NEWPORT BEACH-Finding
somebody around here who isn't
happy to see dredges starting to
scoop the sludge from the Upper
Newport Bay is about as hard as
digging ue funding for that long-
awaited project.
Everyone from residents to
dty, state and federal officials is
celebrating as the dredges are
finally arriving to rid the estuary
of that pesky muck buildup.
Among them ts Doug Wheeler,
the state's secretary of resources,
who1s in town from Sacramento
this week visiting local w tlands,
celebrau.ng the bay dredging -
and chatting with the Daily Pilot.
Wheeler watched from the
state's perspective o.s local offi-

COSTA MESA -Students in
Marilyn Wnght's fifth-grade class
found out Tuesday morrung that
the star formation on the Aus-
tralian flag is the Southern Cross
constellation upside down -the
way sailors m the Southern Hemi-
sphere see it.
"When mariners sailed, they
looked for the Southern Cross,
and they'd know that they were
heading south," said Sandy Begg,
a representative of the school sys-
tem of the Australian state of Vic-
toria.
Begg Wlfurled an Australian
flag, a gift from an Australian dig-
nitary lo the Victoria School stu-
dents, who have been using e-
mail messages to maintain a rela-
tionship with students of Susan
Stapleton's class in Wyndham,

More films, better films, bigger
stars -all this could be yours
with a ticket to the Newport
Beach International Film Festi-
val's third run.
Organiz.ers are planning an
event bom March 26 through
April 5 much like last year's
success, with only fine-tuning ..
changes.
Though most details remain
under wraps, a few facts offer
a bit of a preview: Entries are
up from last

Costa Mesa is a sister city to
Wyndham, and Victoria Eemen-
tary is a sister school to Derrimut
Heath Primary School in Wynd-
ham. And Wright's class is a coun-
terpart to Stapleton's class in
Wyndham.
"As educators, we are here for
the benefit of children to help
them grow and develop," Begg
said. "Our kids' worlds will be
more global. Their work and
social lives will be on a global lev-
el.•
One of Wright's student, 10-
year-old Ashley Walsh, has
already made one Australian pen
pal of the same age, Brenton.

Ashley enjoyed Begg's presen-
tation, in which she gave Wright a
stuffed koala bear and a tape of
Australia's national anthem.
Begg's three-week trip to the
United States also included a two-
week visit to Pennsylvania, where
there are· joint ventw'es between
Australian and American schools.
At Monday night's City Coun-
cil meeting, Costa Mesa Mayor
Peter Buffa gave Begg a key to
the city. Before she leaves tonight,
she also plans to meet with New-
port-Mesa school officials to dis-
cuss the creation of a teacher
exchange program. ,
"Teachers from either area
would shadow a counterpart for
two weeks so we can understand
each other's systems and points of
view," she said. Nit's not for a
comparison of the two systems
but for us to become aware and to
celebrate our diversities."
Begg, who visited Costa Mesa
with her two sons last year, said
she was wannly received by the
representatives of the city and the
school district.
"I feel very much at ho.me in
Costa Mesa," she said. "They
have extended such hospitality to
me. It's been gre~t."

makers now who have submit-
ted films three years in a row.·
Parent seeks lower speed limits near schools

NEWPORT-MESA -Local
principals are dJvided on the
necessity of a speed-lirrut reduc-
tion in school zones.
But Newport Beach parent
Mark Wood has rallied the sup-
port of the Newport-Harbor Par-
ent-Teacher Association to try to
reduce the ·state's school zone
speed limits from 25 mph to 10 or
15 mph, as it is in other states.
Wood, who is also president of
the Newport Harbor PT A, will be
taking bis fight to Sacramento in
an effort to get state PTA support
or the proposal.
"You can talk to any parent wlio
has children in the schools and see
that there is strong support fo r
this," Wood said. "You ·can see
people driving 40 mph in front of
some schools, and it's like waiting
for an accident to happen."
Because the 25 mph speed lim-
it is statewide, Wood said he will
first attempt to get the state PTA's
support for the proposal, then find
a senator or assemblyman to
sponsor state legislation for a
speed-limit reduction.
But some principals in the
Newport-Mesa Unified School
District aren't convinced that a
reduction is necessary.

"Fortunately to my knowledge,
we've never had a situation to
where this would be a problem,"
said Paul 1'wedt, principal of Cal-
iforrua Elementary School.
"I'm all for safety and would
support anything that would
ensure the safety of kids coming to
and from school, but it r.eally hasn't
been a problem here,· 1Wedt said.
The city of Newport Beach has
placed speed bumps in front of
Andersen Elementary School,
which school officials said have
helped deter speeders.
"The city has made modifica-
tions to the street that have
helped," Andersen Principal Tom
Carr said. "I can't say lowering it

good job to make it as safe as pos-
sible for students," he said. "But
anything that would make it safer
for kids, I'm for."
But Sonora Elementary Princi-
pal Steve Pavich said a reduction
in the speed limit would create
more problems than it solves.
"I think 25 mph is safe,• he
said. "To have it at 15 mph is
crawling. We've had no problem
with 25 mph as long as people are
watching out for the kids."

"We've been pretty fortu-
nate in the amount of interest

really polished and fine-tuned

for Fairview Park.

nent fencing around the park's
vernal pools and archaeological

But the bulk of the proposed
fencing, which officials said was
needed to limit bluff erosion and
ensure that plants could grow
back without~g trampled by
feet and mountain bike tires,
will now be temporary.
Each year, the city's Parks
and Recreation Facilities Com-
mission -a volunteer panel of
residents who advise the City

T wo apparently disparate
events took place last
week that are actually
deeply connected in my life.
Cliff and Rae HickS spent a
wee,Jtend with us en route from
their home in North Carolina to
New Zealand. And U.S. Sen.
John Glenn was deared to
make his second flight into
space at the age of 77.
The connection goes back
almost 40 years. Those of you
who were around then and old
enough to read know how pas-
sionately the original Mercury
astronauts were embraced by
an American public hungry for
heroes. The fact that seven
American military pilots bad
volunteered to risk their lives on
the nose of a rocket that would
blast them out of the Earth's
atmosphere to a fate totally
unknown then inspired the
same degree of public admira-
tion that Charles Llndbergh had
attracted 30 years earlier.
In 1959, before television was
running the world, Lile r"aga-
zine flexed the biggest media
musdes, and Llfe literally
bought the astronauts by
shelling out large swns of mon-
ey for the exclusive rights to
their personal stories. There
was a lot of grumbling about
such an arrangement but also a ·
rather remarkable acceptance
of it.
That's where Cliff Hicks
came i,n. He was then the editor
of Popular Mechanics maga-
zine, and I bad worked for him
on and off as a free-lance writer
for some years. He called me
and said: MEverybody else is
conceding the biggest story of
the decade to Lile. Let's see if
we can do something about
that.•
So we barraged NASA with
demands for access to the astro-
nauts. I don't know if we wore
them down or no one else bad
been that aggressive. At any
rate, I was finally given permis-
sion to hang out with the Mer-
cury a~tronauts during their
training at Langley Field in Vu-
ginia.
I spent several weeks there,
the only reporter -except for
those from Life -so blessed. I

ate and schmoozed with the
astronauts and followed them
through their training exerases
(the Life contract prevented me
from visiting them at home}.
The end result was a two-part
artide in Popular Mechanics
and a book -the first on our
manned space fught program -
called MSeven Into Space. ft
My four years as a military
pilot enhanced communication
considerably. Six of the original
astronauts were involved in
World War II (Gordon Cooper
was too young), but only Glenn
and Slayton had been combat
pilots. The others were still m
traiRing QT didn't Start flying
until after the war. But all had
turned to military flying as a
career and were accomplished
test pilots when they were cho-
sen to be the first American
astronauts.

in common. We were WASP
Midwesterners, born within a
few weeks of each other, and
had enlisted in the Navy shortly
after Pearl Harbor. He later
defected to the Marines, but we
both became Democrats, a topic
that wasn't much on our minds
40 years ago at Langley Field.
After Glenn's recent
announcement, I dug out my
notes and photographs of that
period to fuel my memory.
Although these self-rellant test
pilots had no need of a father-
image in their group, it was
almost always Glenn who filled
that role when the occasion
arose. He was the oldest, had
the most extensive combat
record and was best known
among the group for his flying
acbJevements.
Glenn was also the best pub-
lic telations man. He was
smooth, soft-spoken, amiable
and had a tendency to talk in
the same sort of homilies so
often heard from then-President
Dwight D. Eisenhower. While
the other astronauts were spoil-
ing to stick their thumb in the
eye of the Russian bear, Glenn
told me: MThis is a technological
program, not a space race. Our -
pnmary concern is not to beat
the Russians but to put a man
up and bnng him back safely.•
He also told me: ·A lot of
military and test pilots look at
their work from a fatalistic
standpol!lt. They say: 'I'm going
to dle sometime, so I can do
anytlung I want m the mean-
time, and it makes no differ-
ence.' But I was brought up to
belleve that we are placed here
with certain talents and capabil-
ities, and it's up to each of us to
use them as best we can. If we
do that, I believe there is a
power greater than any of us
that will place the opportunities
lil our way -and that's how I
look at this Mercury program.·
It was taken for granted from
the start that Glenn would fly
the first orbital mission, and he
did -so spectacularly that
New York turned out a ticker-
tape parade for hJ.m. When it
was dear he wasn't going to get
another flight qwckly. Glenn
turned to polltics and became a
three-term U.S. senator after
·one losing campaign and a dis-
astrous inner ear injury from a

proposal to reduce the number of
votes needed to pass a school
bond issue would likely get
thumbs up from the Newport
Harbor Chamber of Commerce,
officials said.
Gov. Pete Wilson is proposing
to reduce the number of votes
needed to pass a ~chool bond
issue from two-thirds to a simple
majority. Newport-Mesa schools,
which are in dire need of repairs,
would welcome the proposal.
Some board members said repairs
could cost between $15 million
and $30 million.

After claiming a CIF Southern
Section Division ID-AA title last
fall, the Sea &ngs will be
depleted when they take the
: wood next season as six seniors
· graduate this spring.
Despite the migration to
college, CdM's ·eighth grade
coach, Chuck Cutenese, is
banking on another period of
Sea King dominance to come
with the new millennium.
Cutenese, who also coaches
Orange Coast College's teams,
watched his eighth-graders ·
capture the district eight grade
title with a convincing 15-8, 15-3
victory over Harbor Day last
weekend.
"This is just a really talented '
group of girls,• Cutenese said.
So convinced is Cutenese that
he recently made a phone call to
CdM's varsity coach, Steve
Conti, to express his excitement
regarding the future.
The story of the eighth grade
Sea Kings dates back to
· Novem~ of their seventh grade
year when they began to play
together as a group under
Cutenese.
Cutenese and his QCC
• assistant, Kelly Moomaw, started
coaching at the junior high level
at CdM four year ago. Instead of
passing teams to each other at
the end of each season.
' Cl!tenese coaches one group
through both its years at the
middle school level, and
Moomaw guides the other group
through its years.
"That way there's some kind
of consistency in coaching,•
Cutenese explains.
Last season, Cutenese guided
the class of 2002 to the
championship game against
Harbor Day, where the Sea
Kings fell.
This season, he got the same
group, add a year of experience
· ,And CdM got its revenge.
"I have to give a lot of aed.it
to these girls -they are so
committe<f," he said.
Proof of their commitment can
be found in the fact that the girls
practiced each day at 6:30 a.m.

COSTA MESA -Estancia High's girls bas-
ketball coach Paul Kirby had two goals going
into Tuesday night's Paci.fie Coast League duel
with Laguna Beach. One was to keep the visit-
ing Artists from scoring more than 25 points; the
other was to shut them out in a quarter.
Lofty goals for an Eagle team that was win-
less, like the Artists, in league play, but one of
the goals was accomplished, and Laguna Beach
was nearly blanked in the fourth quarter as
Estanoa went on to a 65-19 win.
The Artists (1-15 and 0-4 in the PCL) capital-
ized on a slow Estancia defensive transition and
knotted the score at 4-4 before the hosts went
on a 12-0 run fueled by the rebounds and put-
backs by 5-toot-9 junior Francia Diaz.
Diaz exploded for eight first-half boards and
14 points m the first stanza as she would claim
game-tughs in both categories with 27 points
and 12 rebounds. She also tallied five steals,
two assists and a pair of blocks.
"(Coming into the game), we were 8-3 in the
league just like them." Diaz said. "We wanted
to come out and show that we're as good as any
team in the league and that we still have the
whole second half of the (league) season to go."
The Eagles (5-14, 1-3) forced the guests into
comn:Jitting 29 turnovers as they applied full-
court pressure until the fourth quarter. ·
Sophomore guard Lauren Cassity reaped the
benefits of several of those twnovers as she bit
for 12 points, all but two coming off of steals.
Lisa Steinfeld also reached double figures for
Estancia with 15 points.
"Hopefully this is a start in the right direc-
tion," Kirby said as the win snapped a seven-
game losing skid. •(Laguna Beach) is a rebuild-

District's junior high school boys basketball teams will
battle this weekend to determine the district's top squads.
ln the eighth grade category, Ensign is the favorite
as 1t posted a 5-0 league record behind the perfor-
mances of Tony Melum, Greg Perrine and Lu Castillo
Costa Mesa (3-2) received a bye, along with the
league champs, as Dwyer (2-3) will battle TeWinkJe (2-
3) at 4:30 Wednesday everung.
The other quarterfinal contest will pit Corona del
Mar (3-2) and Harbor Day (0-5) at 7 p.m.
On the seventh grade side, Ensign, Dwyer and CdM
all posted 4-1 records, with Ensign and Dwyer receiv-
ing the first-round byes.
TeWinkle (2-3) and Harbor Day (l-4) will kick off the
