officials now have a fast track for
diverting money from the sale of
school. properttes into district
operational coffers.
Last week, Gov. Pete Wilson
signed Senate Bill 12, a bill initi-
ated by Newport-Mesa Superin-
tendent Mac Bernd, into law.
•Now that this bill is law, if we
sell Be.ar Street (school), we can
use the money for operational
expenses,• said school board
member Ed Decker. "We're real-
ly glad this happened.•
Before SB12, California school
districts were forced to use pro-
ceeds from the sale of surplus
property to pay for builtling
maintenance or construction, or
to go through an extensive waiv-
er process with state officials.
Now Orange County schools
have a loophole.
Born out of the county bank-
ruptcy crisis, the new law auto-
matically allows school or com-
munity college districts in
Orange County to use revenue
from the sale of school property to
replenish their general funds,
without the need for waivers.
It stipulates that proceeds
must first be used to restore capi-
tal outlay funds lost during the
bankruptcy.
The new law is limited exclu-
sively to schools in Orange Coun-
ty and is effective until the end of
1997.
Bernd initially pitched the idea
to state Sen. William Craven (R·
Oceanside) in March to help bail

Principal Harcharik to leave Costa Mesa. High School

minute, full-court press by Costa Mesa
High School students, parents and teach-
ers, principal Ed Harcharik has decided
not to return to campus this fall.
Harcharik accepted an offer Thursday
from the Paramount Unified School Dis-
trict to seIVe as the Los Angeles County
district's director of student services.
"It's the next exposure and experience
level that I can get in a school district,"
Harcharik said hours after his decision.
The news came as a blow to parents
and students, who had planned a sur-
prise rally for the beloved principal
Thursday morning.
"I am heartbroken," said parent Kathy
Koenig, who organized the rally. "I felt
him pulling away. But
we can say we tried
our best. Short of
standing on my head
and holding · my
breath, I tried."

charik's humorous side.

brought her three toddler grandchildren
along, each with signs taped to their
shirts: •stay until l graduate."
The student council members plas-
tered signs such as •w e love you" and
•Heck no, you can't go" along the court-
yard leading to the prtncipal's office.
Before the group left, they decorated the
office with streamers and balloons.
Earlier in the day, the cheerlead.ing
squad called Harcharik out of his office to
watch a new routine. Instead, they per-
formed cheers, crying, MEd don't go.•

Ah the sweet tempUitions of the summer
sun. it s~ that the only thing that kept
local residents Thursday from calling in sick
and joining in a mass exodus to the beach
was the appearance pf morning clouds.
If they had known the afternoon would
produce 72-degree beach weather -with a
slight breeze -and 100-degree inland city
weather, it may have been too tempting to

Bauer, at the Newport Bel)ch lifeguard sta-
tion. "The beach is sunny and beautiful."
Bauer said a 64-degree water temperature
and the lack of good surf limited the num-
ber of beachgoers to around 55,000 Thurs-
day, an average weekday crowd.
Small waves have also limited the number
of rescues. •It has been an extremely slow
summer up to this point,• said Bauer.
"('lbere has been) no surf. That is what usu-
ally generates rescue activity.•
For residents living further inland though,
those same morning clouds have been the
only relief in sight.
According to the National Weather Ser-
vice, a high pressure system over Arizona
and New Mexico bas created temperatures
above 100 degrees in some inland cities.
And with the high continuing to move fur-
ther west, there won't be any significant
change in the weather until Wednesday or
Thursday of next week.
Newport staffers say
black ball should stay
NEWPORT BEACH -The city's Fire and
Marine Department is recommending the
city's black ball law remain as is, without
any oL.the chang~ocal-Surfa"-ha¥~
requested.
The vintage black ball law designates cer-
tain times surfers are allowed in the ocean
from June until September when the beach
ls usually crowded with swimmers.
Surfers think it is unfair and want life-
guards to use discrepancy in applying the
law. For example, they want to stay in the
water when there are no swimmers around.
Surfers also want the city to designate an
all-day surling area.
For those who dream of seeing striped
marlin tail-walk across ocean swells, there is
"Fishing California Saltwater,• by the same
dUthor. For up-to-the-minute information
about rafting, hiking and other outdoor
activities, peruse such penodicals as •Sun-

lems and extra cost for the city, according to
a staff report.
The issue will be discussed at the Parks
Beaches and Recreation Commission meet-

Underwater/beach
cleanup set for Saturday
To increase public awareness
about where the trash on our beach-
es comes from. DIVERS is hosting its
sixth annual Underwater/Beach
Cleanup on Saturday at Big Corona
beach in Corona Del Mar. ·
Last year, 50 divers and 15 beach -
side volunteers collected 200 to 300
pounds of trash from the beach and
the ocean at Big Corona.
"We would like to double the
amount of people participating in the
clean up this year,• said Kimberly
Woods, president of DIVERS (Divers
Involved Voluntarily in Environmen-
tal Rehabilitation and Safety).
The underwater cleanup is open to
certified divers, and the shore sweep
is open to everyone. The event starts
a t 7:30 a.m. with registration and the
distribution of gloves and trash bags.
For participants who paid the $10
pre-registration fee, or the $15 regis-
tration fee on the day of the event,
there will be a free hot dog lunch and
a goody bag filled with stickers, m&g-
nets, wet suit cleaners and shirts.
"We will give out raffle tickets for
donated prizes, like dive tanks, toys
and clothes." Woods explained.
Prizes will also be given to the par-
ticipants who collect the most trash,
the most ~que trash and the most
hour answering MfVice may be
used to record i.tten to the
editor on any topic.

A scavenger hunt will also be con-
ducted for divers. Points will be
awarded for different types of trash
collected. Kayakers will help the
divers bring in heavy trash.
"We usually find toys, clothes,
plastic and cigarette butts, mostly
trash that comes from people that vis-
ited the beach. Participants realize
what slobs people are sometimes,•
said Woods.
"But we have seen a progressive
decrease in the amount of trash year
by year, and that is very nice.·

Local county government
may be reeling from the effects
of bankruptcy, but things are
still better off in Orange County
than in Siberia, according to 5th
District Supervisor Marian
Bergeson.
Speaking at a luncheon ot
the Newport Coast Association
Thursday, Bergeson passed out
a survey in
which she
asked local
residents to
provide their
ideas for
cutting $130
million from
the county's
general fund
budget.

returneq from a trip to Siberia,
where she and other American
politicians participated in a
seminar on government bud-
gets.
She opened her presentation
Thursday wt th a . "Top Ten" list
of why Orange County was
preferable to Siberia (napkins,
air conditioning and multiple
phone lines made the list).

situation and lists several solu-
tions for generating new rev-
enue.
The county still has a $1.5
billion shortfall requinog an
annual revenue stream of $130
million over the next 30 years.
Survey respondents are
asked whether they would sup-
port or oppose several options.
Among the "laundry list" of
solutions which county admin·
istrators are considering:
• Diversion of Measure M
funds, a move which could
threaten existing or future
transportation projects through-
out the county.
• Diversion of sales taxes
allocated to cities. That course
of' action would receive heavy
opposition frolP cities.
• Diversion of the county's
portion of a quarter-cent sales
tax allocation. The diversion
would generate approximately
$78 million a year.
•'Cities and special districts
agreeing to forgive $855 million
in claims which are still owed to
participants of the collapsed
treasurer's investment pool.
That final proposal, Berge-
son 's survey notes, comes from
the county's legislative delega-
tion in Sacramento, not from
county staff. The supervisor did
say, however, that she "didn't
think (the county was) ever
going to be able to pay
(investors) 100% of their invest-
ment."

the commotion, which Lubbock

very irritating and nerve racking,"
Lubbock said in the letter. "After
hours on end, it breaks down your
nervous system and frays your

tion from the vibration to a jolt of
electricity.
"It makes your legs tingle," she
said. "It's like you had a shock of
electricity going through your
body. It makes all your nerves
kind of dance.~

there could be a problem with the
mufflers.
"There are a multitude of
options as to what could be creat-
ing this noise,• Urashima said.

begin making corrections within

Those funds are the only rea-
son Irvine is willing to grant its
seal of approval, according to
Irvine City Councilwoman
Christina Shea.

received a Jetter from Newport
Beach Qty Manager Kevin' Mur-
phy stating his city's position.

"Our residents are supporting
deleting the bypass, H said Shea.
"Since we passed this before,
Newport Beach has three new

vote and make it very clear to all
of us where Newport Beach
stands in regards lo this issue.•
Ultimately, the project's fate is
out of either city's control. While
the county has expressed support
for the extension in th past, the
bankruptcy ha jeoparsUzed sev·

dor Agencies, builders or the toll
road. The suit challenge , among

cessful, lrvine city officials say, the
roadway extension will no longer
be necessary.
According to Murphy, the
extension could be partially fund-
ed by assessment district money
left over from the original con -
struction of Newport Coast Drive.
But wherever else the remain-
ing money may come from, it
won 't tome from Newport Beach,
Murphy said .
"We're moving forward on por-
tions or our own roads,· Murphy
Sdld. "This is an important project.
but we don't have any monies
available.'

Avery, who skippered the boat for
two legs of the Eagle's journey,
took his crew to Penryhn Atoll, an
island 600 mil s north of Bora
Bora dJld to a remote village on
Fiji.
"We took the villagers scill-
ing, • said Avery. •And they took
'us to an outer r ef where we all
spearfi be d. They cooked every-
thing we caught, and we had a
·Fijian feast.·

Throughout her trip, Keane felt
her husband's presence.
"The mountains looked like
drms outstretched to give a hug,
then dolphins came and escorted
us through,· said Keane, 34
"There were so many signs from
(my husband)."

Olympic hopeful seeks
another victory ~ the
Flight of the Lasers
• Alex Ascencios will go
after third consecutive

harbor Sunday.
Alex Ascencios, 26, of New-
port Beach dreams about compet-
ing in the Olympics. While train-
ing to qualify for the U.S. team,
Ascencios also codches jumor
sailing at Newport Harbor Yacht
Club.
But right now he must put his
Olympic thoughts on bold. and
ready himself for another thal-
lenge: winning the Flight of the
Lasers, a race around the harbor
Again.
A.scencios has won the annudl
event for the past two years, bedt-
ing approximately 80 other Laser
sailors each time.
This year, even more competi-
tors are expected for Sunday's
race, which begins at 1 p.m., edst
of the Balboa Pavilion and is
sponsored by the Commodore's
Club of the Newport Harbor Area
C hamber of Commerce.
Trophies are awarded to the
first 10 sailors to complete the
seven-mile course around the
harbor. Additional awards are
given to the first girl, youngest
girl, youngest boy, first mamed
couple, first parenVchild crew,
an o s per.
Boasting a 60-year history, the
race's ongins are tied to a once-
popular small sailing vessel: the
Snowbird. ~
As many as 150 sailors com-
peted each year in ~Flight of the
Snowbirds". unbl the Snowbu-d's
populanty declined, along with
race attendance.
When race officials changed
the race's name to ~Flight of the
Kites", attendance again grew
and then declined.

Out Who's Up and Who's Not at

Did you know that the cray-·
fish is active primarily at dawn
and dusk, i.e. "crepuscular"?
I didn't.
Did you know that Lhe cotton-
tail rabbit hops around in the
night?
I didn't.
And I hdd no 1ded lhdt the
mosquito fish is a "diurnal" crea-
ture, i.e. more active dunng the
day.
I had never even heard of a
mosquito fish.
I would make a really lame
naturalist.
Then Leah and I received a
scavenger hunt rorin, instructing
us to look for Califorrua sage
brush, certain insects and anim.dl
tracks.
By the ti.me we started our
prowling, it was dark.
Flashlights in band, Leah and
I toured the marshland with the
rest of the group.
The naturalists, who are vol·
unteers trained by the Upper
Newport Bay,'took turns filling
us with infonnanon:

Maybe it was the beer. Maybe it
was the warm weatlier.
Whatever the cause, the harbor

the July Thirsty Thursday regatta,
hosted by Corona del Mar's Balboa
YachtOub.
Minutes before the first horn
blew, skippers and their passenger.;
finished rigging their vessels, then
drd.ed around the race committee
boats, shouting and cheering. Sev-
eral boats almost collided.
Meanwhile. women dad in blue
and white stood aboard the race
committee boat. clipboards in hand,
recorcbng the sail number ol each
participating vessel.
Bearing names such as Social
Disaster, Salty Dog. Knotty Lady and
Above Mary's Face, the vessels
closed in on the starting line, marked
by a buoy on one side and the race
committee boat on the other.

Ila Borders, putting published reports
and rumors to rest, confirmed Thursday
she will return to Southern California Col-
lege next ~eason f~J her juniQ[ year under
new coach Kevin Kasper.
Reports in Monday's e<llti~ns of the
Omaha World Herald and Papillion
Times, two Nebraska newspapers, said
Borders was transferring to Bellevue Col-
lege. this year's NAIA Division ll national
champions.
"I've decided to go back to sec, H Bor-
ders said by telephone from Swift Cur-
rent, Alberta, Canada, where she's play-
ing summer ball in the Saskatchewan
Major Baseball League.
Borders, however, left some doubt
about playing for the Vanguards .follow-
.ing her junior year, when she would
become eligible for Major League Base-
ball's free-agent draft.
Borders, w1io "became the first woman
in collegiate baseball histofll" to win and
complete a game in 1994, took a goodwill
ambassador tour in the summer of 1994 to
Japan, which reportedly has tremendous
interest in the possibility of Borders' minor
league playing serviees.
Last autumn, Borders did a commercial
for SSK Sport:ir\g Goods on Japanese tele-
vision.
"I never said I was going to Bellevue, I
just calle.d th.e coach (Mike Evans) to ask
him some questions," Borders said. "I
tried to explain to (Evans) why I wanted to
ask him some quesbons (on his voice
mail}, because I clidn't know if (Kasper)
still wanted me. U things don't work out at
SCC, that's where I'm going. Bellevue.
But r called Kevin, and everything's going
good ... my ~cholarship's there again, and
baseball wise, I like him as a coach, so
that's where I'll go back. But who knows
about next year (1Q97)?"

dent-athlete from sec contacts another
four-year institution, that institution is

days," SCC Athletic Director Bob Wilson

would constitute tampering, with the like-
lihood of the program being placed on
probation by the NAIA.
Evans, who spoke to Wilson ,Py tele-
phone Thursday, said be has never talked
to Borders, waiting first to hear back from
Kasper, who replaced Charlie Phillips last
month as the Vanguards' coach. .

Evans said from Nebraska. "If he wants
her back, I won't call Ila. U he doesn't, I'll

day since last Sunday."
Kasper clid not return reporters' phone
calls Thursday.

NAIA status. •1 bad no idea it was a four-

"I honestly thought it was a JC. U it was
a JC, it wouldn't make any difference, but
that's not the case. I was shocked (Bor-
ders) even called my house. I won't even
ask permission to talk to her if they don't
want her to leave."

tent staying home the last two
years, but I tbmk I expect more of
myself. I think. I'm coming into my

quarterfinals before falling in the
second round of the main event
last year, Newport will be repre-

W ith profound symmetry -as
well as the he lp of a skilled
masseuse -Eric Wurts
managed to capsulize more
than two decades of playing volleyball
into one six-day competitive marathon
earlier this month.
Almost on a whim, the Corona del Mar
High graduate and his partner, f9rmer
Orange Coast College performer Scott
Friederichsen, entered the pre-qualifying
round of the'Federation International de
Volleyball Hermos~ Beach Open to see
how far they could get.
U they only_ knew.
Seventeen matches, a few 10-hour days
at the beach, and enough lactic acid to
decimate the musculature of even the
most highly-tuned athletic machine later,
Wurts found himself in the nationally
televised championship match.
And though the outcome, a decisive
thumping by Mike Dodd and Mike
Whitmarsh, widely considered one of the

unexpected, the week-long odyssey of
upsets (July 11-16) displayed the type of
effort one has come to take for granted
from the 35-year-old veteran.
"It was a little tough.• Wurts said of the
tournament grind through the d~p sands
of Hermosa, which .included several
come-from-behind wins and a pair of 75-
minute matches.
But Wwts, who will once again team
with Friederichsen for the Association of
Volleyball Professionals' Millet' Ute Open,
today through Sunday near the Seal
Beach Pier, is quite used to toughing it out
when it comes to the sport he's loved since
junior high.
For-starters, the 10-year AVP veteran
was cut from the CdM junior varsity team
as a freshman, before eventually
completing a rather modest prep career as
a two-year varsity starter.
"I wasn't all-league,• recalled Wurts,
whose passion for the game led him to
Santa Barbara City College, which
finished third in the state with the 6-foot
Wurts starting at middle blocker.
One season at UC Santa Barbara
followed, before he finished his collegiate
career and San Diego State, developing
his game sufficiently enough to hook on
with the U.S. national team in 1985.
But when adv~ty surfaced again. in
the form of his rel~e from the national
team, Wurts took to the beach.
