Police association unhappy over proposed pay raise
• Group feels Costa Mesa has the ability to pay its
members more. Council to vote on 'fair wage' increases.

COSTA MESA -The Costa
Mesa Police Association says it's
insulted by the city's proposed pay
raise and cautioned that an
approval by the City Council could
create a rift 10 their relationship.
The City Council is expected to
vote torught on the proposed 3 per-
cent salary adjustment in the 1994-
96 contract for the city's sworn police
officers. The contract has been
under negotiation since August.
The 3 percent increase -which
was proposed to all the city's gen-
eral employees and the fire and
police departments ip 1994 -is
based on a "fair-wage" in the
marketplace and what the city can
afford, Mayor Joe Erickson said.

"The city negotiated in good
faith,• Erickson said. "The gener-
al employees and the fire depart-
ment have lived with the formula
and I ask the police association to
do the same thing.•
Th.e officers' raise will cost the
city about $172,000 for the fiscal
year, according to a city report.
The city ha,s shown a commitment
to the police department by
adding several new officers this
year, and by consistently increas-
ing the police department'6 arinu-
al budget, Erickson said.
But the police association,
which has 142 members, claims
the city does have the financial
ability to pay them more.
In a letter sent Thursday to the
City <!ouncil from Robert Crogan,
police association president and
veteran officer, he claims the
assooation is "insulted" and·feels
the city is taking an "unbending,
antagonistic" position in the
salary adjustment negotiations.

Empire Ballroom's popular 'Disco 2000' isn't music to some residents' ears

the Empire Ballroom. and the pltlce is bop-
pmg. 1Wenty or more people are standing
m line, chatting as they excitedly await
their tum to get into the hot spot Some of the gals
are dressed in typical 1970s garb -bot pants. tie
tops, hip buggers and, of course, the ever·popular
platform shoes. The other gals and guys are dressed
in their best club attire-jeans, T-shirts, sweaters.

COSTA MESA -Mayor Joe Enckson,
upset with Newport-Mesa Unified's
recent decision to-sell another school on
the atY's. East Side, said he's not sure
school offioals are worlang for the best
interests of aty residents.
The school board closed escrow Fnday
on one former Costa Mesa elementary
school on Bear Street, and Nov 28 took
the first step toward selling another
school on Monte V1Sta Avenue
At the same time, school offiaals are
looking at ways to house more students at
existing school sites. including the mstal-
lation of 18 portable classrooms at Ensign
Intermediate School .
"Maybe it's time that Costa Mesa
withdraws from the Newport-Mesa Uni-
fied School Distnct so that Costa Mesa
bas a stronger voice m the decisions that
directly affect us," said Erickson. wbose
children attend Mariners Elementary and
Ensign Intermediate schools.

be reviewed by the city council tonight.

·the fast-food window

I t has come to my attention
that some people who use the
convenience lanes of fast·
food establishments are not
always looking for convenience.
Some people are looking for
trouble.
Last week. l pulled into the
drive.up lane of a Carl's Jr. for
nothing more than a quick cold
drink. OK, and maybe some
onion rings.
Directly ahead of me was a
silver Toyota Cressida, area
1991. I know thls because I had
the opportunity to memorize
the back of it for more than 15
rrunutes as I sat immobilized
observing some dangerously
eccentric behavior.
The thµty-something couple
in the Toyota engaged the
speaker box in countless
annoying questions regarding
the ,Cnspy Chicken Sandwich.
"What made it crispy? Did it
have bones m it? Could they
choose the type of bread it was
served on? If they ordered it in
the combo meal could they sub-
stitute a salad for the fries?"
I tned to be patient. After
all, [ am m no pos1bon to crib-
aze people who bungle lanes
establlshed for expediency. The
checkers at Hughes know me
as the express lane lady who
once made them deduct apples
from my grocery bill, one at a
time, until we hlt a total wluch

This was getting pretty close.
The female in question
returned to her car and the Toy-
ota slowly approached the pay-
ment window. The driver hand·
ed the cashier a check of sQme
sort. When it was refused, the
voices got louder and the
woman in the passenger seat
thrust her neck out the window
and started screaming at the
innocent employee. Someone
behind me honked and the
Toyota driver responded with
several obscene gestures in my
direction.
Again, he shut off his
engine.
And so I waited The couple
eventually settled on an order
and started to coast toward the
cashier wmdow, stopping their
car just short of it.
I stared at my lap and won-.
dered how it would feel to be
bound and gagged in the back
seat of a Toyota Cressida buried
under Crispy Chicken Sand·
wich wrappers.
In shrill voices they hag!Jled
endlessly over the form of pay·
ment. Here I sat, trapped by
cement curbs in a fast food

front seat and then the driver
turned the engine off. The lady

the car and faced the line of
traffic behind her, dramatically

"Stop" sign. (Llke we had a
choice here.)

through some loose clothing
produced a leather satchel. She
slammed down the hood, hoist-
ed herself up on the back of

behind her.

holiday woodworking
Learn hOYf lo whittle wood into
holiday projects In a class offered
by Orange Coast College's Com-
munity Education Office.
.Learn to make basic Christmas
projects using jig saws, band
saws and sanders. Each session
includes three projects featuring
different designs.
The non-credit workshop
titled, "Holiday Projects• in
Wood• starts today and Dec. 11
from 6:30 to 9:30 p.m. The course
will be taught by Chuck Schu-
bert, the wood shop teacher at
Costa Mesa High School.
Following instruction in
machine operation, participants
will complete their own projects.
No experience is necessary.
The registration fee is $25 per
session, plus a $5 fee for materials.
Registration is being held at OCC's
Community Education Office
located adjacent to the college's
library. The office is open Monday
through Thursday from 9 a .m. to 6
p.m.; Friday from 9 a.m. to 5 p.m.
and Saturday from 8 a.m. to noon.

Motor Inn, police said,
At 11 p.m. Saturday in the
south parking lot of the motel at
2277 Harbor Boulevard, Shirley
Patterson, 39, and David
Bradley, 33, both Garden Grove
residents, were apparently hav-
ing an argument with a Costa
Mesa man named Woodrow Wil-
on, Costa Mesa police Sgt.
George Yezbtck said.
The trio's argument escalated,
and Patterson reportedly began
hitting Wilson, who rushed to his
car, grabbed a can of pepper
spray and warned both Patterson
and Bradley to stay away, Yezbick
said.
Bradley didn't heed the warn~
ing, and barreled toward Wilson,
who sprayed Bradley with the
pepper spray, knocking him to
the groundi Yezbick said.
Wilson then reportedly lunged
for Patterson and hit her several
times, knocking her to the
ground, Yezb1ck said Wilson then
reportedly ran to !us car, backed it
over Patterson and Bradley, and
ran away, Yezbick said. Police still
are searching for Wilson
The two victims suffered
minor injuries and were t~ken to
Hoag Memorial Hospital for
treatment~

Costa Mesa police involved ~in fatal freeway chase
COSTA MESA - A 38-year-old
man sought for vehicle-code vio-
lations evaded Costa Mesa police
late Friday rught, inciting a chase
that ended with his accidental
death in Anaheim.
At 10:30 p.m. Friday, Costa
Mesa police officers spotted Jef-
frey Lloyd Novak, a Fullerton res-
~ ident wanted for several Califor-
nia vehicle-code violations, dri-
ving a 1982 Oldsmobile sedan.
Police signaled for Novak to pull
over and stop, but he reportedly
ignored them and. sped north-
bound onto the Orange (57) Free-
way into Anaheim.
Police followed Novak's car
and, with help from a regional
police helicopter, were able to
back off and watch Novak eXlt
the freeway at Lincoln Avenue
into a residential neighborhood,
accQrding to police.
Novak then continued driVlllg
northbound onto Rio Vista and
Frontera, where he IIllSSed the
mtersecilon and rammed hl.s car
head-on into the cement wall of
the Riverside (91) Freeway
embankment, according to police.
Novak died imstantly at the
scene, police said.

In October, the Pldnning Com-

Staples store parking lot The
commission also wanted the
Empire Ballroom to provide free
valet parking on that lot And .. the
members wanted the rughtdub's
management to tum away all cus-
tomers who do not use the Empire
or Staples lots
The Empire management has
flied an appeal to the list of
r~ements, saying some of the
stipulations are unfair and unrea-
sonable. The City Council will
consider the Empire's position
tonight, dwing its regular meet-
ing.
And, until the council has
made a decision. the Emptre i.s
under no obligation to implement
the plan. But, the club is pre-
pared.
· The management has posted
huge signs throughout the club
and on the doors, informing the
club's clientele that starting Dec.
14 , the management will deny
entrance to anyone who parks
outside the Empire or Staples lots.
"Hopefully, that'll work," said
Butch Rillera, the cluJ>'s general
manager.
Bu_t, Korando has his doubts
that it will. Even with the addi-
tional parking spots at Staples,
Korando believes there still won't
be enough to-accommodate
everyone.
"The Staples lot will give them
about 87 parking.spaces,· Koran-
do said. "If people come two in a
car, that's 174 people. B,ut I'm
counting more walk-ons than that. H
This past Thursday, by 11 :30
p.m., Korando had counted 473
walk-on club-goers.
"And 40 of those people have
walked off {left the club)," Koran-
do said. "So, that makes about
433.".
Korando says he doesn't want
to drive business out of Costa
Mesa, and he doesn't want to see
the Empire Ballroom close.
"I just want them to keep their
parking under their control and
out of the neighborhoods," he
says.
That might not be enough to
satisfy Anaheim Avenue resident
Alayne Rasch, though.

would've known it was an early Decem-
ber tournament, as Estancia High's
Eagles -unranked in the Orange
County preseason Top-10 poll -defeat-
ed Los Alamitos, 70-66, in the title game
of the Daily Pilot Tip-Off Classic Satur-
day night at Corona del Mar High.

IRVINE -In a way Saturday's girls basketball
game between Corona del Mar High and
Capistrano Valley was a rematch of the Battle of
the Bays.
At least it must have seemed that way for the
Sea Kings who found themselves squanng off
against two old nemesis in '.Jenny Jennings and
Mary Anderson who were both starters for
Newport Harbor last season before transferring
to Capo Valley.
Both, Anderson, a 5-16 sophomore gud!d, and
Jeruungs, a 5-10 juruor forward, finished in·
double figures, 12 and 14 points respectively, as
Capo Valley ran away to a 73-53 decis1on m the
first round of the South Coast Tournament held
at University High.
In all fairness, CdM was coming into the
game off a tough game the previous night, a 55-
35 win over Los Amigo , while Uus was the sea-
son-opener for a top-flight Capo Valley team.
Corona (2-1) falls into the loser's bracket of
the tournament and will face Trabuco Hills, a
49-38 loser to San Bernardino, today at 5 p.m.
Junior guard Lindsay Wanrungton, who was
All-Newport-Mesa last season, scored a game-
high 32 points to lead tho Sea Kings, but it was-
