Before a stranger by the name
of Dennis Ferrier intruded their
lives, Roger and Katy Roelle were
not afraid to sleep at night, nor
did then house harbor a gun.
Perrier, 39, a convicted rapist
deemed a mentally disordered
sex attender by the coWts, is on
trial for a burglary he allegedly
committed last year when he
crept into the Roelle's Costa Mesa
apartment while they slept. Perri-
er's trial began June 12, and
resumes today in Central Court in
Santa Ana.
The trial should be finished
before the week's end, and there
is a possibility Fenier may testify,
according to bis attorney Orange
County Deputy Public Defender
Lewis~p.
Ferrier, in custody at Orange
County jail with bail set at
$250,000, is eligible to be sen-
tenced under the three strikes
law. U he is convicted of burglary,
he could serve 25 years to life in
prison.
What Perrier's intent was once
he was inside the RoeUe's apart-
ment is the issue in this case,
according to Clapp, who claims
his client has a sexual addiction
problem that sets him apart from
a rapist.
The Roelles believe Ferrier's
intent was to rape Katy because
he didn't touch anything down-
stairs or ransack their apa,rtment
as a burglar might.
"His urge was so strong he did-
n't think of who lived there -he
was hoping (Katy) was by her-
self," said Roger Roelle, thinking
back to the night he chased and
caught Ferrier. "I thought, 'Did I
do the right thing letting this guy
live?' Part of me second guesses
because this is what this guy does

A self-described ·sports
freak,• Hamilton, .CS, became
serious about collecting in the
late 1970s. A collection of a
few football jerseys here and a
couple of signed baseballs
there soon became boxes
upon boxes of sports memora-
bilia gathering dust in a spare
room in bis home.
So, 18 months ago, the
Newport Beach resident
decided it was time to share.

Ferrier altered the couple's
lives May 8, 1994, the moment
Katy awakened and saw him
lurking behind the bedroom door
-staring at her, Roger and their
two-year-old son Griffe n, all
asleep in the couple's bed.
Petrified at the light colored
figure with his hands encased in
white gardening gloves, Katy
Roelle nudged her husband and
whispered there was somebody in
their bedroom.
With a blood-curdlin~ scream
Roger Roelle, a football coach at
Corona de l Mar High School,
jumped out of bed and apparent-
ly frightened the intruder who fell
down the stairwell. He thased
Ferrier down the darkened
streets, finally tackling him and
pinning him to the ground by his
Adam's apple until Costa Mesa
police arrived.
The couple testified for the
prosecution last week and are
hoping the jwy's verdict will put

Newport budget
will be ·talk of
the town tonight

cases on key council votes.

NEWPORT BEACH -The
city's 1995-96 budget comes
down to a final hearing tonight, a
hearing that city officials pred.lct
could be concluded within an
hour.
Supporters of the arts and the
Newport Beach Public Library
may speak on behalf of various
•straw vote items" that council
members have set aside for indi-
vidua1 votes.
Representatives of the New -
port Beach Employees League
may ask for citywide support of
the union as the o ty continues to
negotiate new contracts for its
bargaining units.
Councilwoman Norma Glover
has asked for re ports on the num-
ber of city-owned cars and the
a.mount the city spends on travel
and conferences. Improvements
to the Peninsula 's Main Street
sidewalks and the City Hall park-
, ing lot will also come under
review.
And that pretty much finishes
off the City Council's checklist.
"ln years past, the list was
much lon ger, back whe n we had
money," said City. Manager
Kevin Murphy. "People could
add their pet projects and the
council would sort out the pro-
Jects .•
No longer. For the past several
months, Murphy and finance
staff have cut, trimmed, reformat-
ted, postponed and consolidated.
Departments have merged, capi-
tal improvement projects have
been delayed, senior staff mem-

city arts funding

NEWPORT BEACH -
Members of the city Arts
Commission calculate that
the $40,000 d.llotted annual-
ly to arts grants represents
6/100 of 1 % of the city'
general fund budget.
But the a.mount is more
than 50% of the coomus-
sion 's $70,000 total budget
And it is now in jeopardy.
At the request of Mayor
John Hedges, the aru"fund-
ing will go on the •check-
list· of budget items that
the council will se parate
from the total budget for a
separate vote.
Hedges tried unsucces:,-
fully to eliminate the arts
grant funding last year dur-
ing adoption of the 1994-95
fiscal year budget.
With the city facing a
tight budget, Newport
Beach can not afford to sup -
port p rograms which.
Hedges feels, can exist
through pnvate fundmg
•Those programs need not
(and should not) be
propped up by govern-
ment," the mayor wrote m a
letter to Pacific Chorale

N ow that budgets have
become politically cor-
rect, my husband and I
are hoping to devise a tough
dllowance that will cope with
government cuts in 2002. It will
be a challe nge. however, since
our current budget fla unts all the
laws of money management.
F1Ist, we use stre tchable dol-
ldrs (legal but tricky) that cover
1Js the last week of the month
when we're short of cash. We've
discovered dollars are' more
elastic than you think, and don't
bounce like checks. Stre tching
money is also g ood exercise for
flabby muscles.

The largest ch unk of the
Mcintyre budget, however, goes
for discretionary expenditures,

before you deal with fixed
expenses. We have discretionary
pets, discretionary dinners, dis-
cretionary shopping and dtScre-
bonary trips.

this . lawsuit
•Man sues Wayne Bisbee over
contest for the heaviest fish in
which he was mistakenly awarded
first place prize.
NEWPORT BEACH -Call it sour g rapes
or a raw deal, but a Hawail man is suing
Wayne Bisbee -of Bisbee's Sportfishing
fame in Newport Beach -over what Bisbee
calls an honest rrustake.
It all started th.Js past October, on the
opening day of the Bisbee's Black and Blue
Marlin Jackpot Tournament in Cabos San
Lucas, Mexico.
Contestant J udn Waroquiers was told he
and his crew won a $40,000 daily jackpot for
catching a 344-pound fish. He was presented
a facsimile check that evening at an awards
ceremony.
There was 1ust one problem. According to
Bisbee. Waroqmers did~t catch the biggest
hsh that day.
Bisbee said he accidentally overlooked
the true winner -whose fish outweighed
Waroquiers' by nine poun ds -on the roster
of contestants.
"It's a b ummer.• says Bisbee, who orga-
nizes the annudl tournament. "They were
told they won, and then a few hours la ter we
had to yank the check away from them
"We apologized as politely as we couJd
a nd tried to make it up to them by offering
to let them play for free in this year's tourna-
ment.•

Wayne Bisbee says lt was an honest mis-
take that has led to a snag in his fishing
contest, one that has left him ln a legal
entanglement.
And last week. he filed suit in Orange
County Superior Court, alleging among oth-
er things fraud, breach of contract, breach of
fiduciary duty and unfair business practice.
Waroquiers' Newport Beach attorney
Jonathan Cavett could nol be reached for
comment on Friday.
However, in the complaint he claims that
Waroquiers wasn't told about the error until
he presented the check to Bisbee for
redemption.
The complaint states that Waroquiers
Hperformed all conditions. covenants and
prorruses required of him to be a participant"
in the tournamen t and that Bisbee "refused
to make payment as promised.•

Mesa C hamber of Commerce will
present its third "environmental
award~ to Quiksilver. Inc .. on Tues-
day.
Quiksilver will be honored for its
sponsorship of "Teach and Test,· an
educational program started by the
non-profi t Surfrider Foundation.
The Costa Mesa-based gdrrnenl

Students call learn how geometry affects 'real life'
COSTA MESA -Ever wonder how much lemondde a glass holds? Or
how large an area a football field covers?
At Orange Coast College this summer. kids in fourth through seventh
grad~s ~ho know how to multiply and divide cdn learn these skills in a
sp~1al six-week geometry class offered by the OCC Community Services
Office.
. Basic formulas and p rinciples including ared, volume, angles and planes
will be taught. Student projects and examples of how geometry affects "real life" will also be included.
Students should bring a 12-in ch ruler, right angle, compass, protractor and calculator to class.

School officials gear up for budget presentation
NEWPORT-MESA -School offi-
cials dre gearing up to present the
Newport-Mesa Unified School Dis-
trict's 1995-96 tentative budge t at a
public hearing Tuesday night.
School board members a re expected
to adopt the budget following the
hearing -three days before the end of
the fiscal year.
The fiscal services department is
still putting the finishing touches on
the budget, which wasn't released
with the district's agenda pack et Fri-
day.
Other items on the school board's
agenda include:
• A fiiscussion on the a djustment of
lruste,.e ~eas. According to the 1990
census, Trustee Area t contains 9% of
the_ district's voting age population
while Area 2 contains 21 %.
The district's legal counsel, howev-
er, says the district is not required to
rearrange the boundaries.
• A vote on whether the district
shouJd eliminate transportation ser-
vices for. stude nts in grades 9-12. Cur·
renUy, high school students living two
miles or more from the school tbey
atte nd can pay $150 per year for bus transportation.
• Prioritization of a list of budget
items for possible future reinstatement.
The district shaved about $3.1 million
from its budget earlier this year during
the aftermath of the county bankrupt-
. • The appomttnent of four commu·
ruty members lo the district's invest·
!Dent advisory committee. Thimien res· ,
adents have expressed an interest to the district.

aircraft noise monitoring system
planned for John Wayne ~rt.
This brought an anguished
howl from Jay ComeUua of Slut-
ta Ana Heights. He demands to
know why a $1.2 million contract
ls being awarded. To a firm in
far-off Massachusetts, yet.
"Why don't they just hire me
as a consultant, and it won't cost
them a dime," he rails. "I'm pre-
pared to testify that airplanes,
when landing and talcjng ofJ,
make a lot of noise."

Marilyn Jacobson of Costa Mesa
has chosen to use this space as
he r dumping-ground. She's really
upset that UCI's embattled Med-
ical Center is out of touch with
reality. As evidence, she refers to
a story about the center's direc-
tor, Mary Piccione, who reported-
ly tried to squelch the Strange
Case of the Misappropriated
Embryos, and retaliated against
whistle-blowers at the fertility
clinic.
Jacobson is outraged because
the center's director is drawing
an annual salary of $176,000.
"Unless I'm mistaken,• she grits.

May, has attracted a heavy police
presence and attention from city
officials who proposed drastic
changes to the residential area to
abolish the crime.
Included in the recent crimes
in the Shalimar area were nwner-
ous assaults, shootings and
assaults with deadly weapons.

aggressively pursuing both the
buye rs and sellers of illegal
drugs, police hope to abate the
criminal activity associated with
these crimes.
Conducting this undercover
narcotics operation was one of
the tactics to help curb crime in

famous comerback in football; he's
honored Sunday at the arrival party
as Newport Bea~'s favorite son.

NEWPORT BEACH -Attention? For a
comerback? Who does th.iS guy think be is,
Deion Sanders?
Michael Reed, Mr. Irrelevant XX, has never
fixed the spotlight on himself, but Sunday it was
turned on him.
Reed, a gracious and humble recipient of Paul
Salata's week-long Irrelevant Week festivities,
upon being chosen 249th, and dead last, in the
NFL draft by the expansion Carolina Panthers,
arrived by yacht at the Balboa Bay Club's main
ballroom before an estimated 150 supporters to
kick off the week's ceremonies.
•I've never gotten so much attention," Reed
said. "It's always been somebody else.·
Reed, a preseason All-American last season
for Boston College, even missed playing most
of the game in 1993, when BC upset Notre Dame,
ranked No. 1 in the nation at the time, among the
greatest achievements in Eagle football history.
Reed was on the sideline, having broken his
jaw on the seventh play of the game. •They had
to cut the ear piece out to get my helmet off,• he
said.
Reed, showe red with gifts by well-wishers,
while taking his seat on center stage in an old
living room chair, received about 50 T-shirts.
•All I needed was some underwear, and now
I've got enough clothes for an entire year,• Reed
said. •That's the college dress deal, jeans and
T-shirts. You only dress up on occasion.•
Before his amval, Reed & Co. ran into a little
trouble in the Newpoi;t Harbor waters. The vessel
was pulled over by the Harbor Patrol for

pitcher Gary Glenn. Marin blast-
ed a solo home run in the second
inning, the first of two runs for the
Dod9ers that inning.
Matt Cachola scored from
third on a bases-loaded walk to
Derek Garcia in the first inning.
Jason Johnston walked and
eventually scored for the Dodgers
in the second.
The Indians, who outhit the

gency care units were on site. But the
Costa Mesa American Little League
Major Brewers perhaps would've been
better served if there bad been.
Sirens were needed in the sixth
inning, as the visiting Westminster
Pirates scored seven nms in the top half
of the inning to tum a the game into a
blowout, winning 14-6 on Satwday in
the single-elimination District 62 Tour-
nament of Champions at Robinwood Ut-
tle League.
Costa Mesa's Brewers, who never led,
lost two first basemen, including stand-
out Ricky Flores, who was later taken to
a hospital for precautionary mealUJ"es
after getting hit in the arm with a pitch
in the fifth inning.
Flores' replacement, Billy Lund, wu
na.Ued in the thigh by a thrown ball from
an infield teammate during the West-
minster's sixth while trying to make a
scoop. He also came out of tbe game.

The Brewers, who will be represent-
ed in the upcoming District 62 all-star
playoffs by Nichols Cabico, Fajardo and
Michael Armstrong, will return five of
their players next year, including Cabtro
and Marco Santangelo, two of their best
players. Cabico (four innings), Arm-

Owners of automobiles with
automatic transmissions are
sometimes afflicted with tra ns-
missions that do not upshift at
th~ proper speed or no longer go
into passing gear with the throt-

a simple ten-minute adjustment
The throttle valve cable or lin-
kage connects the gas pedal to
a pressure valve on the trans-
mission that influences shift
speed and engagement of pass-
ing gear. If the cable is bent or
improperly adjusted. shifts can
occur at wrong speeds and the
transmission may be unable to
get into passing gear. Some cars
use a detent cable or linkage
that affects passing gear but
does not influence shift speeds
Either may simply need
adjustment.
HINT: Many late-model cars
use electronically controlled
transmissions that are not
susceptible to the fix noted
above.
