To deal with a $4 nµllion
deficit, city leaders plan to:
• Cut spending by $2.3
million
• Cut 25 full-time positions
(including 14 from the Gener-
al&rvices Deparbnent alone)
• Raise an additional
SS00,000 to rebuild depleted
reserves
• Defer $1 .3 million in
capital improvement projects.
Tonight is l,he first of two
public budget hearings,·
allowing the council to adopt
the document by the begin-
ning ot the ti.seal year, July 1.

troversial Pacific View Memo-

through the Senate, said

CUrrently, state law pre-
vents the use of surplus prop-
erty proceeds f<?r anything
but building and mainte-
nance.
The bill still needs to be
deared by the Assembly
commlttee set up to review
the Orange County bankrupt-
cy, then it's on to the Assem-
bly floor for full vote. The law
was suggested by Bernd and
is sponsored by state Sens.

A PARADE WITH PRIDE

munity Pride Parade had
all: bagpipes, dozens
of Children, Keystone Kops,
local dignitaries, a hazardous
waste truck and Elvis.
The procession, held Sunday
morning along Marine
Avenue, was inspired by the
success of last year's parade
celebrating the new fire sta-
tion on tbe island.

every other week since Febru-
ary to plan this year's festivi-
ties.
Parade participants gath-
ered in the Vons Pavilion
parking lot on Bayside Drive
to prepare for the march over
the bridge and down to the
tire house on Marine Avenue.
Navy blue T-shirts imprinted
with an American flag and the
motto ·~Iebrate Balboa
Island 1995 • were being sbld
to the few people not already
wearing them. Children rode
bikes, rollerblades and
strollers festooned with red,
white and blue ribbons, pin-
wheels and balloons. Mitch
antl Erika Sigband toted their
daughter in •Paige's Pooii
Deck," a wagon disguised as
a red sailboat with a broom-
stick as a mast.
The parade traveled down a
route lined with cheering
spectators. Leading the way
was a color guard from the El
Toro Marine Base, followed by
vehldes from the fire, pu ·
medics, lifeguard and haz-•
ardous waste departments.

NEWPORT BEACH -The
sun came out Sunday, and tem-
peratures, beach attendance and
blood pressures climbed.
After days of June doom and
gloom weather, the coastal fog
burned away to ideal California
weather.
The day's beach temperature
was 69 degrees. with a 20-mile
visibility range. Many of the peo-
ple at the beaches said that the
blazing sun made for, literally, a
hot time.
Newport Beach lifeguard
Chris Graham said the beach
population for the day was
110,000. ·1rs beautiful out, and
crowded,· he said.
Teeo·agers made up a large
part of the beach crowd·, which
was attributed to the time of the
sthool year.

down here is a soother, a relaxer.
1 need something to get my mind

Tourists also enjoyed the
scene. "I came-here because 1
wanted to see the beach." said
Anthony Rinaldi of Las Vegas.

lot of it is the tides. The conditions
are constantly changing.·
On Saturday at 12:45 p.m.,
lifeguards rescued a surfer that
had nearly drowned off 52nd
Street. He was taken unconscious
to Hoag Hospital. where his fanl·
ily has declined to release any
further information about his con-
dition.
Graham says that in addition
to the water rescues, many bicy-
clists and rollerbladers were
treated for scrapes and bruises.

Part of the ambiance or
our coast is the success-
ful blending of things
that have worked in other
parts of the country or the
world.
We have an island named
Lido with Italian vias; an
island with streets named
for jewels; a community
of Ports of world-famous
nvers; streets bearing Ivy •
League School monikers;
even yachts.
We live in Spanish-style
houses landscaped with Ital-
ian cypresses, English gar-
dens and palm trees from
Palm Springs, New Zealand,
South Carolina, Hawaii and
anywhere else we can dig
·em up. So we're copy-cats -
but, hey, it works.
But one thing is ours and
ours alone -the frozen
banana.
In 1939, visitors flocked to
AJ Anderson's new attraction,
The Fun Zone, and to dance
to Big Band music at the Ren-
dezvous Ballroom and the
Balboa Pavilion.
Don Phillips opened a can-
dy store nearby, specializing
in frozen fruit -cherries,
pineapple and bananas.
The bananas were an ·
instant hit.
In 1962, Don Phillips
closed his shop and passed
the secret on to Bob Teller,
who saw frozen bananas at
Lake Arrowhead and sold
them at the Arizona State
Fair, before opening his Bob's
Old Fashioned Ice Cream
shop nea1 the Balboa Feny in
1963
He also mtroduced another
popuJar symbol of summer,
the BaJboa Bar, originally
named the Beach Bar by bis
Wlfe, Rita.
Both the frozen banana
and the Balboa Bar migrated
across the bay in 1968, when
Mr. and Mrs. Robert Fitch
opened a stand on Balboa
Island, that is now the Sugar
and Spice.
Now the frozen banana is
ubiquitous, you can step on
slushy remains all over the
waterfront, but as we all
know, it's not summer and it's
not Balboa without the stick
clutched in your hand and the
banana stuck between your
teeth.

Newport Green is a program that salutes and recog-
nizes Newport Beach businesses that are environmen-
tally friendly in their operations.
The city's Environmental Quality Alf airs Couunittee
launched the program last year and commended five
companies for their e fforts at recycling, using
biodegradable products dnd reducing waste.
All local businesses are invited to submit informa-
tion to the city detailing their recycling, waste
prevention, energy conservation and other

The awards will be presented in fall.
"The idea is to show environmentalists and busi-
ness are partners now in protecting the environment,"
said Ed Hepner, the Environmental Quality Affairs
Committee member who dreamed up the awards idea.
"We're not divided on the objective."
Last year, the fledgUng program ran into a bit of a
glitch: only a handful of 2,800 businesses responded
to a city Jetter inviting employers to describe their
good green deeds.
Apparently, businesses were suspicious or the
program, worried that they'd be criticized for not
doing enough, rather than comme nded for their

Hepner tned to ease the business community's con-
cerns by getting the City Council to give awards to the
five key businesses that responded: the Irvine Co., Le
Meridien Hotel, Four Seasons Hotel, Airport Office
Center and The Cannery restaurant.
And with both the Newport Harbor Area and Coro-
na del Mar chambers of commerce now promoting the
program, Hepner hopes lo get an even better response
in the program's second year,
Hepner says he's already received submissions from
the Hard Rock Cafe and BanJc of America.

Host families needed
for French students
Host families are currently needed for two
groups of 25 students from France, ages 15 to
18, who will visit Orange County in coming
weeks (from June 30 to JuJy 27 and from JuJy
26 to Aug. 22).
The students' goal is to experiebce.American
family life and increase their English language skills.
The key qualification for the host family is a
willingness to share their home with a young
French student who will be curlous to know all
about American family Ufe and will share With
the family his or her language and culture.
Host family requiiements are flexible and aDow
for any type of family to hOlt a ltudent, indud-

1HE BOYS -First of all,
this dinner was strictly stag. Nary
a member of the opposite sex in
sight, not even the clut;>'s perky
owner. Men did the cooking men
did the setving, and 27 black-tied
guests wallowed in a feast of 11
courses, washed down with a cas-
cade of champagne, wines and
cognac. Plus, of course, cigars.
It was a gathering of Les Amis
d' Escoffier Society of Southern
California, staged Thursday night
-and probably still going on -
at the born-again Balboa Bay
Club.
Most notable male of all was
the piano player -an aspiring
young entertainer named Dudley
Moore, who seems headed for a
dazzling career in several artistic
endeavors. He's a local lad, hav-
ing taken up residence recently in
Shorecliff s, the exclusive enclave
in southernmost Corona del Mar,
and promises to be the most
sparkling addition to the local
scene since they invented glitter-
ing·sunsets on the ocean.
Dudley is droll, diminutive, and
delightful, and is blessed with an
infectious laugh. He could induce
merriment at a wake.
Even as we speak, every soci-
ety hostess in PiloUand must be
angling lo dispatch invitations to
Mr. Moore and wife Nicole, but
the star of •Arthur" and "10" is in
heavy demand elsewhere. He

a concert tour of Canada's music
halls. •

Schieleln, the Bay Qub's major
domo, makes things happen. He
collects' celebrities like a new
tuxedo shirt attracts food.stains
(whose, mine?) Whenever a head-
liner looms onto the local scene,
you can expect to find same some-
where at the sprawling resort.
He also knows how to lure
world-class talent, as evidenced
by his award-winning chef, Jean-
Pierre l'tges:'eer, who joined
forces with three other virtuosi of
viands -Mldle1 PSeton ol the
Pour Seasons, Todd Oore of
Hotel Laguna, and Chrtstlan
a..tnoax ol The Ritz-Carlton -
in preparing a banquet fit for the
gods.
I'd love to list all the exotic
dishes created to honor the saint-
ed memory of Auguste Escoffier,
but I can't even spell those high-
falutin' Prenchy words, and the
menu ls covered with spilled
sauces. One item, though, was
"Palombe a la Riche," which
translates as Scottish Wood
Pigeon. Unfortunately, that's pre-
cisely what I had ordered for
lunch the previous day, using up
my pigeon allotment for the year.
How closely did they follow
their leader? Well, take this pro-
gram note:
"Since Les Amis d'Escoffier
Society is dedicated to the art of
good living only, it is forbidden,
under threat of expulsion, to
speak of personal affairs, or of
one's work."
And dig this: "The napkin
must be tucked under the collar.

fall -off In a car's gas mileage
without an accompanying loss in
engine performance may
Indicate a problem with either a
defective oxygen sensor or a
bad manifold absolute pressure
sensor. Each part helps control
the mixture of fuel, and, in either
case, the auto technician can
easily identify these malfunction·
ing sensors by virtue of a diag-
nostic checkup. Poor gas
mileage may also be due to a
partially clogged catalytic con-
verter. To verify, a four-gas
exbaust gas analysis test should
be conducted. This test meas-
ures the percentage or quantity
of four gases from the tailpipe. If
the carbon monoxide percentage
exceeds the oxygen's, an exces·
sively rich fuel mixture is the
cause of poor mileage. Other-
wise. a clogged catalytic con-
verter may be suspected.
HINT: A back-pressure test,
in which pressure in front of
and behind the catalytic con-
verter is compared, can verify
a clogged catalytic converter.
GET THE BALL (JOINT}
When a car's front end shim·
mies, vibration Is felt in the steer-
ing wheel, and/or an audible
clunk Is heard when the brakes
are applied, it may signal a worn
ball jolnt(s). This Is the part that
connects the lower control arm
with the steering knuckle. The·
lower arm attaches the steering
knuckle to the frame of the car.
while the steering knuckle sup·
ports the axle assembly and the
entire wheel. Before a ball joint
is replaced to correct a vibration.
it may be a good idea to have
the front wheels balanced. Most
cases of steering wheel vibration
and front end shimmy are
caused by lmproperty ba)anced
wheels. Also bear In mind that a
need to replace the baJI joint on
one side does not always neoes·
sartly mean that the one on the
other side must also be
replaced.

enue to fire-damaged Laguna
Beach failed Wednesday in the
appropriations committee on a
party-line vote, she said.
"It was not the week to bring
that bill forward," Brewer said.

bill, B.rewer said she will expect
Allen's and other Republicans'
support on a handlul of pro-busi-
ness, anti-tax votes she wants to
bring forward this year.
High on her list is an invest-
ment tax credit for new restau-
rants.
Brewer said the start-up costs
in the restaurant biz are prohibi·
tive. If small-time operators can
get a credit on the equipment
they buy, it may stop out-of-state
flight , she said.

retaliating by talking of doing

record-setting All-CIP running back
last fall, who went on to lead the
Newport-Mesa D~trict in hitting with a .440
average this spring, received a $500
scholarship Saturday as the Daily Pilot Male
Athlete of the Year.
Chatman. who will continue his education
at Golden West College, was selected as the
senior student-athlete who best combined
prowess on the field with off-the-field
attributes such as character, work ethic and
sportsmanship.
The Daily Pilot's Pacific Coast League
Most Valuable Player, Chatman also earned
Newport-Mesa District Offensive Player of
the Year honors. scoring an astounding 29
touchdowns and 188 points, both school and
district single-season records.
The third annual scholarship. sponsored
by the Daily Pilot, Wahoo's Fish Taco
restaurants, Evian natural spring water,
Theodore Robins~ and Power Bar, was
presented at a luncheon at the Newport

the Newport Aquatic Center, due
to a club volleyball commitment,
