Sign up to read for
a sparkling summer
Research has consistently
shown that the public library is
the most important institution
in helping children retain learning
skills during the "summer. Even for
prereaders, the library can be an
important resource for future litera-
cy.
A recent study by the National
Commission on Reading concluded,
·The single most important activity
for building the knowledge required
for eventual success in reading is
reading aloud to children."
To encourage childhood literacy
and help young readers keep litera-
cy skills sharp ove r the summer,
Newport Beach Public Libraries will
once again offer a Summer Reading
Program for tiny listeners through
grade school students. In addition to
Read-to-Me and Readers' C lubs
offering incentives for making time
for books, the program will include
storytirnes for preschoolers and spe-
cial programs for first through fifth
graders.
'Storytirnes for 3-to-5-year olds are
planned for 10:30 a.m .. on Tuesdays
at Balboa, Corona del Mar and
Mariners Branch Libraries. Similar
programs will be offered at 10:30
a.m. o~ Wednesdays and Thursdays
at the Central Library.

these desks.
Participation in the program
involves recording the amount of
time spent reading or listening to
books. As children accumulate time,
they qualify for prizes ranging from
colorful stickers and small toys to
food coupons donated by such pop u-

Large-scale projects are nothing

MAINTAINING A SAFE HARBOR Saturday morning becoine
electric -boats, that is • Harbor Patrol deputies
watch for drunken and
speeding boaters, and
help stranded vessels, too.
By Anna Marie Stolley, Staff Writer-
C rouched in their small
fishing boat, the young
men 190ked 4p ner-
vously at Deputy
William Nelson.
"You know why we stopped
you?• asked Nelson.
The men shook their heads.
"Your boat's not registered,•
said Nelson, 39. ·u you have a
motor on your boat, you have to
get it registered.•
After offering a stem warn-
ing, Nelson suggested they take
care of th'e problem immediate-
ly.
The young men nodded vig-
orously.
So Nelson and his partner,
Deputy Brian Kleeman, drove
off, and the ever-vigilant Harbor
Patrol went back to cruising the
bay, looking for trouble.
As deputies in the Harbor
Patrol (a division of the Orange
County Sheriff's Department),
Kleeman and Nelson have seen
it all, from sp~eding in the har-
bor to drunken boating. Along
with 40 other sheriff's deputies,
the two monitor the Newport,
Dana Point and Huntington har-
bors, admonishing lawbreakers
and aiding lost, capsized, burn-
ing or sinking vessels.
But before they could hit the
water, the deputies went
through a basic academy, at
least a year of regular sheriff's
duty, and then plenty of extra
training, including a three-
month course with classes in
firefighting and boat safety.
Many of the deputies have
additional marine rescue educa-
tion, including certification from
the California Department of
Boating and Waterways.
"Our deputies spend at least
480 hours training In marine
rescue, • said Orange County
Sheriff's Lt. Richard Olson, a
Harbor Patrol supervisor. ·No
one can be overtrained or
overqualified when it comes lo
saving lives.~

For example, on rough
weather days, deputies must
cope with a rocky ride.

hours, the deputies now douse
themselves in skin lotion and
wear protective sunglasses,
hoping to ward off skin cancer

sun.

will get a charge out of
Newport Harbor rally.
To all owners of electric boats:
bring your leis and decorate your
boats for the ninth annual Electric
Boat Rally, taking place at the
Ne~rt Harbor Yacht Club from
11 a.m. to 2 p.m. Saturday.
At a skippers' meeting at the
beginning of the rally, crew mem-
bers receive clues relating to the
· history of Newport Harbor and
directing them to different check-
points in the harbor. The first boat
to find all of the checkpoints and
return to the club wins.
Another aspect of the day
focuses on the Hawaiian luau
theme. Crew members are
encouraged to decorate their
boats as creatively as possible,
with leis, pineapples and any-
thi{lg else befitting a Hawaiian
feast.
After the rally, while a steel
drum band provides entertain-
ment, food and beverages will be
served. Prizes will be awarded for
creatively decorated boats.
"We hold this party to kick off

What's black, slimy and 12
inches long?
The answer, the black sea hare,
bas found its way under Bill
Huscrost's Newport Beach dock.
And it brought nine friends, all
looking for places to plant their
hundreds of eggs.
The black sea hare is a mem-
ber of the gastropod family, a rela-
tive of the snail and slug, and can
grow as long as 20 inches.
Normally. it spawns around this
time in Back Bay. But, for some
wiknown reason, a whole bunch
of sea hares chose a different
place to do their business .
When John Scholl, wildlife nat-
uralist with the state Departme
of Fish and Game, heard abo
Huscrosts' guests, h e rushed rig

Huscrost couldn't be bappi
about his find. A nature buff, he

But his wife of 52 years, Ma
lyn, is less than thrilled.
"These things are horrible, j

This is how it went down:
Nine of us beginner kayakers
stood on the beach, looking
down at the kayaks handed to us
by Paddle Power instructor
Damon House. After calling roll .
Jim Cokus -a volunteer for the
state Department of Fish and
Game -waved his hand in the
direction of the bay.
"This is a little island of li!e in
the middle of cement and
asphalt," said Jim. "And we
have a drop-dead beautiful
morning, as if the sky had parted
for us."
Jim, a professor of graphic
design at Cal State Fullerton,
climbed happily into his kayak.
Although he has guided this tour
more times than r have con-
sumed trench fries (a Iott), he
appeared thrilled to do it all over
again.
Damon, who hopes to kayak
in the 1996 Olympics, demon-
strated the proper
way to row. After helping
each of us into the water, Damon
offered tips on our
strokes. He exuded a some-
what more mellow excitement.

"I'll get the hang of this soon.·
With all of these happy peo-
ple, how could I stay grumpy?
Jim led us first lo Dover Bluffs,
then to other marshy areas. He
pointed out snowy egrets, peli-
cans and long-billed curlews.
Sometimes the birds ignored us,
concentrating on scavenging for
food or gr90ming. More often
than not, we disrupted them, and
they Oew further into the m~hes.
Then Jim explained about
mud, jam-packed with organisms
for birds to eat.
Won:ns. Goby. Ghost shrimp.
It's all there, a {east for 1\veety
Bird and Woodstock.
A bird's beak length dictates
the type of food be eats. For
example, dowagers cannot reach
the jackknife clams, but long-
billed curlews can.
Are birds with shorter beaks
insecure about their beak size?
How does it feel to stick your
face in the mud and pull out din-
ner?
I never thought of mud as
anything more than mud, what l
wipe from my
shoes and onto my front door-
mat.
Mud and all its possible con-
sequences intrigued me. Jim
then told us that
80 species of birds live in the
bay area, five of them on the
endangered species list.

That's a lot of bird.
Jim. who spent his childhood
playing in the Back Bay with his
brother, wants to preserve the
area as a haven for wildlife and
ndture-loving humans in the
midst of freeways, shopping
malls, and tract housing.
Even now, the habitat is con-
stantly invaded by trash from all
over O range County.
"When you change your oil in
Tustin, and throw it down the
storm drain, it ends up in Back
Bay,· warned Jim. Then be got
even more serious:
"One of the glaring failures of
humans is our inability to control
the crap that comes into the
bay."
Whoa. Pretty deep thoughts
for a Saturday morning when I'n:t
usually just thinking about
Calvin and Hobbes.
With bis words ringing inside
my head, I paddled towards
shore. That afternoon, I sipped
my coffee, held the newspaper in
my tired arms and thought about
birds, mud and trash.

days was a quick passage.
Going through the ITCZ
(intertropical convergence

and light. So Mike decided to to
hyperspace thru this zone with
our engine. Fortunately, just as
we were about to decide we
couldn't use any more fuel for
this adventure, the South East-

constant 8 to 9 knots for the rest
of our passage.
Some passage highlights
were the phenomenal sun-

Following our Easter egg

the wee hours of the morning for a dey of fish-

But in which <Jirection should you go? What
you wouldn't give for a little expert advice on
the best places to fish in Newport Harbor.
Guess what?
The Daily Pilot has polled a few local
experts for their fishing tips.
First of all, there's Davey's Locker employ-

fish collect, or going to the mouth of the har-
bor.
"The best time is early morning," said
Hewitt. "But its OK (in the harbor) all through
the day.•
Meanwhile Davey's Locker supervisor Matt
Vaquer recommended different spots for dif-
ferent types of fish.
"For the halibut, you want to be in open
water, like boat channels,· said Vaquer. HBut
for the spotfin croaker, you want to be any-
where there's a gently sloping sandy beach,
like the south side of Bay Island.•
To find Vaquer's personal favorite, the bay
bass, be suggested throwing a line under and
around any dock with a substandal amount of
growth on it.
And remember that fish move up to the
higher water in the summer.
•Don't waste your time in deep water, any-
thing deeper than ts feet,• said Vaquer.

The subject al'Ole during •
d.ilcuslion about an employment
reauitment effort that Kemp ii
preparing to launch. Ohlig want-
ed to a..auate the urgency ot
each poGt6Gn and consider poest-
bty holding ot1 on filling those
posts.
"I want you to come to the
board so that we have an under-
standing of what it is you're
doing," Ohlig said. ·r just don't feel like we are a
team. I think we should look a lit-
tle closer and maybe we can cut
down on two people.
"I don't want to fire anybody,
but maybe we don't need to hire
new people for these positions."
Her second request con-
cerned a meeting Kemp and the
district's executive secretary
attended in Sacramento to dis-
cuss two $85,000 sexual harass-
ment claim settlements with
negotiators from the Joint Powers
Insurance Association in Sacra-
mento.
Ohlig said she spoke tp Kemp
about 'two weeks ago, suggesting
he take boar.ti president Tom Nel-
son or another member along
with him to the meeting instead
of a staff member.
"We had a long discussion,
and Mr. Kemp said OK, that he
would talk to director Nelson and
get back to me," Ohlig said.
"And the last meeting, Kemp
didn't say one word about it.
Then I find out the next day that
he and the secretary have gone to
Sacramento to meet with the
JPIA.
"I just felt, there again, we
have the public calling us 'pup-
pets' in the newspapers, and then
this happens." ,
Some residents have recently
referred to the board as Kemp's
puppets and "rubber stamp,"
saying the members don't assert
the_ir authority over the general
manager.
"It is imperative that this
board remain the overseers of
operations in this district," East
Side Homeowners Association
president Heather Somers told
the board. "I feel there is too
much power being delegated to
our general manager.•
Another resident, Mike
Healey, echoed those thoughts.
"The board members are the
representatives of the people,
and they are responsible for the
hiring of the staff,• Healey said. ·u they can't do that, then they
should step down.
"If they can't rely on the staff
(to follow through on policies and
directions), then maybe you
should replace the staff."

The vessel will leave Newport
Beach on Monday. Thursday
morning, Tucker and his nine-
member crew worked to get the
boat ready to bead north. Below
deck, crew members cleaned the
private cabins which can accom-
modate up to eight guests.
ln addition to its four cabins
and three baths, the Endeavour
is equipped with a saloon,
stereo, CD and VCR system.
"She's a very labor-intensive
boat," Tucker said. "If you walk
down the deck, you'll see that
everybody's always working. But
they all enjoy working because
she's a classic."
The Endeavour is 130 feet
long and carries more than 9,000
square feet of sail. Its mast,
topped by a flag bearing the let-
ter E, can be seen from West
Coast Highway be.bind the Win-
dows on the Bay restaurant.
"I never thought I'd see one
of the prindpal J-boats sail into
Newport Beach. That's a histori-
cal happening," Vaughan said.

Slow start costly to Giants
• Robinwood Cardinals
score three in first and go
on to 4-0 District 62
Majors win.
By Dennis Brosterhous
Staff Writer
HUNTINGTON BEACH -
The first inning of Thursday's
Little League District 62 Tourna-
ment of Champions Major Divi-
sion game was indicative of the
frustration the Costa Mesa
Giants endured all evening
against the Robinwood Cardi-
nals.
In the top of the inning,
Steven Carrillo bit a bullet.
which was gloved by Cardinal
right fielder Nick Garcia.
Armando Ortiz then bit a shot
which was backhanded by first
bclseman Jett Pickens.
Justin Lund reached on an
infield single, but Michael Swan
grounded sharply to third.
Despite hitting the ball hard
throughout the inning, the
Giants had nothing to show for
it.
Robinwood answered by scor-
ing three times in its half of the
inning. The Cardinals didn't hit
the ball any harder than the
Giants, but had better direction.
#I believe mentally we
weren't in the game from the
start." said Giants Manager Bill
Mason. •And. we weren't hitting
the ball today (after the first
inning). The three games we lost
this year, we didn't have the bats
going."
The Giants never seriously
threatened to get back .in the
game, managing just two hits as
Cardinals left-handed pitcher
Patrick Peconic settled down.
Michael Swan reached on an
infield single and Alex Scurr was
the only other baserunner for the
Giants. and he was erased trying
to steal to complete the fifth
inning.
~There wasn't a lot we could
do without baserunners," said
Mason, who praised the effort of
the Giants' left-hander Brandon
Clever.
•He did a great job pitching,·
said Mason. ·we just bad no
support. We've been hot and
cold with our hitting this year,
and when we don't hit, we lose.·
Clever walked just two, and
· they both came in the second
inning when he worked out of a
jam. He also fanned 11, includ-
ing six straight when he struck
out the side in both the third and
fourth innings and eight of the
last 10 he faced in the third
through fifth innings.
Robinwood will now face the
· winner of Saturday's 9 a.m.
game featuring the Costa Mesa
American Brewers and West-
minster on Monday at 5 p.m.

claimed the championship of the Newport
East Little League Majors Division last Sat-

Braves.
Yelsey later contributed another RBI and
first baseman Elliott Doostmard ripped two
doubles down the Jett-field line and drove
in another run. Matt Moore, playing center
fie ld and shortstop, had a triple and a single

inning.
Britta Vogele, the league's top pitcher all
year, recorded a complete-game, one-hit

four innings and a no-hitter through five,
with the Braves spoiling it on a sixth-inning
single to right.
.Blake •Bulldog" Rielly, the Mets' 11·

two RBI, including one on a ball hit to the

Vogele had 11 strikeouts and just two
walks, finishing the game by fanning the
final two batters.
Terry Hackett will manage the Newport
East Little League AU-Star team, which will
open competition on July 6.
Even with a Joss in the first round of the

It was the second straight Blue Jays' win over the Mariners in the

"I'm really proud of the boys," said Manager Bob Hanley, whose son

The most spectacular of the wins came in the tournament opener
