By Carolyn Miller, Daily Pilot W EST SIDE -Visions of Power Rangers, dolls and car toys danced in the beads of several excited children standing outside the Costa Mesa police substtstion here on Thursday. "I came here for a present and we're going to get a basket of food, H said Antonio Rodriguez. 9, a grin spreading across his face when he admitted he had been a good boy at home and school. "I hope to get a Nm1a action figure." Antonio was accompanied by his parents, Antonio and Angela Rodriguez, who were among the 161 needy families Thursday to receive the bounty of the 10th annu- al Christmas FOOd and Gift Progral'!l sponsored by the Costa Musa police and employee associatlorts. The Ut~e boy's father nudged his son on the shoulder and spoke · softly in Spa.rush. •My father says thank you to the police department for all they have done for us,• Antonio said. •Tue food and gifts help us to have a Merry Christmas." "Feliz Navidadl" the Rodriguez family called out, their faces lit with }oy as they unloaded the gro- cery bag full of food -including a five pound ham, eggs, tortillas and presents for Antonio and his three sisters -into their aged blue van. The families, about 808 people including children, were pre- selected through the elementary schools in Costa Mesa and were sent letters notifying them that they were selected to be recipients of the holiday program. While the season of giv- ing may be concentrat- ed into a few months at vea.r's end for many, there are organizations, foundations and individuals whose generosity has extended throughout the year. Coming as donations of mon- ey, time and creative works, this spirit has created a high demand for library service, manifested by some 1.• million items circulated by the Newport Beach Public Ubrary in 1995 and more than 175,000 questions directed at ref- erence librarians. Among the monetary gifts that helped the library serve 925,000 walk-in customers this year were $58,000 from the Newport Beach Public Ubrary Foundation for materials beyond those available through city funding. An additional $50,000 came from the Friends of the Ubrary for children's resources and· books on cassette. These organi- zations joined with the Uteracy Volunteers of America to raise $20,000 for reinstatement of the library's literacy program. To augment the need for online connections, the Califor- nia State Library expanded pub- lic Internet access with $3,000 for an additional workstation in the Central Library's Young Adult section. Another $43,480 from the same source will be used to con- nect local schools with the library's online catalog, Local Area Network and the Internet by modem. County bankruptcy plan doesn't bode well for cities • But proposal to emerge from the financial mess by June 1996 could be beneficial to schools. The cities of Newport Beach and Costa Mesa have $3.8 mil- lion and $1.1 million respectively remaining in the county pool. The cities will likely not recover that money unless the county is successful ih its litigation with Merrill Lynch and other Wall Street firms. At various points over the past year, city administrators have stated their belief that the cities will probably never recover Mac Bernd their total investment. In addition, Newport Beach has filed 47 claims with the U.S. Bankruptcy Court to recover money which the county owes to the city. Those claims, wluch range from withheld property tax to dock leases, total $3.6 million, said city Finance Director Dennis Danner. For example, a city planner who's out in the field and spots a sign code violation will be autho- IUed to cite the. merchant who owns the sign. But, the planner probably wouldn't be banding out citations for a fire code violation. 'Th.at would be left for a Fire Department employee to handle. The program will be split into three phases. The first phase will focus on educating the staff's knowledge of the city's codes and developing training for other employees who may be added to the program in the future. After that, the staffers will cre- ate a "tracking" system to gauge the effectiveness of the program. The City Council will hear those results every three months. The third phase of the pr99fiUU will be the e.XJ>anslon, adding employees to the list of authortzed pel'50nnel and traih.ing. The cost of the program is esti- mated at $4,000, most of which will be consumed by training efforts. The money will come out of this year's Personnel Depart- ment budget. The council began considering the program back m October, realizing the city's current four- member enforcement staff would- n't be able to keep up with all the new ordinances it had apProved In recent months, the council has adopted a new sign plan, an aggressive panhandling ordt- nance and a no-camping law. And in July, the council beefed up enforcement of the city's yard sale ordinance after residents complained that some homeown- ers were violating the two-sales- a-year rule. In fiscal year 1994-1995, the courts countywide returned a pproximately $5.7 million to the county's General Fund, which was available for other county uses, according to the judges' notice to the county issued Thursday. Additionally, the courts ma{ie cutbacks in several other areas besides maintenance by freezing salaries, eliminating training for employees and reducing by $1.2 million the Orange County Mar- shal's expenditures, the judges said. This •Notice of Deficiency• to the supervisors is the first step in a process that allows the courts to ultimately order the county to give them sufficient funds, because according to the state constitution, the courts must keep operating. •The bottom line is, to get ade- quate funding to keep the courts open to fulfill our responstbWty to support and def end the constitu- tion and uphold the law," Robison said. W hat could possibly be a better gift for a sailor than a new boat? With the probability of finding the expensive Melges 24 under the tree especially low, one might want to tum his or her thoughts to the inexpensive, new fiberglass Lido 14 that 1s currently being produced by WO Schock Corporabon of Corona One of Newport's bigger classes, the Lido 14 can be seen sailing the waters m the channel practically every weekend, from hard-core racmg down by Balboa YC to the classes being taught out of Orange Coast College The original Lidos are not only old and tired looking, but they can be quite uncomfortable to sail. Breaking a streak of 38 years of continuous production, this new Lido 14 is class certified, under the direction of chief Lido 14 measurer Roger Tilton arid two-tune class champion Pete Jefferson. ln order to ma.intcun class integrtty. the new boat was made to strict specificabons that would not make the boat any faster or any slower than ex:istlng boats. The hull, rig, sail plan and the underwater portions of the rudder and the centerboard are exactly the same ds any older Lido. In moderruzmg 0the boat, the hardware was changed, but still functions the same, and the deck and interior look has changed. The seat and cockpit area were redesigned to be more user-friendly for the sailors, with the outboard edge of the deck rolled out and the rail made more comfortable to sit on. The cockpit seat was extended to go around the front of the cockpit and a nonskid surface was added to the deck, as well as to the seats And, because the deck and seats are now a one-molded piece, the flotabon of the boat has doubled You will hnd no wooden pieces on th.ts boat and the original aluminum hardware has been replaced by stainless steel and Harken hardware. Other new features include a newly-designed centerboard, )>oom vang and traveler, as well as an all-aluminum tiller that goes over the top of the transom, rather than through a hole cut out in the transom. Jane Schock, Newport Beach resident, NHYC member and four-time Santana 20 National Champion, has the first Udo, which is aptly numbered "6000." She will be campaigning the boat throughout 1996, so if you're m the market, you might catch her out on the water Otherwise, give her husband Tom a call at the W.D. ' By Richard Dunn, Daily Pilot SANTA ANA -It may have been on-the-job training for New- port Harbor High's underclass- men, but no one told them that workers' compensation might be required. ., When Thursday night's refer- ees signaled Saddleback fouls to the scorer's table, there was sometimes an additional desaip- tion, such as "hack," or "butcher." Though Newport Harbor was whistled for more fouls (20-17) ln this physical, scratch-and-claw nonleague bask.etball game, the Roadrunners had the more, shall we say, aggressive approach toward rebounds and loose balls. But the Sailors (4·8) had the last laugh with a strong second half, win- ning 57-44 on Saddle- back's floor, and will enter next week's Daily Pilot Coast Classic with a modest two-game win· ning streak. lbissell gave Saad.le- back a taste of its own medicine later, grabbing a ball on defense to cause a Road.runner trav- eling violation. There were moments Cunningham when sophomore Trevor .. •ttey, we've got to learn how to play through those things,• said Newport Harbor Coach Larry Hirst, whose squad led Sad.dleback, 9- 2, in the foul department Thissell, called up from the junior varsity two weeks ago, probably wished he was still on JV. Early in the fourth quarter, Thissell took a charging foul and jam.med a finger while getting creamed. Later, on a loose ball, he tied up a Saddleback player to force a jump ball, but got plenty of kicks and scraps along the way. early in the second quarter, before the whistles began to bal- ance out. Senior Chad Coluccio led the Sailors with 15 points, but it was the bull's-eye shooting of Peter Cunningham (14 points) and Mark HomWlg (nine) that gave Newport Harbor a third-quarter lead, which it parlayed into a dominating fourth quarter, ou1scoring Saddleback (2-7), 20.10. "Our seniors regrouped the troops at halftime and we were a little more focused." said Hirst, whose team entered intermission tied, 21-21, following Cunning- ham's three-pointer with 2.4 sec- onds left. Cunningham. drained all four of his three-point attempts in the second and third quarters, his last cracking a 32-32 tie with 2:37 left in the third, giving the 1llrs an advantage they would never relinquish. They, had a 27-21 lead early in the quarter, largely because of Homung's three-pointer. •That's one of the reasons why we brought up (freshman point guard) Matt Jamison, to give Cunningham and Hornung more HIGH Estancia High's Eagles are Dylng high with an 11·1 record after dropping Capo Valley Thunday night. Candlish's contribution was limited by foul trouble (he missed the final 11 :49 of the first half with three fouls), but after bis mates kept things close until intermission (a 30-28 Cougar lead at the half), he more than made up for lost time. Battling 6-5 Capo Valley center Austin Mohennan (27 points-on 12-of-20 field-goal shooting}, Candlish made his final seven second-half shots from the field, leading to 13 fourth-quarter points. It was Plock and Candlish who took con- trol, after Moberman converteti a layin and a slam dunk off a steal to extend the Cougars' lead to 34-28, just 34 seconds into the third period. The senior duo accounted for 14 of the next 16 Eagle points, and Plock's three- pointer with 2:27 left in the quarter gave the visitors their first lead (44-42) in nearly eight minutes. Nelson added a layin, then found Can- dlish underneath for another oipple to cap a 14-2 Estancia blitz, inducing a Cougar time· out with 50 seconds left in the third. Montoya, Do ignite Mesa's 54-50 victory • Costa Mesa mows St. Augustine down to snap a frustrating streak. LEUCADIA -Costa Mesa High's Mustangs returned to the victory column Thursday morn- ing, helping to soothe an other- wise frustrating tour of the San Dieguito Invitational, posting a 54-50 victory over St. Augustine in consolation play. Coach Jason Ferguson and bis Mustangs were nose•to-nose with St. Augustine throughout, with Mesa pulling from a 41-40 deficit entering the fourth quarter to gain the nod. Senior Mike Montoya and Tuan Do were the big sticks in the attack from the perimeter, with 18 and 16 points, respective, almost exclusively from three· point range. Each netted four treys. Montoya was an all-touma· ment selection. Despite just one victory in five games, Ferguson expressed satis- faction with bis team's efforts, which included three losses set- tled by a total of four points, one in double overtime. "I feel good in terms of bow we played in four of our five games, they were competitive," said Ferguson. Tbe victory gives Mesa a 1-9 record, which includes three for· feit losses. Of course Candlish has plenty of compa- ny when it comes to making plays, starting with fellow senior Dane Plock, a Cal State Fullerton-bound point guard who offers the penmeter presence necessary to complete the Eagles' devastating inside-outside attack. For his part, Plock, the county's leading three-point shooter (now 52%), nailed four of bis five three-pointers in the first half.
