Tnne will soon run short on RV owners, council decides
• It agrees to modify ordinance
banning vehicles, with certain
exceptions, from parkilig at a res-
idence for more than 24 hours.
By Evan Henerson, Daily Pilot -
NEWPORT BEACH -In two weeks,
the clock starts ticking for owners of
recreational vehicles.
The City Council voted unanimously
Monday to reintroduce an ordinance reg-
ulating the length of time an RV owner
can park bis vehicle on public streets.
Where RV owners previously could
leave the11 vehlcles in one spot for 72
hours, that length will be reduced to 24
hours once the new regulations take
effect.
The council's vote came after numer-
ous RV owners testified that the existing
regulations were adequate. The 12-hour
limit just needed better enforcement, RV
owners claimed.
"This would make me feel like a crim-
inal,• said P.W. Shaw, an RV owner and
longtime resident. •r can in no way com-
ply with the 24-hour rule.•
-Police and trittic officials say the
Changes in the ordinance are designed. to
eliminate the hassles of RVs parked for
excessive lengths of time on public
streets.
Police officials frequently have
received complaints from residents who
say the RVs block their views and cause
potential traffic hazards.
In fact, local realtor Marda Dossey
said she was involved 1n an accident that
came as a res\Ot of a parked RV.
"The ~afety issue for the majority of
people should really ht! considered,.
Dossey said. "That should be the main
concern.•
But most of the RV owners who spoke
Monday night said they were not irre-
sponsible and many of them pay to store
their vebicles in commercial lots, some-
times outside the dty. ..
And many of these same owners said
the regulations would make things clitti-
cult.
Residents who plan long trips gener-
ally need between 48 hours to 72 hours to
load and unload their vehis_les and
charge refrigerators inside their RVs, the
vehicle owners told the counol.
Police said they understood the RV
owners' special needs.
The regulations wiD allow for ~
tions. One exeption is that owners cliL
phone the appropriate agency and get
·~ciol pennisston to leave th~ v~
longer. •
Officials from the police department
also agreed to continpe discussions with •
RV owners to work toward mu~.
acceptable soJutions. • •
"We've heard what you said tonight,•
said CoWlcilwoman Jan Dehay. ·wllb

: The City Council last week
l:hanged the zoning on the rear
portion of the lot -which runs
parall~ Newport Boti}evard,
betW'een Santa Isabel Avenue
and Wilson Street -to a
planned residential develop-
Jnent.
That means any future
development will bave to win
approvals from both the Plan-
nir\Q Coaurussion and the coun-
pl, leaving city officials with
more bargaining power.
Under the new zoning -
which includes a medium-den·
sity residential land-use desig-
nation -the owner of the prop-
erty can build up to 12 housing
units per acre. But, the city is
under no obligation to grant th&
12-unit dehsity. The final densi-
ty will be negotiated with
incentives.
For example, city dfficials
might ask for certain design
improvements in exchange fQr
more units. Officials $ay this •
leaves both the city and the
developer with a better, more
innovative project. ·

steadily grow in terms of interest
and participation, and it's a
statement that the Newport-Mesa
School District cares about all of its
students.
The •dream• is for a practice
football field with lights and a
nine-lane regulation track.
Every school in the district has a
practice field, with a track around it,
now, excepting Newport, which has
a field adjacent to the stadium.
Williams' goal is to raise some $4
million for the project.
There's no problem with that, but
just use the available property in the
right way so athletes ·at GU four
schools, in muJtiple sports, can get
the benefit; and while you're at it,
seek out Estancia, Corona del Mar
and Newport for assistance.
Another item to consider: Uttle
League ... as in three diamonds and
a softball field, a reasonable gift.
A second 5,000-seat football
stadium in a district which houses
four schools, which total out to some

you have a fifth school, and 7 ,500
students, which is a lo~g way off.
As for stadium diiections, they
are simple. Go east on 17th to Irvine
and turn right. And once in a while,
walk across the street to OCC.
But wouldn't it be great U the

Estancia Higb's Brandon Casillas receives some accolades from teammates Prough Jahid (3)
and Ryan Simpson (44) after a Burry of blocked shots against University ln Pacific Coast
League basketball acUon last Friday. Casillas had a triple-double, with 12 blocked shots, 13
rebounds and 23 points. He and his Eagles are 14-3 overal, No. 9 in CIF Division m rankings.
HISTORY IN THE MAKING
-All four girls basketball teams -
Corona del Mar, Costa Mesa
Estancia and Newport Harbor -
make the grade in CIF Division
m ratings this week.
By Jim Walters, Daily Piiot
For the first time in the history of the New-
port/Mesa School District, all four girls basketball
learns are ranked in the Top 10 in the CIF South-
ern Section's DtVlsion ill polls released Monday.
Estancia and Corona del Mar, previously
unranked, make their debuts at No. 6 and No. 9,
respectively. On the strength of two wins, Costa
Mesa moved up from eighth to No 5, while New-
port Harbor, on a six-game losing skid, dropped
from third to No. 8.
-Costa Mesa, Corona del Mar and Estancia
. compete in Division ill-A, while Newport Harbor,
with more athletes to choose from, competes in
Division ill-AA.
The Eagles (14-1) moved into the rankings on
1.he strength of a 51-38 victory Thursday over Uni-
versity, tbe defending Pacific Coast League
champs. The victory went a long way in proving
the Eagles should be in the found in the thidt of
the hunt for a league title and that their 14-1
record (1-0 in the PCL) is more re,.lity than fluff.
·our girls like that stuff, but I've been around
enough to know that the only poll that counts is
• the one at the end of the season, H said Estancia
Coach Russ Davis. "If we are in the Top 10 on
Feb. 9th (the last day of the season), I'll be hap-. py.·
: While happy for the kids and the school, Davis
v :ls more concerned with the work still tu be dohe,
the bigger schools.
"Having all four teams in the rankings says so
much for the basketball in the Newport/Mesa
area."
After winrung the Cavalier Classic Sunday
with a 64-62 win over Canyon in the champi-
onship game, the Sea Kings ,.9.i:opped two straight
to fall to 13-4, 0-1 in the Sea View League.
In fairness. the Sea Kings have been hit by ill-
nesses that knocked starters Jenrufer Gardner
(11.5 rebounds a game) and Brittany Simon and
her on-court aggressiveness out of the starting
lµleup for both losses.
"This ranking has really given the guls a boost
