'Frasier the Sensuous Llon.'

Jerry Kobrin, a 60-yeCir jour-
nalism veteran, Daily Pilot colum-
nist and the man who invented
•Frasier the Sensuous Lion,• died
Tuesday evening. He was 74.
"He'll have as lasting an
impression on O range County
newspaper readers than any jour-
na!jst in county history," said Jim
Dean, former ewtor of the Orange

County Register, who hired Mr.
Kobrin as a columrust in 1979
Mr. 1'obrin, a Newport Beach
resident who wrote a twtc~weekly
column for the Pilot, had been hos-
pitalized for the past two months
because of complications of dia-
betes and a heart ailment. Funeral
arrangements are pend.mg.
"We've lost a gidilt of a man,"
said Pilot Publisher Tom Johnson.
"We'll m.iss both Jerry's column
and his friendship terribly."

News, Mr. Kobrin's journallsm
career spanned six decades,
though his most beloved venture
was as ewtor and publisher of the ·
award-winning Record weekly I

ki Wheeler's classroom
has become a stuffed
animal petting zoo.
When her second-grade stu-
dents asked her what she
wanted for Chnstmas last
month, the Mariners Elemen-
tary School teacher got an idea
that still has the class beaming
one month later.
•1 didn't need another.coffee
mug or magnet for my refriger-
ator," Wheeler said.
Instead of bringmg theu
teacher a gift, the 7-and 8-year-
olds decided to collect Teddy
bears for the Newport Beach
and Costa Mesa police and fire
departments to give to needy
children throughout the year.
"It brings love to a lot more
people/ saidRobin Rodman.
So far, the kids have amassed
nearly 80 stuffed animals, includ-
ing Teddy bears, unicorns, rein-
deer and penguins. They plan to
hand over their st.ash to po.lice
and fire officials next month.

two classroom walls, tagged with
notes from the donating stu-
dents, offenng love and support

giggling Nicole Machado, who
llas given 20 of her own stuffed
animals for other children.

"The whole world is supposed
to share with each other," said
Tony Riva. •There's a lot of peo-
ple out there that aren't getting
what they need and we want to
help them get what they need."
The class chose Teddy bears
to give "because they're good
to cuddle, and they make you
feel better when you're sad,"
said Jacqueline Nguyen.

Richardson
dies at 75
Newport Beach resident and
former Cal State Fullerton Vice
President Ivan Richardson died of
cancer S\,lllday at the age of 75.
Mr. Richardson joined the
Fullerton faculty in 1964 and
retired in 1983. He was the uni-
versity's vice president for ad.o:Un·
istration from 1972 to 1982. Prior
to joining the university adminis-
tration, Mr. Richardson was a
professor of political science, also
serving as the department chair.
He coordinated the political sci-
ence department's master's degree
in public administration, directed
the internship program and served
as executive director Of Fullerton's
Urban Research Institute.
Mr. Richardson specialized in
international public administra-
tion. In that capacity, he served as
a consultant in Brazil, Mexico
and Peru. He also took a one year
leave of absence in 1970 to
research the new system of
regional government in Italy.

Four Newport Beach police ~fficers promoted

port Beach Police Department.
Candidates vying for a promo-
tion in the police department
must excel during two months of
grueling tests and interviews that
concludes with a final decision by
Police Chief Bob McDonell.

department's Patrol Division. Some
of the higher ranking posts hadn't
been open for six years -: until
recerit retirements paVed tbe way.
The four officed were honored
in a ceremony at the departmen1
Tuesday, the day their promotions
went into effect.
Ll Paul Henisey was promoted
to the rank of Captain. Henisey,
who has a master's degree in pub-
lic administration, has served in
many assignments in the depart-
ment during his 19 years of ser-
vice, most recently as the depart-
ment's executive officer.
Henisey lives in Mission Viejo
with his wif.e, Mary, and three
children, Allison, 15, Kenny, 13,
and Teresa, 7.
Sgt. Andy Gonis .was promoted
to the rank of Lieutenant. Ganis,
who has a master's degree in pl,lb-
lic administration, has supervised
the department's Community Rela-
tions Unit for the past six years.

Services will be private. In lieu of

the next hve years, and school
officials say they have more than
enough classroom space to han-
dle the 18% Jump.
The problem is, the empty

LAGUNA HILLS -It took Estancia
-High' girls bdsketball team 15 games to
establish a hint of respectability. Laguna
Hills took a Little less than two quarters to
steal it away.
In a matchup of the Pacific Coast
League's top two preseason teams, Lagu-
na Hills, the No 5 team in Orange Coun-
ty, cldimed early bragging rights with a
46-40 Victory Tuesday night at Laguna
Hills High.
Estancia. the No. 6 team in CIF South-
ern Section Division ill, entered the game
with an unpressive 14-1 record, but it was
the Eagles league-opening victory over
Uruversity last week that seemed to gar-
ner some respect. The Hawks, however, ·
weren't tremendously impressed.
Laguna Hills started the game on a 7-0
run that would set the tone in the fitst ltalf.
Jessica Waltz made two three-pointers
and J enn.Iler Mccartin made a basket just
before the buzzer to keep Estancia close,
13-8, after one quarter.
Then things fell apart for the Eagles.
The Hawks (13-2, 2-0 in league) forced
Es\aJ)cia into hurried shots and denied the
Eagles any offensive rebounds. They
trailed by 12 points.before Vivi-Rodriguez

allowed the Hawks' 6-loot-6 center Tayy-

ney Houser to control the boards.
Estancia climbed back within 12 points
after the third quarter, but Laguna Hills •
continued to answer with baskets through
most of the fourth and led, 45-30, with
1:15 remaining.
Waltz scored eight of her game-high 21
poin• down the stretch, including two
three-pointers, but couldn't lead the
Eagles all the way back.

LAKE FOREST -With a lesson
learned in third-quarter proficien-
cy, Corona del Mar High's girls
basketball team didn't have to
sweat it out Tuesday night
against host El Toro.
It only had to defy the ele-
ments, such as a raucous home
crowd, cold air from outside
when a gymnasium door was
kept open. and its inability to
shoot free throws better than
50%.
It was, however, a welcomed
homecoming for CdM seniors
Jennifer Gardner and Brittany
Simon, who played their first
game in 1996, as Coach Garth
Flint's Sea Kings (14-4, 1-1 in the
Sea View League) defeated El
Toro, 56-45, in a league contest
that began 50 minutes late
because of a transportation delay.

was the fact that we need to be a

not a third-quarter team, we've

herein, and from the date on which this ordinance shall take effec:t. the provisions thereof anal be controlling within the llm·
its of the City ol Costa Mesa.
Sec. 7·15 Amendment~ to Article 1 of the Code, ADMINISTRATION.
Section 105.2.2 1s amended to read as follows:
Sec. 105 2 2 Exp1rat10n. A permit shall continue until revof<ed or for such a period of time as deslonated therein at the time
of issuance Long term permits shall be renewable annually. Permits shall not be transferable and any change in ~e. occu-
pancy, operation or ownership shall require a new permit. •
Section 105 8 1s amended by deleting the requirements for permits for the following:
t 1 Fire hydrants and water-control valves.
w 1 Welding and cutting operations.
Sec. 7·16. Amendment to Article 9 of Code, FIRE DEPARTMENT ACCESS ANO WATER SUPPLY.
Section 903 2.1 is added to read as follows:
Sec 903.2.1. Maximum Fire Flow. ,
No person shall erect of modify any building in such a manner so as to create a fire flow requirement in excess of 5,500 gal·
ions per minute
Sec 7 -17 Amendments 10 Article 10 of Code, FIRE ALARM SYSTEMS.
Section 1008 through 1008.8 are added to read follows:
Section 1008 FIRE WARNING SYSTEMS.
1008 1 Every existing dwelling unit within an apartment house and every eitisting guest room in a hotel used for sleeping
purposes shall be provided with California State Fire Marshal approved smoke detectors. In dwelling units, detectors shall
L>e mounted on the ceiling or wall at a point centrally located In the corridor or area giving access to rooms used for sleep·
1ng purposes In efficiency dwelling units, hotel sleeping rooms and in hotel suites, the detector shall be centrally located on
the ceiling of the main room or hotel .sleeping room. . .
Where sleeping rooms are on an upper level, the detector shall be placed at the center of the ceilihg directly above the
1ntenor stairway All de1ectors shall be located in accordance with approved manufacturer's Instructions. When actuated,
the detector shall provide an alarm in the dwelling unit or guest room.
1008 2 When alterations. repairs or additions requiring a permit and having a valuation in eiteeSS of one· thousand dollars
($1 ,000 00) occur, or when one (1) or more sleeping rooms are added or created in existing single-family occupancies, the
entire building shall be provided with smoke detectors located as ~ulred for new Group R, Division 3 Occupancies.
1008 3 Smoke detectors may be battery operated when installed in existing buildings or in buildings without commercial
power, or 1n buildings which undergo alterations, repairs or additions regulated by Section 1008.2.
1008 4 Installation and Maintenance. It shall be the responsibility of the owner to supply and install all required detectors
The owner shall be responsible for testing and maintaining detectors In common stairways and haltways. It shall be the
responsibility of the tenant, whose tenancy will be longer than two (2) weeks, to test detectors within dwelHng unit11 or room·

occupied, the entire building shall be .provided with smoke detectors located as required for new Group R, Division 1 and
11ew Group A, D1v1s1on 3 Occupancies. Smoke detectors may be battery operated when installed in existing buildings.
1008 7 In no case shall code enforcement inspections be conducted in family dwellin9s to ascertain compliance with this
sect1011 However. should a fire occur in a dwelling or hotel room required to be equipped with a smoke de1ect0f and that
dwelling or hotel room is not equipped with at least one (1) approved smoke detector, the owner of said property shall be in
v1olat1on of this section and may be cited.
1008 8 Where batteryroperated smoke detectors are currently installed and maintained in operable condition in any
building, they shall be deemed to be in compliance with this section.
Sec 7-18 Amendments to Article 11 of Code, GENERAL SAFETY PRECAUTIONS.
Section 1109 4.1.1 1s added to read as follows:
Sec. 1109.4 1 1 No smoking signs in foreign languages shall be required where, in the opinion of the Chief, non·English
speaking persons are regularly employed. The international "No Smoking" symbol may be used instead.

Section 1115. TEMPORARY STANDS FOR THE SALE OF CHRISTMAS TREES. All temporary stands for the display and
sale of Christmas trees are required to have a permit and shall be located. maintained and operated suQject to the following
provisions:
1115 1 All applications for permits shall be made in writing, filed with the City Council, and shan state the name of the
apphcant, his residence address and the location of the proposed Christmas tree stand. The application shall be aocom·
panted by a clearance from the Fire Chief as to fire regulations and by a clearance from the DiviSIOll of Building Safety as to
the proposed electrical installation, 1f any, and additionally by clearance from the Traffic Engineering Division tor review of
stand location 1n relation to possible interruption of traffic.
1115 2 All permits must be posted in a conspicuous place.
111 5 3 There shall be ma1nta1ned in each premises or display within which Christmas trees are sold or offered for sale at

1115 5 All temporary Christmas tree lots for the display and sale of Christmas trees shall obtain electrical permits from
the City of Costa Mesa pnor to any electrical work.
1115 6 No arc or kheg lights shall be located within seventy·flve (75) feet of any temporary Christmas display area selling
Christrnas trees.
1115. 7. It shall be unlawful to store any Christmas trees for sale in any buildings, residences, garages, homes, or vehicles
within the City of Costa Mesa.
1115 8 There shall be at least one (1) adult in attendance during the open or sale hours of the Christmas tree stand.
1115.9 The permittee shall provide an adult night watchman to act and serve during the hours of storage.
1115 10. No alcoholic beverages shall be allowed on the premises.
1 115 11 No Chnstmas tree shall be represented as being flame-retardant unless made so b)• a flame-retardant solution
,llld process approved by the State Fire Marshal.
1115 12 All Christmas trees and tree trimmings shall be removed from the premises by January 2.

sidewalk exists
