in coming weeks will consider an
ordinance aimed at keeping Cos-
ta Mesa parks free of homeless
eni:ampments.
The proposed '"Ordinance mir-
rors a Santa Ana law which has
survived recent challenges in the.
Supreme Court.

first by the Parks Corrunission on
July 26 and the n · by the. Qty
Council -it would prohibit any-
one from camping or storing per-
sonal property ip a city pa rk on
the basis that it "interferes with
the.rights of others· who want to
use the park for recreation.

dent who is a travel agent at Koll
Center navel in Irvine. She has
been creating_ travel packages for
28 years.
This independent contractor
left her Iowa home at the age of
18 to go to Europ.e and has "been
traveling ever s,ince," Jardine
said.
AN OVERSEAS ROMANCE
Jardine lived in Europe for five
years and worked as an American
Airlines flight attendant. Working
for the airline enabled Jardine to
travel to many parts of the world.
While working, she met her hus-
band of 30 years.-George, who at
the ti.me was a flight navigator for
the same airline.
The two travelers met at the
Hotel de France in San Fran~co
durtng an airplane-crew dinner in
1954. According to Betty. that
night at the dinner table, George,
a native of Siberia, jokingly pro-
posed to her; in a few months they
married.

When Betty returned from
Europe, there weren't many trav-
el agencies. However, she
applied to several and received Betty Jardine ts an independent travel agent who has been in the business for 28 years.

Jardine is p~d only by commi-
sion from each.travel paQ<:age she
sells. Her clients are those who
have enjoyed Jardine's arranged
adventures for years; new clients
are primarily referrals.
"There is no amount of adver-
tising one can do that equals the
referrals of happy clients, H Jar-
dine said.
"Betty ~ such a good travel
agent that all her customers want
to become travel agents," said Pat
Harrison. a former client and
friend for 26 years who now ~
also a travel agent and shares an
office with Jardine.
According to Betty. being a
travel agent ~ one of the 10 most
stressful careers today -with the
least amount of pay. Everl the top
travel agents redeve only $30,000
a year for their services. So many
travel agents have two jobs, she
said.
Betty, too, at one time took a
class at UCI to explore other jobs
that might fit her skills. .
"But I can't leave this.• she
said. "I have a passion for travel
and I need to have excitement in
my life."
EXPEDmONS
Travel, understandably, also
has become a favorite recreation-
al pastti:me for Jardine, whose
husban~ passed a~ay 11 years
ago.
One of her own recent expedi-
lions was a cruise to Alaska.
where she hiked across Alaskan
glaciers and visited an island ber -
mit who shared the island with
large black bears.
And when she is not working·
or traveling, Jardine enjoys exer-
cise. HI walk with weights five to
seven times a week.• Jardine
said.
The 18-year Cosia Mesa resi-
dent also enjoys spending time
with her two daughters and two
gTilDdchildren whenever she can.
One daughter, Celeste. works as
director of the Oasis Senior Cen-
ter in Corona del Mar, and has
two children. Another daughter,
Julie, lives in New York and man-
ages a retail business.
OUT TO AFRICA
"Before I stop my traveling, I
have to get to Africa; north, east
or south, I don't care, but I have to
get to Africa -and I definitely
want to go down the Nile, H Jar-
dine said.
But 'tor now. Jardine is all
packed and ready to offer "Tips
for Foreign TravelH at the Orange
County Fair in Costa Mesa.
According to Jardine, her No. 1
tip for traveling is: "Remember to
dress in layers; you never know
what the weather will be.•

Metro Pointe developer wants traffic fees reduced

asks council to trim its $6
million trip-fee bill

COSTA MESA -Council
members will consider a request
Wednesday to reduce the
amount of trip fees that Amel
Development must pay for its
Metro Pointe shopping and
entertainment center project at
South Coast Drive and Bear
Street.
Under the current develop-
ment agreement the company
must pay close to $6 11\iU.ion in
trip fees, which will be ~ to
help cov~r the cost of anticipat-
ed roadway improvements.
But Amel officials last month
asked the council to consider
slicing aboutirbout $700,000 off
that amo\Ult to reflect a lower
$200-per-trip fee that was
approved in May.
When Amel officials submit-
ted its final develo~ment agree-
ment this past fall, the fee was
set at $228.
The matter was first brought
before the council last month. At
the ti.nu:!, two of the three coun-
cil members voting on the issue

roadway improvements. In the-
ory, those improvements will be
necessary to accommodate
increased traffic caused by the
new development.
Some of the improvements
slated for that money include
construction at the Fairview
Road/Baker Street intersection,
north-and southbound offramps
off the Sao Diego Freeway al
Fairview and a new northbound
offramp off the San Diego Free-
way at South Coast Drive.
The City Council will also
consider:
•An appeal to a council deci-
sion denying a conditional use
permit for the Nancy Clark
Recovery Center, which oper-
ates out of an apartment com-
plex at 1110 Victoria St. The
pemit ts e. requirement for state
licensing. which allows a facility
the authority to enforce certain
house rules like curfews and
drug testing. But the council in
May denied Clark's application,
citing concerns about location
and staffing.

company's owners informing
them that they were required to
obtain a conditional use pennit
for their operation. During their
last meeting, the council asked
to be kept abreast of the situation.

Learn how to bring wildlife to the classroom
Educators wanting to take a walk on the wild side should look no
further than the Upper Newport Bay Ecological Reserve.
The state Department of F~h and Game will unveil its plan to
introduce wildlife into the classroom -called "Project Wlld" -at a
special one-day workshop Sept. 14.
The ~orkshop serves to_ teach educators and youth group leaders
techniques that integrate bears, deer, owls, geese and additional
wlldlif e into science, math, social studies, language and a variety of
other subjects, said John Scholl, the department's chief interpreter
at Upper Newport Bay.
The one-day workshop will be followed by a two day-long facili-
tator training sessions for teachers who would like to .train other
educators.
Sacramento-based Project Wild leaders will conduct all three ses-
sions at the reserve's Shellmaker Island meeting facility. The cost
Jor the workshop, for one or all three days, is $10 and includes two
training manuals.
~chool teachers and. youth group leaders can register by tele-
phone at 640-6746. Enrollment is limited to 40 participants.

police were busy over "the week-
end with a series Of crimes that
.flared in various parts of the city
and ended in several arrests.

Monday morning by a man wflo
pretended to be lost.
A 6 foot tall male entered. the
inn at 8:25 a.m. and reportedly
· asked the front desk clerk if he
could use the bathroom. After he
used the restroom, the robber
asked the front desk clerk for
directions the n allegedly held a
gun to the clei;:k and demailded
money, according to Costa Mesa
police. • I
The clerk. otieyed the robbers
orders and handed over $70. The
man snatched up the money, ned
the inn and sped away in a silver
and black Nissa.it pick-up truck,
according to police reports. The
clerk was not injured.
Shoo!ing suspect arrested
The fourth suspect in a drive-
by shooting which exploded on
Shalimar Drive last month and
left two people injured was
arrested by Riverside police at
2:30 a .m. Sunday, according to
Costa Mesa police.
The juvenile suspect was
qrrested after a short pursuit by
police in Riverside. for allegedly
driving under the influence and
joy riding, according to Costa
Mesa Police Capt. Tom Lazar.
When Riverside police ran a
computer check on the suspect
they discovered he was wanted in
Costa Mesa for a tte mpted murder
and conspiracy, Lazar said.
Riverside police officers noti-
fied Costa Mesa police gaog unit
officers who immediately drove to
Riverside to pick up the sµspect
and take him to Orange County

The gang-related drive-by
shooting on Shalimar Drive May
16 -which le,ft two teens serious.-
ly wounded -is one of three vio-
le nt gang incidents which "shook
the neighborhood last month.·
Last week Costa Mesa police
arrested three of the fiv e.suspects
in the shooting. This latest arrest
leaves only one of five suspected
in the shooting nQt in custody.

Robbery victim injured
A Costa Mesa man was work·
ing in his office Sunday evening
when three men armed with
handguns allegedly' forced their
way into his office and attempted
to rob h¥.n· ·
At 7:19 p.m. Sunday three
males,in their early 20s reported-
ly intruded into the office of Peter
Rodgers. 45, who runs a property
management business in the 980
block of West 18th Street in Costa
Mesa, according to ·costa Mesa
police reports.
One of the me n reportedly pis·
tol whipped lhe victim who then
fell to the noor. Another man
allegedly took out a knife and
pointed it in the victim's side,
while another held a gun to the
victim's head and demanded
money, accqrding to police.
The victim had just collected
rent money from his properties,

by reporting ·a false robbery to

Stanley, 22, called 911at1:07 a.m.
Sunday to report that the Pizza
Hut had been robbed of $1 ,823 in
cash receipts'by an unknown sus-
pect. ,
But Cost!l ~Mesa police
patrolling the area near lhe
restaurant located at 187 East
17th Street said they hadn't seen
or heard of anything sl.lspicious or
unusual, according to ~osta Mesa
police reports. Police went to the
restaura.n! and began questioning
.Stanley whose story had several
holes.
Eventually, Stanley confessed
he and his roommate, Patrick
Thomas Cook , 28, had conspired
to steal the money, police report·
ed . Police took Stanley to his
apartment where they reportedly
found Cook and the cash.
The two were booked into
Costa Mesa City Jail on charges
of embezzlement, grand the ft and
conspiracy, according to police
reports.

kept losing money as we tried
to figure out the odds with the

The board voted 4-3 last week
to drop talk of redrawing the
bound8rie5" so-de Boom is ~rga
nizing a petition drive to force the
matter one step further.
"There are some volunteers
that are waiting to get the 250 sig-
natures we need,· said de Boom.
"We're just waiting on word from
the county as to what language
we need in the petition to make it
legal."
According to the state's Educa-
tion Code, de Boom needs 250
signatures from district registered
voters to compel the county com-
mittee on school district organiza-
tion to hold a public hearing on
the matter. The committe~ could
then agree to redraw the trustee
boundaries for the district ..
:rhe three Newport-Mesa
board members up for re-election
next year -de Boom, trustee Ed
Decker and trustee Martha Fluor
-favor re-drawing the boundaries
before the 1996 election. They say
their boundaries need to be
adjusted because of the large dis-_
parity in population within the

"I think there probably are ways
to have this thing looked at. I
think we actually owe 1t to our
community to at least go that far."
De Boom said he hopes the
county decides to redraw the
bounda{ies before next November.
"We want to get it done before
the election," he said. According
to the state Education Code, the
boundaries must be redrawn at
least 120 days before the next
election.

for the PONY District IV tourna-
ment, which begins on Thulsctay
at Kaiser Fields in Newport.
It's something that the league,
which also hosts the Bronco dis-
trict tournament, has been look-
ing forward to for some time.

trict tournament,"· said Ray Tor-
rey, who along with being the
Mustang manager, is also the
NHBA president.
•This is a tribute to the com-
mitment that the city of Costa
Mesa and the Newport Mesa· .

developing the Kaiser athletic
fields.
•This tournament will bring
together many other area teams
to our community and give our
neighbors a chance to see great
youth baseb4ll in their back-

Fountain Valley, hoping to
advance to Saturday's 'second
round. Even if Newport loses, it
would still play on Saturday in the

stars have been involved in
