Father gets one year in daughter's ·death
• 'The punishment is already there,' attorney says of single fa th er
who says he accidentally killed his only child.

A Cbsta Mesa man who claims he
accidentally shot bis 15-year-old daugh-
ter to death in October while cleaning a
gun pleaded guilty Wednesday and was
sentenced to one year in county jail.
Superior C9wt Judge Ja.ck Ryan also
sentenced David Stinson to three years'
probation in the fatal shooting.
Stinson's sentence is much less than
the maximum nine-year penalty for
involuntary manslaughter imroMng a
gun.. ]Jut Rona.Jd 16ar, Stinson~ court-
appolnted attorney, said the drcum·
stances of the case -involving a single
father and his only child -were out of the
ordinary.

Stinson, 39, admitted tOI police that he
accidentally shot his daughter Collist~r -

the throat the night of Oct. 27 while be

ments.
At the time of the shOQting, Stinson
had been drinking, Klar conceded. But,
he added, his client has ·not touched
any alcohol# since the incident and has
completed a program for alcohol treat-
ment to the satisfaction of the county
probation department.

The case was set to go to trial until a
plea bargam was reached at the last
moment Wednesday morning, Klar said.

For the first time in 33 years, Ken Fl.Sb
will be ditching class on the first day of
school.
The 54-year·old former Corona del Mar
High School teacher retired in July and
plans to spend today surfing, sunning and
lounging on San Onofre State Beach.
"That's one of the reasons 1 decided to
retire -to spend more time surfing," said
Fish, known to former students as "Senor
Pez" -"Mr. Fish• in Spanish.
While other Newport·Mesa teachers
spent Wednesday morning at Superinten·
dent Mac Bemd's annual employee pep
assembly-information session at the
Edwards Newport Cinema, Fish was put-
tering along the coast on his surfboard.

update and streamline the code that was created in
the mid-1970s.

COSTA MESA -City officials
Monday night decided on a
method of separately calculating
permanent and temporary sign
space for businesses and placed
time restrictions On the use of
banners and window signs.
Once the new plan goes into
effect next month, permanent
signs will be calculated using an
equation that takes the building's
width and depth into considera-
tion. To determine total allow-
able permanent sign space. the
city's planning staff will add one
and a half the square footage of a
building's width with half the
square footage of its depth.
For temporary signs or ban-
ners, the allowable space will be
detennined by the size of the
store front and will allow for a
minimum of 25 square feet and a
maximum of 75 square feet. The
exact formula the city's planning
staff will use to figure the space
is one-half of a square foot of
banner space for every linear
foot of store front.
As for temporary window
signs. the new plan outlaws dis-
plays that cover more than 10%
of the window space. The current
code allows for signs that cover
lip to 25% of the window.
And to prevent perpetual use
of temporary signage, merchants
will be limited to 12, 10-day peri-
ods of display a year.
But don't panic if you're a
merchant who just bought a 100-
squa.re-~oot banner. The portion
of the new code that governs use
of temporary signs won't go into
effect unW the beginning of next
year.
"There was some concern
expressed that some people·
might have bought banners
thinking the new code w ouldn't
be enforced unW the end of the
year,• said Peny Valantine, tbe
city's planning manager. "This
will allow people who have
made the investment an opportu-
nity to get some use out of what
they have. And it gives them
plenty of time to become familiar
with the new code."
Monday's decision marks the
end of a two-year effort to update
and streamline the city's sign
code, which was created in the
mid-1970s.
In July, the council gave pre-
liminary approval to the new
sign .package that will do away
with a nwnber of limjtations
many local merchants have con-
sidered unreasonable, including
restrictions on letter height and
the number of characters that
appear on a sign.
The new plan also will allow
use of changeable copy sigris
like reader boards and electronic
message displays -types of signs
that previously 'have been
reserved only for theaters and
motels with restaurants.

COSTA MESA It seems
that for Frank Hanrahan, owner
of the Haus of Performance auto
garage in Costa Mesa, doing his
part lo ret')'cle just wasn't
enough for the stale of Califor-
nia.
Hanrahan, whose indepen-
d ent auto garage accepts small
of amounts of used motor oil as
a public service -charging resi-
dents only what 1t costs to have
the oil hauled away -was
shocked last Thursday when he
read a press release m the Daily
Pilot declaring that his auto
garage would now pay citizens
in exchange for depositing used
oil.
Haus of Performance, it
seems, had been certified by
California's Waste Manage-
ment Board to participate in a
state sponsored recycling pro-
gram.
The only problem is that
Hanrahan never agreed or
wanted to be certified.
Although he expressed interest
'at one point and even received
application forms, he never
signed up for the state program.
•I wrote to the state, and
they said that they would pay
me 4 cents for a quart (of used
motor oil), and in return I would
pay people 4 cents a quart,•
said Hanrahan, who has done
business in Costa Mesa for 15
years.

paperwork {each month). I am ·
not going to do three hours of
paperwork a month when I can
pay a private agency 32 cents a
gallon to haul the oil away ...

We w ere at Isthmus Harbor
on Catalina Island when we
heard the news. Our friends
Tony and Pat Beran were a few
moorings away, so we swam
over and, hanging off the stem
of their boat, witnessed the his-
toric ~vent. Our other nautical
video ~vent was on an October
Saturday some years ago' when
we were at Hen Rock Cove. It
was the seventh game of a
World Series, and we happened

and watched the game as much
as one -let alone two -can
watch anything on a 2-inch
screen.
But that's it for us and televi-
sion at sea. However, I will
admit1to a fleeting twinge of a
misgiving when we were bead-
ing out last month for a nine-day
cruise. Good grief, would I miss
anything vital in the trial of the
People vs O.J. Simpson?

has fascinated me -yes, I am an
admitted O.J. junkie-is that
you never know what's going to
happen next. There have been
so many surprises, so many
twists and turns. Just when you
think the re couldn't be anything
more explosive than whatever
hasjusthappened,BLAMI
Now, the only real SUfJ?rise left
is for the jury to bring in aver-
dict of guilty. Or will there be
something else to spin the whole
thing around?

explode and spew his arrogance
all over the world?

Judge Ito was almost in tears
and groveling in apology? Ob,
woe, he said, I can't begin to tell

Am I the only one who won-
tlered: Hey, pal, why don't you
continue past noon this Fnday?
Why don't you just plow straight
through the weekend? Triple
time for some bailiffs w.ould be a
lot cheaper than a retrial.
. Almost as bad was the day
when the JUIY got to hear only
20 minutes of testimony before
noon. Then, Ito called a two-
hour luJ'lch break.

COSTA MESA -It's been nine
months since the City Council
passed an ordinance aimed a t
sweeping city streets and side-
walks clear of abandoned shop·
ping carts, but the new law hasn't
worked.
So on Monday. the council
decided to hire a Bellflower com·
pany to go out and coll ect the for-
saken baskets and chcµge the
owners $12 per cart to cover the
cost of retrieval.
The new law, which went into
effect last winter, raised the ire of
some members of the California
Grocers Association. who at the
time argued that their stores
already employed aggressive
retneval efforts. They pushed for
a comproDUSe that would allow
the industry an opportunity to
develop their own enforcement
program. .

crew located 46 shopping carts
scattered throughout that area.

20 original works of art, all

their feet and stepped across the
dance floor, switching partners.
While the caller gave instruc-
tions, the women twirled around
the men, displaying their petti-''

Although their faces grew red,
and some dancers began to
wheeze, they stomped, clapped
and stepped during a night of all-

It was the fourth Friday of the
month, time for the monthly
dance in the Costa Mesa Senior
Center.
Engrossed in the moment, the
dancers couldn't stop kicking
their feet.
And who are these dancing
fools?
They are members of Square
Riggers, a club promoting the old
Ametican folk tradition and
boasting-as many as 100 mem-
bers.
Square Riggers dancers are
.not spring chickens. Ranging
from 34 to 86 years old, most of
them are well-past the half-cen-
tury mark.
But they don't let age get in
their way.
While her friends gather on
the dance floor, Costa Mesa resi-
dent Lorraine John sits at a near-
by table.
"Some people have had hips
and knees replaced,· John said.
"But they're still dancing."
·And a lot of the men have
had open heart surgery,• long-
time member Barbara Shafer
added.
Although square dancing isn't
popular with mainstream Ameri-
cans, it has its following among
the older generation.
In Orange County alone, there
are more than 13 square dance
clubs, including Guns 'N' Garters
in Anaheim and the Rarnblin'
Rogues in Orange.
And most participants are ded-
icated to square dancing, invest-
ing time and money in extrava-
gant outfits. Many couples spend
hours sewi,ng their matching
western costumes.
The women's dresses have
tight bodices and full skirts, dis·

attire. Many of the dancers
appreciate the clean, down-home
atmosphere associate<!. with

"There's no drinking and no
smoking," said Geneva Styner of
El Toro. "If a person comes in ,
with liquor on his breath, he gets ·
asked to leave.·
The Square Riggers have spe-

The Square Riggers offer
classes at a cost of $4 per person.
The next set of beginner's lessons
will start Sept. 14 at the Irvine
Senior Center.
Members also pay dues of $20
per year and shell out $4 per per-
son for ad.mission to each dance.
Once a dancer has mastered
the basics of square dancing, he
can learn advanced steps and
round dancing, which is similar
to ballroom dancing.
Many members are still learn-
ing the most difficult steps, hav-
ing only recently acquired square
dance fever.
But some members have been
dancing away for d ecades,
pleased with the exercise and
friendships associated with
square dancing.
"We got into it mainly for
health and to lose weight,• said
Peggy Engard, a member of

then we found out that we
enlarged our social group quite a

The sand castle contest is one
in a series of tun-filled events
packed into the 1995 Newport
SeaFest, sponsored by the New-
port Harbor Area Chamber of
Commerce.
Beginning with the Balboa
Days -a celebration of the har-
bor -on Saturday, SeaFest
delights locals with the wooden
boat festival, library programs, a
jazz festival and many other
activities.
New to this year's line-up is a
women's triathlon, set for Sun-
day, which will begin at the
Newport Dunes resort. The
course includes a hall-mile swim,
a 12-mile bike route and a three-
mile run through Newport
Beach.
And for those who prefer a
good sausage to blisters and sore
muscles, there's the Taste of

weekend event features the cui-
sine from numerous restaurants
and will be held Sept. tS through
17. at Fashion Island, Newport
Center.
But nothing compares to the
sand castle contest at Corona Del
Mar Beach, according to those
who compete in it year after
year.
The employees at Newport
Beach-based Thirtieth Street
Architects, Inc., know the contest
well.
Firm owners Jim Wilson, John
Loom.is and Chip Gulley lead the
way to the ocean each year,
employees and families in tow.
The architects and their fami-
lies won a prize in 1991 for their
depiction of Godzilla eating
Pashion Island. And their presen-
I tatiom ot the Sphynx; Christo·
pber Columbus's voyage, and
Spa~ Spiff, to name a few,
brought them variou. awards
and boun ot fun.

designs wQ\&Jd.take a lot of work.
But the architects don't spend
much time tn preparation. Some-
times they might sketch a few
ideas for their sculpture, accord·
ing to employee Barry Kyler. But
the ar.chitects don't brainstonn as
a group unW the morning of the
event
Lack of preparation doesn't
seem to hurt them. After a mere
two-hour planning session, the
group has a complete sketch of a
final product. and they are ready
for action -shoyels poised.
These aren't just any archi-
tects.
Designers of the Redondo
Beach library, the Huntington
Beach Art Center and the new
Newport CoastcoOllllunity cen-
ter, these experts h~ve more than ·
a few design skills under their
belts, enough to help them build
a complex sand sculpture in
three hours.
But ~g the contest is not
their main goal -after all, the
whole point is to have fun.
"It's such a relaxed atmos-
phere. It's for fun, and everyone
knows that," said Kyler, 27.
So ... are the re any ideas for
this year's sculpture burrowing
into Kyler's architect brain?
Kyler shrugged, then replied,
"I don't know. Maybe something
comical -like a giant swallow
sitting on top of the {San Juan
Capistrano) mission ... •
And although Kyler's col-
league Vezirian has f\ever partic-
ipated in this particular competi-
tion before, he can't help but
catch the excitement in the air.
"I'm looking forward to it,"
said Vezirian, 33. "I'm looking
forward to having some fun. And
J·get a chance to see what the
people I work with are like out-
side of the office."

which manages the bay, accuses
the Irvine Ranch Water District of
"disguising the purpose" of its
project and therefore of being
misleading. The California
Regional Water Quality Board
also believes the environmental
impact report has serious flaws.
"It's very frustrating,· said
Troy Kelly, the Fish and Game
Department's area manager for
Upper Newport Bay. "I just don't
think it's a good project. We've
been doing everything we can to
improve the bay. We don't want to
go backward.·
Despite the object1ons of sev-
eratresidents and environmental-ists; the city of Newport Beach
has said it would....suppott a. two--
year pilot project to see if the
reclaim~d, water would puhfy the
marshland. The council does not,
however, want more nutrients to
be added to the bay. Nor does the
city plan to fund a system that
would divert two-thirds of the
water flow during the sununer.
· "The City Council now wants
us to make a more definite state-
ment,• Public Works Director Don
Webb said. "Whatever is done,
they want no net increase in
nitrates to the bay, and they want
no cost to the city for anything
that's done.·
Since the city does not own or
manage the bay, there is little the
city can do to stop or block the
project. City officials have sent a
response to the draft environmen-
tal impact report (EIR) and will
likely comment on the final report
when it comes out later this
·month.
But Caustin believes the city is
not taking the project· seriously
enough. A real estate broker who
says be bas never •taken on" the
city before, Caustin is contacting
homeowners' associations and
urging people to protest. The city
should fight the proposal "tooth
and nail" and should take exten-
sive testimony from the communi-
ty before proceeding, Caustin
said.
"The city is basically saying,
'Go ahead and start dumping,
and we'll look at it as we dump,'•
Caustin said. "Newport Beach
could become a sewage outflow.
Do we want to be the first test
case subject to the checks and
balances of the people who did

T his is Streak.Week.
With Cal Ripken Jr.
commanding headlines
for his consecutive
games-played streak, there's
another streak about to be
extended this weekend on the
local level. and, of course, with
much less fanfare.
Everypne has heard of Lou
Gehrig and Ripken. But what
about George? Jim George, that
is, the quintessential golfer in
the annual Costa Mesa City
Ch ampionship, otherwise known
as the Will Jordan ClasS1c.
George, you see, has never
missed this tournament in 22
years. On Saturday, he will tee
off in the 23rd rendition at Costa
Mesa Golf and Country Club,
where an estimated 250
amateurs are expected to play in
five flights, inducting the
championship flight and a
seniors division, in the two-day
tournament named after the
former Costa Mesa mayor.
George is the original
champion.
Oh, sure, there have been
some prominent names to crown
the leader board in recent years,
such as Scott Simpson (1974
winner) and Mark O'Meara
(1979 champion).
But George, who turns 44 on
Sept. 24, was the first. He's also
believed to be the only golfer to
play in every Will Jordan
Classic. That makes him a hero
in this town.
•I won $200 in merchandise
and a trophy," George recalled
of his 1973 title. "I got to kiss
Miss Costa Mesa, too. They used
to have the queen of Costa Mesa
come to the tournament.

Winners no longer get kisses
from the city's queen in the
name of political correctness, but
that's OK with George, who has
finished as high as third since
that initial triumph.
G eorge, who grew up in
Costa Mesa, works for a
large wholesaler and importer of
goU accessories, components and
dubs. On Monday. his company
will be at an industry trac;te show
in Las Vegas. His colleagues
plan to drive out on Sunday. "I'm
just going to fly out on Sunday
night, to continue my streak (in
the tournament),• George said.
George, a part-time bag boy
at Santa Ana Country Club, who
plaxed in the Southern
California Amateur in July, was
a San Diego State student when
he was praised as Costa Mesa's
inaugural golf champion.
George bad been working a
summer job at Fedco on Harbor
Blvd., and played frequently at
Costa Mesa Golf and CC. He
had heard about the tournament.
On the first day, George shot
a 1-under 69 on the Mesa Linda
Course, six strokes behind
leader Roger Calvin.
"l thought 1 was out of it,"
George said. "Then l got off to a
hot start in the second day (on
the Los Lagoe Course), and I
made the tum at 3-under, so I
figured I would be tn the top
three or four. But then someon
told ma I was le.ding ... I
couldn't believe lt. •
George shot a 1--over 36 on
