NEWPORT BEACH -Corona
del Mar High football coach Mark
Aubrey Schuster was arrested by
police Tuesday on suspicion of
having sexual relations with his
18-year-old stepdaughter during
the past four years. ·
Schuster, 48, was arrested
around 8:40 p.m. without incident,
after he left a football meeting at
the school, Newport Beach police
reported. He faces 16 counts of
lewd conduct with a minor, police
police Sgt. Andy Gonis said.
Detectives, armed with a war-
rant, conducted a search of Schus·
ter's car, office and Balboa Island
residence. The results of that
search will be available today,
police said.
School and athletic officials
reacted with shock to the news of
Schuster's arrest.
"I hope it's not true," said a
stunned Jerry Jelnick, athletic
director of Corona del Mar High.
"I saw him this afternoon before
practice. 1 was at school until 9
p .m. and nobody said anything to
me."
Police declined to r~ease the
victim's name, but said Schuster
reportedly engaged in sexual
intercourse with the stepdaughter
as a form of "payments" for low
school grades or gifts. The girl
lived with the coach, who is sepa-
rated from his wife, according to
police.
The coach will be suspended·
with pay, as outlined in state edu-
cation codes, said Newport-Mesa
Unified School District Superin-
tendent Mac Bernd, who was noti-
fied by police of the pending
arrest around 6 p.m. 1\lesday.
"We cooperated fully with the
police,· assisting officers as they
searched Schuster's office at the
school. Bernd said. •
Schuster was hired as head
coach of the Sea Kings in March of
1994. He had previously been the
coach of Azusa High, taking the
team to six CIP playoffs in nine
years.
The arrest comes as the Sea
Kings football team is undefeated
and expected to be a top con-
tender for the league title. In
Schuster's first year at the school,
Corona del Mar finished second in
the Sea View League and went to
the CIF playoffs.
The arrest also comes as the
district was closing the book on
another scandal: the $4 million
embezzlement by fonner budget
director Stephen Wagner, who
died last week in prison.
"It does seem like it's one thing
after another," said Trustee Jun
Ferryman. "Our district has had its
share of strange circumstances."
But trustees also weren't will-
ing to jump to Judgement about
Schuster's arrest
"I think it's important not to ...
convict him before he's bad a fair
hearing, espeoally 10 a situation
where h e and tus wife are separat-
ed ... This could be related to
that," said Ferryman.
1hlstee Jim de Boom said he
didn't believe that this incident
would mar the Newport-Mesa dJ.s-
tnct's reputation
"It may be (alleged) illegal
behavior by one person. but it
doe,sn't represent what all
employees are doing in the dis-
trict," de Boom said. "It didn't
happen on school grounds. Let's
keep it in proportion."
But Bernd predlcted· ·1 think
it's going to be a devastatmg
event for everyone associated
with Corona del Mar High
School."

The Dally Pilot's sister pu6Tlcitlon, The Huntington Ereach Independent; went
to court last year to force Huntington Beach to reveal the names and total
salary packages of the 25 highest-paid employees in the city.
Last month, a Superior Court judge ordered the city to tum over the salary
information -information we subsequently printed.
Earlier this month, we asked the cities of Costa Mesa and Newport Beach to
provide us with a list of all employees who earned more than S 100,000 last
year. There were 64 in Newport, 62 in Costa Mesa.
The lists revealed the twO cities collectively spent more than S 1 million on
overtime, mostly in the police and fire departments. In the case of both cities,
slightly more than 10% of all municipal workers made more than Sl00,000.
The Daily Pilot opted not to print the names of the employees, except for a
f~ whose names were obvious by their title.

a.nd •other pay.• The category
of •other pay• reached $36,000
in certain cases a.nd includes
such provisions as holiday pay;

pay for attending school and
,obtaining higher degrees or

The figures are not surpns·

hiring additional officers.
•When you're m the middle
of an investigation, you can:t
exactly say, 'It's tune to sit
down now,·· said Newport
Beach Police Sgt. Andy Gonis.
•The city realizes a significant
cost savings by granting over-
time rather than" hiring addi-
tional employees.·
Overtime also allowed
employees to earn more than
their department heads who
are not eligible to receive over-
time. In Newport Beach, for
example, a Fire Department
captain earned some $16,000
more than Fire Chief Riley in
fiscal year '94-95.
When city councils sign con-
tracts with employee unions.
the agreements frequently stip-
ulate that an employee group
must receive salaries compara·

contracts have caused law
enforcement salaries to balloon

Newport Beach Mayor John
Hedges said. .

watcbtul eye cm employee bud-
gets in recent yeus. They say
the syltem, with its substantial
overtime payments, is cost-
effedivA! in the public safety are-
na.
"I don't want to be defensive
about this,• Newport Beach
Councilwoman Jean Watt said.
·we've struggled with budget
reductions and layoffs. We all
believe there's .a savings, for
example, lQ paying firemen
overtime rather than hiring more
empJoyees.•
Costa Mesa Mayor Joe Erick-
son echoed those thdUghts.
·we .have found, because of
the high level of benefits
(ottered to police and firefight-
ers). it's much more economical
to offer overtime rather than
increasing the overall number of
public safety employees.·
Since the cities are preparing
to negotiate new contracts with
their employee unions, council
members were reluctant to criti-
c1ze salaries and potentially
compromise negotiations. Oth-
ers noted that it is hardly "polit-
ically correct" to imply that pub-
lic safety employees a.re over-
paid.
But there is room for change,
particularly in the area of hiring
new employees, Newport Beach
Councilwoman Norma Glover
said .
·we continue to hire people
at very high salary levels,·
Glover said. ·A certain number
of people should be at that level,
but not everyone in the organi-
zation. And they're not.·
Newport Beach Mayor John
Hedges believes department
beads should not earn less than
their subordinates. •Tuat brings
in th~ problem of overtime," be
said. •You're probably__gQin_g to
have some overlap no matter
what you do.•

tn court --former Newport
Coundl.man Phil Sanson! said it
ts hardly unusual that 30 city
pohce officers are ea.rnmg more
than $100,000
Anybody who follows-the
budget process would not be
surprised by the figures, San-
sone said.
"'We did comparisons with
other cities, and it always ca.me
back that we were comparable,•
Sansone said. ·we used to hear
that none of our (public safety
employees) could afford to live
in Newport because of the high
cost of housing. A lot of them
had long commutes, some from
as far off as Riverside.•
Newport Beach police
spokesman Sgt. Andy Gonis also
believes the numbers are pre-
dictable and justified.
Costa Mesa city officials for
years have intentionally placed
their public safety salaries in the
middle-range of those offered by
surrounding communities, City
Manager Allan Roeder said.
·we've taken a posture and
said. 'We'll be in the middle of
our surrounding communities in
tetms of salaries and benefits,·"
Roeder said. "We're not going to
be at the bottom, and we're not
going to be at the top.·
Overall, Costa Mesa officials
say they want their City Hall
employees to be paid salaries
that are competitive with the pri-
vate sector In fact, Cosra Mesa
was the first Orange County city
to adopt a policy that calls for
such comparisons when consid-
ering pay scales.
·~m proud of that," Mayor
Joe Erickson said. "In the past.
the public sector employees
would just compare their
salaries with other government
ag.e.nces. But the result of com·
paring salaries with the private
sector as well bas been that
some positions haven't gotten
raises wtule others have."

The $300,000 facility, funded
