Antonio was accompanied by his
parents, Antonio and Angela
Rodriguez, who were among the
161 needy families Thursday to
receive the bounty of the 10th annu-
al Christmas FOOd and Gift Progral'!l
sponsored by the Costa Musa police
and employee associatlorts.

softly in Spa.rush.

The families, about 808 people
including children, were pre-
selected through the elementary
schools in Costa Mesa and were
sent letters notifying them that
they were selected to be recipients
of the holiday program. About 50

of dlsadvantaged parents chose gifts for their children

C OSTA MESA -There were new toys
and old toys. But that didn't matter to
the dozens of parents who lined up
outside SOS on Thursday, hoping to find
gilts for their children.
Volunteers from Share Our Selves began
collecting new and used toys and clothing
for the needy fainilics in late October. They
opened up the charity's own litUe toy store
on Thursday and hope to have enough trin-
kets to last through this afternoon.

On Thursday morning, the tables were
stack ed high with music sets, games, cloth-
ing, stuffed animals and dolls.
A Big Wheel, a little scooter and some of
the larger toys scattered the floor. A set of
shelves was bursting at the seams with clill-
dren's books.
Outside, the line of parents stretched the
length of the building, all waiting patiently
for their numbers to be called so that they
could start their shopping.
Once inside, parents were able to select
one toy for each child. Volunteers were on
band to play Santa's helper, asking the chil-
dten's ag and sifting through the piles of

· stop at the holidays .
While the season of giv-
ing may be concentrat-
ed into a few months at
vea.r's end for many, there are
organizations, foundations and
individuals whose generosity has
extended throughout the year.
Coming as donations of mon-
ey, time and creative works, this
spirit has created a high demand
for library service, manifested by
some 1.• million items circulated
by the Newport Beach Public
Ubrary in 1995 and more than
175,000 questions directed at ref-
erence librarians.
Among the monetary gifts that
helped the library serve 925,000
walk-in customers this year were
$58,000 from the Newport Beach
Public Ubrary Foundation for
materials beyond those available
through city funding.
An additional $50,000 came
from the Friends of the Ubrary
for children's resources and·
books on cassette. These organi-
zations joined with the Uteracy
Volunteers of America to raise
$20,000 for reinstatement of the
library's literacy program.
To augment the need for
online connections, the Califor-
nia State Library expanded pub-
lic Internet access with $3,000
for an additional workstation in
the Central Library's Young
Adult section.
Another $43,480 from the
same source will be used to con-
nect local schools with the
library's online catalog, Local
Area Network and the Internet
by modem.

In the face of cuts that have
reduced manpower as well as
collection budgets, the library
inaeasingly relies on volunteers.
In 1995, 197 donated more
than 16,000 hours for such tasks
as processing, shelving and
mending materials. Another 70
signed on as Literacy Program
tutors to help adults struggling
with language skills.

ELEMENTARY SCHOOL
The students at Newport Heights Elemen-
tary School are progressing in their educa-
tiooal pursuits with excellent teacher guid-
ance. Mn. Dana Agullera'• 5th-6th grade
class began sharpening their business skills
with the Los Angeles Tunes Th:ker Tape Ral-
ly by working in groups to invest $10,000
hypothetical dollars in stock. Halloween was
ampared and contrasted with the Hispanic
celebration al El Dia de Los Muertos. Stu-
dents made Pan de Muertos (bread), iced
skeleton cookies, bad their faoos painted to
look like sk.eletons by Mn. Pascone and read
a sped.al book about the day.
Ml. Laura Holmes' 5th graders are
exploring the meaning of •honor" via a
simulation where each student proves
be/she is worthy of receiving honor and
being accepted as an adult in a tribe in Mai
Acumwaa Land. The class began their
Junior Great Books Reading and Discus-
sion Program with a discussion of •Jack
and the Beanstalk" led by our trained dis-
cussion leaders, Mr. Laming, Mn. Berto,
Mn. Robtmon and Mn. Hochwald. The
leaders guided the students through a spir-
ited discussion of several interpretive ques-
tions, such as •Why did Jack climb the
beanstalk the third time even after he had
the hen that laid the golden eggs? Why did
the ogre's wife help Jack?•
Mrs. Karin Selby'• 4th grade students
are studying skeletal systems~-
ing it to other animals' skele .
Students dissected owl pelle -
fied the bones, taking note of the similari-
ties to the human skeletal system. Mn.
Carol Manola'• 4th graders are lea.ming
how to utilize their creative talents to write
dialogue with quotation marks in their sto-
ries for THE IMAGINATION MACHINE.
The third graders in Mn. Pru Stepbem'
class are writing Native American stortes
using Indian pictograph symbols. In
December the class will go to the E.riviron-
mental Nature Ce.nter to learn about plants
and seeds the Native Americans ate.
Integrating Language Arts and Soda!
Studies, Mn. Sandra Root's third graders
are also studying various Native American
tribes across the North American conti-
nent. Students are antidpating a field trip
used to r9CDfd letters to the
editoi on any topic.

KAISER ELEMENTARY
Kaiser Elementary School had much to
be thankful for this past month. All stu-
dents were treated to the first series of
lessons in the Meet the Masters art pro-
gram funded by our wonderful PFO. Class-
room walls are adorned with landscapes
created in the style of Paul Ce7.anne, the
first artist under study.
All third graders also learned about
American Impressionist Guy Rose during
their annual field trip to the Irvine Muse-
um;
A cafeteria full of Kaiser •tecmes• were
on hand at our recent Technology Night.
Parents, students and staff enjoyed demon-
strations of various CD-ROMs and comput-
er programs currently being used at Kaiser.
Partldpants were able to have hands-on
~ce with the various technological
advance1 Kaiser has added to its cla.ss-
rooms to enhance student learning across
the cwrlculwn.

Bay Convalescent Home. An abundance of
soup and other goodies from Mrs. Damngl's

delid.ous rolls.) We learned there is as much
joy in giving as there is in receiving.
Fifth grader Adriana Guerra was
impressed with a personal letter from May-
or Joe Erlcbon in response to her letter to
the dty offering a plan for keeping our
coastal waters pollution free. Adriana was
pleased her dty government took the time
to bear her voice.
Finally, Kaiser students continue to read,
read, read in pursuit of our goal to have
every child reading at home every single
day. We appredate our school's Readers
Express program (our synonym for the dis-
trict's Just Read program) because it bas
opened the doors to the various genres and
ex.citing books our libraries have to off er.

County bankruptcy
plan doesn't bode
well for cities
• But proposal to emerge from the financial mess by
June 1996 could be beneficial to schools.

The county's plan to emerge
from bankruptcy by June 1996
probably does not mean the
people of Costa Mesa or New-
port Beach will see the last of
their mvested money any faster,
county and city officials said
Thursday
However, the Newport-Mesa
Uruhed School District could be in
line to receive high-priority
account clauns, which the county
will chstribute •as promptly as
possible• once the county's
adjustment plan is approved by
the U.S. bankruptcy court and
investment pool creditors.
Although he could not speak
specifically to Newport-Mesa's
portion of account claims, county
financial adviser Chris Varelas
said most school districts with
money m the pool will likely see
part of the $25 rrullJon in account
diwns

how much the district ought earn
from those claims The district has
filed appropnate paperwork and
will get the remauung $8.6 mil-

the county is able to repay its

we're part of (the account clauns)

At the time of the bankruptcy,
the school district had approxi·
mately $83 million in the pool,
$74.4 million of which has since

been recovered.
The cities of Newport Beach
and Costa Mesa have $3.8 mil-
lion and $1.1 million respectively
remaining in the county pool.
The cities will likely not recover
that money unless the county is
successful ih its litigation with
Merrill Lynch
and other Wall
Street firms.
At various
points over the
past year, city
administrators
have stated
their belief
that the cities
will probably
never recover

In addition, Newport Beach
has filed 47 claims with the U.S.
Bankruptcy Court to recover
money which the county owes to
the city. Those claims, wluch
range from withheld property tax
to dock leases, total $3.6 million,
said city Finance Director Dennis
Danner.
That money is not part of the
city's pool investment and will
almost certainly be recovered,
Danner said.

Under the county's adjustment
plan, those funds are labeled
•county administered account
claims• and would be paid after
the schools get their account
claims.
Costa Mesa city financial offi-
cials could not be reached for
comment Thursday.

Esther Mae Penh.all, longtime
Balboa resident. Mrs. Penhall
died Monday at Hoag Memori-
al Hospital at the age of 72.
Mrs. Penhall was born in
WlSDer, Neb., on May 25, 1923,
and moved with her family to
Anaheim six months after her
birth. The family moved to Bal-
boa m 1965.
She graduated from Anaheim
High School and attended col-
lege in Fullerton. Her husband,
Al, was the general contractor
wbo built the Reuben E. Lee
barge in Newport Harbor, and
she was his business partner for
several years atter be started his
Ariaheim business in 1946.
Mrs. Perihall is survived bY
husband Al; son Ronald Penhall
of Anaheim; daughter Lynette
Delamore of Irvine; six grandchil-
dren; two great-grandchildren;
and sister Ella Ric:e of Orange.

tions relating to their field of
work.
For example, a city planner
who's out in the field and spots a
sign code violation will be autho-
IUed to cite the. merchant who
owns the sign. But, the planner
probably wouldn't be banding out
citations for a fire code violation.
'Th.at would be left for a Fire
Department employee to handle.
The program will be split into
three phases. The first phase will
focus on educating the staff's
knowledge of the city's codes and
developing training for other
employees who may be added to
the program in the future.
After that, the staffers will cre-
ate a "tracking" system to gauge
the effectiveness of the program.
The City Council will hear those
results every three months.
The third phase of the pr99fiUU
will be the e.XJ>anslon, adding
employees to the list of authortzed
pel'50nnel and traih.ing.
The cost of the program is esti-
mated at $4,000, most of which
will be consumed by training
efforts. The money will come out
of this year's Personnel Depart-
ment budget.
The council began considering
the program back m October,
realizing the city's current four-
member enforcement staff would-
n't be able to keep up with all the
new ordinances it had apProved
In recent months, the council
has adopted a new sign plan, an
aggressive panhandling ordt-
nance and a no-camping law.
And in July, the council beefed
up enforcement of the city's yard
sale ordinance after residents
complained that some homeown-
ers were violating the two-sales-
a-year rule.

"At first I thought something
was up, then I read the letter
and it was like, 'Oh, wow!' I
couldn't believe that something
like this could happen," Van-

In fiscal year 1994-1995, the
courts countywide returned
a pproximately $5.7 million to the
county's General Fund, which was
available for other county uses,
according to the judges' notice to
the county issued Thursday.
Additionally, the courts ma{ie
cutbacks in several other areas
besides maintenance by freezing
salaries, eliminating training for
employees and reducing by $1.2
million the Orange County Mar-
shal's expenditures, the judges said.
Harbor Court alone needs a
minimwn of $2.8 million for fiscal
year 1995-96 to keep operating or
it will have to shut down as early
as March, Robison said.

down in April, they can not
resume full operations unW July
1, 1996, the beginning of the next
fiscal year, the judges said.
In the meantime, thousands of
criminal defendants would be
released because they couldn't
get a preliminary hearing or
speedy trial; more than 3,000
drunken drivers would not be
prosecuted1 and 2,500 dvil mat-
ters, including small claims, will
not be accepted for filing in the
courts, the judges claim.
This •Notice of Deficiency• to
the supervisors is the first step in a
process that allows the courts to
ultimately order the county to give
them sufficient funds, because
according to the state constitution,
the courts must keep operating.
•The bottom line is, to get ade-
quate funding to keep the courts
open to fulfill our responstbWty to
support and def end the constitu-
tion and uphold the law," Robison
said. "Orange County citizens
should have the same access to
justice as every other citizen in
California does.•
Budget talks between the
supervisors and court representa-
tives have been ongoing since
September, with no resolution.
Taking this step .was a last resort,
Robison said.

Though Newport Harbor was
whistled for more fouls (20-17) ln
this physical, scratch-and-claw
nonleague bask.etball game, the
Roadrunners had the more, shall
we say, aggressive approach
toward rebounds and
loose balls.
But the Sailors (4·8)
had the last laugh with a
strong second half, win-
ning 57-44 on Saddle-
back's floor, and will
enter next week's Daily
Pilot Coast Classic with a

the Estanaa High boys basketball team
seems to need to mamtain its relentless
intensity this season is a cool stare from the
steely eyes of senior center Chris Candlish.

The Tars outscored Saddle-

od. Saddleback didn't score until
2:42 was left. The Tars built their

54-50 victory over St. Augustine
in consolation play.
Coach Jason Ferguson and bis
Mustangs were nose•to-nose
with St. Augustine throughout,
with Mesa pulling from a 41-40
deficit entering the fourth quarter
to gain the nod.
Senior Mike Montoya and
Tuan Do were the big sticks in
the attack from the perimeter,
with 18 and 16 points, respective,

Montoya was an all-touma·

Despite just one victory in five
games, Ferguson expressed satis-
faction with bis team's efforts,

"I feel good in terms of bow
we played in four of our five
games, they were competitive,"
said Ferguson.

Of course Candlish has plenty of compa-
ny when it comes to making plays, starting
with fellow senior Dane Plock, a Cal State
Fullerton-bound point guard who offers the
penmeter presence necessary to complete
the Eagles' devastating inside-outside
attack.
For his part, Plock, the county's leading
three-point shooter (now 52%), nailed four
of bis five three-pointers in the first half.
But Nelson canned a 14-footer from the
baseline (on a Candlish assist), and Plock
threaded the needle in traffic to set up yet
another Candlish bucket, and the Cougars

rotation with junior Lori Metcalf, who started some games last

and 1992-93, but missed the playoffs
last sea.son after tying Aliso Niguel for
third place and losing in a one-game
PCL playoff, 1-0, in overtime.

midfielder and defender, Ashley Lewis, a senior halfback, and
Andrea Sparrow, a 1uruor forward. Sophomore Jenniler
Shaver is their best sweeper, wtuJe freshman Brooke Flamp-
son, who plays halfback and stopper, is someone to watch
"For such a young player, she has great composure,• Laird
said of Aampson, who will rotate with Pomeroy at the cen-
ter/halfback position. "She's calm and relaxed out there, and
"I'm JUSt going to play whoever's proving themselves,•
Laird said. u All three of them are pretty equal. They come out
and work hard in practice. None bas had a bad game, so that
makes my decision tougher.•
It's also one of the decisions welcomed by Laird, who
belleves his led.In's conditioning will make up for a lack of
experience.
