests will be
held m problem solving. logic,
estimation. mental math and con-
struction.
The event is designed to
encourage team spirit, communi-
cation and cooperation. while
having fun in math.
Fourth-grade team members

Pagano. They are coached by

The fifth-grade team consists

spoke in favor of the move Tues-

Serene Stokes voted against the
plan that sends students who live
in the JoAnn neighborhood, west
of Maple Avenue, to .Wilson.
Tbe changes were approved,
even though legal opinions given
to the district say that creating
more racial isoJation in schools is
unconstitubonal.
School board President Judy
Franco saJd the issue is about cre-
aUng "neighborhood schools,"
dnd is not worried about legal
challenges.
Franco said this matter has
bee n disClJSsed-for years and that
everyone involved, including the
residents of the JoAnn Street
area, knows about it.
The matter came up at the last
board meeting, when trustees
discussed ways to change the
borders between the two Costa
Mesa schools so that the Adams
area would only intlude families
in the Mesa Verde neighborhood,
not the families in the JoAnn
neighborhood.
Some parents have claimed
the whole situation is racially
motivated, others said they are
concerned that the Spanish-
speaking children will bold back
the English-speaking children
.educationally.
The agenda item for Tuesday's ·
meeting did state that stud ent
housing and facilities were up for
discussioniand action. An accom-
panying tfue-paragraph report
only said that simulations for
boundary changes will be ready
by th~ night of the meeting.
Ferryman voted agciinst the
boundary changes because he
said the plan was very short-
sighted and may violate constitu-
tion law. .
Stokes also voted against the
changes .

Costa' Mesa and Newport

ing a plan that wur allow the
county's public safety agencies to
move ahead with· a new conunu-
nications system that initially
seemed doomed when the county
filed for bankruptcy.
On Monday, the Costa Mesa
City Council will decide "whether
to join a proposed Joint Powers
Authority made up of the county
and all of its 31 cities.
Newport Beach will consider
the matter during its May 22
meeting, and other cities will fol-
low, said Costa Mesa City Man-
ager AlJdn Roeder, who has been
spearheacting the project.
HWe've been working on this
for about lhe last 10 years," Roed-
er said. "And it's totally been an
up-and-down situation.
"It's always a problematic situ-
ation when your trying to get
something like this t09ether with
31 agencies .. And then on top of
that, the bankruptcy has made
that task considerably more diffi.

during the bankruptcy, leaving
the project in a slate ·of hmbo for
the last five months.
The new plan if approved by
all the cities -will allow the agen-
cies to move forward with the pro-
ject through the JPA, with or
without the cctSh in hdJld.

swearing on the field, but was rehired
the same day.
Phillips denied that he has ever used
profanity on the field.

Following his second year as coach in
1991, Phillips said he was ordered by
. Kraiss "to get rid of an assistant coach
· (Don Dahlgren) or be fired;" a matter
resulting in the dismissal of Dahlgren
because of profanity.
No other Sec coach, Kraiss said. was
given a letter stating they "should not
anticipate receiving another contract."
Sources contacted on Tuesday said
Phillips was fired for "philosophical dif-
ferences and arguing with the
umpires."
"I think Charlie is aware that our
administration had some philosophical
differe nces with the direction he was
·taking the baseball program, differ-
ences that we've talked together
about," Kraiss said. "Coaches here are
all on a year-to-year contract, and we.
would just like to take the baseball pro-
gram in a different. direction than Char-
lie's been taking it. I'm not going to get
into specifics (about the philosophical
differences) in the newspaper." ·
Under Phillips, 11 players went on to
sign pro baseball contracts. 1\vo others,
center field Ryan Seidel and pitcher Jeff
Beckley, are expected to sign this year. "So this is actually the third time I've

the league's third and final post-
