Costa Mesa Sanitary District
residents threw out 452 tons of
old furniture and household
appliances during the district's
annual large-item pickup.
Residents were allowed to
leave at the curb oversized items
-old refrigerators, washers, dry-
ers, mattresses, etc. -that nor-
mally aren't collected with the
regular trash.
The appliances were taken to
a recycler, while the rest of the
trash was hauled directly to an
Irvine ldndfill, according to a
press release.
Roughly 80% of the house-
holds in the sanitary district -
that's 22,040 residents -partici-
pated m the "spring cleaning"
event.
The service isn't free. Distnct
residents pay an annual trash
assessment of $162.71 that funds
not only this large-item pickup,
bul also telephone book and
Chnstmas tree recycling pro-
grams.

Now that school's back m ses-
sion, school busel> are back on
the streets.
The Auto Club reports that
more than 849 people were
tnJured m school bus acadents
m California last year. Most
mJunes occur when the bus
approaches or leavel> a loading
area when children near the bus
move out of the driver's line of
sight, according to an Auto Club
press release.
So the friendly Auto Club
folks compiled some bus safety
tips for parents and children:
• Leave early enough to
anive at the bus stop on time.
•Children should wail for the
bus in a safe place off the road-
way and remain orderly. Horse-
play can cause someone to fall or
be pushed into the path of a bus
or other vehicle.
• Tell youngsters to remain
seated while the bus is moving.
• Keep aisles dear at all
ti.mes; don't leave book bags or
lunch boxes where someone
might trip over them.
•Don't throw things inside
the bus or out the window; keep
bead and arms inside the bus.
• Be careful to avoid snagging
backpack straps, drawstrings or
loose clothing on bus handrails.
•Obey speed limits.

Can Jackson handle the water pressure?

Jackson may be posting agendas for the
Mesa Consolidated Water Distncl, and the
next week she may fmd herseU overseeing
the operatiom of the entire 65-employee
agency, wluch servtces about 100,000 cus-
tomers.
"It's totally inappropnate for her to tcike
Kdtl Kemp's place," said Nancy Palme, co-
chair of the Coalition for Clean Water-Cos-
ta Mesa, a watch-dog organization. "She's
an executive secretary. An execuuve secre-
tary has certain responsibilitJes and func-
tions, but runrung a water distnct 1s not one
of them."
Jackson, who has worked m the publlc
sector for more than 30 years. has been with
the agency smce 1989. Before that, she
worked as an execubve secretary for Costa
Mesa Police Chief Dave Snowden and for -

injured surfers to shore this past
weekend, as unusually high
surf and strong rip cutTents cre-

taken to an area hospital for

But Kemp said Jackson's respons1bilibes
are far greater than that at Mesa. As an offi-
cer of the agency, Jackson has become
familiar with all facets of the dtslnct's oper·
ation. And stepping in as acting general
manager 1s something Jackson feels she
can handle.

Planning Commission.

COSTA MESA -The belea·
guered Coastal Inn Motel, whlch
the city fought long and hard to
shut down, may be allowed to
reopen lf the Planning Corrurus·
sion tonight approves a request
from the owner.
Suresh Sheth, who last month
pleaded guilty to civll and misde-
meanor charges that labeled the
motel at 2374 Newport Blvd. a
public nuisance, is asking the
city's permission to open 20 of the
property's 86 units. And, he has
· the planning staff's support.
The commissioners will con-
sider the request at their regular
meeting tonight at 6:30 m the
City Hall Council Chamber, 77

Imagine late one night, a
stealthy figure approaches a
business on Coast Highway near
the Arches in Newport Beach
After a few minutes of tam-
pering with the door lock. the
burglar c:hsappears inside. Just
Newport Beach Police Chief

then, a Newport Beach patrol
car pulls up in front of the busi-
ness. The burglar is anested.
Imagine a highly sophisticat-
ed dosed-circuit 1V camera on
top of the Arches overpass. A
network of 15 of these c.ameras
are placed around the dty and
are monitored at the Newport
Beach police station by all
expert technidan who can swiv-
el the camera and zoom in on
any suspicious movement by
remote control and dispatch a
police car to check out what the
camera has picked up.
It was called EPS-•Electron-
ic Protection System• -and in
1967, Police 'Chief B. James
Glavas wanted Newport Beach
to be the first city in America to
use EPS, which would be funded
mostly by the federal govern-
ment under Senate Bill 917,
known as the President's Safe
Street and Crime Control Act.
Cost to the dty of Newport
Beach would be $630,458 for the
design. building, installation and
operation of an initial 15 cam-
eras by police for two years.

Council voted 5-2 with a :mixtw'e
of enthusiasm and reluctance to
spend $3,500 in dty funds to
Jirepate and submit an applica-
tion through Arinc Research Inc.
of Santa Ana for a federal grant
for the program.
As debate about the surveil-
lance system grew, there was a
groundswell oI endorsement by
some homeowners (one Balboa
Island homeowner offered cam-
era space on his rooftop to patrol
the bay. and the homeowners
association offered a contribu-
tion) and business groups such
as the Newport Harbor Area
Chamber of Commerce and
Fashion Island.
Those beginning to oppose
the surveillance spoke of •inva-
sion of privacy.• ·orwellian
police tactics as in '1984,"' and
the advisability of a citizens'
committee to observe the
observers to make sure no one
was being covertly targeted by
police and no home windows
would be the focus of the cam-
eras.
Sweating in a firestorm of pro
and con opinions, in August of
1968 the embattled City Council
voted on whether to put the EPS
proposal on the November ballot
for the voters to decide.
Pressure had been put on the
council from both sides of the
EPS issue to let the residents
vote on the cameras. The council
members felt they bad assumed
the obligation and duty delegat-
ed to them by making the deci-
sion themselves. Their position
was that the protection system
did not have sufficient restraints
on the limits of the 1V tests and
that the extent of aime in New-
port Beach did not w arrant use
of the system.
In a meeting marked by
squabblfng over bow the ballot
proposition should be wotded or
if the council wanted it on the
ballot at all, Howard Rogers
moved that EPS be placed
before the electorate.

motion was defeated, and EPS
surveillance was never voted on
by the residents of Newport
Beach. Arinc Systems manager

believed Costa Mesa might be
interested in the system.

Man shot while trying
to thwart burglary
A man was shot in the leg ear-
ly Saturday morning when he
attempted to thwart a burglary in
the 100 block of 45th Street in
Newport Beach.
The unidentified m~m bad
been attending a party across the
street from the home being bur-
glarized. He and others at the
party noticed four men removing
stereo equipment from the house
at about 2:20 a.m. They dialed
911 lo report the burglary and
then walked over to the home to
confront the men. One of the sus-
pects then apparently fired a
gun.
The four men then fled the
area in a dark~colored, two-door
car, possibly a Honda.
When police arrived, they
found the victim lying in the
street. He received emergency
treabnent at the scene by New-
port Beach Fire Department para-
medics and was then transported
by ambulance to Mission Com-
munity Trauma Center.
Bank robber gets
away with $2,000
A man believed to be in bis
mid-30s robbed a Bank of Ame:i-

A pile of oil-soaked rags inside
a vacant home in the Spyglass
Hill area of Newport Beach ignit-
ed into flames early Sunday
morning, setting a portion of the

undergoing remoqeling. Fire-
fighters were called to the resi-
dence at about 1 :10 a.m .. alter a

officials are having a hard time
forgiving.
The Newport-Mesd Unified
School District last week apolo-
gized in writing for a cleanup
error that sent 17 boxes of fossils
lo the Sand Canyon Ldndfill. A
crew hired to clean the Lindbergh
School site, where the fossils were
being stored, mistook the boxes
and five plaster-wrdpped contdjn-
ers for trdsh dnd threw them all
away.
The items, some of wluch date
back to the Pleistocene era more
than 300.000 years ago, were
uncovered during excavation for
the water dJstncl's new Reservoir
2. By law, the water dJstrict wds
required to preserve the remains,
and the agency ended up spend-
ing $90.000 in paleonlological
work.

normally see only when dissecting

"Philosophically, it's a little different
approach me and my staff, but because
we're so inexperienced, we're just
going to have to focus on improving
week-to-week, quarter-by-quarter and
play-by-play,• Brinkley said.
"We've been fortunate here,
because we've always been a little
more advanced than a lot of teams in

Brinkley said Footbill's superiority

Laguna Hills lnvttational, winning the girls
Division m junior-senior race in 18:42 to 1 ad
CdM to the team championship.
CdM scored 42 points, well ahead of run-
ner-up Ramona (101 points), as Vanessa
Jamjeson (19:36), J ennifer Morgan (19:37) and
Jennifer Blair (19:38) created the strongest
pack in the field, finishing second through
fourth for the Sea Kings.
Cummins, who won the Woodbridge U.vi-
tabooal in 18:35, ran on a tougher course at
the Ldguna Hills lnvitational. but about a
minute faster than her clocking last season.
Kim Long (21 :10), Katie Packer (20:52) and
Laurel Hafer (21:27) also finished in the scor·
ing for CdM.
• For Newport I larbor's girls, whose best
runners are W1derclassmen. Jamie Swarberg
led the way in 19:25 to win the Division III
sophomore race, while the Sailors' juriior-
senior team finished filth in Division ill.
Senior Tahnee Thiel, eighth overall. had
Newport's second-best time of the day (19:44),
while the Sailors won the freshmen division
race behind Molly Melum (20:29) and Alida
McFall (20:37), who finished thJrd ~nd fourth,

Senior Colleen Eadie had Newport Har-
bor's next best time (20:46) in the Junior-senior

• In boys competition at Laguna Hills,
CdM's Tyler Beardslee won the junior OMsion
m race (16:10) by 10 seconds, as the Sea Kings
took second as a team (47 points) behind San
Diego (43).
Cd.M's seniors finished fourth, with Mike
Maguire (16:29) posting the team's quickest
