CORONA DEL MAR-With-

could get • cllpped" before it ever
gets off the ground.
The city council recently sent
the proposal for the Corona del
Mar Business Improvement Dis-
trict back to the local chamber of
commerce -the agency wb.Ich
will be ultimately be responsible
for admuustenng the assessment
funds. The proposal did not yet
have the support of ~nough of the
community's merchants, . and
needed revision, the council
decided.
The strongest obJOCtlOn to the
district may come from the city's
independent contractor$ -the'
several hundred manicurists and
hd.IT stylists many of whom say the
extrd assessment charge is inap-
propnate. •
Under the BID system, every
merchant pays the equivalent of
tus or her annual busmess license
fee to a special fund adrrunistered
by the improvement district's
board of directors. The money is

hair styhsts say they are unwilling
to pay an extra $100 a year for

Don't use my money,"' Wiggins

Gary Storey, who rents a work
space at Salon Raffine, wrote up a
pellbon and gathered 100 signa-
tures against the BID proposal
from busmess owners and inde-
pendent contractors alike
Although the cit} council can
form a BID as long as 51 °., of the
merchants support the concept,

Hills residents pay a price for
their proximity to a scenic ravine
-namely, proximity to the people
who live in or frequent that
ravine.
During a recent flwry of nm-
dential burglaries in the Harbor
View area, an Orange County
Sheriff's deputy and police dog
tracked a suspect into the gully,
but eventually lost the scent. A
area is split between the Orange
County Sheriff's Department and

suspects who entered hom~s

In addition, homeowners have
spotted transients who, they sus-

area's thick growth makes the
ravine a prime fire risk when
campers are careless.

A spokesman for the city's
police department said the
department doe.s the best it can
with available resources. A heli-
copter Iegularly flies over the
gully and the police department
can send bike patrols or dogs
into the area when an incident ls
repqrted, according to Newport
Beach police Sgt. Andy Gonis.
Residents whose homes front
the gully are advised to take pre-
cautionary measures to secure
their homes. The police depart-

motion detector lighting to scare
off prowlers-or coyotes who come
up the hillside onto porc;hes.
Neither the police department
nor The Ii-vine Co., which owns
much of the land, have heard
extensive complaints from the
residents. When they receive a
report of a transient, company
officials alert the proper authori-
ties, said Irvine Co. spokesman
Franz Wisner.

COSTA MESA -It's going to

Qty Council decides whether to
. purge a few tough restrictions
from the Empire Ballroom's con-
ditional use permit.
Officials from the popular
nightclub bad hoped the council
would hold over the matter for 30
days, to-give them more tune to
prepare their case. The manage-
ment contends some of the
restrictions placed on the night
club are unfair and •discriminate
agams e pire.
The litany of restrictions
includes a stipulation that the
club install a fence around the
eroperty arid twn away patrons
who walk onto the lot from the
street. In addition, the dub is sup-
posed to provide free valet park-
ing in an adja..cent lot.
But, the dub won't have to
unplement any of the measures
until the council decides on the
appeal. -

COSTA MESA -Coaches m

conference, but women's basket-
ball coach Dean Cooper isn't sure
what to expect from his team.
"llus trip to Portland will tell
us a lot," said Cooper, whose
Southern California College
squad will open tonight against
Linf1eld College. "We should be
decent, but at times we really
look great, and other times we're
falling through the cracks." sec. corrung off a 17 -13 sea-

they're all about equal," said
Cooper, who in his fourth season
at the helm for sec has bwJt a
55-35 record "The starting rota-
tion will be dlfferent many of our
games. We have four excellent
post players dnd I could start any
two of the four anytime."
The post should be the
strength of this year's team.
Cooper ts expecting to be able to
come out with two strong starters
and then counter with two play-
ers of equal strength coming off
the bench against the other
team's second learners.
Heather Woodruff, a 6-foot-2
sophomore, 1s the leader. She
averaged 16 points and nine
rebounds m earrung All-G.S.A.C.
honors as a freshman.
She'll be JOllled by Elaine Wit-
teroore, a 6-0 forward, who
returned to the lineup late last
yee.r after blowing out a knee
dunng the summer.
Angela Mmor, a 5-10 1uruor, anu Gma Jojola, a 6·0 junior bat-
tling ankle and foot injuries, will
sbare a lot of the time in the post.
Carrie Burt, a 5-6 junior trans-
fe~ from Saddleback College, will
be. the starting point guard, shar-i.ig time with Alisha Blomker, a
~ophomore, also 5-6. •
•Both are real quick and gOod
ballhandlers," Cooper said.
Hlhey should be driving to the
bole quite a bit.•
,Erin Hartigan, a 5-8 junior,
should handle the off-guard spot.
·she's a solid ballhandler and
makes few mistakes," Cooper
said. "She's a good three-point
Shooter.•
Judy Caruso, o 5-8 j unior,
Stephanie Werdel, a 5-9 jumor)
and Amber Chaney, a 5-8 sopho-
more, will see a lot of action.
·we've got a lot of depth,"
Cooper said, "but we need to put

the top, nationally-ranked college
water polo teams in the country
battle for the final two spots into
next month's NCAA Division I
championship field.
The other two spots in the four-
team field have already been
decided, and one of them features
Adam Bollenbacb, a former
Estancia High grad, who Dow
plays for the UC-San Diego.
