Fact by Paul Frech SERVICE & REPAIR GERMAN SWEDISH JAPANESE AUTOMOBILES BLOWING A (HEAD) GASKET A rough idle and misfiring are sometimes indicative of a blown head gasket. This is the gasket that seals the combustion cham- ber of each cylinder between the cylinder head and the engine block. In the event that the gasket fails at the narrow area between cylinders, com· pression will be lost and engine misfire will result. The cause of head gasket failure may be engine overheating or locarlzed cyfinder head overheating, which may cause the head to warp. Whatever the cause, it should be located. In the event that localized overheating of the cylinder head Is to blame, it may be caused by obstructed cool· ant passages in the head gas- ket, the engine block, or the head itself. If so, neither the radiator nor the temperature light will display symptoms that indicate future failure. HINT: Head gasket failure may also be. caused by impropedy torqued head bolts. FUSE CHECK Attending to a blown fuse is one of the few repairs that car owners can do themselves on the spot. First, it pays to know the location of the fuse box before the need arises. Not only will the owner's manual ~Ive the box's location, but it will likely provide a diagram detailing the function of each fuse, as well as its amperage. In the event that an electrical feature fails to work, consult the diagram and identify the fuse that corre- sponds to the failed system or aoces.sory. Be sure to have a flashlight on hand to cope with dim Ugtiting. If the fuse In ques~ tion appears broken or bladcish, replace It with a fuse of the same amperage. By Tlna Borgatta, Daily Pilot COSTA MESA -The City Council tonight will consider a new plan of attack for enforc- ing the Costa Mesa 's garage sale ordinance. The council recently decid- ed against a new ordinance that would mirror one enforced by Santa Ana .. limit- ing garage sales to four pre- determme d weekends a year. Costa Mesa's curre nt ordi- nance sets n o s uch date restrictions, but edch house- hold is only allowe d two garnge sales a year. A group of reside nts began pushing for new, tougher reg - ulations a few months ago, saying some households orga - nize the sales nearly every weekend. But the council ditched the proposed ordinance after a number of residents suggested the city instead find ways to enforce the current law. The revised enforcement plan includes keeping a com- puterized log of garage sale observations and enforcement actions and updating it on a weekly basis: drawing up a brochure detailing the -city's rules; and monitoring events thfough w eekly code enforce- ment efforts. Tonight the council will also debate: • Modifications to a pro- posed sign ordinance. Earlier this month, the council direct- ed staff-to revise a portion of the plan that combines tempo- rary signs and banners with permanent signs in Ugurtng the tot41 allowable sign space per parcel. The councll wlll consider several options that calculate temporary signs and . permanent signs separately. SCHOOL CONTINUED FROM 1 But school olticials say the res- idents have little to be concerned about. • Long-tonn housing and redevelopment plans for Shal- hnar Drive. The West Side neighborhood has been the target of concern since a string of gang-related violence erupted In late May. The coun- cil has since adopted a tough enforcement plan that bas included beefed-up police patrol and road blockades. • Methods for calculating traffic impact fees assessed to the Metro Pointe shopping and entertainment center cur- rently under construction at Bear Street and South Coast Drive. Amel Development, the project developer, asked the city to reconsider a previously set fee that would have required the firm to fork over about $6 million in traffic fees. City staffers have since developed other formulas that would lower the assessment to about $4.4 million. The City. Council will meet at 6:30 p .m. in the City Hall Council Ch amber, 77 Fair Dri- ve, Co.s ta Mesa. •All of the programs are edu- caUonal and child care pro- grams," Stocker said. •The whole time the Department of Education has been our tenant (at Bear Street), we have not had any problems or negative comments from any of the neighbors." The district's board ol trustees won't make any final dedsiOns about the Lindbergh property until Mesa Consolidated is fin- ished with it. That could come as early as this month. •At that point, what we do with it is sub1ect to question," Superintendent Mac Bernd said. "But right now, we don't have any specific plans tor it dl ail." However, according to Stocker, the county has the "first right of refusal." She said the county will be giv- en until Dec. 1 to decide whether - It wants to use the Site for the same rent as the Bear Street ite.
