Board members zero .in on budget problems
•School officials want to find way
to avoid shortfall in ooming year.

NEWPORT-MESA -More cuts
aren't going to resolve the school dis-
trict's budget problems, district officials
said Monday. . ·
Al a special meeting of the Newport-
Mesa school board, school officials
stressed that an overhaul of the entire
district is necessary to avoid a repeat of
the district's current $4.8 million short-
fall, next year.
Although the school district had
enough money in its reserves to tover
the current shortfall, a failure to adjust
the budget proces'S could result in
another $5 million shortfall next year.
"If we don't focus on this now, we'll
be sitting here talking about this same
damned thing next year,• said school
board President Jim Ferryman.
Among the district's money pits are
schools that don't have enough students
to support their operational and admin-
istrative costs.
The district receives about $3,600 per
student from the state. Schools with
fewer than 500 students don't generate
enough money to fully fund them,
board member Serene Stokes said.

that,'' Black said. "I could not tell you
100% how any cuts would impact the
district. I'm not willing to make any cuts
until we look at how the dtstnct and
departments are bemg run. It's an enor-
mous task but we have to do it. That's
the bottom line."

Hoag Hospital in late December

authonties said.
The last week of December
saw a daily average of 193 ~ple
at the Emergency Care Unit, w1th
a htgh of 220 patients a day. com-
pared to last year's flu-season
average of 160 a day, said hospi-
tal spokesman Chris Premer.
The flu season, which general-
ly extends from December
through January, began Ill

ber, Premer said. He said daily
emergency room visits have

Crews tore up parts of Eastbluff Drive
last week to lay ptpes that will carry
reclaimed. water from the Irvine Ranch

A 22-year-old Costa Mesa man
sustained minor to moderate
injuries after his car collided with
a Mazda on the Antelope Valley
Freeway on Sunday, while a Lan-
caster family of four died from
injuries resulting from the crash,
authorities said.
The local man. Chris Panag-

of commerce and some City Council
members who have bought the song

homes and filled with expensive boats,
world-class shopping centers, famous

the city staff says we can't support
ourselves, that we need an economic
council to see k new revenues and we
need to ease our traific constraints tp

I ask, should such a city manage- .
ment, which can't make it with what
we hdve he re, be trusted with taking
on more and more qt unproven rev-
e nues and more uncertain responsibil·
1hes? Annexation requires more staff

Lets ask, WWhy 1s the city of Irvine
trying to get rid of their Boruta Village

Newport Coast development? Are
they looking ahead to the future and

canyons?
The re 1s no hurry ll these develop-

years, they can be considered for
annexation then -after a citywide
vote to see if we want to be just a
u bigger city.• We all moved here
because Newport Beach is nice the
way it is. Are we willing to throw this
away for unstated benefits and an
unproven better lifestyle?
I want to be able to find a parking
space at City Hall, to call my council-
man by name and to have a voice in
city affairs. •
Why would a nyone just throw this
all way for nothing, not even promises
of lower taxes or better services?
Because the staff wants to increase its
power.

Residents need to be more
active in city gove~ent
G rowing the Newport Beach city
bure&ucracy is not the way to
enhance resident influence at City
Hall.
ln recent weeks, local political
activists have called for the hiring of
an ombudsman for the city govern-
ment.
They even want a government-run
commission of residents. These
activists argue this new apparatus is
necessary to give lbe resident point of
view more weight in the conduct of
city affairs. To promote their idea, they
have attempted to demonize the city's
ad hoc Economic Development Com-
mittee.
I am a former member of the Eco-
nomic Development Committee and at
one time served as this city's interim
manager. I salute the efforts of City
Manager Kevin Murphy and the Citv.
Council to reduce bloat in the city
-gove~ent and privatize public ser-
vices wherever possible.
Creating more new government
jobs at City Hall may even be counter-
productive.
If city departments are not being
accountable, residents should take the
matter up with the city manager or
with the City CoWlcil directly.
Residents and property owners who
want to extend their influence in city
0 affairs mJght try these taxpayer friend-
ly techniques instead:
• Join an existing civic action orga-
nization like the Newport Harbor or
the Corona del Mar Chamber of Com-
merce. Spe~ Up NewJ)ort also comes
to mind.
• Take part in the affairs of your
local homeowners assoaation regular·
ly, or one of the regional neighbor-
hood associations, like the West-New-
port Association, or the Central New-
port Association. .
• Attend meetings of the City
Council and the various city commis-
sions, and offer your opinions on pub-
lic affairs during the mandatory public
comment period .
• Take advantage of the letters to
the editor vehicle offered by newspa-

pers like the Daily Pilot that provide
generous local coverage.
• Get to know your City Council
members on a first name basis by
sponsoring a neighborhood coffee for
them to hear your concerns firsthand.
• Watch local television coverage of
City Council meetings.
• Speak up -and speak out often
-in your own voice, and don't
assume someone else is carrying the
ball.
For those residents aI1dlor business
people who want a largef say in local
affairs, the podium is open. Remem-
ber, the world is goverped by those
who show up.

Don't let complacency win ·airport battle Women are welcome, but Sid,

T hls holiday season marks the
one-year anniversary of a
watershed da_te in Orange
County's history. That's when the
Board of Supervisors voted to move
forward with the development of El
Toro as a commercial a!Iport.
Yet, despite an 18-month planning
process, more than 50 hours of public
teshmony, approval by three co\.Ulty
commissions and two countywide
elections, a pall has dropped over the
development process.
Why? Because an all-out assault is
being waged on the people of New-
port Be ach, Costa Mesa and the New-
port Coast. This attack is coming from
South County communities opposed
to a second commercial airport at El
Toro They've bee n successful to date
because they are exploiting what they
detect to be a certain complacency
among the citizens of our collective
communities.
You see, they assume that we,
being citizens of a democracy, feel
that the EJ Toro issues has been
resolved. They're counting on that
complacency to continue.

until they return to their quiet neigh-
borhoods in South County.
ln tlleir minds, Orange County
already has an airport. The fact that
John Wayne's departure and arrival
corridors thunder over the heads and
homes of Newport Beach, Corona del
Mar and Costa Mesa makes pedectly
good sense to them. 1t fits their vision
of the Newport Coast as not so much
a place where people live but, rather,
a pleasant resort they can visit.
When you think about it, the politi-
cal land.scape from here to ap a.1rp~:>rt
isn't very pretty. Newport Beach is
represented at the county level by a
supervisor -Tom Wilson, appointed

Our communities are surrounded
by anti·growtb, anti-progress and
anti-airport naysayers. As of late,
attacks by South County activists like
Mayor Shea, Supervisor Wilson and
their friends have been directly solely
at Newport Beach. They are trying to
isolate us by convincing the rest of
the county that this is Newport
Beach's fight They're actually trylng
to obscure the true facts: that an air-
port at El Toro is part of a regional
transportation system that is in the
bJghest and best interests of the coun·
ty as a whole.
Make no misWce: John Wayne Air-
port cannot serve the whole county.
John Wayne is landlocked. Take off
the cap and there's still no place to
expand.

fer's free speech rights, let
there be no mistake, the
Costa Mesa Police Department does
not subscribe to Soffer's womout bias
against women .inJaw enforcement.
The •good old days" of male only
police departments that settle their
disputes through physical force or
other unacceptable means are long
gone. In our departmepl we seek to
hire the best recruits, men and
women, mentor their training and
bold them to an identic.o.J set of stan-
dards and are gratified when they
succeed. We are proud of the men
and women who served and are serv-
ing in our department in the finest
tradition of service and protection to
the citizens of Costa Mesa.
We have not and will not compro·
mise the standards required to be a
police officer for Costa Mesa. Some
males and femllles will not make the
cut, which is regrettable. But. I can
assure you that the reason someone
may not succeed as a police officer of
this city is due to only the merits of

by convicted criminals like Sid Soffer
or shameless politicians like Costa
Mesa's Mayor Peter Buffa, the truth is
that it only adds to the poor reputa-
tion you have among fans of real
journalism and followers of local poli-
tics. As anyone who has paid atten-
tion knows, this is not the first time
Costa Mesa's police department has
had problQrns with sexual harass-
ment. I seem to recall two female
bodybuilders who sued, forcing the
city to settle out of court.

police chief was caught exchanging
homophobic e-mail messages with ·
the city manager and a councilman
who has censured by his colleagues
for thiS transgression.
It would be nice if your paper
gave some history and context to the
stories you report rather than simply
recruiting crorues to write pieces that
support the positions of your buddies
in offioo.

for bridge deletion plan

Council on Monday night took a $115,~ swipe at erasing long-
standing plans for bridges. over
the Santa Ana River channel at
19th and Banning streets.
County and city plans for the
two controversial bridges, which
would connect vehicle traffic
between Costa Mesa and Hunt-
ington Beach. have been on long-
ra,nge drawing boards for ye{U'S.
Master plans in both the city
and Orange County still include
the bridges in looking at how best
to handle expected traftic increas-
es down the road. While the
plans aimed at cutting traffic on
Pacific Coast Highway have been
around for decades, no money
bas ever been set aside for design
or construction costs.
Still. even the possibility of

Costa Mesa and Huntington
Beach, where residents fear doing
so would open their quiet residen-
tial streets to thousands of cars.
This week, Calta 'Mesa leaders
took the finrt step toward remov-
ing the coi;itroversial plans by
pledging more ~ half ol. the
cost of a $200,000 environmental
impact reJ>Qrt to m-examine the
bridges concept.
The study, to be condUded by
an independent consultant and
completed by next November,
will look at several options,
including leaving the bridges in
the plans, replacing them with
bridges on other city streets and
taking them out all together.
City Engineer Bill Mortjs noted
the study has been •a long time
coming• and took about five

Besides Costa Mesa and Hunt-
ingt~Jl.' Beach, the ci.ti.es of New-
poWBeach, Fountain Valley and
Orange County have agreed to
split the remaining $85,000 of the
bridge study.
While Costa Mesa has agreed
to spend up to $115,000, ~t
number could go down.
City Manager Allan Roeder
said he has already talked with
offidals in neighboring Hunting-
ton Beach about c:!:ripping in on
the study. While nothing is set in
concrete, Roeder said Huntington
Beach leaders have indicated
they may chip in $15,000 toward
the effort. lowering Costa Mesa's
share by the same amount.
Other cities and agencies that
agree to split the cost of the study
down the road will also slasq Cos-
ta Mesa's·share, Roeder said.

a deputy district attomey,
Charlie Carrillo, the court inter-
preter, brought an American Indi-
an man to see me.
He was accompanied by his
wife, an emaciated little woman
who was barely able to totter into
the office. On her leg was a great
running sore.
As Charlie explained it, the
family living next door to the cou-
ple had put a hex on th~ woman,
and she was dying. I was in com-
plete accord with that diagnosis.
She not only looked to me like
she was dying, she looked like
she was liable to do it any
moment.
According to Charlie, if I didn't
do somethmg, the American Indi-
an man was going to take the law
into his own hands. --
I ventured a tentative opinion
that this looked like a medical
case and that they should go to
the county hospital. They already
had. I called the hospital and
talked to the doctor in charge. My
diagnosis was right. The lady was
dying -for no diagnosable rea-
son, said the doctor.
Today I would call in a psychi-
atrist. But that was in the mid-
30's, and the city of Santa Ana did
not have a psychiatrist. Not to
worry. I was young and had that
wonderful self confidence't>f
youth. I would do something.
We all piled into a county car
and went to the scene of this cur-
rent witchcraft I ordered the fam-
ily next door out of their house
and lined them up, from toddlers
to ancients. all 14 of them.
They spoke only Spanish. so I

have always had the feeling that
Charlie's translation was even
better. You see, Charlie was the.
cousin of Leo Carrillo, the actor,
and apparently a sense of the dra-
matic came naturally to the <'.W'-
rillos.I explained in Englith that
witchcraft was against the law
and punishable by imprisonment,
torture, bwning at the stake,
impalement and drowning. Char-
lie probably added a few more in
bis translation. He was particular-
ly good as be described the burn-
ing. The threat of drowrung fell a
little flat because none of my
audience had ever seen more
than two inches of water m the
Santa Ana River.
After Charlie completed h1s
speech (and I hope part of rrune),
I walked around the house and
broke all of the thorn aucifixes
that were strategically placed so
the woman next door could see
..
then when she looked out of her
kitchen window. Fourteen sets of
eyes rolled up to the sky as
though expecting an Azte<: thun-
derbolt at this effrontery.
Then, 1ust for good measure
and because 1t seemed sort of
scary, I sprinkled salt around their
house, all the while muttering
swtable mcantabons. I don't know
what Charlie told them about the
salt sprinkling, but rt was effective
because wben we left the two

made for a big fiesta to celebrate
the temunation of the neighbor-
hood feud A few weeks later the

on the woman's leg had healed,

Clark, a specialist in alternative
sentendng programs, had always insi!ted she didn't need a dty
permit, because her state license
to operate supersedes local
authority to regulate or shut
down her center.
But last summer, when city offi-
cials questioned Oark's why she
lacked a pennit, she applied for a
permit and in August, the Plan-
ning Commission unanimously
granted her one.
The city OK ended a,two-year
permit stalemate but didn't come
without restrictions, including a
10 p.m. curlew for residents and
limits on visiting hours.

approved, Erickson fears Clark
isn't playing by the rules.
Erickson said there is a big dif-
ference between a clean, sober
living environment where people
voluntarily chciose to live and a
court-ordered detention facility
like Clark's where residents cqe
living in order to stay out of jail

definition of who can·and cannot
live in the center added to the
perm.it restrictions and next ~on
day night, the Planning Commis-
sion is set to consider' changing,
revoking or allowing Clark's per-
mit to stay as it is. Even if that
happened, Clark insists the
authority to shut her operation
down rests in Sacramento, not

checking themselves into drug
treatment is unrealistic because
most addicts must hit rock bottom
before they seek help.

team finished its first "season"
Monday night like a unit headed-
toward the second of what Coach
Larry Hirst believes should be
three miniseasons.
The Sailors, 11-5 after wrap-
ping up the preleague campaign
with a 61-41 victory at Saddle-
back High, open Sea View
League play Friday at El Toro in
hopes of earning their second
straight trip to the ClF playoffs.
"I'd like to think so," said Hirst
of his team's chances at a post-
season berth, after the Tars col-
lected their sixth triumph in sev-
en games~ "In som areas, we've come a
long way · e Dec. 1, but in oth-
ers, we still have a long way to
go. Everyone in our league is
playing well right now. We have
the No. 1 team in Orange County

NEWPORT BEACH -How anxious was
Newport Harbor High senior Pete Hogan
to cast his collegiate football future at Fort
Collins-based Colorado State? He passed
up a free ticket to paradise to do so.
SO impressed was the 6-foot-4, 225-
pound Newport-Mesa District Defensive
Player of the Year with the defending
Western Athletic Coolerence and Holiday
Bowl champion Rams, he gave Coach Son-
ny Lubick a verbal commibnent to accept a
full scholarship, before returning from a
pre-Christmas recruiting trip.
Upon his return to ¥ewport Beach, the
three-year starter who played middle line-
backer, outside linebacker, defensive end
and tight end for the Tars, canceled sched-
uled recruiting visits to Hawaii, as well as
Utah, and UNLV. The signing period
begins Feb. 4 .
"l kind of tliough t (Colorado State) was
where I wanted to go before I took my trip
there. And right when I got on campus, I
knew it was the place for me," said Hogan,
who had visited Kansas State the week
before (Dec. 12-14).
"I wanted a small town, I wanted to be
close to good skiing, I loved the coaching staff
and I was real excited about the team unity,"
said Hogan, who will red.shirt next fall, before

"I'll need to put on 15-or 20 pounds. but
I'm excited about playing defensive end
again. I liked it a lot when I was a (Harbor)
sophomore.
Hogan started his first varsity season at
end, before earn All-Sea View League and
all-district honors as a junior outside line-
backer and tight end
He shifted to ouddle lmebacker last fall
and led the team with 139 tackles, while
also catclung 21 passes. He was first-team
all-league on defense.
"(Lubick) had been out here and I knew
they really liked him," said Newport Coach
Jeff Brinlcley, who for the second straight
season has produced a Division 1-A recruit
(1996 Newport-Mesa District MVP Danny
Pulido signed Wlth Oregon).
Hogan, the re1grung national Junior
weightlifting champion m the 99-kilogram
class, said older brother Jack, who attends
the University of Colorado at Boulder,
vouched for the high-quality skiing avail-
able m the area
·Jack said Vail is the best, so we're plan-
ning to go together,• said the younger
Hogan, who will enroll Wlthout a major, but

COSTA MESA -Officially, Monday's
nonleague intra-district boys soccer show-
down between Newport Harbor High and
host Estancia ended in a 1-1 tie. But it was-
n't difficult to assess the loss(es) to the
Eagles, after a pair of red cards cost them the
services of two players for Friday's Paci.fie
Coast League opener at Laguna Hills.

Ramon Garcia saw red 15 minutes into the
second half when his sliding tackle of Har-
bor's Manuel Oropeza was deemed exces-
sive, forcing tile Eagles (7-3-2) to play a man
short.
Then, jl.fter the Sailors (2-2-1) rallied to tie
the game in the 63rd minute, Estancia suf-
fered yet another loss, when junior Juan
Cervantes was shown U'le sideline (red card)
for making what one official termed "viole nt
contact" with a Harbor player away from the
ball
Under CIF Southern Section rules involv-
ing red-card ejections, Garcia and Cer-
vantes must sit out the next game, which
happens to be a key PCL clash.
"That kills us,· said exasperated Estancia
Coach Steve Crenshaw of the two-ejections,
only one of which he thought was justified.
"That first call (on Garcia's tackle) was a
bad call," Crenshaw said. "He never
touched the guy.
l "When you lose a player the caliber of
Ramon, everybody else tries to pick up their
play. I think that intensity had something to
do with the (second red card )."
Cervantes' exit left the hosts two men
short, but Harbor could not capitalize in the
final minute.
MSoccer is a hot-tempered sport and (the
second red card, which left Newport senior
Austin -Ahlgren on the ground holding his
mouth) was unfortunate," Newport Coach
Ziad Khoury said. "But I was very happy
with the way we kept our composure. We
came here to play soccer and that's what we
did."
Though emotions flared after the second
red card, as Newport fans roared to direct
the referee's attention to the offending Cer-
vantes (the referee didn't see the incident,
but consulted one linesman who did, before
issuing the card) and a few Harbor players
calmly voiced their protest to Estancia play-
ers on the field, cooler heads prevailed when
the game concluded. Players from both
teams congratulated one another with
postga.me hand shakes. as well as several
hugs.
"It's a good thing these guys know each
other," Crenshaw said. "That had a lot to do
with this thing not getting out of hand."
Both schools' defenses made sure the
scoring didn't get out of hand, as both teams
~ent scoreless in the first half.
Estancia broke the deadlock in the ninth
minute of the second h alf, when Esaul Men-
doza fanned on an attempted bicycle kick of
a Stuart Moncada cross. Moncada's fine
pass, however, was not wasted, as senior

Ozienynski, a senior guard,

wins last week as he shot 22 for
35 (.629) for 18.7 points~rgame.
He also dished out 23 assists as
he leads the category among con-
ference players.
A junior out of Apple Valley,
Wright also helped the Lady Van-
guards (11-4) to three wins. Sh e
averaged just over 1~ points for
those three games. and also
grabbed 17 rebounds while
knocking down five three-point-
