NEWPORT BEACH -In what
could prove to be a battle of wor-
thy environmental project§, the
Bolsa Chica wetlands' gain could
be the Upper Newport Bay's loss.
Newport Beach city officials
recently learned that funding
they had hoped to use fo dredge
the Upper Newport Bay may
instead be u.sea for the acquisi-
tion i,Uld restoration of the Bolsa
· Chica wetlands. Without mitiga-
tion credit funding from the ports
of Long Beach and Los Angeles,
the dredging of Newport Bay
-scheduled to take place later
this year -may be postponed.
#This is a desperate situation,"
said Newport Beach City Coun-
cilwoman Jean Watt. "We don't
know of any other money, and·
we're really trying to make an
issue of this. U we don't dredge
the bay next year, it's going to
tum into a meadow."

dent Tom Nelson resigned from
his position late Thursday night,
after months of harsh public criti-
cism about what he has described
as a dual residency.
"I am happy to announce my
retirement from the board after
this meeting," Nelson read from a
prepared stalement. u1 hope that
my service to the community,
through my efforts through the
years, has been productive.
It has certainiy been unportant
to ~ life and that of my family."
-Following his announcement,
residents commended Nelson's
decision.
"I think it was a very under-
standa ble and forthright thing to
do and we wish him well in his
retirement," said resident Nancy
Palme. "But, I would sincerely
hope that when they appoint his
replacement, the board selects
someone who has participated in
the community and has a long
record of activity in the communi-
ty ... it keeps the good ol' boy sys-
tem at bay."
Residents began calling for
Nelson's resignation in April amid
allegations that he lied about his
residency on election papers: Giant catch basins along the
Upper Newport Bay have collect-
ed more than 2 million tons of
sand and miner at sediment since
1988. City and environmental
agencies say the. basins are
nearing capacity and need to be

I f tie sales are any indication, the
legend of Jerry Garcia will sur-
vive. In the wake of the death of
the Grateful Dead rock icon
Wednesday, the funky neckties he
designed as replicas of his artwork
are selling furiously to fans who
apparently want a bit of memorabilia.
"I had a girl in here yesterday who
was absolutely devastated. She had
been to 100 Dead shows and said she
had lost part of her family because
she could never go to another con-
cert," said Robert Brownfield, a sales-
man at the Bullock's Men 's store in
Costa Mesa.

Garcia," Brbwnfield said . "Another

respects."
The regular Garcia ties sell for
$29.50, the eollector's item tie for $35.
Garcia's designs, not surprisingly,
are off-beat prints and patterns
in Newport Beach's Fashion Island,
the ties were "selling pretty good,"
according to salesman Scott Stanko.
Stanko said Garcia fans streamed
into the men's fur-repeated all over
the 100% silk ties.

The tide of sales continued Thurs-
day, mostly to customers in their 30s
and 40s, Stanko said.
"They are not Dead Heads,"

whom he sold about 10 ties on Thurs-
day alone. "They don't fit the pattern,
but maybe they are reformed Dead
Heads."
Stanko added that the ties rarely
go on sale. However, ironically, they '
did last week.

DUI and safety-belt laws1 and
create a heightened awareness
that the Costa Mesa Police
Department takes a ·zero-toler-
ance stance on driving under the
influence.
The DUI checkpoint is not
expected to create any extended
traffic delays except for drivers
who are suspected to be under
the influence. Motorists
approaching the checkpoint will
have the opportunity to avoid it
by going north on Royal Palm or
making a U-tum and going east
on Adams Avenue.
Local businesses and mer-
chants should no~ be affected by
the checkpoint, according to
police.

10:45 a.m. wielding a shotgun, and
ordered the two male employees to
lie on the ground, according to Costa
Mesa police.
His two partners in crime then
reportedly wed duct tape to bind the
employees' hands behind their
backs.
These two men -also described
as black in their early 20s of medium
build, one wearing a hooded sweat-
shirt and the other wearing a blue
bandanna over his face -removed an
unknown number of cellular phones
and stereo equipment off the store
shelves, police said.
After they grabbed the merchan-
dise, the men reportedly took the vie;
tims' wallets and jewelry and ran out
of the store's rear door, which leads
to a storage facility, police said.
The victims, who both live in Cos-
ta Mesa -Jim E. Bowles, 28, and
Robert G. Boudreau, 28 -were not
injured, police said.
Police trace reason for
burglar alarm failures
Police discovered why the alarm
systems at three homes in Dover
Shores failed during burglaries earli-
er this week.
Although all three residences
were armed with alarms, the systems
didn't go off because "fixed" win-
dows -those with glass panes that
can't be opened -were broken by
the1burglars, Newport Beach police
Sgt. Andy Gonis said.
"The thieves, by looking at their
pattern, were able to circumvent the
alarm system by breaking the win-
dows with no alarm,• Gonis said.
Most people assume fixed win-
dow panes, which are usually in
French or decorative windows, are
secure because they don't have a
latch or screen. In the case of these
sophisticated burglaries the fixed
windows, located in the master bed-
rooms, did not have the alarm
focused on them. Gonis said.

Gonis advised people who have

windows or put an alarm or sensor
pad in or near the bedroom areas.

Boating fatalities drop
dramatically nationmde
So the good news is: you're not as
likely to die ii1 your boat.
According to Boat!U.S. (Boa-
tOwners Association of the United
States) a total of 784 recreational
boat-related deaths were recorded in
1994, in sharp contrast to a total of
1,754 deaths in 1973.
The 55% decrease in fatalities
occurred even though the number of
boats on the water more than dou-
bled over the last two decades,
according to David Pilvela.it, commu-
nity relations director of BoaVU.S.
"In 1973, there were 9.6 million·
boats. In 1994, there were 21 million
boats,• said Pilvelait. "In other·
words, a lot more people are out on
our waterways, but fewer are dying.•
Brad Haney, marketing manager
for Vessel Assist in Costa Mesa, has
noticed a decrease in boat-related
injuries in the local waters.
"We've seen in that in the last few
years, people have become more
aware ... • said Haney. "They're tak-
ing steps to reduce their injuries, like
wearing their personal flotation
devices.•
Pilvelait attributes the decrease in
boating fatalities to organizations,
such as the American Red Cross,
which teach boating safety courses.
"It's a tribute to their efforts,• said
Pilvelait.

working to raise support for the
embattled Assembly speaker.
Ferguson, who does not live in
Allep's 67th Assembly district, is
the co-chairman of Citizens Sup-
porting Speaker Allen. The citi-
zen-led group is working to "cel-
ebrate (Allen's) rise to become
speaker of the Assembly" and to
battle efforts to recall her.
Allen's rise to the most power-
ful position in the Assembly has
angered Republican party mem-
bers. Several GOP members
believe the new speaker.won her
seat by forming alliances with
Democrats and outgoing Speaker
Willie Brown.

M y adventure started with
an editor's giggle and
ended with a smooth
landing. But somewhere in
between, that giggle echoed in
my head as if my editor somehow
reporter R. Jo~ Porstrom sail-
ing. We set the date for Thu~
dal, Aug. to.
knew by Saturday morning
that I had made a mistake.
As yet, 1 bad not even
attempted sailing without my
trusty instructor Al Lawrence
in tow. Sure, I had five lessons
under my belt. but was I ready
for the responsibility associat-
ed with bringing another
human being aboard my boat,
relying on my skills to maneu-
ver us safely th.cough the har-
bor?
Ready or not . .. I made a
promise. And I keep my promis-
es, no matter now much I later
regret them.
Horrible dreams gripped me
knew of the experience that lay in
store.
My assignment seemed simple
enough -go sailing with Anna
Mlrie Stolley, the harbor reporter,
and write a column.
That's right, Anna the reporter,
not Anna the sailor. I sensed the
chance for a laugh and a good
story at her expense.
In the days preceding our date
with the sea. I gave Anna enough
grief to last a llfetime. The "I bet-
ter make it back alive~ jokes were
a plenty.
And when the day came, I was
ready. Sun block -check. Sun·
glasses -check. Hat :.. check. San-
dals -check.
Even though I had only been
sailing once, I was determined to
look the part.
The opportunity for a joke
came sooner than I expected.
After arriving at Marina Sail-
the night before: John over-
board. John smushed between
our sailboat and the ferry. John
screaming frantically as we
headed for a collision with the
Pavilion Queen.
I woke up sweating. Thurs·
day. Aug. to.
I don't know if John could tell,
but my nerves bothered me all
morning. Maybe it was my
imagination, but he seemed a ht-
tle pale. A thought occurred to
me: Maybe John was nervous
too.
When we left the newsroom
toge'Uler, he mumbled some-
thing about hoping to "make it
back alive."
As we drove to the Balboa
Fun Zone, I realized exactly how
• ing in Newport Beach, I met Al,
her sailing instructor.
What kind of student was
Anna -good or bad? -I inquired.
"Well ... somewhere in the
middle," Al said.
Classic. Al, trying to be nice,
still gave me ammo. He then
added, "And that typically hap-
pens when you try lo dock under
sail."
Wait, I missed something.
What happens?
At, slightly chuckling, acted as
if he hadn't heard me.
I turned to Anna and asked her
the same question. She knew bet·
ter than to tell me. ·
We boarded our boat, d 19-
footer named Blue Thunder.
Anna came out of the gate a little
slowly. She stalled right in front of
the Balboa Island Perry.
"Pull the jib." Anna demanded.

If I killed him, his girlfriend
would hate me forever.
When we boarded "Blue
Thunder," the Rhodes 19 tied to
the Marina Sailing dock, Al
wished us well and set us free.
John held the jib sheets.
I grasped the tiller and the
ma.insheet, and watched as Al
grew smaller and smaller. We
were on our own.
As we sat in the middle of the
channel, with two ferries headed
towards us from either direction
and the mainsail empty of wind,
instinctively reached for the'topes
inf ront of me and pulled. Anna, in
a slight state of panic, pulled her
ropes, too.
Finally, one of us pulled the
right rope, and the sail filled with
wind. We moved.
This was too easy. She'll hear

I was going to kill, seriously
maim or traumatize this poor
innocent young man who made
one fatal mistake: He trusted me

away from the ferries

money from the ports of Los

help preserve environmental

port funding was secure, accord·

ly disturbed that the threat to the
bay dredging project has been
sprung upon the dty 10 abruptly.

All-American program now
has one full week of
workouts under its belt.
T he Newport Mesa Junior
All-American football program
has begun its 29th season. The
program consists of five teams,
determmed by age, ranging from eight
to 14 years old. ·
The first week, which began last
Monday, the coaches worked primarily
on conditioning as the players worked
out in T-shirts and shorts at Corona del
Mar High.
The"'second week, the players are
allowed to practice in full padding and
practice uniforms. However, per
national league policy, there is no
contact allowed until after io days of
conditioning.
This week, the main emphasis from
the codches has been offensive and
defensive strategy, as well as teaching
specific techruques of each position.
Beginrung next Monday, practices will
get much more intense.
The play~rs will be going through
rigorous contact drills in order to earn
their.specific position. All players must
adhere to a certain weigh\ limit within
their dge group to be able to fit into the
specific team.
Some parents hdve expressed
concern about the sdfety of the program
or nsk of injury. .
Dr Dudley Pfaff, former team doctor
whose grandchildre n partiopate in the
program. has said, "Our practice sees
more injuries in soccer, basketball and
baseball than we do with the Junior
All-American program."
The players are equipped with
approx.un-ately $350 worth of modem
e quipment. including Riddell Air
helmets comparable to those used by
ma1or college programs.

Junior Championships
Five Newport Beach sailors have qualified to compete at the
U.S. Sailing/Rolex Junior Championships to be held Saturday
through Wednesday m Chicago.
· Heather Porter and Kassy Thompson, both age 15, will team
up to compete tor the Bemis Trophy, a national doublebanded
competition in CIC 420 dinghies.
Stephen Kleha and Jack Hogan, bq1h age 18, and John Bar-
ry, age 17, will comprise one of 10 triplehanded teams compet-
ing for the Sears Cup in Ugbtnings.
The young sailors will race in their respective classes against
nine other teams who have qualified from throughout the coun-,
try to compete in the finals of the national junior ladder cham-
pionships, which is organized annually by U.S. Sailing, the
sport's national governing body.
They reached the final event through rigorous elimination
trials, where they met tough competition from all over Southern
California.
The competition is a three-day, 10-race series. The triple-
handed tec1m with Kleha at the helm and the doublehanders
skippered by Porter will all represent Newport Harbor Yacht
Club.
All five competitors also represent Area J , one of 10 geo-
graphical areas carved out by U.S. Sailing for the purpose of
determining candidates for the national competition.
The winners of the 1995 U.S. Sailing/Rolex Junior Champi-
onships, which also includes a singlehanded competition for the
Smythe Trophy, will capture coveted spots on the prestigious
1995 U.S. Sailing/Rolex juruor team, which each year honors
the nation's top junior sailors.

Moore, who bas finished in the
top 10 for the past four years,
edged out McDonnell. whose
sc9res were a little more
sporadic.
Maxwell, though posting two
first in the series, gained .a 20%
penalty i,,tl the first race for not
checking in and a high-teens
finish late in the series, which
kept her back in fifth.
Moore was the winner o1 the
regatta's sportsmanship award,
as voted by her peers, for her
display of sportsmanship and her
willingness to help out the other
sailors throughout the regatta.
After each bard day of racing,
the girls took full advantage of
the nighttime activities as time to
have fun.
A particularly spirited group,
the first night of the regatta saw
a Kareoke machine that
practically none of the girls shied
away from.
Other events included a
barl>ecue at a bayfron t home, a
Mexican dinner with "Leiterltas •
and a .gala awards ceremony.

Collegiate Nationals, where the
camaraderie between the
competitors reaffirmed why she
sailed.
Now sailing in the
International Match Racing
circuit with all of the top male
racers as a respected female
sailor, Isler became an
approachable role model in the
eyes o~f~ junior women.
In tl\_e few years, the
Leiter has become one of
· the most importarit regattas for
yo~g wt>men in the nation.
It gives girls the opportunity
to sail in not only a nationally-
rated event, but ~o on a
starting line that consistently
hosts more than 50 boats.
There is no other event like it
in the country, an open regatta
where any girl can come and
sail.
And these sailors are the. ones
who go on to &come the top
women sailors, like recent Leiter
winner Danielle Brennan, who
was named the 1994. Rolex
Yachtswoman of the Year at the
age of 19.
