DRASTIC TIMES f.OR SHAtlMAR DRIVE
Fed-up councilman proposes extreme measures, including changing name
of the street, to deal :with gang, drug activity in West Side n~ighborhood
By lina Borgatta, Staff Writer
WEST SIDE -Three months ago, Shalimar
Drive apartment owner Doug Ciralli was full of
hope -hope that the city could cure the ills that
have long plagued the tiny West Side Costa
Mesa neighborhood.
. But Ciralli's hopes were dashed when a
recent string of gang violence left three teens
suffering from gunshot wounds, stabbings and a
head injury caused by a blow from a hammer.
"I am fed up," said Ciralli, who's invested
tens of thousands of dollars in improvements to
his three rental properties. 'Tm selling my units,
and it's the city's fault. .
"I am sick and tired of the city saying
they're going to do things to help clean up that
neighborhood, and then nothing ever gets
done."
For months, Ciralli said he has been com-
plaining to police and city officials about build-
ing code violations and drug and gang activity
in the neighborhood.
On one occasion,· he claims he flagged down
a police offi.cer to report what appeared. to be a
drug transaction taking place. But, he claims the
officer offered no help.

•Three Costa Mesa men and three juveniles are
taken into custody at Fish fry event. Police say
they a:re responsible for violence last month that left
two teen-agers seriously injured.
By Roy Chung, Staff Writer
COSTA MESA -Costa Mesa
police have made six arrests in
connection with a series of violent
incidents last month in the neigh-
borhoods near Shalimar Drive
and Center Street that left two
teen.agers seriously injured ..
David ¥\raiza Ruiz, 24, Juan
Carlos Diaz, 22, Guillermo Quiroz
Perez, 21, all of Costa Mesa, and
three juveniles, were taken into
custody Friday and charged with
assault with a deadly weapon.
Perez faces an additional charge
of .Possession of methampheta-
E MU CK
mine. One of the juveniles also
faces a charge of carrying a con-
cealed weapon.
The arrests were made without
incident at 10 p.m. at Llon's Park
while the suspects were attend-
ing the Costa Mesa-Newport
Harbor Liqn's Club Fish Fry and
Carnival.
Though members of the Costa
Mesa Police Department Gang
Unit were not available for com-
ment, the arrests stem from a rash
of gang-related violent crimes in
the modest Costa Mesa neighbor-
hood that led the police depart-
ment to form what one police
lieutenant called the "Shalimar
Task Force."
At 9 p.m. May 6, a teen-age
gang member was stabbed six
times and seriously wounded,
allegedly by a rival gang member
in a dark alley in the 800 block of
Center Street, according to police.
Ten days later, two teen-age
boys tinkering with a car in front
of an apartment residence were
the target of angry gun fire.
The next evening, May 17,
another teen-ager was cornered
by a throng of male teen-agers
and struck on the head with a
hammer.
Police have said they believe
the stabbing sparked the other
two crimes, which appear to be
born of revenge between two
local gangs. Preventing a fourth
violent act has remained a prima-
ry goal.

Tie Dory Aeet of Newport Beach has occu-
ied the shore next to the Ne~rt Pier
smce it was McFadden's Wbaif 10 the late
1800s. The dory fishermen still go out in their
boats to gather the early morning catch and sell
it on the shore.
The fleet was beached for the dwation of
World War II, when the U.S. Coast Guard c~n
trolled the harbor. and they were forced to fish
from the pier, in the surf or .from commercial
fishing vessels.
After the war, the introduction of outboard
motors meant the dory fishers could get to their
fishing grounds quickly and easily and back
home with the catch.
Their customers get the freshest fish on the
coast. just like they did when Newport Beach
depended on the fishermen for what went on
the supper table every day.

Red Cross youth volunteer can
receive.
During the last year, the
1994 Corona del Mar High grad
has made presentations at area
schools for the local Red Cross,
providing straightforward infor-
mation about HIV and AIDS.·
"Sometimes, at presenta-
tions, I see people not paying
attention, but I can also see
people who really pay atten-•
ti.on." said Shen, now a physics
student at Orange Coast Col-
lege.
"So, I know that several peo-
ple who llstened to me will not
be infected. and that's worth it
to me:"
Shen got involved with the
Red Cross program with the
encowagement of Penny
Hughes, the director of volun-
teers/youth services at the
Orange County Red Cross.
"He is a leader among lead-
ers," Hughes said. "He has
played an integyal part in
d eveloping one of our most cru-
cial programs, He is, by far, one
of ow strongest presenters'.
•When he goes into a class-
room he remains a peer but an
educated peer. They listen to
him and be gets their respect.
Howard never talks down to
them. He gives them lifesaving
information, so the students can
make responsible decisions."
Hughes urged Shen to con-
tinue bis training, so now he
volunteers to train other people
to speak at high schools. He
bas already traveled to many
high schools in the area,
including his own al.ma mater
in Corona del Mar.
Hughes' program gained
$48,000 from the Magic John-
son Foundation, which spon-
sors HIV and AIDS education
programs targeted for youth.
Those funds run out June 30,
Hughes said, and the Red
Cross is "desperately looking
for further funding for this pro-
gram."
Hughes said Shen's knowl-
edge and dedication led to his
national award -something
be did not expect.
•It was a big surprise and a
huge honor," Shen said. •But,
the truth is, it's not so much
work because I have so much

Cancer survivors
celebrate life
• Hundreds come to
Hoag Cancer Center
Sunday to commemo-
rate National Cancer
Survivor's Day.
By Roy Chung, Staff Writer
NEWPORT BEACH -Pain
and suffe ring took Sunday off
at Hoag Cancer Center.
It was just as well. With all
the food, music and friends
hopping around, no one really
had dJlY time for them any-
way.
For the more than 200 can-
cer survivors -and their
loved ones -who turned out
Sunday afternoon to celebrate
National Cancer SuIVivor's
Day, the day was not about
experiences with death, but
with life.
"Emotionally, mentally, you
must have spunk," said Her-
bert Hersch, 85, whose cancer
went into remission five years
ago, before resurfacing only
recently. "It's a wonderful
thing that these people want-
ed to come here and say: ·we
have cancer, a nd we can live
with it.'"
Cente r director Dr. Robert
Dillman said m 1950, around
the time his own mother and
father we re diagnosed, onJy
one m every four pa tients
could look forward to recov-
ery. But with research and an

emphasis on early diagnosis,
the national recovery rate now
stands at 56%, with Hoag -
which treats some 1,500 can-
cer patients annually -enjoy-
ing a healthy 59%.
''It is about living With can-
cer," Dillman said, "not dying
from it."
Event organizers estimate
some 600 similar events took
place around the country Sun-
day, bringing together more
than 8 million people.
Themed the u Art of Sur-
vivorship -A Celebration of
Life," Hoag's celebration
included cancer survivor and
Balboa Peninsula artist Anita
Egan Healy, whose watercolor
painting of a double rainbow
provided a,backdrop for sur-
vivors to express their own
feelings about their bouts with
cancer.
Though it's been two years
since Healy's own bout with
cancer ended, there's no
doubt in her mind it has
changed her irrevocably.
''My initial reaction was
truly, ·1 don't have time for
this," Healy said.
But following an inte nsive
eight-week regimen of daily
radiation the rapy ("I didn't
miss a day"), all signs of the
cancer were gone.
And now Healy, 57, is seri-
ously considering talcing up
kayalcing.
"Once you.get through
cancer, you can get through
anything," she said.

•He just said, 'There's nothing
I can do about it. I'm gOiDg to
drive down there, and they're
going to run away.' •
And Ciralli isn't the only per-
IOll in town who's fed up with
the situation.
Outraged by the recent slew
of violence, Mayor Joe Erickson
has proposed a few drastic mea-
sures that could change the face
of Shalimar Drive forever, includ-
ing changing tlie street's name,
installing road blockades to pre-
vent cruising and painting' curbs
red to prohibit street parking.
The total cost for these and
other initial improvements would
be approximately $90,000. The
council will consider Erickson's
suggestions during tonight's City
Council meeting.
But that's not all Erickson's
upset about.
.. I'm fed up with people com-
plaining that the city isn't doing
enough," Erickson said. "I'm fed
up with the property owners who
go year, after year, after year
asking for assistance and then
don't do anything to help the
city. They won't screen tenants,
won't sign leases.
.. We'll arrest a Shalimar Drive
resident, he 'll go to jail, a nd then
come back and simply move into
another apartment down the
street. If these landlords would
screen their tenants, we might
not have this situation."
Erickson said the city's Police
Department has devoted more
attention to Shalimar Drive than
any other area of the city, with
undercover police details, bicycle

sonable, bu8inesalike approach I

property owners financial assis-
tance for improvements. We
went along With their idea to
convert their ca.n><>rts into
garages. And I personally have
gone down those alleys, and
they are a pigsjies. ·
Erickson doesn't place the full
blame on the property owners,
though. He also places some
responsibility on the parents who
live on the block.
"It's also the residents who
don't know what their children
are doing when they're ont late
at night," he said.
"The time has come to take
some· difficult action, and the
costs to the citizens will be far
Jess than the number of officers
we allocate to Shalimar Drive in
overtime and in the administra-
tive time that is spent handling
the paperwork. H
As for the name change,
Erickson said he thinks it's a nec-
essary measure.
"Everything that's wrong and
evil in Costa Mesa is in that
name," he said.

Brett Hansen-Dent and Jon Leach. for-

tion Sunday in sweeping Adam Peterson
and Alex Reichel, 6-3, 6-2. in the men's
open championship match at the 34th
annual Adoption Guild C harity Tenn.is
Tournament dt the Newport Beach Tenn.is
Club.
The four finalists were certainly no
strangers. Pete rson, a current USC stand-
.out, had been college teammates with
Leach and Hansen-Dent. Reichel, who
began playing satellite tournaments three
years ago after high school, is one of
Hansen-Dent's best friends.
"Alex has been staying at my house all
week," said Hansen-Dent, a former New-
port Harbor High sensation, who won the
CIF Southern Section singles title as a
senior in 1990.
Leach, last year's NCAA singles cham-
pion, and Hans~n-Dent, an NCAA singles
finalist lhls year. will spend three more
days in the area, then travel through
Texas. Oklahoma and Louisiana for USTA
satellite events.
Next, it's on to World TeamTennis,
where Leach and Hansen-Dent will play
men's doubles for the Idaho Sneakers and
Coach Greg Patton.
Leach played for Patton last year, when
the Speakers reached the WIT champi-
onship match, after an upset victory over
the Newport Beach Dukes in the semifi-
nals.
Leach earned his first professional pay-
check a year ago at the Adoption Guild,
when he teamed with Wayne Black (USC)
to win the men's open title.
Hansen-Dent played for Patton in 1991
and 1992 at UC lrvine, before attempting
to play in satellite tour events. Following a
knee injury, he was able to get his colle-
giate eligibility back, ultimately landing at
USC.
Leach and Hansen-Dent each pocketed
$2,000 for their title.
Hansen-Dent, stepson of John Wayne
Tennis Club pro, Phil Dent, also won the
mixed open title with Ditta Huber.
In 1989, when Hansen-Dent was finish-
ing his junior year at Newport Harbor, he
teamed with his stepfather to win the
Adoption Guild's men's open title.
Hansen-Dent, 22, the cousin of New-
port Harbor girls volleyball All-American
Misty May. played No. J singles for USC
last year, going 23-0 for a Trojan team that
won the NCAA team championship.
Mike Fedderly and Laguna Niguel Rac-
quet Club pro Tim Downey beat
defending champions Chris Dunk and
Glen Petrovic Sunday in the tourna-
ment's 34th rendition at the Newport
Beach Tennis Club.
Fedderly, a teaching pro at Sunrise
Country Club in Rancho Mirage, and
Downey swept Dunk and Petrovic, 6-4.
6-4, before an estimated 1,800 fans.
There were only two breaks •in the
entire match, both coming against
Petrovic (Phoenix, Ariz.), one in each
set.
In the second set, after Fedderly-
Downey broke Petrovic for a 4-3 lead,
Downey put the crowd on their feet with
a behind-the-back return that landed
two feet fair for a winner.
"We're not worthy," some members
of the crowd began to chant.
Downey's shot made it 15-15, then
Fedderly went on to hold serve. "You
want to stop right there?" Dunk asked
Downey, after making h.is way halfway
up the bleachers, with h.is arms in the air. •
"All it was, was reaction, ff Downey
said. "It was a lucky shot."
Fedderly, a 1977 CdM graduate who
also played two years at Orange Coast
College, and Downey defeated Dunk
SC O.OL GIRLS TRACK .
(Laguna Beach) and Petrovic in the
same division in the Vic Braden/CHOC
Padrinos Tournament final in May.
"I think we returned serve this week
than two weeks ago.• Fedderly said. •u
you return well, you've got the advan-
tage. I also think the wind and the sun
might have effected them more than us,
because they didn't serve as well as last
llme.ff
Fedderly and Downey have known
each other since their junior days, but
only recently decided to become part-
ners.
Fedderly recently won the men's 35s
ndtionaJ championship in singles and
doubles at the U.S. National Indoors in
St. Louis, giving him a clear path to a
spot on the Italia Cup team (men's 35s),
which plays internationally in a format
similar to the Davis Cup.
"{Downey) called me up and asked
me to play (in the Vic Braden Tourna-
ment), and I wasn't doing anything that
weekend, and plus it's nice once in a
while to get away from the 110
degrees," Fedderly said. •And, plus. it's
not too bad to come back to my old
stomping grounds. lt turned out pretty
nice."
Bob Hochstadter and Dick Miller
won the Adoption Guild's inaugural
over-35 title in 1993, before Dunk and
Petrovic won last year.
