NEWPORT BEACH -To the delight of
the local surfing community, a city recre-
ation advisory committee will recom-
me nd that the Newport Beach City
Council designate an all-day summer
es of beach for all-day surfing. Under the
commission's recomme ndation, swim·
mers and body boarders can share the
bea ches, alth~ugh they will ente r the
water at their own risk .
If the council agrees with the corn.mis-
sion's recommendation, it will mean the
end of the blackball regulations which
state hard-board surfing is prohibited on
all city beaches between noon and 4 p.m.
Over the course of the summer, surfers
and members of the surf industry have
lobbied the city to lift the ban. A recre-
ation subcommittee, composed of surfers,
swimmers and recreation commissioners
drafted the compromise proposal whlch
the commission approved Tuesday.

warned the commission Tuesday of the
consequences of giving surfers unlimited
beach. access.

ye ar-old local motel manager
who confessed to police that be
lost his temper and hit his 9-day-
old stepson will be arraigned in
Harbor Municipal Court tOday on
charges he killed the infant.
Zonith Shaw, who was arrest-
ed early Sunday two hours after
his stepson Anthony Shaw clied,
initially told police the infant's
injuries w ere an •accident."
Newport Beach police Sgt. Andy
Gonis said. But when police con-
fronted him with the autop sy
results Monday, he reportedly
confessed that he "exploded "
and hit the infant.
"He explOCj,ied over having to
deal with the care of the child
who was crying at the time,"
Gonis said.
An autopsy performed Sunday
showed the infant was a victim of
abuse and died from multiple
skull fractures, according to
police reports.
The baby was rushed to Hoag
Me morial Hospital on Saturday
by paramedics responding to an
emergency call at the Pine Knot
Motel, which Zonith Shaw 01an-
ages, at 6302 W. Coast Highway.
The infant had stopped breathing
and slipped into a coma, accord-
ing to police reports.
Zonith Sha w married the
baby's mothe r, Susan, less than a
month ago and was the infant's
primary caretaker, according to
witnesses who live at the motel.
A 2-year-old toddler, Margaret,
also lived with the couple but was
taken into protective custody by
police" and is at Orangewood
Children's Home, Gonis said.

ther on the mother's whereabouts
during the alleged beating.

Elvik, who is suffering from
depression, is suspected of shoot-
ing and lolling William Gibson,
63, at a shooting range in Carson
City, Nev., Thursday morning.
Elvik then allegedly stole Gib-
son's car and fled to Orange
County, a ccording to police
reports. A Costa Mesa patrol offi-
cer spotted the stolen car in the
Sea Lark's parking lot. and offl-
cers s ubsequenUy surrounded
the aged motel.

incident in which an 85-year-old
woman driving a Buick Skylark
reportedly collided with a ·police
patrol car at the intersection of
San Miguel and Pacific View dri·
ves.
The 4 p.m. impact forced the
police car, dnven by a 42-year·old
Newport Beach police officer, to
crash into a traffic signal at the
northeast comer of the intersec-
tion. However, neither motorist
was seriously injured, according
to police reports. Both motorists
were weanng their seat belts .
The Buick was reportedly trav-
eling south on San Miguel
approaching the intersection of
Pacific View. The police car was
traveling north on San Miguel

checkpoint from 9 p.m . to t a.m .
Thursday on southbound Superi·

The pwpose of the,&heckpoint
is to arrest any drivers under the
influence of drugs or alcohol: lo
educate motorists of DUI and
safety-belt laws; and to create a
heightened awareness that .the
Costa Mesa Police Department
takes a zero-tolerance stance
regarding driving under the influ·
ence, according to police.
The checkpoint is not expected
to affect local businesses and
merchants or create any extended
traffic: delays except for those dri-
vers who are suspected of being
under the influence, accordiflg to
police.
Motorists can avoid the check-
point by going east or west on
