one so young holding a position
of such authority in the American
corporate world, Khittov said it's
quite common in his homeland.
"Practically all of the large
companies in Russia are led by
young people," Khitrov said.
"The chairman of one of the
largest banks in Russia is only 24.
•For older people. it's really
hard for them (to ad.apt to a
changing economic philosopl)y).
But it's a wonderful opportunity
for young people who want to
achieve big goals."
During his internship, Khitrov
will spend his w eekdays learning
lhe workings of every department
-production, marketing, finctnce.
public relations.
"I w ould like to learn the
American approach to business
and to decision-m aking," Khitrov
said. "There will be a lot of
changes in business structure to
implement in Russia. The system
of preparing projects between
d epartments and the importance
of creating a real market -oriented
sales dep ar1menl are all very
important
public relations department. We
didn't have that in the Soviet
Union. We didn't need it."
Khitrov also plans to take a trip
into Los Angeles to visit City Hall
• and learn about the court system.
And, if he has time. he'd like to
make a few road trips for fun.
"I'd like to see the nature of
America,• he said. •4 would like
to see the.Grand Canyon. And, I
w ould hke to see San Francisco -
that's my dream. A lot of people
have recommended that to me."
Th.is isn't Khitrov's first vis.it to
the United States, however. ln the
three years he's been with the
Oktyabr plant -75% of which
w as acquired by ICN back in
August -Khitrov has made about
five trips to America.
Four of the jaunts w ere strictly
business. For the other trip,
Khitrov acted as a chaperone for a
group of children whose parents
work at the Oktyabr operation.

is going in the direction of wanting
to have a bypass of San Diego
Creek water if the project is
deemed to have a certain
enhancement to the bay.
(IRWD PreS.ident) Peer Swan
has told us it is his Q.bjecbve to get
lRWD to put in the bypass during
the summer or 1996 and allow it to
be tested and monitored. The dis-
trict would do that if there were an
agreement by all of us that, pend-
ing successful monitoring, they
could go ahead with their demon-
stration project in the fall of 1996.
This was put forth informally.
There was no conurutment of any
land.
DP: What was the Harbor Qual-
' ity Committee's reaction to that
• idea?
Watt: It didn't change their
• minds at all aboutlhe valu~ of the
' IRWD project. We still believe that
getting a bYJ>dSS of San Diego
Creek water by itself can enhance

bypass of San Diego Creek water
is good and should be an objec-
tive. nwt. initial reaction was as
much my reaction, too. I had been
going along the track with the
city's Public Works Department
that the bypass was a plus.
It took us awhile to reverse from
the feeling that this was an oppor-
tunity and to analyze the ar;tual
project itself and to think about
what it really meant. And then it
took us even longer -which has
Q0en agitating people in the com-
munity -to weigh those compo-
nents.
DP: Has the IRWD been open
and honest in presenting this pro-
ject to the city?
Watt: Their initial comments on
the diversion structure were very
11USlee.ding. It appeared from what
was being--said that the diversion
YU>uld be in conjunction with the
IRWDponds.
When we finally met with
everybody and got the EIR for the
City of Irvine's marsh enhancement
project. it turns out the diversion
structure was smoke and mirrors.
It was part of the marsh project,
and it was very iffy as to what
eff~ it would have (on the IRWD
proje~). and there's no way to
mea.si.t.re that. .
When push is coming to shove,
IRWD 1s talking about putting San
Diego Creek water through its
ponds in the summer, but It's still
misleading.
DP: ls there any truth to rumors
that IRWD would finance the
dredging of the bay if Newport•
~acb signed off on the wetlands
project?
Watt Any deal would only be
soIQething that was totally public
and that the people would be able
to weigh.
I've said all along that any ben·
efit of money being thrown at
Co ta Mesa Community Cen-
ter: 18-45 Parle Ave. The pro-
gram focuses on ways of com-
murucating with any out-of-
control family dispute, anger
and general family disharmo-
ny The cost is $5 for adults, $3
for children 13 to 18. Parents

Newport Beach to take a position

But the mayor ls right. The peo-
ple will have to augment the effort
by showing the regional· board
what they've shown us, to make
the reality of the perception take
effect. The regional. board should
weigh public benefit perception.
Why make everybody angry
and upset when the project h as
no real value in terms of iflu>rov-
ing water, saving water or any-
thing else? · •

ry over Newport Harbor ..

serves for the Eagles to finally pull
it off in the fourth game. (

have been.through those situa-
tions last year, so they're used to

garita Coach Eddie Rapp, a New-

Pirate back in 1992. The Lagos,
Nigeria native had never seen a
football game until be was 14,
yet in two years at OCC he went
from an inexperienced walk-on
to all-Orange Empire
Conference.

This season. Ifeanyi bas been
expanding his education jn new
areas that unfortunately are

nowadays.
He's learning quickly about
court orders, injunctions,
attorneys, attorney fees (?) dDd

name every NCAA committee
deahng with rules violations, if
not every member
His crash course started just
about five weeks ago when he
was suspended from the team,
along with two teammates. It
was discovered they aad brokerr
NCAA rules by accepting gifts
from sports agent Troy Caron.
In Ifeanyi's case a pager of all
things. He was given a
two-game suspension.
As the-probe continued,·it was
uncovered that Ifeanyi had ·
accepted $3,650 from fellow lgbo
tribal members who had also
emigrated to the L.A. area. He
explained it was, and still ts, the
custom Qf members of hls tribe to
offer him, or any other tribal
member, help as if he were their
• son. •
