The unofficial start of summer
was ushered in with a whimper
this Memorial Day weekend, as
overcast skies kept most of the
usual throng of beach-gc:>ers at
home.
Newport Beach lUeguards
reported a aowd of barely 50,000
holiday revelers Monday, signifi-
cantly smaller than the 80,000 to
100,000 they usually see on
Memorial Day. Newport Marine
Safety Officer Mike Halphide
blamed the small turnout on
week-long temperatures hover-
ing below the 70 degree mark.
"We've bad a little bit of sun-
light by the early afternoon, but
mostly it's been pretty cool,• Hal-
phide said.
Rescuers along the coast were
mOstly idle, logging in fewer than
12 swimmer rescues and tugging
in only one distressed boat. .
For Sheriff's Newport Harbor
Patrol Sgt. Mike Hiller, whose
department were called out to
rescue exactly no one, the lack of
adventure suited him just fine.
"Everybody's being good, and
that's the way we like it,• he said.
Not so enthusiastic was
Dubemey Ostina, manager of the
beach-side Newport Bikini store.
Ostina said that, while traffic did
pick up 'OD Monday, business on
Saturday and· Sunday was
"dead."
"Saturday and Sunday were
horrlble," Ostina said. "The over-
cast weather really killed us.•
Police in Cos~ Mesa and
Newport and the CHP also noted
a marked slowdown in activity
over the weekend. No majot
crimes or traffic accidents we1e

"We've been dead slow
because of the weather,• said
Costa Mesa Police Sgt. Mike
McDonough. •All in all, it's been
a very quiet Memorial Day week-

munity Pride Day.

monument to the fallen men and women of ·
America's uniformed services was dedicated
Monday during a solelDI). Memorial Day cere-

A Memorial Day c~emony was also held in
Costa Mesa at Harbor Lawn Memorial Park and
Mt. Olive Cemetery. .
At Pacific View, a crowd of more than 200
people turned out to witness the unveiling of
the •Garden of Valor" memorial. honoring slain
members of the armed forces, police and fire
departments.
Addressing the gathering, Pat.Dolan, com-
mander of American Legion Post 291, quoted
the Bible when he called the nation's war dead
"giants of the earth.•
"They traded the comfort and safety of their
homes for the horrors and uncertainty of war,•
Dolan said. "On this day we gather in memory
of all those who paid the ultimate sacrifice for
our country.•

EAST SIDE -Like maJ)y first-
time home buyers, Thom G4ll has
big plans for the new h-.a he
plans to build on his lot at ttl6 cor-
ner of Irvine Avenue and Megno-
lia Street.
But ~bors aren't too happy
with bis blg plans -particularly
the fact tbe.t his garage alone will
be larger than their three-bed-
. room houses.
Gall's plan to tear down his
existing house and build a 3,900-
square-foot residence with an
1,800-square-foot garage area
has triggered an uproar in his
neighborhood.
Actually, city codes allow,
without question, that large of a
house on the 9,300-square-f oot ·
lot. ~ city laws limit garage
spa5. to only 700 sqUare feet in
that neighborhood. So Gall is
seeking a conditional use pennit
for his oversized storage facility.
H the City Council on Monday
approves bis plans, Gall's garage
would be the largest residential
garage in the city, by far, accord-
ing to city officials.
Just what does .Gall plan to do
with all that garage space?
Store a recreational vehicle
that he plans to buy.
"I don't have an RV now. but
I've had them in the past, and it
sits in the sun when it's stored oul-
side and it ruins them,• Gail

lion loan agreement with the
Irvine Ranch Water District

the water district since the coun-
ty-issued recovery notes can't be
cashed in time to pay off a $4 7
million loan repayment due June
13.
The loan is just one backup
plan for the district; Newport-
Mesa officials have also sent a
formal request to the bond' hold-
ers for a deadline extension.
The loan with the water dis-
trict is set up with refunding
notes in a private sale. said New-
port-Mesa Superintendent Mac
Bernd. That means the water dis-
trict can buy a taxable refunding
revenue note issued by the school
district as an IOU. of sorts, until
the school district receives its
recovery notes from the county.
"We expect to pay it off as
quick as possible.• Bernd said.
•Although there are provisions in
the deal to extend it up to a year.•
The county has already told
Newport-Mesa officials that
·about $11 million~ recovery
notes the school district expected
by June 5 will be delayed.
The district last week received ·
$60 million -or 73% -of the $80
million invested in the failed
county pool. Under the terms of .
the county settlement agreement,
the district was to receive another
14 % -or roughly $11 million -in
recovery notes by June 5.
Members of the Irvine Ranch
Water · board approved the loan
agreement to Newport-Mesa,
l.JVine Unified School District and
the county Department of Educa-
tion -all agencies that borrowed
money to invest in the failed
county pool. These other agen-
cies am also considering the
water district loan this week.

According to Atteridge, gar-
dening gives him gredt satisfa c-
'tion and he works outside every
day that he is able. ln addition to
dahlias, he plants and cares for
camellias, orchids, gladiolus, dZd·
leas, and "just about dllything."
Atteridge origin~y gave his
flowers to St. Andrews Presbyter-
ian Church in Newport Beach,
but late r decided to give them to
the Mariners library because he
thought they would be appreciat-
ed more, since the church was
already receiving flowers.
"We always have flowers of all
colors around the house all year." And in his spare time,
Atteridge paints with_ watercolOrs

The non--contact clinlc is for
boys ages 8 to 17 as part of OCC's
"College for Kids• program.
There are two four-week Sat-
urday sessions this summer. The
first'~ June 3, 10, 17 and 24 . The
second is July 1, 8, 15 and 22.
Each runs from 9 a .m.-nbon every
Saturday.
Former San Francisco star run-
ning back Roger Craig is the c1in-
ic coo'rdinator, while ex-Miami

Youngstera will learn the basic
furtdamentals of offense and
defense, including tackling,
blocking, throwing, running and
