By Evan Henerson, Staff Writer NEWPORT BEACH -For geologist Frederick Curtis, the greatest danger of the dty1s 1995-96 budget is its proposal.to elim- inate a grading engineer. By cutting the position, Curtis argues, ·the city will lose the expertise a local geol- ogist brings to the job and may suffer pre· ventable landslides as a result. Nor will it be the last. Some will question city officials' line- item travel expenses. Others may wonder why the city's General Services Depart- ment must lose $500,000 and 14 full-time employees from the previous year. Still oth- ers may wonder why budget shortfalls must affect the hours of operation at the The three-volume budget, prepared in a new "user-friendly" format. is the first to address the long-range goals of the city's new department structure. In April. the council approved the controversial merg- ing of six city departments into three, including the combining of fire and marine departments. The 1995-96 budget must deal with tbe continuing appropriation of city hmds by the state of California and with a recent county landfill fee increase, which will take an additional $532,000 out of the city's gen- eral fund. The city faces a $4 million sborttall between operating revenues and expendi- tures. an imbalance administrators hope to correct by 1997. By Mary Ann Harmon, Staff Writer NEWPORT-MESA -School trustees approved a $11 .3 million loan agreement with the Irvine Rantjl Water District on Tuesday night, which they might use to pay off a $47 million debt linked to the coun- ty bankruptcy. They also passed a resolUnon asking for an extension to pay off that $47 million debt. All trustees approved the water district loan except Wendy Leece. who voted no because she said she wanted to study points brought up by Coro- na del Mar resident Richard Nichols, who ques- tioned the district's obligation to pay back the $47 million. Members of the Irvine Unified School District board and the county Department of Education - agencies that borrowed money to invest in the failed county pool -have also approved the lC>a? agree- ment. Newport-Mesa Unified School District officials might have to take the loan offered by the water dis- trict, if the county-issued recovery notes can't be cashed in time to pay off a $4 7 million loan repay- ment due June 13. Another contingency plan has to do with asking for an extension until June 30 to pay off the loan. This plan has npt been approved by the bond hold- ers, but it starts the extension process going, if nec- essary, said Michael Fine, director of fiscal services. Corona del Mar resident Chriss Street. who has berated the board in the past for borrowing to invest in the county. warned trustees that the water district loan document gives too much power to the water district. He also repeated bis request to default on the $47 million loan. Attorney Stephen Cole told the board that if the district defaulted on the loan, its credit rating and reputation could be seriously damaged, making it difficult to make even routine financial transactions such as issuing tax anticipation notes. The district's credit rating could also be hurt for years to come. J The district received $60 million -or 73% -of the $80 million invested in the failed county pool earlier this month. Tun Blake, a Costa Mesa resi- dent and activist for the gay, les- bian and AIDS communities, died of a number of AID~relat­ ed illnesses at Hoag Hospital on Sunday. He had just celebrated bis 40th birthday. Blake worked as a psychiatric technician for the state of Cali- fornia Jor almost 20 ·years and· was a unit supervisor for the Pa.iJview Developmental Center in Costa Mesa. He retired in October 1993 due to his illness. Diagnosed as 1-llV-positive in 1986, Blak~ became active in organizations that provide ser- vices and compassion for indi- viduals living with HIV and AIDS and also in the gay and les- bian communities in Orange County. He was .involved in the AIDS Respome ProgTam and the AIDS Ser- vices Pounda-' tion, an lrvine- based. group which otters a wide range of support for peo- ple with HIV TI.m Blake and AIDS. Blake served as a member of ASP's board of directors. Blake. started the Buddy Pro- gram as part of ASP. where he trained volunteers to counsel those with HIV and AIDS. Blake was an AIDS Buddy, or emotion- al counselor, for five yea.rs, until 1993 when be experienced bis first life-threatening illness. Pol· lowing bis illness, be, in tum, received counseling from AIDS Buddy Cindy Smith. Throughout their two-year acquaintance, S~th and Blake became close friends. ·we lost a wondedul person ... (who) always found time for kind words for others," Smith said Tuesday. •Even with every- thing going on in his own life, he was always d oing kind things for others. ·nm always said that the best way for anyone to honor him is to continue the fight and to contin- ue to bring awareness to the dis- ease and hopefully find a cure. He did a lot but be had a lot more to give.• Blake also helped to imple- ment new education and aware- ness programs, including ASF's Speaker's Bureau for which be offered his services as a panelist. Throughout bis several years of volunteer work, Blake received much recognition for bis courage and commitment to AIDS patie nts, including one of the Orange County Federation's Take Pride awards in February. Blake is survived by three brothers and man'y close.friends who played an important role in his life. A memorial service for Blake will be organized by Joe Lopresti next month. They're all under the same supervision,sotospeak,and they occupy some of the most convenient locations in town -at 2803 Royal Palm, 800 Baker, 1865 Park Avenue, 2300 Placen- tia, 2450 Vanguard and the newest site at 3350 Sakioka. They don't advertise, but there's rarely an empty table. ~eservations are possible, espe- cally if you represent a worthy causeJ but be prepared to write a substantial check -even without a tab for alcoholic beverages, of which there ain't any. Patrol}S should be warned not to park in the driveway. And here's another caveat: Without hardly any warning, even in mid- meal, the chefs and servers are likely to bolt for the exits, leaving you with egg custard on your face. These are the dining places bearing the wholesome banner of the Costa Mesa Firemen's jerry kobrin Association. My attention was called to these esoteric eateries during a recent auction staged on behalf of Share Our Selves, the Costa Mesa charity aiding the hungry and homeless. One benefactor bid $1,100 for dinner for six at a firehouse. The menu: shrimp scampi, Caesar salad, pasta pesto, chicken parmesan and dessert. Non-flaming dessert, naturally. It should be noted that rm no stranger to the fine food found in firehouses. During another life- time, while serving on the City Coundl of Reading, Pa., I was the overseer of the dty's all-vol- unteer fire department and rarely missed an opportunity to 'tress' at one of Reading's t• engine houses. But that was another era in many respects. Those good ol' boys would preJ>{IJ'e recipes learned at the aproned knees of their Pennsylvania Dutch moth- ers -sauerkraut with spareribs and dwnplings, com fritters, sweet potato balls, Philadelphia pepper' pot.
