NEWPORT BEACH -Stung by
comments from Councilwoman Nor-
ma Glover that certain city depart-
ments needed to improve customer
service skills, angry city employees
defended their
performance and
said that Glover
should apologize.
Earlier this
week, Glover,
who sits on the
city Finance
Co mmittee ,
objected to pro-
posed fee increas-
es in the planning
and building d e p a ~m ents .
With Building Director Ray Schuller
in attendance, Glover said she had
received complaints from customers
who had been "held up" by the two
departments while trying to obtain
permits or inspections.
Until the departments started
"treating customers like customers,"
Glover said she could not support
any fee increase.
Employees who read the council
member's comments in Tuesday's
Daily Pilot tacked the comme»ts-.up
on city bulletin boards. Department
beads held meetings to instigate
"damage control."

Authorities seek identity
of mut~ man found at man

weekend and is now staying at a local care ho~e.

mute man who was found
wandering in Crystal Court
Saturday.
When South Coast Plaza
security could not communi-
cate with the man, who
appeared lost in Robinson's-
May department store, Costa
Mesa police were called to
assist with him.
Police then asked for help
fTom the non-profit Regional
Center of Orange County,
which serves people with dis-
abilities. The center det•r~
mined that the man can IMJar
but cannot speak and doein't
appear to know sign lan-
guage, according to H~
'htylor, the center's rommum~
services planner.

ly 20s, 5-foot-2 and 120
pounds. When he was found,
he was wearing a navy blue
shirt and sweat pants, white
socks, tan leather shoes.and a

after the students were threat-
ened with arrest for unlawful
assembly.
When further thr~atened with
arrest. about half of the protesters
decided to call if day and seem-
ingly went home. The other half
decided to stick it out.

groups receive windfall donation

$5 million to Orange County Per-
forming Arts Center. Pacific Sym7
phony Orchestra. South Coast
Repertory. Pacific Chorale and
Orange County Philharmonic
Society. family spokesman
Richard Gadbois m announced
Thursday.
Gadbois, first vice president of
Merrill Lynch and the financial
expert in charg~ of the ' "compli-
cated financial plan" that allowed
Gillespie to "immediately guar-
antee the financial success of
these organizations." said the
cash gifts will arrive next week.

The donation. which Gadbois
said comes from Gillespie's "per-
sonal foundation and trust
assets." directs $2.8 million lo the
center, $1 million to the chorale,
$940,000 to SCR and $680,000 to
OCPS. The symphony gets $1.2
million in addition to the $2 mil-
lion the Gillespie Foundation
pledges annually to fund PSO's
Music Director's Chair.
Gillespie, who has previously
set up trust funds to pay these and
other Orange County arts organi-
zations when he or his wife dies,
freed immediate cash now
because of Orange County's
financial crisis and threats to arts
groups here and throughout the
country in the wake of dwindling
government ald, including threats
to tbe National Endowment for
the Arts, Gadbois said.

the early 1900s. A rancher and
bean farmer, Gillespie was one of
the largest founding investors in
Farmers Insurance 40' years ago.
His investment was relatively
small by today's standards, but its
value mushroomed when the
insurance company was acquired
in 1988.

Amphitheatre gets new sound system
• Choice is made after
two systems were tested
last month at the Pacific
Amphitheatre.

from last month's sound tests at
the Pacific Amphitheatre deems
the show will go on with all the
fanfare -but not the noise.
After years of fighting the
noise booming from the
amphitheatre, residents de mand-
ed sound tests and Orange Coun-
ty Fair officials. as the new man-
agers, obliged.
. On April 18, intensive sound
tests by engineers using pitches,
,
tones and music were conducted
on two diff eTent sound systems.
Residents in the Mesa del Mar
and College Park areas, which
neighbor the amphitheatre, were
also invited to grade the systems.
A compilation of the data
resulted in the selection of the C-
6, or conventional system, over a
newer one devel9ped in France.
According to the data, there was•
n 't any significant difference in
the two systems, so fair officials
and sound engineers chose the
conventional one because it offers
a higher quality sound and is
more user-friendly.
The system is compatible
with the tair board's desire to
maintain levek within the sound
restrictions bordering resident:MI
areas. The sound levels wOl be.
significantly reduced compared,
to those heard and loathed by res-
idents in the past
And gone are the days when

rock bands belted out concerts in
the amphitheatre. A new image
will be ushered tn with a sound.

ond longtime Orange County Fair
vendor to have its contract sev-
ered this year.
State officials said the fair did
not act unreasonably or unfairly
when it did not renew the contract
with Lake Forest-based Cutting
Board Caterers after 11 years.
The fair board instead awarded
the food and beverage contract to
newcom~r Fanfare, an Oakland
company.
The awarding of the contract
was determined on the technical
aspects and the highest bid of rev-
e nue· lo the fair, according to fair
officials.
Fanfare's promised percent-
ages of gross sales for food and
beverages, beer and tobacco
resulted in an estimated average
annual revenue payment' to the
fair of $396,692. Last year, the fair-
ground's portion of tbe $1.1 mil-~t
lion gross revenue generated by 1·•
Cutting Board was $365,775.
The five-year contract is to pro-·'
vide concessions for the events at
the Orange County-Fair, Pacific
Amphitheatre. the Equestrian

Without a tax Increase, the
county will not be able to meet its
$400 million bond obligation in
June, proponents claim.
Opponents argue that a sales
tax increase would bury the coun-
ty in recession. Without proper
oversight, there is no guarantee
that they money generated will be
used to repay schoo1s and cities
that invested in the county pool.
"The proponents' ballot argu-
ment tugs at people's tieart
strings,• said Whi~er. "We're
attacking the credibility of those
who are proposing· the tax. We
hope the voters understand
they've cried wolf once too often •

adopt a community sign plan that
would allow "classy• wooden
signs -much like those used in
new developments in South
County -to designate residential
communities in'Costa Mesa.
Neither effort will be easy in a
city where residents and city lead-
ers have taken tough, zero-toler-
ance stances to signs and banners
that many say clutter the city.
Other business owners have
already battled with the city over
its sign regulations. Smaller mer:.
chants in p~cular say the tough
laws hurt their business since
banners and signs provide their
cheapest mode of promotion.
But both Sutro and Kerr say
they are trying to work coopera-
tively, not combatively, with the
city to make some changes. Sutro
and Kerr have each discussed
their ideas informally with Mayor
Joe Erickson and city hall staff
members.
Both men said they agree with
residents who complain about
fliers and signs cluttering tele-
phone poles and medians. "It's
easr to see the city's frustration, ..
said Kerr, whose company, West-
port Homes, has several new
home projects in the city. "We
understand residents' concerns."
In that vein, Kerr hopes the city
will consider adopting community
sign standards for larger, sturdier
signs that he'd like to see posted
at community entrances and on
major roadways in the city to
direct buyers to ne w home devel-
opments.
He wants to model the stan-
dards after those used in South
County, with a uniform set of col-
ors and other guidelines that
would make the signs consistent
and "classy," not fragmented and
cluttered.
The idea, he said, is "to help
new home buyers and sellers con-
nect, and to reduce the prolifera·
tion of signs in the city."

Kerr said be relies on signs as an
affordable advertising medium,
since he is a builder of small hous-
ing projects, not a large developer
of tract homes. "The biggest chal-
lenge ts to inform potential buyers
we're there,• be said. ·we don't
have a big advertising budget." ·
Sutro concurs. What he strives
for is a relaxing of the law that
now prohibits real estate signs on
medians and parkways. The
medians, he accepts; the park-
ways are another story.
Parkways are often the only
visible site for signs touting con-·
dos and townhomes for sale inside
a complex. Sutro said. If the sale
home is situated deep inside a
complex, there's nowhere to post
a sign, since homeowners' associ-
ations also typically prohibit signs
on landscaped common property,
he said. Some re.al estate agents,
however, don't realize that the
parkways are city property, he
said. .
So Stltro proposes that "Open
House" signs be allowed in the
public right of way only during
hours of the open house, and "For
Sale" signs be allowed if there is
nowhere else to post the sign.
Plus, he wants to set reasonable
size limits so that there are no 40-
foot ~gns in the parkway, he said.
What triggered his proposal
was a flurry of city ~nforcement
activity in recent months. He said
several real estate agents have
had their signs removed by the
city and had to pay the $5 first-
offense fine. But what worries real
estate professionals is the $250
fine the city assesses on a second
offense.
"Some kids play around and
move our signs, but it'~ the realtor
who has to pay for it," said Sutro,
who is branch manager at Cold-
well Banker.
Mayor Erickson said he is open
lo both proposals, but isn't won
over by the ideas yet, partly
because he is uncomfortable with
the idea of public property used
for advertising.
"I've got mixed feelings." he
said . "I very much dislike the
neon colored signs I see : .. making
our city look like a huge garage
sale ... but I'd like homes to be
bought in Costa Mesa rather than
rented."

ple are getting permits or things
like that and the people do not
feel that things proceed in a
timely manner. I never made
the c<;>mment that anyone was
treated rudely."
The councilwoman said she
had not received Luy's letter
personally but did read it in the
Daily Pilot and "it didn't faze
me."
"I gue$s that if I can take the
heat. to make something better
for the customers, that's my
responsibility as a public offi-
cial,· she said.

Although Glover said she
bad beard reports of lengthy
delays in processing building
inspections, Schuller said his
staff performs all •types of
inspections the same day the
request is issued. Complaints
from citizens are often unjusti-
fied or false, be said.
Still, he admitted that he was
angered by Glover's comments.

"I don't care U she's against
raising fees, but when she starts
attacking employees, it's a dif-
ferent issue."
According to Schuller, Coun-
cilman Tom Edwards helped
diffuse department anger some-
what by faxing a note of appre-
ciation to the building and plan-
ning departments. "Whether l

be kind, courteous and

Edwards wrote in hls letter.
Edwards said that Glove r's
comments had not prompted bis
remarks. •J just thought (the

Mayor John Hedges, who
attended the finallce committee
meeting, also praised the city's
employees foT their talent and
loyalty. He said Glover's
remarks were "off the cuff,• but
added that the quotes in Tues-
day's article did not necessarily
represent Glover or the sµb·
stance of the entire meeting.
"What came out in the paper
malces Norma out to be some-
body she's not," Hedges said.
"Her statements were based on
complaints she had received
from private citizens. She
relayed those complaints and
reacted to them.~ ·
Hedges added that public
officials will probably be more
careful about what they say
during open meetings for fear
their statements will be pub-
lished m piecemeal fashion.
"That's a loss for the public
process,· Hedges said.

Ex-boat owners, they sail on a
craft that belongs to Frie nds of
the Oasis Senior Center.
Nine years ago, a member of
the Corona del Mar senior cen-
ter offered use of his boat to
interested senior sailors, result-
ing in a quickly formed Oasis
Salling Club.
Two years later. the boat
was sold, and club member
Stan Haux.hurst donated "The
Oasis."
Re-rigged and boasting new
sails, she leaves the dock off

Mondays, Wednesdays and Fri-
days for a day off the coast.

members ranging in age from
56 to 81, meets ort the last
Thursday of every month to
pass around a sign-up sheet
and talk about maintenance.
Members pay for their sail-
ing: $20 for the first venture of
each month; $15 for the second
and third; but the fourth jaunt
is free. Friends cost $15.
Fees cover maintenance and
truces. Feeley is quick to point
out that they do not use tax-
payer money to support their
salt-water adventures.

boat we pay for.H
The sailing expeditions ~re
not without their exciting
moments.
For example, Demus, a for-
mer mechanic who lives in
Newport Beach, fiddled
around with a broken pump
on one venture, forgot to eat
his snack and fell into a dia-
betic coma. At the h elm, Fee-
ley radioed in for medical
assistance, and sailed quickly
to sh ore. Paramedics met
them and rushed Dennis to
the hospital where he quickly
recovered.
Undeterred, Dennis -who
·has sailed on "The Oasis" for
five years -continues his
w eekly outings.

Newport Harbor shows prowess at nationals
N ewport Harbor High
School, the recent winners
of the 1995 High School
Dinghy Nationals held May 6-7 at
the Coronado Yacht Club, trav-
eled to Massachusetts last week-
end to compete in the 1995 High
School Team Racing Nationals for
the Baker lfophy.
Though sailing in unfamiliar
boats and on unfamiliar waters,
the team sailed to an incredible
second place finish, solidifying
their position as the top high
school sailing team in the nation.

team racing over the past month,
the seven members were ready
for anything in a sport where any-
thing can happen.

.Marion, Mass., the Baker lfophy
saw a variety of conditions, typical
on the East Coast in the spring,
with 6 variable to 18 knots on Sat-
urday and a light 8-10 on Sunday.

throughout the regatta. Newport
Harbor was able to adapt to the
conditions rather easily, but the
standard East Coast 420 was
another story. The West Coast
uses the Plying Junior, a smaller.
lighter boat than the 420 that is
easier to tack and points much
higher. The 420 on the other hand
is a heavier, slower boat that does-
n't like to be tacked and hardly
points itt all.
The 420 is a perfect boat for the
ocean conditions of the Atlantic,
namely a good chop and plenty of
breeze, whereas the Plying Junior
is perfect for the West Coast's
lighter conditions. Having been in
a 420 under five times, the team
felt a little off their pace, though
the results proved differently. Most
sailors either love or hate the 420,
and the Newport Harbor team
was leaning to the d1sli.ke side at
the end cl. the regatta.

prowess as a team to be reckoned

Club in Long Beach starting next
Tuesday to compete in the Inter-
collegiate Yacht Racing Associa-
tion (ICYRA) Sperry Top-Sider
National Dinghy and Team Rac-

the collegiate sailing year, which
spans both fall and spring .
This year, five local residents
win compete for their respective
colleges in what promises to be an
intensely competitive regatta. Bet-
sy Carmichael and Danny Zimbal·
di of Stanford University will com-
pete in the Team Racing Nationals
while Carrine Palm, Jonathan Pos-
ner and Peter Wells, all members
of the UCI Sailing Team will be

qualifying for both Nationals,

soon as today, according to sources close to the
process.
