baby blackcrown night herons
were rudely awakened Mon-
day morning by the buzz of city
tree-trimming crews who
unwittingly chopped the
branches which concealed their
nests.
When they discovered the ·
birds in the depths of the over-
grown ficus trees at the end of
Harbor Island Drive, city crews
immediately called Newport
Beach Animal Control officers
to the rescue. according to
Newport Beach police Sgt.
Andy Gonis.
Animal Control then turned
the eight uprooted birds over to
Linda Evans, executive director
of the Pacific Wlldllf e Care
Center in Laguna Niguel.
"Momma Heron hides the
nest because if she doesn't,
Momma Raven will fly over and
pluck the babies from the nest
to feed her own babies,•
explained Evans, who has 16
years of experience nursing

The birds, whose parents
were nowhere to be found, will
be cared for by Evans and
eventually released back into
the wild.
Evans said the baby birds
brought to her at 11 a.m. Mon-
day appeared healthy and
unharmed fr6m the tree-trim-
ming trauma. Soon after the
hatchlings' arrival, she was
whipping up mouse pate to
serve them for lunch.
Evans said three of the
herons -naked except for tufts
of soft downy -are only a few
days old . The other five are
probably 10 days to two weeks
old, she said.
"The survival for the herons
is pretty good ... they are fairly
hearty birds," Evans said, her
voice competing with the shrill
call of a cockatoo in the back-
ground. •At this moment they
don't appear to sustam any
injuries."
Now the orange-eyed birds
are a streaky brown color,
Evans said, but in a few months
when they are in their adult
plumage, they will turn a silver
color. 1 Under Evans' diligent care
the birds will grow quickly and
soon be prepared to return to
the wild. But first they must be
placed in an incubator where
their temperature is monitored
and they are hand-fed hourly.
As they get older. they will be
moved to the hospital ward.
which includes 25 edges and be
fed a diet of ground rruce and
chopped fish, Evans sdid.
Finally, the herons will be
placed in a cage with two non-
releasable heron adult!. so the
birds can learn to sociahze and
compete for food.
"It's a Jungle out there,•
Evans said. • U they can get
their food successfully. then
they are ready to go.•
Once they pass this last and
final test, the herons will be.
released at one of the secluded
lagoons in north San Diego
County where they won't be
running into people or natural
hazards, Evans said.

City working to
keep Rockwell
• Newport to provide
incentives to finn. which
will expand operations
here or move to Colorado.

City officials will work lo pro-
vide incentives to keep one of
their largest tax co~lributors from
moving to Colorado Springs,
Colo.
At the conclusion of a study
session Monday evening. the
Newport Beach City Council
quickly discussed the expansion
of Rockwell International and
voted to work toward encourag-
ing the company to conduct the
$168 million expansion of its
computer chip facility in Newport
Beach.
According to Assistant City
Manager Ken Delino, the compa-
ny is debating whether to expand
in Newport Beach or to use the
$168 million for seed money to
build a new facility in Colorado
Springs. Colorado Springs is
ottering the company various
incentives to take its project there
and company officials have
asked what Newport Beach
would offer to keep Rockwell in
town.
Rockwell is the city's 12lll
largest tax contributor, averaging
approximately $330,000 per year.
The expansion would displace
20,000 square feet of office space
at the company's facility on Jam-
boree Road and move office
workers into vacant office space
at Koll Center. According to Deli-
no, the expansion would create
between 100 and 150 high-pay-
ing jobs and
would allow
the city to
accrue $1
million in use
tax.

say their use of the spray
is safe and effective.

As the pepper spray debate
heats up. local law enforcement
offioals closely monitor the spicy
dialogue while defending the
product's merits.
For nearly two years, Newport
Beach and Costa Mesa police
departments have been using
pepper spray to subdue persons
who refuse to comply with police
after they have been verbally told
they are under arrest, or use
physical force agd.inst an officer.
Police say they have even seen
reductions in the numbers of
complaints and claims of exces-
sive force as a result of using pep-
per spray which is designed as a
non-lethal way to subdue violent
suspects.
However, recent concerns
about the spray, highlighted in a
report issued Sunday by the
Southern California chapter of
the American Civil Liberties
Union, include that the spray may
have possible lethal conse-
quences.
The ACLU is calling for feder·
al regulation of the spray and is
urging the Department of Justice
to develop •emergency restric-
bons • on the spray. which they
claim may be responsible for 27
deaths in California of people
who have been doused with the
spray. Autopsies of the deaths
generally indicate the victims
were under the influence of alco-
hol or drugs when the pepper
spray was used.
The spray is made from sutjl
dried spices as chili or cayenne
and is mixed with mineral. veg-
etable, water or soy oil and an
alcohol carrier. It is dispensed
from a can into the suspect's face.

teacher and administrator is retir-
ing from the Newport-Mesa Uni-
fied School District, which bas

tion as a career, Beltran tudied at

options for modifying trash ser-
vice, Newport Beach will not
accept Orange County's offer to
defer the cost of a landfill fee
increase, the City Coundl decid-
ed Monday.
Future study will likely
include reconsidering previously
unpopular proposals. Such pro-
posals include converting to
automated service; llm1ting the
amount of trash residents can put
out for collection and placing a
referendum on the ballot asking
citizens to pay for trash service
for the first time in nearly 40
years.
Because the city's charter pro-
hibits the city from charging its
residents for refuse service, a
recent county decision to
increase landfill tipping fees will
cost Newport Beach's general
fund an estimated $532,000. At a
Monday study session, the coun-

system, which is scheduled to be

The equipment will replace

adopts $77 .3 million plan
for coming fiscal year.

COSTA MESA -The City
Council decided lo dip into its
reserve fund to cover the cost of
addmg a total of nine sworn ofh -
cers lo the Police Department.
The decision came Monday
night as part of the council's
adoption of a $77 .3 million bud-
get for the 1995-96 fiscal year.
The budget -which includes
a general fund of $56.9 million
-initially called for three new
sworn officers and one civilian
officer. leaving $14.8 million in
operating reserves. However,
the council on Monday voted 4-0
(Councilwoman Sandra Genis
absent) to set aside $680,000
from lhdl reserve fund to hire
another six officers and pur-
chase a new patrol unit.
Monday's action will leave
$14.2 in the reserve fund.
HFor years, we have main-
tained our operating reserves at
25% of our general fund,• said
Councilman Gary Monahan,
who suggested adjustin~. the
reserve fund. HThis year, our
operating reserve comes in at
about 26.2%.
"It is my feeling that an addi·
tional police unit is vital to police
efforts in this city."
The new budget devotes most
of its resources -42% or $32.4
million -to pub-

cers on the field or by hiring new

But the council's strong focus
on public safety is nothing new,
according to Costa Mesa City
Manager Allan Roeder.

When it comes to librarians, I'm like Will Roge~ graduations
L ibrarians are just about the
nicest people in the world.
rve known grouchy nurs-
es, disagreeable teachers, inso-
lent ministers, unpleasant clerks,
offensive lawyers, obnoxious
engineers, snappish doctors, but
I'v4' never met a librarian who
was anything but polite, pleas-
ant, friendly and just plain nice. r Qught to know. I've been
hanging around libraries for
almost 80 years. But two librari-
ans stand out in my memory,
Mrs. Douglas and Mrs. Frazier.
When I came to Balboa in
1921, the Newport Beach Public
Ubr~ had just opened in a
sma:u cottage where the Ebell
Clubhouse now stands, As soon
as I got off the Pacific Electric
Railway, I headed for the library.
Elizabeth Douglass, not to be
confused with Christine Dou-
glass a later librarian, was the
librarian. She welcomed me with
open arms.
She was a kindly, motherly
type and I think she was lone-
some. r guess the people of Bal-
boa weren't used to a library
because it ~eemed to me that I
was usually the only customer.
In Wyoming from whence I
had come, I was a regular at the
local Carnegie Library. There,
my mother had ~rranged with
the librarian that I was to read
only "good" books, such as
"Ivanhoe," "Tom Sawyer,"

No trash, especially westerns.
My sister, with whom I lived
in Balboa, had no such qualms
about my reading habits and
gave Mrs. Douglas no such
instructions. ·
L immediately enmeshed
myself in such classics as
Clarence Mulford's Hopalong
Cassiday series, Sax Rhomer'.s Fu
Manchu, Edgar Rice Burroughs
and bis Tarzan and Zane Gray
and his seemingly endless west-
erns. Trash, I must admit, but it
didn't hurt me a bit.
Then in 1925 the library
moved across the street to anoth·
er beach cottage on Bay Avenue
and, in 1929, the present .Balboa
library was built.
A bit of historical trivia about
that library.
The contract for the building
of that library went to Gordon
Findlay. When it was finished
.and the big day for the opening
came. horror of horrors, there
were no shelves, a rather impor-
tant part of any library.
The Ubrary Board screamed
at Gordon, who simply showed
them the plans and specifica-
tions. No shelves. The board had
blown it. Shelves were built at
additional expense.
I was faithful to the Balboa
library during my youth and,
as a matter of fact, once
cllmbed one of those big euca~.
lyptus trees on the hbrary
grounds' and carved my name in
the highest branch I could find.
I think I was trying to emulate
Daniel Boone who once carved
in a tree, "D. Boone cilled a bar
here." Mr. Boone was admittedly
a great explorer but he wasn't
much of a speller. I hope I did
better but am too old to climb
that tree to find out.
Then, after wwn. I moved to
Corona del Mar and met my sec-
ond most favorite librarian, Mrs.
Frazier. I never did learn Mrs.
Frazier's first name.
Compared to that first Corona
del Mar library, Mrs. Douglas's
library was a palace. Mrs. Dou-
glas's library was small. Mrs. Fra-
zier's was tiny. It couldn't have

em front room.
It was a tiny stucco shack situ·
ated on the grounds of the Coro-
na del Mar Grammar School.
Poor Mrs. Frazier. She had
books piled on books, books on
chairs, books on the floor. books
everywhere and, miracle of mi.rd·
des, she knew where every book
was.
Mrs. Frazier was a paragon of
patience. It seemed to me that
every time I went to her library it
was jammed with children.
• Being right there on the grounds
of the grammar school, I guess
that when school was over all the
kids simply adjowned to the
library.
Mrs. Frazier presided over this
noisy chaos with God-given
patience and somehow made
order out of disorder. A remark-
able woman. Mrs. Frazier.
I guess rm a sucker for librari-
ans who operate libraries out of
decrepit old bulldi,igs. Just
because I have these two high in
my galaxy of librarians doesn't
mean I care any less for all the
other librarians I have known. I
still say I have never met a
librarian I didn't like.

While still in school, Beltran
taught fifth grade at St. Cedlia
Catholic School in Tustln, where
his love for teaching and his
amazement with students' ability
to learn were cultivated.
"I loved ill " Beltran said of his
first teaching experience. "They
were really bright kids. They
we re so bright that I had to give
them real advanced stuff. It was
really exciting to me that those
kids could absorb so much mater-
ial.•
Beltran 's first public teaching
job was in 1964 at TeWinkle Inter-
mediate School . in Costa Mesa,
where he taught Spanish. 1Wo
years later, Beltran transferted to
Corona del Mar High School to
teach· Latin and Spanish.
He made his first foray into
administrative duties in 1975,
when he became the dSsistant
principal in charge of attendance
and discipline at Corona del Mar
High. And in 1987, Beltran was
transferred as assistant principal
to Newport Harbor High.
"lt's a tough job," Beltran said
of being an assistant principal. "It
takes its toll on you because
you're always dealing with nega-
bve things -you're not working
with the bright side.
•You try to get kids through
high school by pullmg them
through little by little. You try to
give them some god.ls and values
and encourage them to realize
that they have a future.•

that twice it resulted in the sui-

hurts when I think about it.•
Beltran acknowledged several
problems in high schools that he
believes are escalating, including
gang activity, drug use, weapons
brought to school and the use of
"atrocious" language.
"The district is now seeing that
they have to stop (these prob-
lems) because they're getting
worse,· said Beltran.
"One way of trying to stop the
gang activity is by enforcing dress
codes. Kids will act the way they
dress -give a kid grungy clothes
and they will act grungy."
Although he dealt with ddily
stress as an a,dministrator, Beltran
said he also bad plenty of pleas-
ant experiences.
"There were many ti.mes of JOY
-a former student dropping in to
say thanks for teaching him or her
the importance of learning;
laughing with teen-agers about
their pranks and jokes; and see-
mg them develop from awlrwanl·
freshmen into mature lellion. •

And flnally, after toughing lt
out iii the often harsh world ol
high school discipline, Beltran
was appointed principal ol Col-
lege Pa rk Elementary in Costa
Mesa m 1991.
"When you're an elementary
school principal, you're it -you do
everything," said Beltran. "I'm
going to miss the genuinen ess of
the (elementary) kids.•
After his retirement, Beltran
plans to help his wife with her
boutique, fish a little more, spend
Urne gardening his roses, and per-
haps take a trip to Germany.
"It's been a wonderful life in
education,• he said. "But I need
to slow down now. It's a stressful
job.
"TheJ,e've been some tough
times and some happy times and
I'm glad to be in the formation of
kids' lives and minds -I think I've
done my little bit."

' ously mjured as a result of using
. pepper spray. And until there is
more conclusive data, the
pplice departments won't alter
their use of it.
"lf we didn't have it, we
\yOuld have to resort to using a
baton or hands-on and those
have significant drawbacks to
them, probably more so than
pepper spray," said Newport
B~acb Police Sgt. Andy Gonis.
"II there is a problem down the
line, then we'll review the poli-
cy and take appropriate
action.·
But both police departments
have found that by adhering to
·all the regulations and policies
already in place, their use of the
spray i.s safe and effective.
The safeguards and polides
practiced when using pepper
spray by both Newport Beach
and Costa Mesa's police depart-
ments are the following:
• every officer must go
through training to be certified
to use the spray, and must
attend periodic follow-up train-
ing sessions;
• once in custody, the sus-
pect's eyes ~e immediately
rinsed with water to flush out
the spray; ·
• the suspect is monitored for
any signs of harmful side effects

cer, then sent to the Depart-
ment of Justice for review;

reviews the inddent in which
the pepper spray was used.
"I've noticed a lot of times
when we go out and merely
advise that person they will be
sprayed is all it takes,• said
Costa Mesa Police Patrol Sgt.
Gary Mcerlain, who added that
the spray is used mostly in self
defense situations where a per-
son resists an officer's arrest.
"It's not the officer who pro-
motes the use of spray ..:. it's
more action than reaction," he
said.
Since 1994 when State Atty.
.. Gen. Dan Lungren approved
the Ul8 ot pepper spray for citi-
zens, it has become a popular,
inexpensive sell-defense mech-
anism..
Grant's For Guns in Costa
Mesa, one of the largest local
sellers of the product, certifies
and sells the pepper spray to 20
to 30 citizens a week.
Two days after the ACLU's
report was released, there has
been no impact of pepper spray
sales. The spray costs $14.99 a
can and $17 for certification,
which is required by law for
those 18 and older.
•Jt•s a good security blan-
ket,• said Steve Hanson, man-
ager of the store. "People buy it
for defense. We tell them we
hope they don't have to use it,
but in our day and age people
do have to use it."

OCC collects stare grants
COSTA MESA -The Caldor-
nia Commuruty College Chan-
cellor's office has awarded five
grants valued at nearly
$330,000 to Orange COdSl Col-
lege.
The grants are earmarked. for
the 1995-96 academic year.
The largest grant, $175,000,
will help OCC provide the local
work force with accurate and
current career development
information. A $60,000 grant
will help the school's Interior
Design department work with
other Southern Cahforrua com-
munity cplleges to establish
First Professional Degree Level
programs in mtenor design.
The ,college's Re-Entry Cen-
ter, whlcb assists adults in
returning to school following a
break in education, also
received a $60,000 grant The
money will be used to provide
evening child care for re-entry
students; to increase the mun-

a club team comprised of players
from Servile, Foothill, University,

come up short, 7 -6
•First-round loss in District 55 Minor
Tournament can't spoil successful season.

CORONA DEL MAR -Last Saturday afternoon, the
Braves blanked the Reds, 3-0, to win the Newport East Lit-
tle League AAA tournament championship.
On Monday, the Braves tried to keep it going in the open-
ing round of the District 55 Minor Tournament of Champions
at Lincoln Field, but the visiting Trabuco Canyon Dodgers
pushed over a run in the top of the siXth for a 7-6 victory.
Braves Manager Josh Bradbury, whose son by the same
name pitched a complete game, had just one regret -that
his team couldn't have played as solid a game defensively
on Monday as it did the previous Saturday.
#We had zero errors on Saturday and just played a great game,~ he said of the win over the Reds. HMy son pitched
four no-hit innings. Today, we allowed five unearned runs
on five errors. It was one of those things."
The game was deadlocked at 6-6 entering the sixth, and
final, inning. But Thabuco Canyon's Matthew Alva, the No. 2
hitter in the order, found the gap in right-center for a triple
and plated the winning run moments later on a passed ball
after Bradbury had tried to escape the jam by striking out
the next batter.
·The Braves attempted to stir things up in the last of the
sixth as Tommy Markel drew a one-out walk. But the Braves
gambled on a steal attempt and be was thrown out.
Bradbury followed with a single to the right side of the
infield, but the game ended as the next batter grounded out
to shortstop.
Hit was truly a great season," said the elder Bradbury,
who was hoping to play at least one more game this evening
in the single-elimination tournament. "Tommy Markel real-
ly hit the ball today and (second baseman) Jeff Wick.en
made a great play defensively."
Markel was truly the hitting star of the game for both
teams. After reaching on an error in the first inning, he cir-
cled the bases for a Uuee-run homer in the second, then
tripled and scored in the fourth.
His walk in the sixth gave him four straight plate appear-
ances in which he reached base.
Wicken's sparkling defensive play came in the top of the
fifth when the Dodgers threaten~ to break the game open.
After tying the game with a run, the Dodgers loaded the
bases with one out.
Attempting to choke off the go-ahead run, the Braves
pulled their infield in and the strategy paid ott when Wlck-
en gloved a bot smash heading for right field, straightened
up and threw toward the plate for a force play, with catcher
Ryan Rhodes making a nice cetcb at the other end. Bradbury
fanned the next hitter looking to end the threat.

V01leyball club summer program scheduled
The Balboa Bay Volleyball Club summer
program begins on July 1 O with clinics for
youth (ages 7-18) and leagues which include
o co-ed jwlior high. open women's and open '
men's.
All clinics and leagues take place at the
Balboa Bay Club gymnasium.
The clinics a.re in two sessions with the
first running from July 10-28 and the second
from July 31-Aug. 18. The clinic days are
Monday, Wednesday and Friday, with each
group assembled' in half-hour time slots
d epending upon ability, age and other
summer commitments.
Registration and placement all takes place
on July 10 at 10:45 with an 11-1 placement
clinic for the first session and on July 31 for
the second session.
The co-ed junior blgh league includes all
interested players entering grades seven
through nine. Six-man experience is
preferred to provide the most positive
experience. League learns will be selected at
6:30 p .m. on July 10 at the BBC gym with
league play to start on July 17 in the
evenings.
The open women's league is played on
Tuesday nights with team selection on
Monday, July 10, at 7:30 p.m. in the BBC
gym. Play will start on July 11 at 6:30 p.m.
The league is indoor and includes many
of our high school players, as well as college
and former college players. nus is a great
opportunity to get some ·high level indoor
play during the summer.
The open men's leagues a.re Wednesday
and Thursday nights, with team selections on
Monday, July 10, at 8 p.m. a t the BBC gym.
Play will start on July 12 and 13.
All teams make the cros ·league playotfs,
which follow. This league bas been labeled
as the strongest men's sum.mer league in the
nation by many players. Many of the top
players in Southern California participate.
This is the 20th year of the Balboa Bay
Volleyball Club clinics and leagues. Much of
the Newport Beach population has been
involved at one time in these leagues and
clinics.

become a mainstay in the recreational

Overall, Peetz (14 goals) and

ers for Newport in the tourna-
ment.
To advance to the third-place
matchup, Newport finished first
in its pool of three teams by first
defeating Capistrano Valley, 10·3,
and then Simi Valley, 12-6.

from the post recently.
Boyles is leaving SCC to
become the head coach of the

Bernardino men's volleyball pro-
gram.
Boyles, who bas competed on
the pro beach volleyball tour,
compiled ct career 31-25 record dt
SCC the past two years. He was
an assistant for two years prior lo
that with the Vanguards.

Golden Slate Athletic Confe rence

the first time since 1981. Also, the
team enjoyed its first-ever nation-
al ranking (25th) under Boyles'
leadership during the last week of
