BALBOA -Some Peninsula
activists believe that one way to
revitalize the ailing district is to
make booze-selling busmesses do
a Cinderella act every night of the
week.
Fritz Duda, a developer and
chairman of the Balboa Peninsula
Planning Advisory Committee,
has asked the council to consider
prohibiting the sale of alcohol
after midnight on the Peninsula.
But it's an idea that several Penin-
sula merchants say has not been
considered previously and should

McAleer dreams about.
"Sometimes I <Ueam like it's all fake and
I'm really fine and I'm going to bop out of
bed," McAleer said. "I dreamed I called ~y
. dad and said, 'Dad I'm walking' ... Then I
wake up and I can't move.•
Waking from 1hese dreams is the tough-
est part of the day for McAleer, who was left
partially .JbYa}yzed after a freak surfing
accident m Newport Beach June 11 brwsed
his spinal cord and broke his vertebrae.
"Sometimes when I wake up I wonder if
I'm ever going to get better, or ask 'Why
me?'• he said. "I want to walk again, to surf
again and do all the things I did before."

NEWPORT-MESA -In May,
school board members were
alerted to potential legal prob-
lems before they voted 5-2 to
change the attendance bound-
aries between AddDlS and Wilson
elementary schools.
The trustees received two sep-
arate legal opinions stating clear-
ly that the move could · violate
anll-segregabon laws. But
instead of delaying the matter for
further study, the board surged
forward to approve the plan
agamst a wave of averse adVlce of
many community members and
school officials.
Now that the U.S Department
of Education is investigatrng the
matter, dll board members can do
is wait to see if their decision is

COSTA MESA -Costa Mesa officials
plan to m~et with Shalimar Drive resi-
dents in two weeks to discuss whether
the city will use.,Portions of a community
"platform" to affect change in the tiny
West Side neighbotbood.

drugs that have plagued the area for

Among other things, the platform calls
for more police patrol, with at least one
bilingual officer assigned to the area, and
development of a strategic plan that
responds to the community's needs.
Residents also want city officials to lift
a parking ban on Shalimar and consider
removing street barricades after 30 days.
And, they want the area's property own-
ers to begin screening tenants and deny-
ing occupancy to known gang m embers
and drug dealers.
Enckson still stands by the city's plan.
saying the prcblems have gone on long
enough and it's b.me to take drastic mea-
sures.
"It's a question of public safety versus
inconvenience,• Erickson said after the
meeting. "I don't like the idea of resi-
dents having to walk for blocks in the
dclfk to get to their apartments. But the
property owners still haven't repaired
those alleys. U they would do that, then
the reside nts could park behind their
buildings.
·And I think the street barricades will
lessen the traffic through the neighbor-

Members of the St. Joachim's Parish
Organizing Committee and the Orange
County Community Congregation Orga-
nization pitched the platform to Mayor
Joe Erickson and police Capt. Dave
Brooks on Monday night.
The organizations have spent the last
few weeks formulating the plan with the
residents, who believe the city's program
Their demands came in response to a
tough enforcement plan the City Council
adopted last month. Officials belieye the
barricades will prevent cruising through
the neighborhoods and discourage drug
dealing, while the parking ban will allow
police a clear view of activity.
But residents are skeptical those mea-
sures will do anything to help the prob-
lem.

SHE IS
A dedicated and concerned
member of her community who
juggles a career, a· family and a
unique hobby that keeps her Cos-
ta Mesa neighborhood connect-
ed. Fewel founded a newsletter
that she created specifically for
her local cotnmunity.
"I felt that this was a really
unique neighborhood,• Fewel
said. "When we moved here, the
neighborhood was on a balance
of going one way or another. It
couJd continue on a downhill slide
or it could be revttalized. •
"It's been really successful,·
Fewel said. "I think (the newslet·
ter) has had an effect on people
feeling more pride for their neigh·
borhood and wanting to make it
better."
The newsletter, titled Freedom
Homes -Canyon Park News, is
hand-delivered by a volunteer
every other month. It is distrib-
uted to 200 local businesses, 100
people at City Hall and 840 resi-
dences.
Fewel, who makes no mone-
tary gain from her hobby, over-
sees the entire publication wit)l a
little help from an advertising
representative, a feature editor
and a delivery volunteer. She is
currently seeking an editor to
share some of her responsibilities.

Fewel started the newsletter a
couple years alter she and her
husband moved to their Costa
Mesa residence in June of 1990.
She currently resides with her
husba nd Chris and their two sons,
Ian and Matthew. ·

NEIGHBO~LY TIES
. Fewel is confident that the
newsletter has had a long-lasting,
significant impact on her neigh-
borhood.
"I've developed some (neigh-
borhood) traditions such as the
Halloween parade, the yard sale
and the Christmas decorating
contest," said Fewel. "(The
biggest event) IS the Home and
Garden Tour. We sold over 600
tickets for it and made $2,500. We
went on a tour and looked at
remodeled homes and unique
gardens . .Even people from out-
side (the neighborhood) came to
see it."
Through her newsletter, Fewel
also. organized a paint. plant,
clean-up day, where the commu-
nity selected three houses \o
spruce up.
Janine Jurgensen of Irvine and
John Joseph McCauley of Costa
Mesa exchanged wedding vows
in South Coast Community
Church, Irvine, on May 28. Their
reception followed in the New-
port Harbor Yacht Oub, attended
by 250 guests.
The bride is the daughter of
Mr. and Mrs. Ronald Spiers•Jur-
gensen of Irvine. She wore a
gown of peau de soie with a tulle
oversldrt and a large lace bow at
the waist. The strapless bodice
was embroidered with iridescent
sequins and. beads. Her floor
length veil Ms held by a lace
bow.

Popular shake stand
robbed in Newport
On most summer evenings the
Crystal Cove Shake Shack -
known by longtime locals as the
Sunshlile Cove date-shake stand
-attracts customers craving one
of their famous shakes.
But Monddy evening was an
exception.
Around 6 p .m. a man who
allegedly simulated that he had a
gun beneath bis tan jacket
walked up to the shake stand
clerk and demanded an order:
cash. .
The clerk banded over $580 in
cash, which the robber grabbed,
then fled the shake stand in a
blue 1991 Ford Escort. according
to Orange County Sheriff's
deputies.
The clerk working at the
shake stand located at Pacific
Coast Highway between Corona
del Mar and Laguna Beacti -was
not harmed, deputies said.
Police have not found the sus-
pect, who is described by the vic-
tim as being 6-foot-2. and weigh-
ing 210 pounds with brown hair.
He was wearing a tan jacket and
tan shorts, deputies said.
The victim relayed to police
the suspect's license plate num-
ber, 2XFP095.
Crime rate drops at
Orange Coast College
Orange Coast College's crime
rate fell nearly 20% duri.og the
1994-95 school year, according to
figures released by school offi-
cials Monday.
The campus reported 166
crimes during the past school
year, compared to 207 during the
1993-94 school year and 161 dur-
ing the 1992-93 school year.
But the sudden decrease may
not be as significant it appears.
The 1994-95 statistics are more in
line with the 1992-93 statistics,
implying that figures have now
stabilized after last year's jump in
crime.
The greatest difference was in
the number of personal property
burglaries reported. School offi-
cials logged 33 burglaries in 1993
as opposed to 66 in 1994 and 27
in 1995.
"We saw a dramatic decrease
in the number of items that were
stolen from cars in our parking
lots," John Farmer, director of the
Campus Public Safety Depart-
ment, said in a press release.

Fewel is also grateful that the
newsletter enabled her to become
acquainted with her neighbors
•At first, I really didn't know
that many people," Fewel said .
"Having the newsletter really
connected me to my neighbors -it
turns out there's some really great
ones."
Although Fewel enjoys her
hobby and the positive effect she
is having on her neighborhood,
she sometimes feels a little too
busy. Completing the newsletter
while keeping up with her
responsibilities of work and fami-
ly life is often difficult.
~There have been about three
times when I've said 'that's it, I'm
not doing it anymore,'" said
Fewel. "But then I see how much
good it does. It's hard to walk
away from knowing you can be
an advocate for the neighbor-
nood."

Most other statistics have
remained constant, according to
the report.
While slightly fewer v4!bicle
thefts and vandalism were
reported than in 1994, the school
saw an increase in petty thefts of
school property. arson and
assault. Assaults were mostly fist
fights between males, according
to school officials.
OCC does offer a 24-hour
escort student, which 1,513 stu-
dents took advantage of last year.
The service, which can be
reserved in advance for an entire
school year, escorts students to
and from their cars.

More than a dozen solicitation
arrests have been made by police
in the past three weeks on the
busy boulevard, which is popu-
lated with inexpenSive motels.

Johnson said the area of Harbor
Boulevard near the San Diego
(405) Freeway is considered to be
relatively sale by prostitutes
because there is not a lot of crim-
inal activity there.
He said there are several pros-
titutes who go from state to state
soliciting. They change their
name and identifications so that
warrants never catch up to them,
Johnson said.
"Prostitution is one of the
recurring type of problems,·
Johnson said. "It's an area where
we are working heavily and
doing our best to clear out."
Chuck Robertson, who lives m
the Mesa Verde area which
neighbors Harbor Boulevard,
said he's not sure if the proslltu-
tlon problem IS any worse than
has been in the last few years,
when the cnme 'garnered several
complaints from residents.
"It's just a by-product of the
times,• Robertson said. "When
econorruc times are tough, prosb-
tution provides mcome."
He also said the depressed
stale of the economy affects the
inexpensive motels in that area,
which are less discriminating
becduse they are "not being filled
with tourists. •
"I don't thJnk (Harbor Boule-
vard) is overrun with prostitutes,
the fact that police are malo.ng

them.• he said.

Senior Center
celebration today
The-Costa Mesa Senior Center
will host an anniversary reception
from 5:30 to 7 :30 p.m. today to
celebrate its third year at its new
facility at 695 W. 19th St.
The festivities will include
entertainment by the Allard
Artist's Almost Famous Kids and
pianist Kay Dittmer. Hors d'oeu-
vres will be provided by Newport
Beach Plaza.
This year's board of directors
will be introduced during the
reception as well.
Last year, the center raised
$450,000 in donations to fund the
center's operations, which
include 44 activities and recre-
ational classes, 23 social service
programs and a number of spe-
cial events.
And its nutrition program,
which is sponsored by the Feed-
back Foundation, served 23,551
meals at the center and delivered
74,824 meals to )Ocal residents'
homes.

funds are in place, the refurbish-
ments are near completion and
the Newport Harbor Nautical
Museum is poised to reopen
aboard the Reuben E. Lee barge
on A,ug. 10.
The museum will open in
stag.es, beginning Aug. 10 with a
front room display on the barge's
first deck and the opening of a

of the musewn's capital develop-
ment committee.
Improvements will include
installing an elevator, which will
access each of the museum's
three decks. The elevator will
cost $30,000.
Once the ent:J.re facility is com -
pleted. the museum will have five
times more space than at its cur-
rent location on the Balboa
Peninsula. The new space will
accommodate an expanding col-
lection of historical photographs,
model ships m bottles and mar-
itime paintings. Museum admin-
istrators hope to open an accom-
panying cafe later this year.
The museum will also host a
grand christening gala on Sept.
22, an event administrators hope
will attract 500 guests. That event
will include a dinner and cocktail
reception, live entertainment, a
silent auction and a fireworkS dis-
play.
Confined by cramped quarters
since opening the museum in
1986, administrators have spent
the past year and a half finding
and securing the nautical muse-
um's new home. Throogb an
aggressive fund-raising cam-
paign and a complex deal involv-
ing The Irvine Co. and Family
Restaurants, Inc., the nautical
museum bought out the existing
lease and obtained the historic
Reuben E. Lee barge.
The museum has since won
approvals from the city of New-
port Beach, county officials and
the state Coastal commission.
Charley Brown's restaurant,
which formerly occupied the
barge. closed June 1.

Hotels move foiward
on promotion project

COSTA MESA -The members
of a new Business Improvement
District this week will choose one
of four Orange Coun~ advertis·
ing and public relations firms to
help put Costa Mesa on the map
as a tourist destination.
·we're looking for a firm that
has experience in the hospitality
and touring industry,• said the
diSffict's co-chair Wayne Bod·
-dington, general manager of the
Westin South Coast Plaza.
Two of the firms are local ....
Tower Advertising in Costa Mesa
and Basso, Valentine, Radford in
'Newpprt Beach.
BID members also are consid·
ering DGWB in Irvine and Lefeb-
vre Advertismg ip Anaheim.
The firm selected will assist the
group, made up primarily of the
city's big hotels, in developing
media and image campaigns, as
well as producing a video on Cos-
ta Mesa to send to travel agencies
dnd present at trade shows.
The firm will also help orga-
nize familiarization trips for travel
professionals.
· The new district is expected to
raise about $300,000 a year from
a voluntary t % hike in the tran·
sient occupcmcy tax, or SO·CAlled
· bed tax, which ls paid by hotel
guests. Only the city's aeven
largeit hotels-Me pa,rticipating in
the tax increase.
Besides the Westin, the other
b.otels in the distrlct are:
• Red Lion Hotel.
•Holiday Inn Costa Mesa.
• Wyndham Garden Hotel. ~ Country Side Inn. 1
• Residence Inn Costa Mesa.
• Marriott Suites.
District organizers originally
had hoped more lodging proper·
ties would participate in the plan,
Boddington said.
"The BID benefits the entire
city,· Bodd.ington said . "But it's
just the seven hotels that are par-
ticipating.
But even with JUSt the seven
hotels participating, the revenues
the BID expects to generate sur-
pass the budgets of similar agen-
cies. The Hunfington Beach Con-
ference and Visitors Bureau, for
example, operates on a $200,000-
a-year budget.
"I c(>J:tainly think that the
$300,000 will be ddequate to get
us sldrted, • Bodclington said.
"We'll come in at a little less than
that this first year because we
won't begin to collect lhe tax until
Aug. 15."

the accident at Hoag Hospital.

together four nut and bolt sets
and put on his sweatshirt by him·
self. He lelt strong, his breathing
was good and he bad his appetite
back, he said. For the first time
since he was injured, he bad feel·
ing in his lower back.
•Now if I could just walk, that
would be cool/ he said.
But doctors can't assure
McAleer whether he will walk
again. They tell him that with
spinal cord injuries, progress is
clilficult to determine.

This intense conclitioning is
preparing him for life once he
leaves the hospital on Aug. 10,
the date scheduled for when be

tus.
"I can't wait to go home and

He overcomes bouts of anger
apd depression by motivating
himself to succeed in his therapy
sessiops. His therapists and fami-
ly encourage him to release his

the healing process.
McAleer's mother, Shelly, who
has been with him every day so
she can see his progress, said the
family painted his bedroom with
beach scenes and are making the
necessary alterations to accom-
modate d wheelchair and hospital
bed for when McAleer moves
home.

gunmen just before 10 a.m.
Tuesday.

iber blue steel semi-automatic
gun walked into Nutek Cellu·
lar at 1906 Harbor Blvd. and
held ..the. ... two ~~employees
at gunpoint while a third man
bound the employees with duct
tape, according to Costa Mesa
pobce.
After the three men grdbbed
$3,000 to $4,000 worth of cellu-
lar 'phones and pagers, they
fled in a 1989 black 318i BMW,
pobce said.
The two employees, who
were not harmed, called police
as soon as they freed them-
selves from the duct tape,
police said. There were no cus-
tomers tn the store at the mne
of the robbery.··
Police are still searching for
the thieves, described as three
black males who are 25 to 34
years old.

L ife on the bubble got old. Jeff Gardner, who
played in the major leagues with the New
York Mets, San Diego Padres aiid Montreal
Expos, retired earlier this summer in his 11th
season of professional baseball and accepted an
advanced scouting position with the Padres.
Gardner, a second baseman, was enjoying one of
his best seasons with the Iowa Cubs, batting .323 (76
for 235) for Chicago's triple-A affiliate in the
American Association when be announced his
retirement.
"I've always said, you retire from the big leagues
and quit in the minor leagues, so I have a hard time
saying I've retired," said Gardner, an Estancia High
and Orange Coast College product, who spent the
majority of his career in the minor leagues. •
Gardner, who bas a wife, Lori, and three children,
also said this season has been a strain on his family.
•Last year, after I got sent down (to Triple-A
Ottawa) from Montreal, I didn't have much desire to
get myself out of slumps when I was struggling,·
Gardner said Tuesday-by telephone from Houston,
where he's scouting the Dodgers and Astros.
"I was determined to play well this year, because I
bad a bad year last year. I felt I retired on my own
terms. I felt I got as much out of my abilities as I
could, and I have a real peace about it.
"I haven't missed playing one ounce, but I still love

Gardner, 31,
originally signed
with the Mets as a
free agent in 1984,
. after a pair of
outstanding
seasons at OCC
under Coach Mike Mayne, for whom Gardner batted
.374 his sophomore year as the Pirates won their
fourth South Coast Conference title in five years.
Gardner, voted the conference's Player of the Year
in 1984, worked his way up through the Mets' farm
system, p1aying at l)iple-A Tidewater from 1988 to
1991; before making his major league debut on Sept.
10, 1991.
T wo other future major leaguers, Damori Berryhill
and Kevin Reimer, also played on OCC's 1983
and 1984 squads under Mayne.
On Dec. 11, 1991, Gardner got the break of his
career, when the Mets traded him to San Diego for
pitcher Steve Rosenberg.
At the time, Gardner wanted out of the infielder-
beavy Mets' organization. Not only was S'an Diego
the perfect spot geographically, but the Padres at the
time were beginning their flea market of unloading
high-priced players.
Moreover, if Gardner continued bis career at triple-.
A (Las Vegas), he would at least be much closer to his
Newport B~ach home.
In 1992, Gardner had his best professional season,
batting .335 with 30 doubles for the Las Vegas Stars
in the Pacific Coast League under Manager Jim

Padres.
Gardner was called up by San Diego on Aug. 31,
1992, a few weeks before Riggleman replaced the
fired Greg Riddoch as the Padres' manager.
Gardner, who always provided a steady bat and
glove throughout his career, while impressing
teammates and coaches with his ability to tum the
double play. played the entire 1993 season with the
Pddres, batbng 262 with 21 doubles and 24 RBI in
404 at-ba~.
I n early 1994, Gardner was released by the Padres,
and later signed by Montreal, opening the season
as a backup Uurd baseman. but hit only .219 and was
sent down to Triple-A Ottawa, where be struggled on
and off the fie ld.
Ldst February, Gardner was signed by the Cubs as
a six-year free agent, but as time went on, he realized
hi! best chance of working at Wrigley Field would be
somewhpre in the first five rows of box seats behind
home plate with a clipboard and stopwatch in his
hands.

Gardner said. "I knew I was playing JUSt about as
well as I could, and if it wasn't good enough (to be
called up by the Cubs}, I guess there was no reason
continwng.
·1 had no doubt I'd play again in the big leagu~
this year, but how Jong and when, I didn't know 1
was constantly thinking about (retiring), even in
spring training. That's when I told the Padres, Look
if you offer (the advanced scouting JOb) to me, I'll take
it..

a shot at making the team, and early in the season.

advanced scout, especially a guy
in the minor leagues.
